The ISSF 2024 is a distinguished high-level Shariah platform, attracting prominent Shariah scholars, standard setting
bodies, regulators, industry practitioners and academicians from key Islamic finance jurisdictions worldwide.
The primary objectives of the ISSF encompass the promotion of Islamic finance, harmonisation of Shariah scholars’
interpretations and fostering mutual understanding and respect among scholars and practitioners.
It stands as a high-level forum providing access to scholarly deliberations of critical issues Shariah issues, operational
challenges, and opportunities within the global Islamic finance landscape.
The 19th edition of the ISSF, designated as ISSF 2024, is scheduled to take place in Kuala Lumpur, Malaysia. It aligns with
the ground vision and mission of the Malaysian International Islamic Finance Centre (MIFC), serving as a testament to
Malaysia’s commitment to Islamic finance excellence and leadership on the global stage.
As the theme of the ISSF 2024, the Shariah decision-making process holds integral importance in the operations of the
Islamic finance industry. It involves interpreting the Shariah to ensure the compliance of products and services offered by
Islamic financial institutions (IFIs). However, there exists a pressing need for a comprehensive understanding of the
defining principles and controlling practices governing this decision-making process. Thus, it is crucial to examine the
fundamental principles guiding Shariah decision-making and the various controlling practices implemented by IFIs to
ensure compliance with Shariah objectives and principles.
Additionally, it is essential to deliberate on challenges or discrepancies in the interpretation and application of Shariah
principles within the context of financial activities. The overarching goal of the forum is to provide recommendations aimed
at enhancing the effectiveness and transparency of Shariah decision-making processes within the Islamic finance
industry.

PROFESSOR EMERITUS DATO’ DR. MOHD AZMI OMAR
President & Chief Executive Officer
INCEIF University
Professor Emeritus Dato’ Dr. Azmi is currently the President & Chief Executive
Officer of INCEIF University. He is one of International Islamic University
Malaysia’s (IIUM) pioneering staff when he joined the then newly set up
university in Nov 1983 as a lecturer at the Kulliyyah of Economics and
Management Sciences.
From 2003 to 2008, he held the position of Deputy Rector (Academic and
Research). He was the Dean of the Office of Corporate Strategy and Quality
Assurance from 2008 to 2009 and the Dean of IUM Institute of Islamic Banking
and Finance from 2009 to 2011.
Prior to joining INCEIF, Dato’ Azmi was the Director General of Islamic Research
and Training Institute (IRTI) at Islamic Development Bank Group in Jeddah (Jan
2012 – Sept 2017). At IRTI, he had introduced a number of innovative policy
research which culminated into flagship reports such as IRTI Islamic Social
Finance Report and IsDB-World Bank Global Report on Islamic Finance. He has
also advised and provided technical assistance to several IsDB member
countries in their implementation of Islamic Finance.

H.E. Prof Sano served as Minister of Religious Affairs of the Republic of Guinea
(2011-2009), Minister of International Cooperation (2016 -2011), Minister of
Diplomatic Affairs at the Presidency of the Republic and Diplomatic Advisor to
the President of the Republic (2020 -2016) as well as Deputy Rector of the
International Islamic University Malaysia for External Relations and Innovation.
He was the Founding Director of the International Institute for the Unity of the
Islamic Ummah in Malaysia
His Excellency is the author of books and research papers published in Arabic,
English and French, including the following titles: a glossary on Fiqh
terminology and its foundations, the making of fatwa, Ijtihad in understanding
the text: Benchmarks and rules, the collective Ijtihad, unrestricted public
interests and their contemporary applications to name a few.

Prof. Akram’s contributions to the field have earned him several prestigious
awards, including the Zaki Badawi Award for Excellence in Shariah Advisory
and Research, the Most Outstanding Individual Contribution to Islamic Finance
during KLIFF 2016 organized by CERT, and the 1439/2017H Malaysian Islamic
Personality Award, conferred by the Government of Malaysia. In recognition of
his service, he was awarded the Panglima Jasa Negara (PJN), Commander of
the Order of Meritorious Service, which carries the title “Datuk,” on June 2022 ,6,
by the King of Malaysia.

Dr. Marjan Muhammad is currently the Deputy President Research and the
Director of the Research Management and Publications Department, ISRA
Research Management Centre, INCEIF University. In her current capacity, she
oversees different portfolios including research quality and assessment,
publications and research intellectual property and commercialization. She
was the Director of Research Affairs Department at ISRA from 2017 -2013. She is
currently a member of Shariah Advisory Council for both regulators, Bank
Negara Malaysia (BNM) and Securities Commission Malaysia.
Prof. Datin Dr. Rusni Hassan is currently the Dean of IIUM Institute of Islamic
Banking and Finance, International Islamic University Malaysia (IIUM).
She graduated with LLB (Honours), LLB (Shariah) (First Class), Master of
Comparative Laws (MCL) and PhD in Law. Her area of specialization includes
legal, governance and Shariah aspects of Islamic Banking and Finance. She is
an active researcher and expert trainer in IBF. Her publication includes books
on Islamic Banking and Finance, Corporate Governance of Islamic Financial
Institutions, Reward and Risk in Islamic Finance and many others. She also
writes chapters in books and articles published in local and international
journals. She is listed as Top 10 contributor for research in Islamic Finance in
Scopus database.

