1) Introduction:
2) Defining digitization in higher education
Information and Communication Technology ICT has saved a lot of effort and time for its users thanks to its technical
characteristics. which allows storing, processing, retrieving and transferring files flexibly, which has made most institutions
seek to own it, and the university, like many of these institutions, is working to take advantage of this technology and integrate
it into its process.
The university, like many of these institutions, is working to take advantage of this technology and integrate it into
its educational process.
Digitization in the higher education sector refers to the realization of organizational change through digital
technology-based methods and business models that aim to improve organizational performance and customer service.

3) Reasons for the need to digitize the Algerian universities:

-Finding unique ways to present the curriculum online
-Finding solutions to the issue of large numbers of students
-Real-time communication and the possibility of accessing curricula at any time
-Multiple sources of knowledge as a result of connecting to different websites on the Internet
-Achieving interactive communication among students, which leads to student group compatibility.
It responds to all the requirements of the audience and provides tasks, discipline, and goals while introducing the
method of communication through the methods that the student needs to succeed.

4) Strategy for integrating digitization in the higher education sector:

The project of digitizing the educational process requires, first of all, the presence of real management by decision-
makers to materialize it on the ground, and this can only be achieved by developing a comprehensive strategic plan for the
optimal use of ICT in the educational process, so that the Algerian university can keep pace with the developments witnessed
by the world
Among the most important elements that must be taken into consideration while integrating digitization in the higher
education sector are the following:
Conducting an in-depth study of all components of the university to enable a smooth transition from a traditional
university to a modern university based on ICT.
-Providing the university with the necessary infrastructure to digitize the learning process, including hardware, software,
and communication networks, especially
Providing the library, administration, professors' hall, amphitheaters, and classrooms with high internet access.
-Organizing training courses for university professors and administrators on how to use ICT in the educational process.
-Organizing scientific events to introduce the importance of digitization and its role in ensuring the quality of the
educational process and motivating the use of modern ICT.
-Hiring ICT specialists to promote the digitization of the educational process.
- Periodic evaluation of the project to digitize the educational process, enabling it to correct deficiencies and
improve its quality
-Periodic maintenance of the equipment used in the project to digitize the educational process
5) How to deal with digitization in the university:
The development of the labor market calls for the accelerated modernization of our university system, as the value of
university degrees is related to the extent to which they enable graduates to obtain a professional position.
Higher education in its entirety must be more functional and ready to present the student with his/her certificate to the
world of work, and here the issue of the university's relationship with institutions in the market enters the picture. The role of
institutions appears in the initialization of university degree holders for their profession, so that the student's training becomes
based on what the constituent institution requires, so that his education is academic and professional to enter the world of
work.
It takes a lot of effort to convince a student to take an early interest in the different paths of various job outlets.
Digitization is a powerful catalyst for this change. It is essential that ''NATIVE DIGITAL'' feeds the student with up-to-
date personal information that will continue to be fed after the student is integrated into professional life and that will provide
a natural continuity of the continuum.

6) The failure of digitization in Algerian universities:

can be attributed to several reasons related to infrastructure, human resources, educational policies, and others.
Some of the most prominent reasons are:
1. Poor technological infrastructure: Many Algerian universities do not have an advanced technological infrastructure,
such as fast and stable internet networks and modern servers that ensure the continuity of the digital system.
2. Lack of training: Many professors and students do not receive sufficient training to use modern technology effectively
in the educational process. This leads to poor interaction with digital systems and their applications.
3. Financial issues: The allocation of financial resources for modern technology and the development of digital systems
in Algerian universities is often limited, which hinders the full utilization of modern technologies.
4. Resistance to change: Some professors and administrators in Algerian universities may be resistant to change, feel
uncomfortable with the use of digital systems, or lack the necessary expertise.
5. Lack of coordination between institutions: There is a lack of coordination between universities and the Ministry of Higher
Education and Scientific Research, which leads to disparities in the use of digital systems, in addition to the lack of a unified
policy to support digitization in education.
6. Limited digital content: the lack of digital educational materials and appropriate electronic content that contributes to
the development of the distance learning process.
7. Social and cultural challenges: Some students may have difficulty accessing technological tools (such as computers or
the internet), which hinders them from taking full advantage of digitization.
8. Legacy technology systems: In some cases, universities are still using outdated systems that are not compatible with
modern developments in technology.
Together, these factors lead to delays in full digital transformation in Algerian universities and limit the effectiveness
of digitization in improving higher education.

