ControlSystem & Security Management System

PART 1 GENERAL
General provisions of the Contract including requirements of all Contract Documents
shall apply to this section.

1.01 RELATED DOCUMENTS

A. Contract

1. Drawings and general provisions of the Contract, including


Conditions ofContract, apply to this Section.

2. In particular, refer to these documents for all elements

1.03 SHOP DRAWINGS

A. Submit three blueline/blackline sets and one reverse paper set of


ShopDrawings.

B. Produce all Design Drawings and Shop Drawings using the latest
version ofAutoCAD.

C. Do not reproduce Contract Documents for use as Shop Drawings. Unless


specifically authorized by the Architect in writing, contract documents

shall not be acceptable as shop drawings.

D. Shop Drawings shall include the following:

1. A drawing legend sheet describing all symbols used on the drawings


and containing a description of each device, complete with
manufacturer name and model number

2. System riser diagram with all devices, wire ruins and wire
designations data flow etc.

3. Schematic block diagrams for each system show all


equipment(typical), interconnects, data flow etc.

4. Wiring diagrams of each subsystem define the interconnection of


allinputs and outputs for all equipment. Diagrams shall indicate
exact equipment counts.

5. Wiring diagram for fail-safe release of electric locking mechanisms.

6. Fabrication shop drawings for all custom equipment (if applicable).

7. Plans and elevations of the security console(s) and equipment


racks quantifying all equipment to be mounted there in and
including notesdetailing the fabrication of such. All materials,
methods for construction and finishes shall be fully detailed.

8. Elevations of security closet layouts showing panel locations,


power supply locations, conduct wire ways, wire molds, and all
other equipmentto be mounted at each location.

9. The scope of the drawings shall remain in the scope of the Security
Contractor; the only exception allowed is the containment drawings
andpower drawings which are to be prepared by the
Electrical/Contractor.

1.04 OPERATION AND MAINTENANCE MANUALS

A. The Operation and Maintenance Manual shall apply to all


security relateddevices, equipment and software modules.

B. Operation and Maintenance manuals shall be in electronic format as


greedwith Planning Supervisor.

C. Operation and Maintenance Manuals shall include, at a minimum, the following:

1. Manufacturer's operation manuals for each piece of equipment


installed. Simple product data sheets without operation
instructionsand / or sales literature shall not be acceptable in
Operation and Maintenance Manuals.

2. Operational description of each Subsystem.

3. Detailed programming descriptions for each subsystem, including
step bystep procedures with illustrations identifying how computer
screens will appear after each entry.

4. Explanations of subsystem interrelationships. Explanations shall


include operations of each subsystem and operations unique to
the interfaces between each of the subsystems and possible
conflicts that mayoccur with the interfaces. Each explanation shall be
identified, tagged, bound and indexed into a single binder.

5. Electrical schematics for each piece of equipment specified.

6. Setup procedures for each component of the subsystems.

7. A list of manufacturers, their local representatives and sub-


contractors that have performed work on the Project. The list shall
include contact names, phone numbers and address for each.

8. Installation and service manuals for each piece of equipment.

9. Maintenance schedules for all installed components. Schedules


shallinclude inspections and preventative maintenance
schedules, and documentation of all repaired or replaced
equipment.

10. Operation and Maintenance Manuals shall include a separate section


for each software program incorporated into the Project. The Software
sectionshall include, at a minimum, the following information:

11. Definitions of all software related terms and functions.

12. Description of required sequences.

13. Directory of all disk files

14. Description of all communications protocols, including data


formats,command characters, and a sample of each type of data
transfer.

15. Instructions for manufacturers supplied report generation with


illustrations showing what reports should look like and
screen illustrations for each entry made.

16. Instructions for custom report generation

17. Database format and data entry requirements.

1.05 QUALITY ASSURANCE

A. Contractor Qualifications

1. Work specified herein shall be the responsibility of a single electronic

security systems integration contractor. Bidders shall document a
minimum of five years’ experience in the fabrication, assembly and
installation of systems of similar complexity as specified herein. This
requirement shall apply equally to suppliers and manufacturers of
the security subsystems and major components to be used on this
project. Thedocumentation shall include the names, locations and
points of contact for at least three installations of the type and
complexity specified herein. Bidders shall indicate the type of each
referenced system and certify that each system has performed
satisfactorily in the manner intended for a period of not less than 24
months.

