Method of Statement: Demolition of UFC 4-022-03 Security Fence

1. Purpose
To safely and systematically demolish the UFC 4-022-03 security fence, ensuring the
controlled recovery of materials for reuse, and maintaining site safety and security.

2. Scope of Work
This procedure applies to the demolition of the UFC 4-022-03 security fence, including
metal posts, mesh, and other materials as specified. The fence demolition shall be
conducted in sequenced sections to control security and safety risks.

3. Responsibilities
Project Manager: Responsible for project planning, supervision, and communication.
Site Supervisor: Ensures daily compliance with procedures and safety protocols.
Demolition Crew: Executes demolition in compliance with the plan, focusing on safety
and material recovery.
Quality Control (QC) Inspector: Verifies quality and safety checks.
SSHO: Oversees safety procedures overall.

4. Materials and Equipment


Bolt cutters and hand tools
Safety barriers, caution tape, and signage
Vehicle and equipment for material transportation and storage

5. Personal Protective Equipment (PPE)
Hard hats, gloves, safety boots, high-visibility vests
Safety goggles

6. Safety Precautions
Establish secure perimeters with barriers and signage.
Ensure all personnel receive a safety briefing before starting.
Follow lockout/tagout procedures on all electrical systems if present.
Conduct daily inspections of tools and equipment.
Maintain access to emergency exits and first-aid kits on-site.

7. Sequence of Demolition
7.1 Preparation Phase
Site Survey and Identification
Survey the entire fence line and identify segments to be demolished.
Mark sections for sequencing and ensure clear access paths.
Material Staging Area Setup
Designate a storage area nearby for recovered materials to be inspected, stacked, and
transported.
Electrical and Security System Deactivation
Confirm deactivation of any alarms or sensors connected to the fence if applicable.
Install Temporary Fencing
If required, install temporary fencing along the perimeter to ensure continued security
during demolition.
Safety and Hazard Marking
Place warning signs and barriers around the work area.
Establish a clear path for workers and equipment access.

7.2 Demolition Execution Phase


Section-by-Section Approach
Start demolition from the identified starting point and work in sections to maintain control
over the site.
Ensure each section is secured and cleared of hazards before beginning.

Material Recovery Steps


Posts and Mesh Removal
Remove mesh from posts first, rolling carefully to prevent material damage.
Dismantle barbed wire, concertina, fence posts, securing bolts and fasteners for recovery.

Place removed mesh, barbed wire, concertina and fence posts in designated storage.

Check for Hazardous Debris


Clear away loose wires, bolts, and other debris immediately after each section.
Progressive Site Clearance
As each section is cleared, inspect the area for residual materials, debris, or hazards.

7.3 Post-Demolition Clean-Up


Material Storage and Security
Transport recovered materials to storage / location designated by the client, ensuring they
are stacked securely.
Site Clearance
Clear all equipment and temporary barriers.
Inspect the ground to ensure no remaining hazards or materials.
Final Inspection and Documentation
Conduct a final site walk-through to verify that all sections have been properly cleared.
Document the completion of each phase, including photographs and QC sign-off.

8. Environmental and Waste Management


Recycle or reuse recovered materials where possible.
Dispose of any non-recoverable materials according to local regulations.
Keep the site free from dust and waste during and after demolition.

9. Quality Control and Monitoring


QC Inspector verifies each section upon completion.
Weekly reports submitted to the Project Manager, including any adjustments or incidents.

10. Emergency Procedures
Ensure workers are aware of emergency exits, meeting points, and contact information.
Emergency drills to be held if demolition extends beyond a month.

11. Approval and Sign-Off


Each completed section will be reviewed and signed off by the Site Supervisor and QC
Inspector before moving to the next.