7) The success of digitization in Algerian universities:

Depends on several key factors that contribute to improving academic performance and facilitating the learning and
teaching process. The most important of these factors are:

1. Developing technological infrastructure:

Providing fast and stable internet networks in all universities. Universities should be equipped with modern computers,
powerful servers, and cloud storage systems to facilitate access to information and digital learning materials.
2. Training and qualifying human resources:
It is essential that professors, administrators, and students are trained to use digital technology effectively. This includes
training on the use of e-learning platforms, digital tools, research applications, and e-libraries.
3. Supporting educational and legislative policies:
Clear national strategies should be developed to support digitization in higher education, including incentives for
universities and teachers to adopt digital systems. Laws should be developed to protect personal data and ensure the quality
of digital content.
4. Provide diverse digital content:
Create electronic libraries that contain textbooks, scientific research, e-courses, and various educational resources that
contribute to supporting the educational process.
5. Stimulate cooperation between universities and technological institutions:
Encourage cooperation between universities and technology companies to create modern digital educational solutions
and develop specialized software in higher education, in addition to creating innovative electronic platforms that contribute
to the development of the educational process.
6. Paying attention to the socio-economic aspect:
Providing financial support for students in remote areas to obtain electronic devices and internet access, such as
providing scholarships or financial facilities to help them enroll in digital systems.
7. Prepare ongoing training plans:
Provide continuous and renewed training courses for professors and students to keep up with the latest technologies in
digital education. This includes developing technical and pedagogical skills related to the use of digital tools in teaching.
8. Keep up with technological development:
Continue to modernize digital systems and ensure that they keep up with the latest technologies such as artificial
intelligence, machine learning, and data analysis, which can improve the quality of education.
9. Benefit from the experience of international universities:
Benefit from the successful experiences of international universities in applying digitization in education and adapting
them according to local conditions. It is also possible to organize partnerships with international institutions to obtain
consultations or exchange experiences.
10. Effective interaction with students:
Encourage interaction between students and their professors via digital platforms. This includes the use of tools that
allow for interactive learning, participation in study forums, and online quizzes, which enhances students' motivation for digital
learning.
With these factors in place, Algerian universities can achieve great success in implementing digitization and achieving
a positive shift in teaching methods.

8) A model for digitization in Algeria :

The Progress model is an educational model used to assess the progress of students and determine their level of
academic achievement at different stages of the educational process. It is mainly used in higher education to improve academic
performance and educational planning. The model is based on continuously measuring and analyzing student performance
and tracking the development of their skills and knowledge during a semester or program of study.
The main characteristics of the Proffers model.
1. Continuous assessment:
The model relies on continuous assessment of student performance throughout the study period, rather than relying
solely on final exams. Continuous assessment includes homework assignments, class activities, projects, and discussions.
2. Guidance and feedback:
The model provides continuous feedback to students on their academic progress. Students are able to understand their
strengths and weaknesses and thus improve their performance.
3. Focus on individualized learning:
The Proverse model recognizes the different abilities of students and promotes individualized learning, allowing
students to improve at their own pace and based on their learning needs.
4. Use of digital technologies:
The model integrates digital technologies to track student progress, such as e-learning platforms that provide tools to
assess and monitor the progress of students' academic performance.
5. Promote active engagement:
The model encourages students to actively participate in the learning process throughout their interactive activities and
assessments, increasing student-teacher interaction.

9) Benefits of the ProVersus model:

1. Achieve personalized learning: Curriculum and instruction can be customized based on the results of ongoing student
assessment.
2. Improve student skills: Through continuous feedback, students can know their areas of improvement and work on
them.
3. Motivating students: Continuous assessment motivates students to put in more effort to make significant progress.

THE PROGRES model aims to improve the quality of education by focusing on comprehensive and continuous
assessment, which contributes to the development of the teaching and learning process in academic institutions.
