ABSTRACT
The Clients embarking on a Construction Management journey can expect better
control of costs during the process through the expertise of the CM and contractual
relationship with trade contractors. This said, the client retains the contract risk of non-
performance and requires the client to have the ability to enter into multiple contracts and
make payments to each. Design can be controlled and change incorporated more easily.
Through the CM’s building ability knowledge and control of design performance a better
quality should be realized. Programming is also an advantage to the client due to the
integration of the design process with the construction process, thus reducing the lead-in
commencement.

INTRODUCTION

Whilst Construction Management (CM) has been out of favour over the last 5-6
risk-averse years, there appears to be signs of its return. Collette O’Shea, Managing
Director for Land Securities in London recently quoted in Building Magazine (Issue 18)
2014 that she foresees a return to Construction Management despite the pricing risk for
clients. She further added “if I had a project now and we were looking to procure it, then I
suspect CM would be one of the routes we’d be considering. With the increased activity in
the development market, many developers are looking at alternative and creative ways to
procure their developments and stay ahead of the competition. As construction prices
continue to climb at an unprecedented rate, contractor’s order books continue to fill and
long lead-in periods for materials, Construction Management has never seemed so
appealing.

Contractors are assigned to a construction project during the design for a


constructability review or once the design has been completed by a licensed architect or a
licensed civil engineer. This is done by going through a bidding process with different
contractors. As dictated by the project delivery method, the contractor is selected by using
one of three common selection methods: low-bid selection, best-value selection, or
qualifications-based selection.
A construction manager is hired for the following deliverables means and
methods, communications with the authority having jurisdiction, time
management, document control cost controls and management, quality controls, decision
making, mathematics, shop drawings, record drawings and human resources.

What is construction Management?

Construction management is a professional service that provides a project’s


owner(s) with effective management of the project's schedule, cost, quality, safety,
scope, and function. Construction management is compatible with all project delivery
methods. No matter the setting, a Construction Manager’s (CMs) responsibility is to
the owner and to a successful project. At its core, a capital project is made up of three
parties (excluding the CM):The owner, who commissions the project and either funds
the project directly or finances it through a variety of methods .The architect/engineer,
who designs the project .The general contractor, who oversees day-to-day operations
and manages subcontractors.

The CM represents the owner’s interest and provides oversight over the
entire project directly for the owner. His/her mandate is to work with all parties to
deliver the project on time, at or under budget, and to the owner’s expected standard
of quality, scope, and function.

CMs are uniquely qualified through combined education and experience to


work with the owner, architect, general contractor, and other stakeholders to determine
the best possible sequence of construction operations and develop a detailed
schedule and budget, while also establishing plans for project safety and security and
helping the owner manage risk. This requires using project management information
systems (PMISs) and complex planning techniques, like critical path method, as well
as knowledge of construction methods.A 2013 study by McGraw-Hill Construction and
supported by the CMAA Foundation showed that using professional CMs saved
money, avoided or mitigated problems, and produced higher quality results for owners.

Professional CMs use industry-standard practices to manage projects successfully.


The CM Body of Knowledge and Standards of Practice address all six areas of
construction management services: schedule, cost, safety, quality, function, and
scope.

Services of construction Management

1. Project Preplanning:- This research indicates a direct relationship exists


between the level of pre-project planning effort and project success. Pre-project
planning is defined as the process of developing sufficient strategic information
with which owners can address risk and decide to commit resources to
maximize the chances for a successful project. The process begins when a
validated project concept has been identified during the business planning
process and ends when a decision has been made whether or not to authorize
funding for the execution of the project.

2. Project Design Phase Services :- This chapter summarizes the design


phases of a project, references the applicable sections in the Executive Design
Professional Agreement to be used during the design phases of a project, the
environmental requirements during schematic design, the value engineering
requirements, and the process to establish a project's effective code date upon
completing design development. Refer to FM3:3 and the contracts in the Online
Repository of Approved Contract Templates when hiring design professionals.
Some projects may be designed by in-house staff

3. Project Procurement Phase Services:- Procurement is the act of


obtaining goods, supplies, and/or services. Therefore, project procurement is
obtaining all of the materials and services required for the project. Project
procurement management encompasses the processes used for making sure
project procurement is successful.

4. Project Construction Phase Services Commissioning Services:-


is the process of assuring that all systems and components of
a building or industrial plant are designed, installed, tested, operated, and
maintained according to the operational requirements of the owner or final client. A
commissioning process may be applied not only to new projects but also to existing
units and systems subject to expansion, renovation or revamping. In practice, the
commissioning process is the integrated application of a set
of engineering techniques and procedures to check, inspect and test every
operational component of the project: from individual functions (such
as instruments and equipment) up to complex amalgamations (such
as modules, subsystems and systems). Commissioning activities in the broader
sense are applicable to all phases of the project from the basic and
detailed design, procurement, construction and assembly until the final handover of
the unit to the owner, sometimes including an assisted operation phase

5. Testing Services:- Construction materials testing involves the essential


examination of all structural materials used in the construction of a project.
Industry players need to ensure that their products can withstand certain
conditions and comply with increasingly complex national and international
building standards and regulations.

