A Briefer
The Master Plan

 The first of its kind in Iloilo City, came at a time when the City and the Business Community
agreed to focus on the economic potential of Iloilo River.
 Provided a framework for short and long-term development interventions
 Integrated various proposed programs and projects identified by national and local agencies,
academe and non-government agencies.
 Became the basis for coordination and the means to stimulate public interest.
 Completed in 2003.
 Paved the way for the creation of the Iloilo River Development Council
 Master Plan adopted and approved by the City Council, SP Resolution No. 2003-619, July 2 2003

Issues Identified by the Plan

 Poor water quality


 Presence of solid waste
 Lack of garbage disposal in barangays along the river
 Lack of environmental impact monitoring of business operations near the river
 Siltation and flooding due to cutting of mangroves
 Encroachment/ reclamation of the river
 Lack of public access to and from the river
 Worn-out buildings/structures near the river
 Presence of informal settlements
 High incidence of respiratory diseases among residents near Iloilo River
 Seasonal unpleasant odor
 Absence of water and sanitary facilities for the majority of the informal settlers
 Barangay officials unable to control abuse of the river
 Lack of information on the economic valuation of the different business activities near the river
 Illegal fishing practices
 Absence of administrative boundaries and legal easement

Vision Formulated by the Stakeholders

 “A community river that promotes ecological balance; develops society’s total well-being and
quality life; displays aesthetic harmony of nature and structures; and supports local, regional
and national economic activities for a more progressive Iloilo City. Indiscriminate conversion of
mangrove areas into fishponds and other uses.”
Goals

 Environment
- A river that conforms to the prescribed water quality standards
- Preserve/conserve significant portions of the river to help realize ecological equilibrium in
the urban landscape
- Minimize flooding by eliminating restriction in the flow of water of the Iloilo River.
 Land Use and Urban Design
- Generate open space for the city that will help promote greater harmony between man and
nature.
- Enhance the scenery of both northern and southern banks and realize complementarity
between the built and the natural environments.
 Socio Economic
- Improve the quality of life of residents in barangays along the Iloilo River.
- Provide tourist, transient and day-time population accessing the river perimeter with
facilities and ambiance that ensures safety, comfort and enjoyable trips.
- Pursue the economic potential of Iloilo River while prudently considering environmental
impact
 Infrastructure
- Construct the essential infrastructure facilities that will boost the proposed development for
Iloilo River.
- Improve overall circulation in the vicinity of Iloilo River and enhance access to facilities
 Institutional
- Establish and strengthen an appropriate institutional mechanism to ensure the realization of
policies, programs and projects of the master plan.

Development Zones

 Development Principle
- “Development without exceeding the natural capacity of the system to support human
activities.”

- Station 1 ( River Mouth to Quirino Bridge) - Wharf Redevelopment
- Station 2 (Forbes Bridge to Diversion Bridge - Park and Recreational zone
- Station 3 and 4 ( Diversion Bridge to Oton) - Environmental Conservation/Protection Area

Station 1 Wharf Redevelopment

 Planned Utilization
- Wharf redevelopment to restore its historical value as a catalyst to economic growth
 Planned Development
- Development of Gateway Entrance
a. Rehabilitation of Rotary Park that will serve as arrival park or destination facilities
b. Revival of the old port house

- Development of Promenade along Muelle Loney


- Redevelopment of the wharf area, from a largely warehouse area to mix use: residential,
commercial, Clean light industry, warehousing
- Overlay existing zoning guidelines, allow mix use of existing structures:
a. Mini Marina
b. Themed shops
c. Sports Club
d. Building Garage
e. Vocational School
f. Furniture Shops
g. Cold Storage
h. Small Scale Food Processing
i. Advertising
 Prohibited Use
- Residential houses of light and hazardous materials
- Recreational facilities that houses gambling, indecent public display
- Crematorium and mortuaries
- Boat repairs
- Other activities prohibited by Iloilo River Development Council (IRDC)

Station 2 Park and Recreational Zone

 Planned Utilization
- Development of park, to include facilities such as playground, marine ponds, pocket stalls
aviary and amphitheater
- Development of recreational areas
 Planned Development
- Development of a promenade/ board work, from Forbes Bridge up to the mouth of Dungon
Creek, to be provided with landscaping and streetlights (Refer to Map 7 – Green & Blue
Map)
- Flood control – dredging, removal of obstruction
- Formulation of comprehensive drainage plan for the City, that will include plans for
communal sewerage and septage system
- Relocation of informal settlers located along Dungon Creek and Bgy Nabitasan to identified
relocation sites
- Development of tourism areas
- Improvement of the overall circulation surrounding Iloilo River with Station 2 providing the
linkage between 2 heavily congested roads, namely Diversion Road and Bonifacio Drive.
Proposed transportation network shall include the following:

a. Proposed Jalandoni Bridge, from Bgy. Nabitasan to Gen. Luna St.


b. Development of arterial promenade from Gaisano City Lapaz to Diversion Road
c. Development of arterial promenade from Diversion Road to Carpenters Bridge
d. Construction of new bridge in Tabucan, Mandurriao, to replace the Carpenters Bridge
e. Development of river transport system that will serve as water taxis (Refer to Map 9
– River Transport)
f. Construction of berthing Facilities

- Landscaping of river front


a. Continuous row of trees recommended
b. In cases where there are pathways, the same should be landscaped and illuminated
c. Trees and plants should not obstruct river view

Stations 3 & 4 Environmental Conservation and Protection Area

 Planned Utilization
- Fishery development – conservation of aquatic resources as food source, including inland
bangus and tilapia production
- Mangrove rehabilitation – conservation of mangrove areas
 Planned Development
- Establishment of mangrove nursery in Bgy. South San Jose
- Conversion of Calajunan Dumpsite to sanitary landfill
- Conduct of regular water quality monitoring
- Conduct of groundwater vulnerability assessment
- Preparation of pollution control plans – 10 Year Solid Waste Management Plan, 10 Year
Water Quality Management Plan
- Following Multi-use of Stations 3 and 4 shall be allowed subject to the conditions of the
Iloilo River Development Council (IRDC) :
a. integrated social forest projects
b. agro-livestock & silvi pasture projects
c. subsistence, traditional, leisure and recreation fishing
- Utilization and conservation of Stations 3 and 4 shall be in accordance with PD 1060 and RA
3931
 Prohibited Activities in Mangrove and Fishery Development Areas
- Residential and other use which is not in accordance with the approved of protected areas
- Hunting, destroying, disturbing and/or possessing any protected plants and animal species
- Introduction of modern fishery equipment which may affect biological biodiversity
- Introduction of exotic plants and animal species which may endanger the buffer zone and
protected areas
- Cutting of mangrove
- Extensive commercial fishing and extraction of marine resources
- Oil spilling
- Expansion without prior clearance from IRDC
- Other activities that will potentially destroy the integrity of the protected areas