2. The contractor shall have local in-house engineering and project


management capabilities consistent with the requirements of the
work.
The contractor shall provide a team managed by a full time Senior
Project Engineer who is to be present on site at all times that work is
actively in progress. The team and the project manager shall stay
the same throughout the course of the Project. The project team
manager shall bethe person responsible for system programming,
preparation of operationand maintenance manuals, training
programs and schedules and test protocols, documentation of
system testing, maintenance of Record documentation and
coordination and scheduling of all subcontract labor (as applicable
and as approved in advance by the Architect.) The Architect reserves
the right to approve the Contractor's Senior Project Engineer.

3. By submitting a Bid, the contractor thereby certifies that it is qualified


in all areas pertaining to, either directly or indirectly, the work. In
the event theContractor becomes unable to complete the work in
accordance with the contract documents, or the satisfaction of the
Employer or its representatives, due to a lack of understanding of
equipment, systems or services required by the Contract documents, it
shall be the responsibility of the Contractor to retain the services of
the applicable manufacturers’ representatives to expeditiously
complete the work in accordance with the Architect's construction
schedule with no additional cost to the Employer.

4. The contractor shall ensure compliance with, and a thorough


understanding of, all local codes and contract conditions pertaining
to thisProject.

5. The contractor should maintain an inventory of spare parts and


other items critical to system operation and as necessary to meet
the emergency service requirements of this Project within the local
service center.

1.06 PRODUCT STANDARDS

A. Within this Specification, certain manufacturers have been specified. These


manufacturers are listed for example purposes only (unless followed by
"No Exceptions"). The contractor is encouraged to substitute
manufacturers and models that may be more cost effective or readily
available than that specified. All substitutions shall meet or exceed the
minimum functional and technical specifications. No Deviation to the
specification shall be allowed. Acceptance ofsuch substitutions is at the
discretion of the Architect.

B. Provide at the time of installation the latest version of all


equipment andsoftware. Discontinued equipment shall not be
acceptable.

C. All exterior devices shall be sealed and protected against all weather
conditions including heat, cold, moisture, dust, and sand.

1.07 WARRANTY

A. Provide a 3 years warranty on the work. If, within


one year after the date of final acceptance of the
work or within such longer period of time as may be
prescribed by law, or by the terms of any applicable
special warranty required by the contract documents or
provided by a manufacturer, any of the work or
equipment is found to be defective or not in
accordance with the Contract Documents, the
Contractor shall correct it promptly including all parts
and labor after receipt of notice from the Employer to
do so unless the Employer has previously given the
contractor a written acceptance of such condition. This
obligation shall survive termination of the contract. The
Employer will give such notice promptly after discovery
of the condition. Such notice shall be provided by
Employer representatives, to be identified either
verbally or in writing.

B. Nothing contained in the contract documents shall be


construed to establish a shorter period of limitation
with respect to any other obligation which the
contractor might have under the contract documents
or any manufacturer's warranty. The establishment of
the time period of one year after the date of final
acceptance of the work or such longer period of time
as may be prescribed by law or by terms of any
warranty required by the contract documents, relates
onlyto the specific obligation of the contractor to
correct the work equipment, and has no relationship
to the time within which its obligation to comply with
the contract documents may be sought to be enforced,
nor to the time within which proceedings may be
commenced to establish the contractor's liability with
respect to its obligations other than specifically to
correct the work or equipment.

C. Perform preventive maintenance during the
warranty period. Submit a list of items to be included
in the preventive maintenance program. The list
shall include maintenance to each item, the frequency
of such maintenance, and the amount of time to be
spent on each item for maintenance.

D. Repair or replacement service during the warranty


period shall be performed as follows:

1. 7 days, 24 hour, 4 hour response time.

E. This applies to all system components.

F. If the contractor is unable to restore system


operation during the warranty period within two
business days of a system failure, the Employer
reserves theright to require the contractor to
provide on-site manufacturer's service technicians
at no additional cost

SECURITY VIDEO SURVEILLANCE SYSTEM

PART 2 PRODUCTS

2.01 APPROVED MANUFACTURERS

A. Manufacturers subject to compliance with the requirement of the contract


documents, use only firms regularly engaged in manufacture of Security Video
Surveillance System (CCTV), of types and capacities required which have been in
satisfactory use in similar or service for not less than ten (10) years and approved by
the Architect/ Engineer.

2.02 GENERAL

A. All equipment and materials used shall be standard components that are regularly
manufactured and used in the manufacturer’s system.

B. All systems and components shall have been thoroughly tested and proven in actual
use.

C. All systems and components shall be provided with the availability of an authorized local
distributor or integrator.

2.03 VIDEO MANAGEMENT SYSTEM CAPABILITIES

A. The following describes the general architecture and basic functionality deemed
essential for the IP video management system described in this specification.

B. The IP video management system should be built upon open, industry standards
and facilitate integration with IT infrastructures and other digital and analog
systems.

