III. Abstraction
Hi! Good day everyone and welcome to Carcar City College and this is
our first modular session for NSTP. I know that you’re much excited to
experience the life of a college students but it can wait. So, let’s start our
discussion.

The Legal Framework of NSTP-CWTS

The Philippine Constitution provides that Article 2 of the 1987


Philippine Constitution which can be specifically found in the following
sections.

Section 4. The prime duty of the Government is to serve and


protect the people. The Government may call upon the people
to defend the State and, in the fulfillment thereof, all citizens
may be required, under conditions provided by law, to render
personal, military or civil service.

Section 5. The maintenance of peace and order, the protection


of life, liberty, and property, and promotion of the general
welfare are essential for the enjoyment by all the people of the
blessings of democracy.

Section 13. The State recognizes the vital role of the youth in
nation-building and shall promote and protect their physical,
moral, spiritual, intellectual, and social well-being. It shall
inculcate in the youth patriotism and nationalism, and
encourage their involvement in public and civic affairs.

Article 2, Section 4 of the Constitution is very clear that the


Government may call upon the people to defend the state and all citizens
may be required to render personal, military or civil service. This is so
because, in order for the people to enjoy the blessing of democracy there
must be maintenance of peace and order, protection life, liberty and
property and the promotion of general welfare. Moreover, the State
recognizes the vital role of the youth in nation-building and shall promote
and protect their physical, moral, spiritual, intellectual, and social well-being.

The primary law that gives life to this constitution mandate was RA
7077 otherwise known as the “Citizen Armed Forces of the Philippines
Reservist Act". The mission of the Citizen Armed Force, alternately referred
to as the Reserve Force, is to provide the base for the expansion of the
Armed Forces of the Philippines in the event of war, invasion or rebellion; to
assist in relief and rescue during disaster or calamities; to assist in
socioeconomic development; and to assist in the operation and maintenance
of essential government or private utilities in the furtherance of overall
mission. The law provides of mandatory military training for students
enrolled in colleges, universities and similar institutions of learning pursuant
to the provisions of the National Defense Act and the 1987 Constitution.

However, the death of Mark Welson Chua - a student of the University


of Sto Tomas whose death is widely believed to be linked to his exposé of
anomalies in the ROTC Unit of the university, resulted to optional ROTC. His
death became the channel for the passage of Republic Act 9163 or the
"National Service Training Program (NSTP)" Law. Chua received death
threats after his revelations. The new ROTC commandant advised him to
undergo security training at Fort Bonifacio. On March 15, 2001, he was
supposed to "meet" an agent but he was never seen alive again. Three days
later, his decomposing body wrapped in a carpet floated in the dirty waters
of Pasig River, with his hands and feet tied and face wrapped in cloth and
packing tape. The autopsy report showed sludge in his lungs, indicating he
was alive when he was thrown into the river. This is the end of mandatory
ROTC in the Philippines, and the establishment of the National Service
Reserve Corps (RA 9163)

The following are salient feature of the RA 9163:

1. The National Service Training Program Law

The National Service Training Program (NSTP) law or Republic Act No.
9163 is program aimed at enhancing civic consciousness and defense
preparedness in the youth by developing the ethics of service and patriotism
while undergoing training in any of its three (3) program components,
specifically designed to enhance the youth’s active contribution to the
general welfare of Filipinos.

2. What is NSTP course?

NSTP subject is taken up all incoming freshmen students, male and


female, enrolled in any baccalaureate and at least two-year technical -
vocational or associate courses, are expected to complete one NSTP
component of their choice, as graduation requirement. The NSTP subject has
been implemented since the start of school year 2002-2003. Each NSTP
components is undertaken for an academic period of two semesters and is
credited for three units per semester with 54 to 90 training hours per
semester. The school authorities shall exercise academic and administrative
supervision over the design, formulation, adoption, and implementation of
the different NSTP components in their respective schools. In the case of
ROTC, the school authorities and Department of National Defense (DND)
shall exercise joint supervision over its implementation.

