MANDATE
The Department of Agriculture (DA) is the government
agency responsible for the promotion of agricultural
development by providing the policy framework, public
investments, and support services needed for domestic and
export-oriented business enterprises.

VISION
The DA envisions a modernized agriculture and fisheries; a
diversified rural economy that is dynamic, technologically
advanced, and internationally competitive. Its
transformation is guided by the sound practices of resource
sustainability, the principles of social justice and a strong
private sector participation.

MISSION
It is the mission of DA to help and empower the farming
and fishing communities and the private sector to produce
enough, accessible, and affordable, safe, and nutritious
food for every Filipino and a decent income for all.

HISTORY

First Philippine Republic,
American Regime

June 23, 1898


The Department of Agriculture and Manufacturing
was formed 11 days after the proclamation of the Philippine
Independence on June 12, 1898. It was one of the first
agencies that President Emilio Aguinaldo formed.

1898–1900
As an important agency under the First Republic, the
Department was mandated to oversee food production.
During its early years, it was headed by three directors:
Jose Alejandrino, Graciano Gonzaga, and Leon Ma.
Guerrero.

1901
Renamed as the Insular Bureau of Agriculture under
the Department of Interior in 1901, the agency was headed
by Americans: Frank Lamson-Scribner (1902), W.C.
Welborn (1904), and Dr. George Nesom (1907).

1910
The Bureau was placed under the supervision of the
Department of Public Instruction with Frederick Taylor
(1911–1914) and Harry Edwards (1914–1916) as head of
office.

1917
The Department of Agriculture and Natural
Resources (DANR) took over the functions of the
bureau and was led by Secretaries Galicano Apacible
(1917–1921), Rafael Corpuz (1921–1923), and Silvestre
Apostol (1923–1928).

1928–1932
During the administration of Secretary Rafael Alunan, Sr.,
DANR became the Department of Agriculture and
Commerce. The Bureau of Agriculture was split into two
bureaus: the Plant Industry and the Animal Industry.

1933
The Department, which created the Fish and Game
Administration and the Fiber Inspection Service, was
then under the leadership of Secretary Vicente Singson
Encarnacion.

1934–1941
Eulogio Rodriguez, Sr. was appointed Secretary who was
replaced by Secretary Benigno S. Aquino, Sr. in 1939
until 1941. During Aquino’s term, the Fish and Game
Administration was restructured and the Division of Soil
Survey was created.

1941–1942
With the outbreak of World War II in the Pacific, President
Manuel Quezon reappointed Secretary Rafael Alunan, Sr.
as Secretary of Agriculture and Commerce.

Post-War Period

July 4, 1945
After the country’s liberation from the Japanese, the
government reconstituted the agencies including the
Department of Agriculture and Commerce (DAC).
With the resumption of the Commonwealth Government,
President Sergio Osmeña reappointed Vicente Singson
Encarnacion as Secretary of the DAC.

1946–1948
President Manuel Roxas appointed Mariano Garchitorena
as the Department Secretary.
1947: The Department was renamed DANR.
1948: President Elpidio Quirino appointed Placido L.
Mapa as Secretary.

1950
Vice President Fernando Lopez served concurrently
as the DANR chief. During his term, the Bureau of
Agricultural Extension (now Agricultural Training
Institute) was established, along with the organization of
the 4-H Clubs and Rural Improvement Clubs (RICs)
nationwide.

1953
President Quirino reappointed Placido L. Mapa to lead the
Department. Under his tenure, the Rice Economic Board was
set up.

Salvador Araneta was later named as secretary and three


major agencies under the DANR were created: Agricultural
Tenancy Commission, precursor of the Department of
Agrarian Reform; Philippine Tobacco Administration,
forerunner of the National Tobacco Administration; and
Philippine Coconut Administration (now known as
Philippine Coconut Authority).

1955–1960
President Magsaysay appointed Juan G. Rodriguez as DANR
chief, whose term was highlighted by several milestones: the
Philippines became a member of the United Nations
Food and Agriculture Organization (FAO); launch of
the National Rice and Corn Production Program; and creation
of the Rice and Corn Coordinating Council, forerunner
of the National Agricultural and Fishery Council (NAFC).

1959
The DANR office moved from Manila (at Agrifina Circle) to
Quezon City (along Elliptical Road in Diliman).

1961
When Cesar Fortich became the DANR chief in 1961, the
Abaca Development Board (forerunner of the Fiber
Development Authority) was created. Jose Locsin, then
concurrent chairman of the National Economic Council,
succeeded Fortich from September to December 1961.

