Module 1: Civic Welfare Training Service Program 2 Introduction

The Civic Welfare Training Service Program (CWTSP) is a of 2001 program


component of the National Service Training Program (NSTP) under the Republic Act 9163
known as the National Service Training Program Act of 2001 which refers to “program of
activities contributory to the general welfare and betterment of life for the members of the
community or the enhancement of its facilities, especially those devoted to improving health,
education, environment, entrepreneurship, safety, recreation and moral of the citizenry ( section
3.d).

The Civic Welfare Training Service Program II (CWTSP II) is a second semester
course which consist of projects and activities designed to encourage the students to
contributes in the improvement of the general welfare and the quality of life for the local
community and its various institutional components more particularly in terms to improving
health, education, environment, entrepreneurship, safety, recreation and moral of the citizenry.
It includes lectures, community immersions/exposures and civic community projects
implementation. The student is given the opportunity to do actual civic/ community service under
the supervision of the teacher- facilitator. Through the different projects planned, implemented
and evaluated by the students themselves, they are expected to become civic /community
minded and socially responsible.

Defining Community

People involved in community immersion must be knowledgeable on the basic of


community, i.e., its meaning, concepts, underpinning principles, and nature of problems and
issues arising there from. These will enable the trainees to have a good grasp of the local
situation, thereby preparing them to appropriately respond to the multifarious concern in the
community and properly carry out immersion projects and activities that is so conceived to bring
about long-term amelioration, and not just over-night, cosmetic solutions of the social menace
and ills.

People in certain barangay or city bounded with common beliefs and practices. They
are also obliged to follow barangay or city ordinances, policy and guidelines to establish
harmonious relationship among neighborhood and to strengthen peace and order. This group of
people in certain geographical area like your barangay is called a Community and you are part
of your community.

To have a common understanding, let us define well a community. A community is a


social group of people living together in a specific locality linked together by common values,
beliefs, behaviors, sexual orientation, government, occupation and a shared sense of identity
and belonging. A community is composed of social networks which every member performs
significant roles for the common good of the group.

ELEMENTS OF A COMMUNITY

A group of people is a group of human beings. It is not possible to form a community


without a group of men and women. While definite locality always occupies a geographical area.

1). Demographics- (characteristics of population) include population distribution and density.

2) History -events of the past that contributed to the development of the community.

3) Culture- ways of living of the people.

4) Economy- income level, occupation of people 5) Structures –physical, political and social
structure

IMPORTANCE OF UNDERSTANDING YOUR COMMUNITY

What is the relevance of knowing and understanding our community? Being a student,
part of your NSTP course is community immersion. In NSTP framework, community immersion
can be defined as an approach to student empowerment aiming to strengthen social awareness
and responsibility to their communities. NSTP students should be exposed and immersed in
actual community life to fully understand and determine the social, economic and political
situation of the people within a particular community.

As discussed last semester in your class, RA 9163 SEC 3 stated:

SEC. 3 Definition of Terms – For the purposes of this Act, the following are hereby defined as
follows:

(a) “National Service Training Program (NSTP)” is a programmed aimed at enhancing civic
consciousness and defense preparedness in the youth by developing the ethics of services and
patriotism while undergoing training in any of its three

(3) program components. Its various components are especially designed to enhance the
youth’s active contribution to the general welfare.

(b) “Reserve Officer’s Training Corps (ROTC)” is a program institutionalized under sections 38
and 39 of Republic Act No. 7077 designed to provide military training to tertiary level students in
order to motivate, train, organize and mobilize them for national defense preparedness.
(c) Literacy Training Service” is a program designed to train students to become teachers of
literacy and numeracy skills to school children, out of school youth, and other segments of
society in need of their service.

(d) “Civic Welfare Training Service” refers to program or activities contributory to the general
welfare and the betterment of life for the members of the community or the enhancement,
entrepreneurship, safety recreation and morals of the citizenry.

Before community immersion, NSTP students undergo orientation and familiarization of actual
community setting through lectures, group dynamics and community setting through lectures,
group dynamics and community ocular visitation. Through these strategies, student have a
chance to identify and internalize the felt needs of a community and let them feel their
belongingness on that community. They have also opportunities to analyze community situation
and how could they come up a specific group of people in the community.

During community immersion, NSTP students are ready and equipped to mobilize and organize
target community group for the implementation of their community intervention program. NSTP
students are required to record their insights, problems and challenges encountered, and the
process of community intervention program implementation.

After community immersion, NSTP students document their observations, experiences, and
lessons learned in conducting community intervention program. They have to discuss also their
recommendation for the sustainability of the intervention they conducted in the community.
Presenting of their report to community stakeholders is highly encouraged. The next chapters of
this book will discuss thoroughly the process of community immersion.

