1. RAIL VIKAS NIGAM LIMITED (RVNL), having its Corporate office at 1st
Floor August Kranti Bhavan, Bhikaji Cama Place, New Delhi – 110066, India
which is a Public Sector Enterprise set up as a wholly owned Government
Company under the provisions of Section 617 of Companies Act., invites
bids under single stage two packet system for the work of “Design, Erection,
Testing and commissioning of MV Cables, DC power cables and Aluminum
cables and associated works for completion of job as per BMRCL specifications
and drawings in Bangalore Metro Rail Project Phase-2A (Silk Board to K.R
Puram) & Phase – 2B (K.R Puram to KIA Terminal), of Bangalore Metro Rail
Corporation Limited, Bangalore, in the state of Karnataka, India”.

4. Bids must be accompanied by a Bid Security of required amount in the forms

as specified in the bidding documents and shall have to be valid up to
20.05.2025. Bidder has to select the payment option as “Online mode or Bank
Guarantee/e-Bank Guarantee or Insurance Surety Bond” to pay the EMD as
applicable and enter details of the instrument. In case of Bank Guarantee/e-
Bank Guarantee or Insurance Surety Bond, scanned copy of the document
should be uploaded along with bid. The original document should be delivered
in person to the official nominated as indicated in the Bid Data Sheet within 5
working days of deadline of submission of bids. Non-submission of scanned
copy of Bank Guarantee with the bid on e-tendering portal and/or non-
submission of original Bank Guarantee/e-Bank Guaranteeor Insurance Surety

Bond within the specified period shall lead to summary rejection of bid. The
details of the BG or Insurance Surety Bond physically submitted, should match
with the details available in the scanned copy and the data entered during bid
submission time, failing which the bid will be rejected.
Special Provisions for Micro and Small Enterprises (MSEs): MSEs

registered with District Industries Centers/ Khadi and Village Industries
Commission/ Khadi and Village Industries Board/Coir Board/ National Small
Industries Corporation/ Directorate of Handicraft and Handloom/ ‘UDYAM’ –
The Online Portal of MSME/ Any other body specified by Ministry of MSME
are exempted from the payment of RFP document fee and proposal security
for this tender (Refer Clause 44 of Section-1 ITB).
5. Tender Notice along with Bidding Documents shall be sent to Short Listed
Bidders free of cost by RVNL and receipt of the bids shall be acknowledged by
the agencies and same should be sent to RVNL office.
6. Purchase Preference to Make in India: The provisions of revised ‘Public

Procurement (Preference to Make in India) Order 2017’ issued by Department
of Industrial Policy and Promotion under Ministry of Commerce and Industry
vide letter no. P-45021/2/2017-PP (BE-II) dated 16.09.2020, as amended from
time-to-time up to 28 days prior to deadline for submission of bids shall be
applicable. Purchase preference shall be applicable to the bidding process and
award of the contract shall be done as per clause ITB 34.

10. Date of Receipt and opening of Bids: The completed Bids must be
dropped in the nominated tender box or delivered to the address below not
later than 11:00 hrs. on 09/12/2024 and the same day shall be opened at
11.30 hrs on same day in the presence of Bidders who choose to be
present. RVNL will not be responsible for any delays. In receiving the
Bidding documents by the Bidder or receipt of Bids by RVNL.