1962
President Diosdado Macapagal appointed Benjamin
M. Gozon as Secretary. Two agencies were created: the
Bureau of Agricultural Economics (forerunner of the
Bureau of Agricultural Statistics); and the National Rice
and Corn Administration or RCA (now known as the
National Food Authority).

1963
President Macapagal appointed RCA administrator Jose Y.
Feliciano as concurrent Secretary of Agriculture. Feliciano
launched the Agricultural Marketing News Service that
provided farmers and consumers prices of selected
commodities regularly.

1965
President Ferdinand Marcos named Vice President Lopez
as Secretary, serving for the second time in a concurrent
capacity. Considered as the “rice czar,” he successfully
implemented a production program that enabled the
Philippines to export rice for the first time in 1968.

1974
President Marcos reorganized and split the DANR into two
agencies: Department of Agriculture (DA); and
Department of Natural Resources (DNR).

Renaming of the Agency
1978
Government departments were transformed into ministries
with the country’s shift to parliamentary form of government.

With Tanco remaining at the helm of the Ministry of


Agriculture (MA), the Masagana 99 rice production
program was launched which made the country self-sufficient
in rice and enabling it to be an exporter. A similar program
pushed for the self-sufficiency in white corn. In June 1978, the
MA established 12 regional offices nationwide.

1984
When the agency was renamed Ministry of Agriculture
and Food (MAF), the Bureau of Fisheries and Aquatic
Resources of the Ministry of Natural Resources was
transferred to it.

Salvador H. Escudero III served as MAF Minister and


implemented the Intensive Rice Production Program (IRPP),
an import-substitution program, and expanded government’s
animal dispersal program.

1986
Under the Presidency of Corazon C. Aquino, Ramon V. Mitra,
Jr. was named as MAF Minister. Mitra implemented policy
and institutional reforms that freed the agriculture markets,
enabling farmers to enjoy higher farmgate prices.

1987
MAF Deputy Minister Carlos G. Dominguez was appointed
to replace Mitra. During his time, President Aquino signed
and issued Executive Order No. 116, which renamed
and reorganized the MAF into the Department of
Agriculture (DA).

1988
Dominguez established the Comprehensive Agricultural
Loan Fund (CALF) and the Livelihood Enhancement for
Agricultural Development (LEAD) program. Agriculture
and Fishery Councils (AFCs) were set up at the
sectoral, regional, provincial and municipal levels to
provide inputs on major programs and policy decisions
and help plan and monitor projects.

1990–1991
Senen Bacani became secretary and implemented the Rice
Action Program (RAP) and Corn Production Enhancement
Program (CPEP).

1992
President Fidel V. Ramos named Roberto S. Sebastian as DA
chief who introduced the Key Production Approach (KPA),
which became the basis of the Medium-Term Agricultural
Development Plan (MTADP).

1996
President Ramos reappointed Dr. Salvador H. Escudero
III as DA Secretary. He launched the Gintong Ani food
production and security program.

1998
President Joseph Ejercito Estrada designated William
D. Dar as Acting DA Secretary who introduced the
administration’s 10-point agenda in agriculture and fisheries
under the Agrikulturang Makamasa program.

1999
When former Senate President Edgardo J. Angara became
the DA Secretary, he authored the Agriculture and
Fisheries Modernization Act (AFMA) of 1997 or the
Republic Act No. 8435.

2001
Domingo F. Panganiban continued the implementation of
AFMA as the government’s comprehensive framework and
platform for rural development when he assumed office in
January 2001.
A month later, he was replaced by Leonardo Q.
Montemayor, who launched the Ginintuang Masaganang
Ani Countrywide Assistance for Rural Employment and
Services (GMA-CARES).

2002
Secretary Luis P. Lorenzo, Jr. took the helm at DA and
spearheaded the Roll- On, Roll-Off (RORO) transport
program. The hybridization programs of DA were
intensified and interventions were focused on the regions
in Mindanao.

2004–2005
When Secretary Arthur C. Yap was appointed, he unveiled
the GMA Goal 1 (develop two million hectares of new
lands for agribusiness to contribute two million to the 10
million jobs targeted by 2010) and GMA Goal 2 (make food
plentiful while keeping the price of “wage goods” at
low prices).
During Panganiban’s second term as secretary in 2005, a
total of 203,000 hectares of idle lands and 313,000 jobs
were developed under Goal 1 and 10 Huwarang Palengke
(outstanding markets) were identified under Goal 2.

2006
When Yap returned to the DA in October 2006, he
implemented various projects and policies towards the
attainment of food security and self-sufficiency. Upon
Secretary Yap’s decision to run as Representative of the 3rd
District of Bohol, Secretary Bernie Fondevilla took over in
March 2010.