MODULE 2: Community Immersion

WHAT IS COMMUNITY IMMERSION

Community Immersion is an intensive study on campus and field experience on


becoming a future leader, community organizer or even a future educator. It would help
individuals learn some life “skills” help them meet others, help them socially and most
importantly to help other community members see them as people with “worth”.
WHAT IS COMMUNITY IMMERSION IN NSTP

To help the students to become better person on having relation to the needy to whom
much is given and much is required. It’s help the youth on how to make people more active in
the environment and lead the country to change and solve problems encounter of our
communities, by the youth we encouraged people to speak up and looking forward on how
young generation will work for us.

Community immersion is a version of service learning that is more integrated with


student’s passions and interests, is longer-term and is related to the on-going development of
community and social justice issues. Whereas pulling debris from a river would be classified as
community service.

Community immersion learning fulfills many of the school’s goals for students – becoming
involved citizens, learning through worthwhile tasks, and developing leadership, advocacy and
problem-solving skills.

IMPORTANCE OF COMMUNITY IMMERSION

Community Immersion Program a social strategy in education and training designed to


bridge the gap between theoretical instruction and the realities of community work through
experiential learning.

BENEFITS OF A COMMUNITY IMMERSION TO THE STUDENTS

It provides another avenue for students to discover new interests and become potential
CWTS-LTS Mentors. Community immersion in service learning is defined as a method in the
following:

Under which young people learn and develop through active participation in thoughtfully
organized experiences that meet actual community needs that are coordinated with the school
and community, and it is integrated with specific learning objectives and it provides structured
time for youth to think, talk or write about what they did and saw during the actual service
activity.

It provides young people with opportunities to use newly acquired skills and knowledge in
real life -situations in their own communities. And it also enhances what is taught in school by
extending student learning beyond the classroom and into the community.
This is related to community development and social justice; it also helps to foster a
sense of caring for others through direct involvement and lastly is that is supported by regular
assessment to provide feedback and guide improvement.

VOLUNTEERISM

WHAT IS VOLUNTEERISM?

An act of carrying out tasks or providing services for individuals or community


organizations without financial recompense is generally considered an altruistic activity,
intended to promote good or improve human quality of life. It is considered to be serving the
society through one’s own interests, personal skills or learning, which in return produces a
feeling of self-worth and respect, instead of money.

Volunteering is also famous for skill development, socialization and fun. It is also intended
to make contacts for possible employment or for a variety of other reasons. It takes many forms
and can be performed by anyone with his or her own set of skills. Many volunteers are
specifically trained in the areas they work in, such as medicine, education, or emergency
rescue. Other volunteers serve on an as-needed basis, such as in response to a natural
disaster or for a beach-cleanup.

TYPES OF VOLUNTEERISM

1.Skills-based volunteerism – providing specialized skills and talents of individuals to strengthen


the infrastructure of nonprofits helping them build and sustain their capacity to successfully
achieve their missions.

2.Environmental volunteerism – it refers to volunteers who contribute towards environmental


management or conservation. Volunteers conduct a range of activities including environmental
monitoring, ecological restoration such as re-vegetation and weed removal, protecting
endangered animals and educating others about the natural environment.

3.Emergency volunteerism – providing any means of support whether it is by mean of monetary


support or manpower support to all-natural disasters like tsunami, earthquake, flood and
typhoon.

4.Community volunteerism – refers to volunteers who work to improve community enhancement


efforts in the area in which they live. Neighborhood, church and community groups play a key
role in building strong cities from the neighborhood up. Supporting these understaffed groups
can enable them to succeed in a variety of areas, which connect social, environmental, and
economic boundaries.
VALUE OF VOLUNTEERING

Top reasons to volunteer

Connecting with your community with other people especially those “in need” we receive
not only the praises and compliments but also the feeling of self-worth and respect, by helping
others make us realize that even a simple individual like us is capable of changing the society.
In conserving the funds of charities, nonprofits and faith-based and other community
organizations by contributing your time, helping others brings good feelings to the giver and the
receiver of the good deeds, using our special gifts to help others can be a gift to us as we enjoy
a self-esteem boost for making other’s lives better, and make the world a better place.

In sharing your skills and gain new ones, by utilizing our skills for the better and while doing
these sorts of stuffs we will gain new skills and talents that beneficial to others and to ourselves
as well. By developing the self- esteem and self-confidence in volunteerism, a charitable act that
requires confidence and self-esteem on the part of the doers, by participating regularly it boost
our confidence through constant interactions and socialization with the other volunteers and
clienteles. And in meeting new people from all walks of life, in helping others means meeting
others.
