Rationale Early Language Literacy and Numeracy Digital, a blended course on early language,
literacy, and numeracy instruction for kindergarten to Grade 3 (K-3) teachers in the
Philippines. The course is a teacher professional development (TPD) initiative in support of
the Department of Education’s Early Language, Literacy, and Numeracy (ELLN) program
under the Every Child a Reader Program (ECARP).
This program focuses on capacitating the Kindergarten to Grade 3 teachers and
Grade 4-6 teachers and instructional leaders on the basic knowledge and pedagogical skills
in literacy and numeracy and in establishing and managing a school-based
mentoring/learning partnership program as a mechanism for continuous professional
development of teachers/mentors, teachers/mentees, school managers and instructional
leaders and an avenue for teachers to listen to storytelling and read aloud activities from
the best storytellers through the School – Based Learning Action Cell, per DepEd Order No.
12, s. 2015.
Becoming digitally literate means that pupils develop technological skills, value of
engaging community members in children's learning and development. Different formative
assessments (classroom-based) with corresponding interventions, understand how to

access online information and learn social responsibility while interacting on social
networks.
On the other hand, teachers’ psychosocial aspects in daily instruction is very vital
specifically if dealing with young children in this very changing world where pupils at some
point gave upset character to teachers that give some problems to school community with
that teachers are affected. Thus, on the third day of In-service Training in Balibadon
Elementary School, topics which pertains to teachers’ psychosocial attributes will be
discussed. Public school teachers are confronted with numerous paperwork and workloads.
According to DepEd Secretary Leonor Briones, not only the teachers are suffering from a
heavy workload; everyone in government service is overworked and under immense
pressure (Terrazola, 2018). This further proves that public school teachers are bombarded
with work-related assignments such as reports, instructional materials, school designations
and other related tasks apart from their usual six hours teaching load every day. This work
situation leads to the dwindling performance of teachers from its target, which is beyond
Proficiency Level. Given this workload, actual teaching tasks are being sidelined by the
multitude of other responsibilities and roles teachers play.

The training aims to:


1. Numeracy (Math) development and learning. Value of engaging community
members in children's learning and development. Different formative
assessments (classroom-based) with corresponding interventions. Multi-Factored
Assessment Tools (MFAT).
2. Designed for scale, the aim of ELLN Digital is to provide flexible, high-quality
training to hundreds of thousands of teachers nationwide in a timely way,
replacing the traditional face-to-face cascade model. Early Language, Literacy,
and Numeracy is a program designed to address the needs for quality education.
The main objective of this is to improve the Reading and Numeracy skills of
pupils from Kinder to grade three.
3. DAP-ELLN helps you think about children as individuals and how they make
progress and growth in their own time. It helps educators think about matching
activities and lessons to a particular child's interest and developmental needs.