C. Necessary API-SDK shall be available for the proposed VMS. Along with it, there shall
be a dedicated portal maintained by the manufacturer to offer any support required
for any third-party integration.

D. The IP video management system shall provide support for IP cameras from multiple
manufacturers. As a minimum the VMS shall support ONVIF profile S. If VMS is
provided from the same manufacturer as the cameras, then no additional hardware
or license would be needed to connect to third party cameras.

E. The IP video management system shall support standard resolution and megapixel
IP cameras.

F. The IP video management system shall have no restriction as to the frame rate, or
number of standard resolution or mega pixel cameras that can be recorded, viewed, and
managed on the system.

G. All components of the IP video management system shall be based on Windows®


operating systems.

H. The system shall be fully distributed in nature.

I. It shall be possible to use Multicast streams.

J. The IP video management system shall support sequences running on any network
monitor. Alarms or user intervention shall be capable of interrupting a running
sequence.

K. Operator control of a camera or selection of monitors shall override the sequence


control of camera or monitor; sequence control of cameras or selection of monitors
shall not override operator control of camera of selection of monitors.

L. The IP video management system shall log all alarms and events in the system
manager database.

M. The IP video management system shall provide for virtual matrix functionality,
leveraging the IP network to switch any camera to any monitor through a PC
Keyboard/Mouse.

N. The IP video management system shall utilize a system manager to provide user and
database management. The system manager can be a dedicated server or it can be
installed along with the recording server. The database shall be synchronized all the
time and shall be available at all times in all servers. Failure of any server shall not
affect the system operation.

O. The IP video management system shall be able to handle future expansion of an


unlimited total capacity from what is shown in the drawings, including but not limited
to cameras, monitors, alarm circuits, and relay closures.

P. The IP VMS shall support LDAP to allow importing of user information from active
directory.

Q. A dedicated integration module shall allow the VMS to integrate with other systems such
as the Access control system, Building management system and Call for Assistance.

R. An event from access control shall allow to trigger events such as create spot,
sequence, start recording, stop recording, switch streams or even pop-up a
layout/drawing associated with that camera. The VMS shall allow receiving of events
and alarm status of Access control & CFA.

S. The VMS shall integrate with building management system to provide status of system
health and events through open protocol such as OPC & SNMP.

T. The VMS shall be capable to export/send the system logs to any centralized log server
through the network via SNMP traps/equivalent mechanism.

U. The VMS shall support advanced search functions to reduce the search time. It should
be able to summarize the video data from the recorded video by extracting the events
that occurred in a particular time and area.

V. This feature shall utilize the Meta data generated by the cameras.

W. Users shall be able define areas or draw lines on the recorded frame and search
based on enter, exit or motion detection.

X. The VMS shall support Google Map integration. This feature shall provide
location-based surveillance for a city or a large complex. It shall allow monitoring
the location of camera, devices, alarms and events on a single screen. It shall allow
creation of layers, drag & drop icons on google map and set home position.
Google map shall also be integrated with the event viewer and shall be displayed
along with the event information. It shall allow measurement of distance
between two points on the google map.

Y. The IP video management system network shall be arranged so each area will operate
independently and shall communicate via a 1000baseT (Giga-bit) network at a minimum
to the System Manager. The system shall utilize virtual matrix switcher. The System
Manager shall provide a user interface and database management of the IP video
management system. The System Manager shall allow for users to be restricted via
software to logical configurable groups of cameras, monitors and system
operations.

2.04 6 MEGAPIXEL FULL HD INDOOR/OUTDOOR NETWORK IR DOME CAMERA

A. General
1. The camera shall be of a dome type suitable for internal installation.
2. The camera shall feature an Adaptive Infrared illumination system with 12
LEDs giving a viewable distance of 25m in complete darkness.
3. The network camera shall feature up to 6 Mega Pixel resolution and shall also
support Full HD (1080p) resolution in a 16:9 format.
4. The camera should be capable of capturing and transmitting an image size
of 2688 x 1520 (5Mpix) resolution at 30fps and shall be capable of 1920 x 1080
at 25 images per second.
5. The camera shall be capable of simultaneously streaming two 1080p video
streams, each at 30 images per second.
6. The camera shall feature a day / night mode that incorporates an infrared
cut filter removal mechanism for true color reproduction and the best
possible low light performance.
7. The cameras shall feature the Simple Focus automatic motorized focus
adjustment. This should be activated by a button on the camera and
remotely through the network interface. This can also be activated when the

