1. INTRODUCTION:
The public library model emerged in the 19th century, driven by the rise of industrialization and
the growing importance of education and knowledge. Prior to this, libraries were often private
and limited to elite classes, with access restricted to the wealthy or educated. As society began to
recognize education as essential for all, the concept of public libraries took shape, where
governments and local authorities started establishing libraries to provide free and equal access.
The aim was to make knowledge available to everyone, regardless of socioeconomic
background, and to offer educational and cultural resources. Today, public libraries serve as
community hubs, providing not only books and information but also workshops, events, and a
space for social interaction.
While the public library model has significantly improved access to knowledge, it does come
with certain drawbacks. One key issue is underfunding, which can lead to outdated resources,
limited services, and staff shortages, making it difficult to meet community needs. Additionally,
digital access and technological integration may be lacking in some libraries, leaving
underserved populations at a disadvantage. To resolve these challenges, governments can
increase funding and allocate resources specifically for updating library collections, expanding
digital infrastructure, and offering training for staff. Public-private partnerships and community-
driven initiatives could also play a role in supplementing resources and ensuring that libraries
remain relevant and accessible to all.
2. LITERATURE REVIEW:
In Literature review , we will discuss about the previous review on Public Library model.
To assess user satisfaction with public library resources and services in Lahore. Majority of users
visit libraries daily and are satisfied with circulation services. Libraries are considered the best
local information resource. Dissatisfaction noted with internet-based services and the lack of a
library-user relationship. study highlights the need to improve internet services and foster better
relationships between library staff and users to enhance service quality in Lahore’s public
libraries. (Muhammad Taufiq, (2020)).
To examine the use of public library services by distance learners at Bangalore University.
90.60% of distance learners use public libraries during contact classes. The study underscores the
importance of public libraries in supporting distance learning, especially during on-campus
sessions (Mahesh G.T. & Adithya Kumari H. (2018)).
To explore the reading culture and leisure use of the City Central Library. Students and
competitive exam aspirants are the primary users. Users primarily visit the library to read
newspapers, magazines, and update their knowledge. The study highlights the role of public
libraries in supporting educational and informational needs, especially for students and job
seekers.
(Gurikar & Hadagali (2018)).
To evaluate user satisfaction regarding the quality and availability of library collections. Positive
feedback on library response to suggested book titles. Dissatisfaction with the maintenance of a
balanced book collection. Users felt the library staff did not encourage participation in the book
suggestion process. The study suggests the need for better collection management and improved
user engagement in the book suggestion process (Bashir, F. (2018)).

The future of public libraries will revolve around embracing digital transformation, with
expanded online resources, virtual learning platforms, and technology-focused programs.
Libraries will increasingly serve as community hubs, offering inclusive services for diverse
groups, including marginalized and underserved populations. The integration of emerging
technologies like AI, virtual reality, and digital literacy programs will enhance user experiences.
Libraries will also focus on sustainability, exploring innovative funding models, partnerships,
and eco-friendly practices. Ultimately, public libraries will continue to be vital centers for
lifelong learning, social engagement, and community development in an increasingly digital
world.