CONSTRUCTION MANAGEMENT VALUES

In general, value measures benefits gained from goods or services relative to


cost. For most of us, good value means getting (at least) our money’s worth. So what
does it mean here?

In the construction field, solid strategies in construction management add


value that can be measured in terms of reduced costs and time, lower risk and higher
quality. Value is enhanced through innovative services that make for better projects
and more creative solutions to challenges. Owners can also perceive value on a less
tangible, more personal level. An example is when a skillful construction
manager serves as the point person whom owners can rely on to act in their best
interests. This not only gives the project more stability and security,
it significantly reduces owner stress. Peace of mind is invaluable by anyone’s book.

Beginning in the early planning stages, the construction manager will work with the
members of the project team to create a carefully conceived and well-defined
construction plan (construction best practices). Construction managers (CMs) are
responsible for integrating management of design, execution and costs, as well as
monitoring progress estimates at design milestones, reviewing document progress
and overseeing coordination.

Type Of Construction Management

• Agricultural :- Typically economical buildings, and other improvements, for


agricultural purposes. Examples include barns, equipment and animal sheds,
specialized fencing, storage silos and elevators, and water supply and drains
such as wells, tanks, and ditches
• Residential :- Residential construction includes houses, apartments,
townhouses, and other smaller, low-rise housing types.
• Commercial:- This refers to construction for the needs of private commerce,
trade, and services. Examples include office buildings, "big box" stores,
shopping centers and malls, warehouses, banks, theaters, casinos, resorts, golf
courses, and larger residential structures such as high-rise hotels and
condominiums.
• Institutional:- This category is for the needs of government and other public
organizations. Examples include schools, fire and police stations, libraries,
museums, dormitories, research buildings, hospitals, transportation terminals,
some military facilities, and governmental buildings
• Industria :- Buildings and other constructed items used for storage and
product production, including chemical and power plants, steel mills, oil
refineries and platforms, manufacturing plants, pipelines, and seaports
• Heavy civil:- The construction of transportation infrastructure such as roads,
bridges, railroads, tunnels, airports, and fortified military facilities. Dams are also
included, but most other water-related infrastructure is considered
environmental.
• Environmental:- Environmental construction was part of heavy civil, but is
now separate, dealing with projects that improve the environment. Some
examples are water and wastewater treatment plants, sanitary and storm
sewers, solid waste management, and air pollution control.

THE CM WORKS IN THE OWNER’S BENEFIT

 Project Management:- Construction project management involves creating


a project plan and facilitating its effective implementation. For a business, this
means using the right project management methodologies and technological
solutions to plan project costs and track team performance

 Cost Management:- Cost management is the planning, monitoring, and


reporting of costs throughout a project’s lifecycle. For businesses, this means
having the right processes and tools that not only help in setting the budget at
initial stages but also in tracking costs over time to prevent overruns.

 Time Management :- Time management is the process of planning and


scheduling tasks and activities to meet deadlines and ensure profitability. For
businesses, this means managing employees (delegating tasks, training, and
holding meetings), managing projects (resource allocation), and finally
managing priorities (risk management).

 Quality Management:- Quality management is the process of ensuring that


a project commences as per certain quality metrics and completes as per the
client’s satisfaction. For businesses, this means establishing quality assurance
and control processes.

 Contract Administration :- Construction contract administration is the


process by which a company fulfills legal terms and conditions with different
stakeholders such as clients, architects, subcontractors, and suppliers. For
businesses, this means creating the role of a contract administrator (CA) who
will bear the responsibility for handling the legalese and managing contracts

 Safety Management:- Safety management is the collection of procedures to


ensure construction site safety and worker wellbeing. For businesses, this
means identifying potential hazards in construction sites, educating employees
on safety best practices, and ensuring compliance with safety regulations from

government authorities, such as OSHA.

Conclusion

In This s chapter, we have illustrated that the business cycle for a new venture involves
several development points, mostly under control of the entrepreneur. The key
takeaways include the following:

 Project management is the primary tool for executing the business plan,
installing the businesses processes, and achieving the strategic ambitions of the
entrepreneur.
 Project management helps to detail what tasks will be accomplished, who will
be involved in completing the tasks, and when tasks should start and finish.
 Typically, projects progress in steps or incremental stages; however, other
approaches for rapid, interactive project management are also widely used.
 Several tools can be used to manage the project and communicate timing and
status, including task diaries, WBSs, and Gantt charts.
 Projects fail for many reasons. It is management’s responsibility to determine
whether the inherent risks in the project can be accepted and the project can be
launched, or whether the project be delayed.

Project management is not a panacea, but rather a critical tool in the never-ending
process of growth and renewal of the business. It allows the entrepreneur to minimize
and mitigate inherent risks and increase the potential for success of the launch and the
ongoing operations.