camera changes from day to night mode.
8. The camera shall feature a 3 - 8.5mm motorized varifocal lens with a
maximum aperture of 1.2Lux. The lens mentioned is only an indication of
standard lens. The actual lens shall be selected by the contractor based on
the FOV requirement of each area.
9. The camera shall feature Wide Dynamic Range with a gain of 120db. This
feature will work at 30 images per second at 2688 x 1520 (5Mpix) resolution. The
WDR function shall feature an adaptive motion system to eliminate motion
blur.
10. The camera shall feature a high performance 2D & 3D noise reduction that
automatically adapts the type of technology used according to movement in
the field of view. 2D noise reduction compares adjacent pixels while 3D
technology compares the same pixel in the previous and subsequent images,
giving a higher level of detail. When the camera detects movement in a region
of the image it will apply 2D noise reduction to that area and 3D noise reduction
to the remainder of the image.
11. The camera shall feature an automatic back light compensation technology
that detects and enhances dark areas in the field of view and increases the
gain in those areas.
12. The camera shall feature built in license free video analytics functions
including line crossing, appear/disappear, audio detection, camera tamper
(scene change) and enter/exit a predefined zone.
13. The camera shall feature advanced motion detection with definable
detection areas, minimum / maximum object size definition and a learning
algorithm that ignores false alarms such as trees and waves on water.
14. The camera shall support Multi Cropping technology to allow video profiles to
be set up with a reduced area of the overall field of view of the camera.
15. The camera shall feature a face detection technology that can be used to
create an event whenever there is a face or multiple faces in the image. The
technology should be able to detect 32 faces simultaneously.
16. The camera shall feature 32 privacy zone mask areas.
17. The camera shall feature a smart codec that can use a higher quality
compression for regions of interest in the image, thereby prioritizing the
encoding of the most important areas of the field of view.
18. The camera shall feature a Digital Image Stabilization function.
19. The camera shall feature a backlight compensation technology that can be
used to manually select an area of high brightness in the field of view and
adjust the gain in that area.
20. The network camera shall provide video transmission in an open format with
H.264, H.265 or MJPEG compression.
21. The camera shall support ONVIF profile S for operation with 3rd party
systems.
22. The camera shall be capable of simultaneously transmitting multiple video
streams of different resolution, compression, frame-rate and compression
settings.

2.08 4MP APNR CAMERA

A. Functional Description
1. The camera should be an all-in-one digital IP camera for traffic systems with
a built-in illuminator and integrated processing unit with Built-in CPU for
ANPR processing.
2. The camera should be capable to autonomously run license plate, container
code and DOT code recognitions or any other OCR-based application for
dedicated databases.
3. The camera’s built-in processing unit should be an industrial strength
computer with its own Linux operating system, which can be also replaced by
Windows OS as an option.
4. The device should contain an embedded server to allow access via common
web browsers. Among others, this IP connection permits for real-time image
manipulation, correction and enhancement tasks through the camera’s
digital signal processor (DSP).Lenses.
5. The camera should have LPR engine included which should be country-
independent.
6. The cameras should be capable of capturing high quality images, even of
vehicles traveling at speeds up to 120 km/h.

I. Lens:
The selection of lenses shall be in accordance with the FOV requirements of MOI Regulation.
Appropriate lenses shall be selected by the integrator to make sure proper coverage is
achieved as per Local police guidelines and shall consider actual site requirements. For
spectator area monitoring, 5-50 mm lens special lens shall be provisioned to comply MOI
requirements.

J. Camera Poles:
1. Poles shall be rustproof, weather resistant and hot dip galvanized Aluminum or Steel
construction.
2. Poles shall have a minimum of 3 m height and shall be capped at the top.
3. The cable entry shall be from footing and not externally visible. The pole shall have a
tamper resistant cover plate to allow internal inspection of the pole located within 1 m of
the base. All pole access cover plates shall be secured using screws.

4. The pole shall support the camera and its accessories and shall withstand vibrations
and wind.

K. Camera-Supporting Equipment:
1. Mounting brackets for fixed cameras will be die cast aluminum with stainless steel
swivel assembly.
2. Heavy duty versions will be used for external cameras and medium duty versions for
internal cameras. Finish will be powder coat painted in color to be agreed with the Engineer.
3. Protective Housings for Fixed Cameras: Steel or aluminum enclosures with internal
camera mounting and connecting provisions that are matched to camera/lens combination
and mounting and installing arrangement of camera to be housed.
4. The aperture window shall be fitted with toughened glass.
5. Alignment Provisions: Camera mounting shall provide for field aiming of camera and
permit removal and reinstallation of camera lens without disturbing camera alignment.

