1. Voluntary Scheme of Pakistan Energy Label for Electric Fans

1.1. The National Energy Efficiency and Conservation Authority (NEECA) has
developed a voluntary scheme for energy efficiency labeling of equipment
and is the focal agency to implement energy labeling scheme for
appliances/ products in Pakistan.

1.2. The voluntary scheme was launched in May 2016.

1.3. Applicant, at any time during the operation of the scheme, may decide to
withdraw from the scheme after giving three months’ notice period to
NEECA as well as a public notice.

1.4. NEECA will review the Voluntary Pakistan Energy Label scheme periodically
to determine the need for revision or amendment or termination of the
scheme and necessary action(s) shall be taken accordingly by NEECA
when deemed necessary.

1.5. NEECA shall evaluate the program impact and process of implementation
on a periodic basis. The scope of evaluation will include the impact on
sales, energy consumption, cost, consumer purchasing behavior,
manufacturing, national energy use and the environment. Applicant shall
extend full cooperation by providing the relevant data for the purpose.

2. Submission and Processing of Application

2.1. The manufacturers or importers of appliances/ products shall apply to

NEECA for registration of their products to get permission to use/ affix
“Pakistan Energy Label” on the specified product according to the laid
down criteria, terms and conditions as described hereunder.

2.2. Applicant can sign-up and login through the Product Registration System,
link to which has been given on the NEECA’s website or an applicant can
submit filled Application Form (Annex-1or II) which could be downloaded
from NEECA website (www.neeca.gov.pk) “Energy Labeling” Section

2.3. Application shall be submitted along with “Label Registration License Fee”
of Rs. 5,000/- (Rupees Five thousand) in the form of a nonrefundable Payee

 Account Demand Draft in favor of “Energy Conservation Fund” or could be
submitted online through the Product Registration System.

2.4. The online or downloaded application form shall be duly filled in/ answer all
the questions raised in the form, by giving correct/ appropriate information,
accompanied with Energy Efficiency test results, list of retailers/dealers with
their contact details and addresses for the labelled products in different
cities and required supporting documents as mentioned in the application
form.

2.5. The received application shall be checked for completeness of documents

and will be registered/ logged by ECF/NEECA’s technical section or shall be
self-processed through the Product Registration System.

2.6. The result of evaluation shall be communicated to the applicant within 15

working days after the approval/ rejection by the technical department or
Product Registration System and an authorization certificate shall be issued
accordingly for the respective model(s). In case of rejection, reasons for
such rejection shall also be communicated to the applicant.

2.7. The applicant can make a review request for reassessment of the submitted
application in the light of observations of the technical department. The
decision of the reviewing team will be communicated to the applicant
accordingly.

2.8. Applicant shall be solely responsible for ensuring the accuracy of the
information displayed on the label or any public claim for label level and
quality of equipment and use of label only for labeled equipment/models.

2.9. If during the tenure of the scheme, for a particular Pakistan Energy Labeled
model of the product, there are changes in the energy efficiency
parameters of the product or any other information on the label, then a
fresh application shall be submitted, and it will be processed accordingly.

2.10. The liability of Applicant for the authenticity of label will continue till those
labeled products are available in the market.

3. MEPS and Criteria for Grant of “Pakistan Energy Label”:

3.1. The fan(s) should conform to all the requirements of Pakistan Standard
PS:1/2021 (Comfort Fans and Regulators for Household and Similar Purposes
– Methods for Measuring Performance) with all its amendments, as
applicable to participate in Pakistan Energy Labeling Program. The
applicant will submit Test Report issued by an ISO / IEC 17025 Accredited
Laboratory for the model(s) of electric fan(s) for which grant of Pakistan
Energy Label is required.

3.2. The Technical Department of NEECA will review the test report submitted by
the Applicants online or along with the application form with reference to
the Energy Performance/Service Values specified in the table below for
Electric Fans and accordingly the Star Rating for the model of the fan
would be endorsed and approval would be granted by the competent
authority. Those products which meet the minimum requirements as
specified in the relevant Pakistan Standard shall be eligible to apply for the
use of Pakistan Energy Label. The minimum allowable values of the energy
efficiency i.e. minimum energy performance standard (MEPS) for grant of
Pakistan Energy Label for AC electric fans shall be as given in the Table-1.
The energy efficiency levels of AC electric fans have been divided into 5
stars among which the 5 stars is the highest.

3.3. The MEPS related section of the applicable standards for specific products
are also available on NEECA website.

Note: The figures in the columns under different levels or number of stars
refer to the service values of a fan corresponding to its sweep size.

4. Affixing of Pakistan Energy Label

4.1. The energy star rating label shall be in the form of a sticker and affixed to
the enclosure of the fan-motor and printed on the packing at prominent
positions with at least one side of the package box fully displaying the label
for clear visibility. The label shall display the approved energy star rating for
the model of the fan. The format of the energy star rating label shall be as
given in Figure-1.