3. Three Program Components of National Service Training Program

a. ROTC – Reserve Officers’ Training Corps which is designed to provide


military training to tertiary level students in order to motivate, train,
organize, and mobilized them for national defense preparedness.
b. LTS – Literacy Training Service which is designed to train the students
to teach literacy and numeracy skills to children, out of school youth, and
other segments of society in need of their services.
c. CWTS – Civic Welfare Training Services which refers to activity’s
contributory to the general welfare and the betterment of life of the
members of the community or the enhancement of community facilities,
especially those devoted to improving health, education, environment,
entrepreneurship, safety, recreation and morals of the citizenry, and other
social services.

1. The significance of the NSTP

The purpose of this program is to recognize the Youth's vital role in


nation- building, promote consciousness among youth and develop their
physical, moral, spiritual, intellectual and social well-being. It shall
inculcate in the youth patriotism, nationalism, and advance their
involvement in public and civic affairs.

2. The NSTP graduate

Graduates of the CWTS and LTS components of the NSTP


shall belong to the National Service Reserve Corps (NSRC) and could be
tapped by the State for literacy and civic welfare activities, especially in
times of calamities while graduates of the ROTC program shall form part
of the Citizen Armed Force.

3. The following rules about NSTP are observed:

1. Each student is required to take 3-unit courses for 2 semesters (6 units


total).
2. Students may only take these courses after their first year.
3. The following are the components of the program:
1.a) Military Training Services (MTS)
1.b) Civic Welfare Training Services (CWTS)
1.c) Literacy Training Services (LTS)

1. The 8 core values of NSTP

Values:

2.Human dignity; 6. Protection of the environment;
3.Truth, goodness, and social responsibility; 7. Indigenous learning and
conservation;
4.Innovation and creativity; 8. Quality service delivery.

1. Benefits of the students in taking NSTP


The findings of the study suggest that NSTP courses are effective and
they influenced the self-improvement, performance, community
involvement, and demonstration of abilities and skills of the students to an
extent. The purpose of this program is to recognize the Youth's vital role in
nation- building, promote consciousness among youth and develop their
physical, moral, spiritual, intellectual and social well-being. It shall inculcate
in the youth patriotism, nationalism, and advance their involvement in public
and civic affairs.

2. Implementation of NSTP

The Commission on Higher Education (CHED) regional offices,


Technical Educational Skills Development Authority (TESDA) provincial and
district offices, and Department of National Defense – Arm Forces of the
Philippines through major service reserve commands and their ROTC units
shall oversea and monitor the implementation of the NSTP under their
respective jurisdiction to determine if the trainings conducted are in
consonance with RA 9163.

Other laws related to National Service Training Program:

1. RA 9418 "Volunteer Act of 2007”- Section 12 (b) Integration of


Volunteerism in the Basic and Higher Education Curriculum. – The
DepEd and the CHED shall integrate volunteerism as part of the curriculum in
basic and higher education to raise the consciousness of the youth and
develop the culture of volunteerism among the citizenry.

2. RA 9512 "National Environmental Awareness and Education


Act of 2008". Section 4. The CHED and the TESDA shall include
environmental education and awareness programs and activities in the
National Service Training Program under Republic Act No. 9163, as part of
the Civic Welfare Training Service

3. RA 9163 “"Comprehensive Dangerous Drugs Act of 2002". Section


43. School Curricula. – Instruction on drug abuse prevention and control shall
be integrated in the elementary, secondary and tertiary curricula of all public
and private schools, whether general, technical, vocational or agro-industrial
as well as in non-formal, informal and indigenous learning systems.

4. RA 10121 “Philippine Disaster Risk Reduction and Management Act


of 2010”. Section 14. The DepED, the CHED, the Technical Education and
Skills Development Authority (TESDA) and other relevant agencies, shall
integrate disaster risk reduction and management education in the school
curricula of secondary and tertiary level of education, including the National
Service Training Program (NSTP), whether private or public, including formal
and nonformal, technical-vocational, indigenous learning, and out-of-school
youth courses and programs.
