1. This assignment shall be accomplished per group which shall be assigned by


the facilitator.

2. Read the scenario update for Super Typhoon Noy in page 2.

3. Remember the assumption that you are managing the Mindan City EOC.
Develop your EOC Action Plan within 24 to 48 hours of response operations.
Use the template from page 3.

4. Once accomplished, save the file using the filename template <Group
Number>_<Assignment Number> (example: Group 1_Assignment 4).

5. Submit assignment via Training Information Management System (IMS).

Deadline is not later than 1600H of this day.

Scenario Update: Landfall of Super-Typhoon Noy

It is 0600 local time on July 20, 2003. Super-Typhoon Noy made a landfall and has
just passed directly over Mindan City of Region XX, with wind strength of 220kph.
Initial damage assessments from the city indicate that damage is widespread and
catastrophic. There are no damage assessments available from outside of the city
due to debris on roadways and cellular and radio towers destroyed. There are
widespread power outages and extensive flooding and storm surge. An RDANA
Team has been deployed by Mindan CDRRMC.

Hundreds of people are trapped in collapsed structures and pile up of debris.


Thousands of casualties are overwhelming the hospitals and other medical facilities.
Although most vulnerable residents in Mindan City were evacuated prior to the
landfall of the typhoon, there is no adequate shelter to accommodate all evacuees,
including those who didn’t evacuate but their houses were damaged or destroyed.
The typhoon also resulted to a storm surge that caused major damage to a large
petroleum refinery, which is now leaking petroleum from the facility into Mindan Bay.

The Mindan City EOC and Regional DRRMC EOC, both located in Mindan City,
remain intact and operational with limited damage. Their generators are working, but
are running low on fuel. Staffing at the EOC is limited. Additional staff members
cannot reach the EOC due to the flood and the damaged or debris-filled roads.
Internet, cellular and landline communications are spotty.

An IMT is active at the City. The EOC manager has made contact with the IC, who is
requesting additional resources for conduct of water search & rescue, provision of
medical assistance, distribution of food and non-food items, management of
evacuation centers, and handling of the reported hazardous materials spillage. An
estimated population of 80,000 on the southern end of the city are affected. With
limited communications, it’s not clear how many individuals are affected throughout
Mindan City.

OVERALL EOC OBJECTIVES


1. Ensure safety and security of all duty EOC Personnel within the operational period.

2. Develop a situational report every 3 hours of the operational period.

3. Disseminate information and advisories to concerned stakeholders

4. To ensure that people affected by the typhoon receive appropriate assistance in a timely,
effective, and efficient manner.
5. Ensure that the road and bridges are cleared and passable.

6. Immediately provide medical assistance, activate all accredited community disaster


volunteers, search and rescue retrieval to those who are trapped and injured, and clearing
operations team.

Management Tasks Assigned to


1. Ensure staff accountability for decisions and actions EOC
within their functional area.
2. Approve and authorize the implementation of an action
plan.
3. Ensure staff actions are appropriate based on analyzed

and validated information.
4. Set priorities and ensure that inter-agency coordination
is accomplished effectively.
5. Direct and coordinate EOC personnel
Operations Tasks Assigned to
1. Establish and maintain communications with Incident EOC/ IMT/ RESCUE
Commander. TEAM
2. Deploy additional Search and rescue teams.
3. Helps identify needs such as additional personnel
equipment transportation and housing/shelter and contact
vendors.
4. Safety of all the personnel on field with proper tasking
and proper communication.
5. Coordinate with other agencies the implementation of
rehabilitation efforts for calamity victims and also the
declaration of state of calamity.
Planning Tasks Assigned to
1. Develop a plan, evaluate, and execute what to do during MPDO
and after the operations.
2. Collects information from on-scene operations and
regular updating of status, actions and progress of
operation.
3. Do a post activity evaluation after the demobilization of
all the stakeholders and relevant agencies.
4. Monitor implementation of action plan.
5. Ensure that stakeholders are familiar with the contents,
roles, responsibilities, and timelines of relevant plans.
Logistics Tasks Assigned to
1. Determine the type of service unit to be utilized in TREASURY/ GSO
disaster areas.
2. Check all the equipment needed.
3. Ensure the proper receipt and assignment of resource
request.
4. Ensure EOC facility management and safety of
personnel
5. Procurement and maintenance of all the equipment,
tools and supplies with regard to the incident.
Finance and Admin Tasks Assigned to
1. Coordinate service provider whose giving their service LOCAL FINANCE
like electric and water supply ,etc to fix their broken outpost COMMITTEE
and pipe.

2. Conduct daily monitoring of attendance of duty EOC
personnel.
3. Monitor and ensure the availability of funds.
4. Manage all financial, administrative and cost analysis
aspects of the emergency.
5. Determine purchase order limits for the procurement
function in Logistics with regards to the incident.