2010
On June 30, 2010, President Benigno S. Aquino III
appointed Proceso J. Alcala as Secretary. He was one of the
principal authors of Republic Act 10068 or the Organic
Agriculture Act of 2010.

2016

Emmanuel F. Piñol was appointed by President Rodrigo


R. Duterte on July 1, 2016. He committed to bring
agriculture and fisheries programs to basic by addressing
food production and poverty. Efforts were geared towards
production and trade of staple food commodities and high-
value crops.

2019

William D. Dar was called again to serve government as


the Secretary of Agriculture on August 5, 2019, under
the administration of President Rodrigo Duterte. Dar
introduced the “New Thinking for Agriculture” which is
anchored on the vision: A food-secure Philippines with
prosperous farmers and fisherfolk.

2022
As the country’s 17th President, President Ferdinand
“Bongbong” Marcos Jr. (BBM) made the unprecedented
decision of designating himself as the concurrent head of
the DA amidst the looming global food crisis.

In his inaugural message on June 30, 2022, the President
noted that the country’s agriculture sector “cries for urgent
attention” after years of neglect and misdirection.
His plan of action for the short-term is to
increase the yield of the country’s main staple
and provide support to those in need of
government assistance.
Over the long-term, he is
pushing for multi-year planning
focused on the restructuring
of the food value chain from
research to development to
retail. Hence, he called upon
the members of the DA
family to work fast and
efficiently to surmount
the numerous
challenges that
threaten the country’s
food supply and
stymied the growth

ADMINISTRATIVE SERVICE
It spearheads the continuing development of Department-
wide standardized systems and procedures to improve the
quality and efficiency of administrative services at all levels of
implementation.

provides efficient and effective service relating to human resource
management and administration.

Human Resource Development Division (HRDD)


provides opportunity for employees to develop technical enrichment,
and supervisory and managerial skills, among other expertise.

General Services Division (GSD)


provides support services relating to disbursement and collection,
property and supply, janitorial and security services, and other related
services.

Records Division
provides efficient, effective, and economical records management.

Procurement Division
undertakes the DA-wide procurement process and oversees
procurement activities of regional offices and bureaus.

Agriculture and Fisheries Information Division (AFID)


develops, produces, and disseminates communication support
materials on the Department’s thrusts, programs, projects, and policies
for varied clientele through multi-media platforms.

AGRIBUSINESS AND MARKETING
ASSISTANCE SERVICE (AMAS)
AMAS was created by virtue of Administrative Order No. 14, Series
of 1999 through the merging of the Agribusiness Investment
Information Service (AIIS) and the Marketing Assistance Service
(MAS). This restructuring was in compliance with the provisions
of DA AO No. 6 Series of 1998 or the Implementing Rules and
Regulations of the Agriculture and Fisheries Modernization Act
(AFMA).

Divisions
Market Development Division
spearheads agribusiness and market-related research to generate and
provide informative analyses of market trends and factors affecting the
demand for agri-fishery products; also responsible in product promotion,
directing market linkages to farmers, entrepreneurs, cooperatives, and
exploring/expanding market opportunities beyond their traditional
outlets.

Agribusiness and Investment Promotion Division (AIPD)


spearheads the efforts of the DA in generating and promoting private
investments by providing information on business opportunities and
facilitation of innovative business ventures.

Agribusiness Industry Support Division (AISD)


strengthens farmers’ and fisherfolk’s organizations/associations and
industry councils by providing technical support and agribusiness market
information services.

FIELD OPERATIONS SERVICE (FOS)
FOS serves as the coordinating body/functional link of the
DA Central Office to the Regional Field Offices (RFOs),
Bureaus, and Attached Agencies, and other offices for program
implementation and timely delivery of public goods and
services to the local government units (LGUs) through the
RFOs.

Field Programs Operational Planning Division
(FPOPD)
translates strategic plans into operational plans of DA programs and
projects with cross-sector concerns such as: climate change, disaster
risk management, DA–DAR–DENR Convergence Initiatives, Hunger
Mitigation Program, National Anti-Poverty Commission, Indigenous
Peoples (IPs), Gender and Development, annual search for outstanding
achievers in agriculture and fisheries, and the like.

Field Programs Coordination and Monitoring Division


(FPCMD)
conducts field visits of programs/projects implemented at the regional,
provincial, municipal, and barangay levels whenever necessary and
ensures that DA programs/projects are implemented in accordance
with the formulated operational plans and guidelines.

Special Projects Coordination and Management


Assistance Division (SPCMAD)
ensures the smooth implementation of foreign-assisted projects and
locally funded projects.

FINANCIAL AND MANAGEMENT
SERVICE (FMS)

Divisions

Accounting Division
advises management on financial matters; processes payment claims;
verifies finance reports; files and maintains accounting records and
books of accounts of the Office of the Secretary; performs financial
analysis and interpretations; and provides adequate and timely
financial information critical to the management.