6. Equipped with Built-in thermostat-activated heater and blower units. Units shall be
automatically controlled so the environmental limits of the camera equipment are not
exceeded.
7. The housing shall be fitted with a sun visor and a self-parking wiper. Sun shield shall
not interfere with normal airflow around the housing.
8. Mounting bracket and hardware for wall or ceiling mounting of the housing. Bracket
shall be of same material as the housing; mounting hardware shall be stainless steel

10. The outdoor camera shall be installed within a POE+ weatherproof enclosure, which

harmony with the surrounding environment and to help the VIDEO SURVEILLANCE camera
operate stably regardless of the dirt that may accumulate in the installation site and the
weather condition. In addition to weatherproof, it shall have the hinges on both sides that
are manufactured in the top cover structure. This shall facilitate the installation and repair
work. The material of the body frame shall be made of aluminum that is corrosion resistant.
The product shall also be seamlessly sealed to protect itself from an unexpected external
impact. The enclosure shall be provided with a cable channel bracket and all exposed

2.10 RECORDING SERVER SOFTWARE

A. General
1. The recording software shall support various video and audio formats
including H.264, H.265, MPEG-4, MJPEG, and G.711.
2. The recording software shall support recording of video resolutions as
provided by the camera.
3. The recording software shall have a performance of 400Mbps of recording
throughput, 512Mbps of streaming throughput and 100Mbps dedicated
bandwidth for playback/backup.
4. The recording software shall provide triplex operation: recording, live video
transfer and recorded video transfer. Search/playback of recorded video
shall also be provided.
5. The recording software shall support a maximum of 128~256 cameras per server
or within the recording bandwidth of the server.
6. It shall be possible to have a N+1 configuration, where it is possible to have one
hot stand-by recording server. The hot-stand by server shall automatically
take over the functions of the failed server. The recording solution shall provide
active- active failover between recording servers such as failure of any server
shall distribute the cameras among the balance available servers.
7. The recording software shall support video transfer of various recording
options such as continuous recording, event based recording (motion
detection, I/V detection, video loss, alarm signal input) and also scheduled
recording (including holiday setup).
8. The recording software shall provide event notification including user-
defined alert sound output, e-mail to pre-assigned receiver, and notification to
monitoring (CMS) software. An event log shall be generated to track events.
9. The recording software shall provide manual backup and schedule backup
to CD, DVD or external storage (USB and NAS).
10. The recording software shall provide multiple disk allocation and
distribution, multi-level user access and authority management, IP filtering
function for security access, automatic search of network cameras for
configuration, camera management (including IP change, configuration, and

2.10 RECORDING

A. All Cameras shall be recorded at maximum resolution as per MOI and 15fps for
120 days. Consider 20% spare capacity in terms of storage as well as camera
channels for future expansion.

2.11 VIDEO MANAGEMENT SOFTWARE

A. General
1. The Video Manager software shall allow installation on a single PC or across
multiple PCs in a distributed configuration.
2. The software shall consist of five modules; System Manager, media
gateway, Workstation, Service Manager, Scheduled backup and recording
server.
3. The System Manager Software module shall manage all of the devices and
users of the system.
4. The System Manager module shall have the capacity to manage up to
800 events per second.

can only be added, edited and deleted in the configuration mode.

45. The Console Configuration shall allow the setting of OSD

latest software update from the upgrade server.
51. Use only manufacturer recommended hardware and OS for VMS. Use of
minimum recommended configuration is not allowed. It is always
recommended to use equal or better than the specifications recommended by
the manufacturer.
52. A virtual Matrix module shall be provided to control the monitor wall.
53. It shall be possible to select any monitor and address any camera to this
monitor.
54. Critical cameras of the facility shall be watched continuously while noncritical
cameras shall be sequenced.
55. Sequencing is an important feature of the VMS. The console/workstation
shall be able to switch the entire pane/layout. Individual camera connection
for sequencing is not allowed.

2.12 SECURITY CONTROL ROOM

A. The monitor layout i the control room shall meet the operational and security
requirements of the client. The design shall be done based on the following
assumptions:
B. Cameras selected for critical shall be monitored continuously on a 5x5 layout.

C. Cameras for general areas shall be monitored on sequence in a 5x5 layout such that
each monitor is not assigned more than 100 cameras and the time between each page
is not more than 10 seconds. Thus, the operator shall be able to view the same camera
every 40 seconds.

D. Provide space for three operators with four monitors for each. These would be used
for live view, playback, image export as well as alarm monitor.

E. Video Wall LED displays:


1. Assume minimum 6nos. 55” LED displays for the video wall.
2. The Contractor shall provide free-standing desk affixed LCD/LED mounts
that shall allow the arrangement of LED displays