4.2. The applicant who has been authorized to use this label will print the
“Pakistan Energy Label’ according to the pattern/ design and
size/dimensions specified below and the ready to print version to be pasted
on the fan shall be sent through email.

4.3. Color of Pakistan Energy Label

Sample Pakistan Energy Label is given in Figure-1 for information only and
the colors of the energy star label shall follow Adobe RGB or s RGB color
profile, as under:

Yellow: R=255, G=255, B=0

Red: R=255, G=0, B=0

Green: R=0, G=150, B=60

Where, R = Red, G = Green, and B = Blue

i. Number of stars appearing on the curved band depends on

the energy rating determined as per section 3 of this
document. More stars mean more energy efficient.

ii. Number of stars (in words) permitted for the model.

iii. “As per NEECA reference #” shall be provided to Applicant

after grant of label.

4.4. Dimensions & Character size of the Pakistan Energy Label

Dimensions and Character size of the label (all values in mm) shall be as
given in Figure-2.

4.5. Prohibited information

Advertising information, other than that being included on the Pakistan

Energy Label, is prohibited.

5. Affixing of NEECA Security Sticker

5.1. In addition to the above mentioned star rating label, a highly secured
NEECA security sticker shall be affixed near to the Pakistan Energy Label (on
enclosure of the fan-motor) by the manufacturers. This Security label will
have some Overt & Covert security features with QR Code along with
unique code for instant digital verification by the end-user. The stickers shall
be provided by NEECA after granting permission to use Pakistan Energy
Label and Pak Rs. 12 would be charged per sticker per product from the
manufacturer by NEECA and shall be paid in advance in the form of a
nonrefundable Payee Account Demand Draft in favor of Energy
Conservation Fund.

6. Responsibilities of Applicant and NEECA

6.1. Proprietary information supplied to the NEECA by the applicant shall be kept
confidential.

6.2. A list of labeled equipment (and information on the label) will be maintained
by NEECA and made available to the public through publications and its
web site.

6.3. NEECA has the responsibility to collect the information, annual volume of
products and/or imports regarding ES&L, through questionnaire or other
methodologies, from manufacturers, importers, related associations.

6.4. NEECA shall verify the effectiveness of introduction of ES&L framework and
shall make the results public.

6.5. Applicant can distribute a copy of the Pakistan Energy Label information
poster/brochure along with their technical brochure to the buyer and can
also display the poster/brochure at the point of purchase.

6.6. The Applicant has to display the Pakistan Energy Label on it’s website
homepage and link it up with the relevant authorized model by NEECA. The
applicant must display the Pakistan Energy Label if granted for any fan in its
electronic and print media ads and marketing material.

7. Renewal of Labeling License

7.1. License Renewal Fee will be Pak Rs. 5,000/- for one year.

7.2. There shall be no charge/ fee for filing the review appeal.

8. Compliance Monitoring of Pakistan Energy Label:

8.1. NEECA through its designated staff and in collaboration with PSQCA shall
carry out random monitoring to verify the compliance in using the “Pakistan
Energy Label” on the qualified products by the authorized manufacturer/
importer. Check points shall be as follows.

i. Pattern/design of label

ii. Validity of authorization of label users

iii. Label contents

iv. Manner of display of label

v. Verification test

8.2. The frequency of the verification test will be determined by the NEECA.

8.3. Verification testing will be conducted by an ISO/IEC 17025 accredited lab.

8.4. The Applicant will make available samples free of charge for verification of
randomly picked three (3) samples of qualified products from
Distributors/Retailers by NEECA monitoring team twice in year after every six
months time interval. NEECA shall bear the testing charges of the samples.
Necessary instructions by the Applicant should be given to
Distributor(s)/Retailer(s) for extending support to monitoring team.

8.5. NEECA or its representative(s) will identify and seal the product samples for
dispatch to the lab for compliance verification tests.

8.6. At least two out of three random samples of the Energy Labeled products
picked up during monitoring cycles should comply with all specified
parameters as per relevant standards requirements.

8.7. Applicant would be responsible for collection of tested sample(s) from the

 test laboratory.

9. Violation Penalties

9.1. If Pakistan Energy Label used/ affixed on the product is found not
conforming to the pattern/ design, the way of use as approved by the
NEECA or the label is found misleading to the consumers/ retailers or violation
of energy consumption against notified standards, the Applicant could be
penalized as specified below:

• Right to use Label be taken back with immediate effect

• Announcement in Media

9.2. In case if any manufacturer other than the applicants which would be
granted Pakistan Energy Label use false label, upon information to NEECA
will direct such manufacturer to remove the false label and thereafter the
name of such manufacturer would be advertised in press and such
manufacturer would not be eligible to apply for Energy Labels thereafter.
The withdrawal/ suspension of Pakistan energy label shall be made public
through print and electronic media and other appropriate means.
