Baseline Management Plan (BMP)

1. Introduction
This Baseline Management Plan (BMP) outlines the approach for managing and monitoring
the construction and interior design of a community hall. The project aims to deliver the
hall by November to align with the scheduled holiday events. This document provides
details on development approaches, applicable knowledge areas, and project management
processes.

2. Project Objectives
The primary objectives of this project are as follows:
- To construct a community hall within the 10-month timeline.
- To complete the interior design and decorations in alignment with stakeholder feedback.
- To ensure high-quality delivery using appropriate project management processes.

3. Development Approaches
The following development approaches will be applied:

3.1 Interior Design Scope

An iterative approach will be adopted for the interior design scope. This allows for
progressive elaboration and feedback incorporation from stakeholders to refine the design.

3.2 Construction Scope

A plan-driven (waterfall) approach will be employed for the construction scope. This
ensures systematic execution of construction activities in line with predefined plans.

3.3 Overall Project

The overall project will integrate both approaches, ensuring alignment of design and
construction milestones.

4. Applicable Knowledge Areas

The following knowledge areas are identified as applicable to this project based on the
PMBOK 49-step process chart:
- Project Scope Management
- Project Cost Management
- Project Integration Management
- Project Schedule Management
- Project Risk Management
- Project Resource Management
- Project Quality Management
- Project Communication Management
- Project Procurement Management
- Project Stakeholder Management
5. Justification of Knowledge Areas
Each knowledge area is critical to achieving project objectives:
- **Scope Management**: Ensures all project requirements are captured and delivered.
- **Cost Management**: Controls project budget and ensures financial feasibility.
- **Integration Management**: Aligns all processes and ensures smooth execution.
- **Schedule Management**: Helps deliver the project within the defined timeline.
- **Risk Management**: Identifies, assesses, and mitigates project risks.
- **Resource Management**: Allocates and manages resources effectively.
- **Quality Management**: Maintains quality standards for construction and design.
- **Communication Management**: Ensures effective communication among stakeholders.
- **Procurement Management**: Manages contracts and procurement of materials/services.
- **Stakeholder Management**: Engages stakeholders for iterative feedback and support.

6. Applicable Processes
Based on the PMBOK 49-step chart, the following processes are applicable:
- Develop Project Charter
- Define Scope
- Create WBS
- Develop Schedule
- Estimate Costs
- Plan Risk Responses
- Manage Stakeholder Engagement
- Monitor and Control Work
- Close Project or Phase

7. Justification of Processes
The selected processes align with the project requirements and goals. For instance, 'Develop
Project Charter' initiates the project, 'Create WBS' ensures all deliverables are accounted
for, and 'Monitor and Control Work' helps track progress against the baseline.

8. Conclusion
This BMP provides a structured approach to managing the construction and interior design
of the community hall. By adhering to the outlined development approaches, knowledge
areas, and processes, the project aims to achieve its objectives efficiently.