Management Division
develops plan and program objectives relative to management
improvement; examines administrative organization, existing
methods, procedures, and systems, and makes recommendations for
improvements; develops new and improved management systems;
develops staffing standards and manpower requirements; and reviews
internal control systems.

Budget Division
prepares/consolidates annual budget, activity recasts, program
structure changes, allotments, and other requirements of requesting
agencies; designs, develops, implements, and/or updates budget
monitoring tools and standards; provides technical assistance in
the presentation of the department’s budget; collects, analyzes, and
documents budget data.

INFORMATION AND
COMMUNICATIONS TECHNOLOGY
SERVICE (ICTS)
ICTS provides the leadership in the development and
implementation of reliable and cost-effective information and
communication technology systems of the Department at all
levels of implementation.

Divisions
ICT Planning and Standards Division (ICT-PSD)
formulates ICT plans, policies, and operating standards and guidelines;
monitors and evaluates ICT programs and projects; and builds and
maintains a community of ICT Professionals.

Systems and Application Development Division


(SADD)
develops and maintains application system and develops office-wide
automation and productivity applications.

Database Management Division (DMD)


responsible for the systematic organization and management of a
large collection of interrelated agricultural databases; uploading and
extraction of data and information; and installation and updating of the
National Information Network (NIN) websites.

Network Operations and Management Division


(NOMD)
develops and manages the DA-NIN ICT infrastructure/facilities
covering the DA-Wide Area Network (WAN) and Agency Local Area
Network (LAN); and operates and maintains the infrastructure/
facilities.

INTERNAL AUDIT SERVICE (IAS)
IAS conducts comprehensive audit in all Services/Offices of the
DA-Central Office, Regional Field Offices, Bureaus and other
agencies under the supervision and control of the Department;
and reports directly to the Department Secretary.

Operations Audit Division (OAD)
evaluates the extent of compliance and ascertains the effective,
efficient, ethical and economical execution of the Department’s
operations, programs and projects by utilizing internal auditing
methods.

Management Audit Division (MAD)


evaluates the achievement of the control objectives of the operating or
support units of the Department, which include safeguarding of assets,
checking the accuracy and reliability of accounting data, adherence to
managerial policies and compliance with laws, rules and regulations by
utilizing internal auditing methods.

LEGAL SERVICE
The Legal Service is mandated under the Administrative Code
(EO 292) to handle the legal requirements including those
pertaining to the quasi-judicial and regulatory functions of DA
and its Bureaus.

Research and Regulations Division (RRD)


provides legal advice and technical assistance concerning policy issues,
and regulatory functions, among other related matters; assists in the
preparation and/or review of contracts and other legal instruments
wherein the Department, or any of its component agencies, is a party.

Litigation and Adjudication Division (LAD)


serves as the main litigation unit in coordination with the other units
of the Department, its regional field offices, bureaus, and attached
agencies.

PLANNING AND MONITORING
SERVICE (PMS)
The PMS is responsible for the formulation of medium- and
long-term plans, monitoring and evaluation of the implemented
plans and programs, and the conduct of annual plan and budget
preparation, among others.

Planning and Programming Division (PPD)


reviews and integrates the medium-term Agriculture and Fisheries
Modernization Plan (AFMP) and the annual plan and budget proposals
of operating unit; generates the DA annual strategic plan.

Investment Programming Division (IPD)


conducts investment programming and prioritization activities;
finalizes and institutionalizes the Public Investment Programming
(PIP) System and resource allocation scheme; and prepares the sector’s
investment plan in the medium term.

Monitoring and Evaluation Division (MED)


conducts sector-wide impact evaluation to cover policies, programs and
projects; leads in the development of a Benefit/Results Monitoring and
Evaluation System; and conducts mid-term and post-evaluation
of projects.

responsible for macro-economic policy, long term policy studies, and
the legislative portfolio.

Food, Agriculture and Fisheries Policy Division


(FAFPD)
responsible for policies and policy issues related to technology transfer,
sanitary and phytosanitary measures and commodity monitoring and
surveillance.

International Affairs Division (IAD)


responsible for the management of international relations and
resources; conduct of technical cooperation activities; and monitoring
of cooperation activities for agriculture and fisheries that arise from
international agreements.

determines priority projects and assesses their viability in terms of

enhances marketability of the projects identified based on the
appropriate procurement mode to be utilized for the purpose.

BAFE is mandated to monitor the implementation of the


National Agricultural and Fisheries Modernization Plan of DA.

BAR leads the national agriculture and fisheries research and
