    ORDER

    The Contract for the execution of E&M works of Peruvannamuzhy SHEP (2x3 MW-24.7 MU)
    was awarded to M/s Kirloskar Brothers Limited, Pune for the contract amount of Rs 29.39
    Crore (Supply- Rs.27.03 Crore, Service: Rs.2.36 Crore) and the agreement was executed on
    08.02.2021 with a completion period of 18 months upto 10.08.2022. The contractor was
    instructed to carry out Model Test as per agreement conditions. Though the contractor had
    requested 11 months time for conducting model test, Board as per the B.O. read as 2^^ above
    had granted 7 months extension upto 10.03.2023, for carrying out the model test, without
    imposing liquidated damages on the contractor.

    M/s. KBL had requested for time extension upto 10.06.2023 citing impact of Covid 19 as the
    reason for delay in the execution of E&M works of the project and conducting Model Test at
    IIT, Roorkee. Having considered the above reason, KSEBL as per B.O. read as 3*^^ above had
    accorded sanction for the extension of the time period upto 30.06.2023 with the condition that
    at least one machine shall be mechanically spinned in May 2023 subject to availability of water
    and that the matter of imposition of Liquidated damages, if any will be decided later.
    Erection work of Unit 1 was completed on 28.05.2023 and Unit II on 05.07.2023. Water level in
    Peruvannamuzhy reservoir reached MDDL for generation on 27.06.2023. The Project
    Manager, Peruvannamuzhy SHEP as per letter read as 5^^ above has reported that, the
    mechanical spinning of Unit 1 was done on 30.06.2023 and Unit II on 05.07.2023.
    M/s KBL has requested for time extension of the project upto 30.08.2023 as per letter read as
    4^^ above. M/s. KBL has reported that the project taking over of units by KSEBL were
    completed on 07.08.2023 and requested for time extension of the project upto 30.08.2023. The
    Project Manager, Peruvannamuzhi SHEP as per letter read as 5*^ above has recommended for
    time extension upto 30.08.2023 without any financial commitment to KSEBL. The probable
    date of completion of pending works schedule was sought from the contractor. The contractor
    as per letter read as 6^^ above has reported that all the pending works had been agreed as DLP
    points during taking over activities and requested for issuance of formal extension of time upto
    30.08.2023.

    Considering all the above the Deputy Chief Engineer (PED) with full powers of Chief Engineer
    as per the note read as 7^^ above has recommended for time extension of the project upto
    30.08.2023 without any financial commitment to KSEBL. The matter was placed before the Full
    Time Directors as per the note read as 8^^ above.

    Having considered the matter in detail, the Full Time Directors through circulation, has resolved
    to accord sanction for the time extension of E&M works of Peruvannamuzhy SHEP (2x3 MW-
    24.7 MU) to M/s Kirloskar Brothers Limited, Pune upto 30.08.2023 without any financial
    commitment to KSEBL.
