Dated: 22/07/2024.

Interaction was held with the Zonal Nodal Officers (Vocational) on 18th July, 2024 at
12:30 P.M. in the Conference Hall, Directorate of Education, Old Sectt., Delhi.
In the meeting, the following points were discussed/ clarified:
(A) COMMON POINTS:
1. Skill/ Vocational/ NSQF subject can be opted by student of any stream –
Humanities/ Commerce/ Science.
2. IT IS NOT MANDATORY TO GIVE SKILL SUBJECT TO ALL THE STUDENTS.
This point has already been cleared many times, refer Point No. 4 of Order
No. PS/DE/2023/120 dated 12/04/2023 issued by the Director (Education)
3. As per CBSE norms, the subjects opted by student in class IX are to be
continued in class X. Similarly, the subjects opted by student in class XI are
to be continued in class XII.
4. Skill subjects have multiple entry and multiple exits, it means-
• Though it is advisable for the students to study Skill Subjects from
class IX to XII to get maximum benefits, a student may
discontinue the Skill subject in class XI after studying the Skill
Subject in class IX & X.
• Similarly, any student, who has not studied the Skill subject in
class IX & X, can opt for the Skill subject in class XI & XII.
5. As the Skill Subjects were introduced in all the remaining Govt. schools
during the last year (2023-24), to stabilise/ streamline the already running
Skill/ Vocational Subjects and various related interventions, no new skill
subject will be introduced and no change of skill subject will be allowed
in the current academic year, except (i) consequent upon transfer of PTVT
Or (ii) Introduction of NSQF under Samagra Shiksha in case of 150 schools
approved in the current year. The willing/ needy students may be
accommodated in already running Skill Subjects in the school. No file will
be entertained in Vocational Education Branch in this regard.
6. The VTs are working on outsourced basis, they are not to be issued ID Card
and Experience Certificate by the school. Further, they must not be
assigned the charge of Happiness, Deshbhakti, Class In-chargeship, Data
Entry Work and Teaching of Non-Skill Subjects. However, Entrepreneurship
Mindset Curriculum (EMC) may be assigned as per requirement and
availability of periods of VT after allocation of periods for teaching of skill
Subjects.
7. Some of the units of syllabus and various interventions are common in Skill
Subjects.
The services of PTVTs are to be utilised mandatorily in best interest of
the students where no VT/ other PTVT is posted.
8. File is not required to be sent for Posting/ Transfer of PTVTs or Lab set up.
9. In case of newly opened schools, the proposal for introduction of Skill
subjects should be submitted immediately in the Vocational Branch.
10. The directions given vide Circular No. F.DE-45/VE/NSQF/936/2015/1967-
75 dated22/08/2022 (copy attached) must be followed for smoothly
running the Skill Subjects in the school.

(B) IN CASE OF SAMAGRA SHIKSHA (SS) FUNDED NSQF-


1. NSQF Lab set up and deployment of Vocational Trainers (VTs) is done
through Tender process by Samagra Shiksha
2. Funds for various interventions are allotted to these schools by SS
3. Only 50 students per class (not per Section) per Skill subject are to be
enrolled
4. This year (2024-25) additional 150 schools have been approved under
SS. The skill subjects have been finalized by Ministry of Education, GoI
and only in these Skill subjects students are to be enrolled in classes IX
and XI as per norms in these schools.
5. It is to be noted that: -
- Change of Skill Subjects is not possible under Samagra Shiksha.
- Any other Skill subject, if running in the school, is to be phased
out, means it should continue for 10, 12th in the current session
but not to be given to students in class 9 and 11th as new subjects
have to be introduced mandatorily.

(C) IN CASE OF SCHOOLS HAVING NSQF UNDER STATE FUNDED SCHEME IN WHICH
SERVICES OF VTs GOT DISCONTINUED DUE TO EXPIRY OF MoU w.e.f. 01ST APRIL,
2024-
i. The HoS may decide at the school level keeping in view the various
factors like available resources – teachers, lab available, requirement of
the students etc whether to continue the Skill subject in classes IX and
XI or not? It means that the school may or may not continue the skill
subject in the best interest of the students in classes IX and XI. In other
words, it is not mandatory to give skill subject in 9th and 11th but it is
mandatory to carry on in 10th and 12th for the students who have
studied that skill subject in class 9th and 11th respectively.
ii. In case of unavailability of VT of a Skill subject, the duty of teaching the
Skill Subject may be assigned to teach that Skill subject to a Regular/
Guest teacher on the lines of the Order No. PS/DE/2023/120 dated
12/04/2023 issued by the Director (Education), the Order is available on
the website of the department. Otherwise, if available/ feasible, the HoS
can put up a proposal to the DDE (Zone/ Distt) for deputation/ on
diverted capacity for 2-3 days as per requirement and if not available in
Zone/ Distt., then file is to be sent to the Vocational Branch.

(D) IN CASE OF SCHOOLS HAVING SKILL SUBJECTS INTRODUCED IN PREVIOUS


SESSION (2023-24) BEING TAUGHT BY REGULAR TEACHERS:
a) It is to be noted that the permission to start the Skill Subjects was
granted for the Secondary classes only and to those schools where no
Skill Subject was being taught at Secondary level as on 01 st March,
2023. In these schools, the Skill subjects (being taught by the Regular
Teachers) are not to be continued in class XI and XII.
b) Please refer to Order No. PS/DE/2023/46 dated 01/03/2023, No.
PS/DE/2023/72 dated 06/03/2023 and No. PS/DE/2023/120 dated
12/04/2023 issued by the Director (Education), the Orders are available
on the website of the department.

(E) POINTS FOR SCHOOLS HAVING PTVTS:


1) In all documents/ correspondence, the designation must be correctly
mentioned as PART TIME VOCATIONAL TEACHER (PTVT) and NOT as
PGT (Vocational), Order already issued vide No. DE-
45/Vocational/Misc/Admn/1562-1567 dated 27/06/2023.
2) Remuneration of PTVTs till 10th May 2024 is to be paid by the
concerned HOSs immediately.
3) The services of PTVTs are to be fully utilised for teaching of Skill
Subjects.
4) As per Cabinet decision No. 1480, dated 08/10/2008, the condition of
taking 32 periods per week must be fulfilled by the PTVT to be eligible
for getting full remuneration. In case, due to any reason whatsoever,
this condition is not fulfilled then the remuneration is to be paid
proportionately. Otherwise, the HoS will be held responsible for the
consequences, if any.
5) In schools where the PTVTs are posted, the HoSs are advised to
introduce the same Skill Subject or related Skill subject which can be
taught by the PTVT as per details given below:

However, the HoS will ensure that the workload of PTVT does not
exceed 32 periods per week.
Various queries raised in the meeting were duly answered by the officers of the
Vocational Branch. It is to be noted that the lists of schools attached with the Order
No. PS/DE/2023/120 dated 12/04/2023 have got modified due to various factors and
the school has to follow the instructions as per the mode of implementation of Skill/
Vocational subject as applicable to the school.