Prior to joining Bank Al Baraka as Shariah Board Member in Sep 2021, he was
associated with a number of IBIs/IBWs namely – Habib Bank Ltd /HBL Islamic
Banking, Askari Bank Ltd /Ikhlas Islamic Banking and Dubai Islamic Bank
Pakistan as 'Shariah Scholar' where he was engaged strengthening Shariah
Compliance Controls, executing Shariah Reviews along with Product Shariah
structuring and conducting Islamic Finance Trainings.
He has also played supporting role in providing Shariah supervisory for Deloitte
Middle East, Awwal Mudarabah (a subsidiary of Pak Brunei Investment
Company), UBL Ameen Fund, Takaful Emarat UAE, contributed in setting up
Takaful Operations and developing Takaful Products for State Life-Window
Takaful and Adamjee Insurance-Window Takaful and provided Shariah
feedback on AAOIFI’s new curriculum for CIPA.

Sheikh Prof. Dr. Ali Muhiddin Al-Qaradaghi is is currently the Chairman of the
International Union of Muslim Scholars. Sheikh Ali Al-Qaradaghi is the former
Secretary General of the International Union of Muslim Scholars. Chairman of
the ISESCO’s Supreme Advisory Council for the approximation of sects which is
affiliated with the Organization of Islamic Cooperation. Vice President of the
European Council for Fatwa and Research. He is a former a professor and head
of the Department of Jurisprudence and Fundamentals in the College of
Shariah and Islamic Studies in the University of Qatar.
Sheikh Prof Ali Al Qaradaghi obtained bachelor’s degree in Shariah Law with
distinction in Baghdad in 1975. He received Master Degree in comparative
jurisprudence from Shariah college of University of Al-Azhar with distinction in
1980 and Ph.D in Shariah (with first class) from the University of Al-Azhar on the
topic of contracts and financial transactions in 1985.

He obtained his bachelor's and master's degrees from the Faculty of Sharia
and Law at Sana'a University. He received his PhD in Fiqh and Usul Fiqh from
the Faculty of Law at Cairo University.
He has authored about 13 books in Fiqh, Usul Fiqh and contemporary issues.
He has presented numerous articles in the field of Fiqh, Usul Fiqh, Maqasid
al-Shariah and Islamic commercial laws, both locally and internationally.
Additionally, he has participated in various local and international conferences
and workshops focused on Fiqh, contemporary Shariah issues and Islamic
finance.

Dr. Sami Al Suwailem is currently the Acting Director General of the Islamic
Development Bank Institute (IsDBI) and Chief Economist, the Islamic
Development Bank Group, Jeddah, Saudi Arabia. Before joining IsDBI
previously known as IRTI in 2004, Dr. Al Suwailem managed the Research and
Development Centre at Al-Rajhi Bank, Riyadh, Saudi Arabia. He worked at the
Institute of Islamic and Arabic Sciences in America, Virginia; Southern Illinois
University Carbondale, Illinois, USA; and King Saud University, Riyadh, Saudi
Arabia.
He obtained his M.A. from Southern Illinois University in 1990, and his Ph.D.
from Washington University, St. Louis, Missouri, in 1995. He authored many
books and published several papers on Islamic economics and finance.
Professor Dr. Said Bouheraoua is currently a Professor and the Director of the
Research Development and Innovation Department at the ISRA Research
Management Centre, INCEIF University.
Prof. Dr. Said B. has published many books, and chapters in books as well as
several articles in refereed journals. He has also presented several papers at
international conferences including the International Fiqh Academy of the
OIC and has conducted several trainings in Islamic banking and finance in
Malaysia and abroad.

Dr. Bashir Aliyu Umar OON, Engine Room of Non-Interest Banking and Finance
in Nigeria. He is currently the Deputy Chairman Financial Regulation Advisory
Council of Experts on Islamic Banking of the Central Bank of Nigeria
(FRACE-CBN) and a member of the Shariah Committee of the International
Islamic Liquidity Management Corporation (IILM), and a member of ISRA
Council of scholars all based in Malaysia.

Sheikh Prof. Dr. Mohamed Karrat is currently Professor of Fiqh, Usul Fiqh and
Maqasid at Al Quarawyyine University in Fes, Morocco.
Sheikh Prof. Mohamed Karrat is the most outstanding Shariah scholar from Fes.
He is a Partner at Al Maali Islamic Finance Consulting. Before joining Al Maali,
Dr Mohamed held several senior academic and research positions in Islamic
jurisprudence in Awqafs (endowments) Ministry in the UAE before joining the
Fatwa Committee in Abu Dhabi where he oversaw Islamic financial and
commercial transactions. He was involved in the preparation of the UAE legal
framework for Waqf, Waqf products structuring for the Waqf ministry, Sukuk
research for the National Sukuks Company in UAE. Dr Mohammed Karrat is
certified as an Arbitrator for Islamic Finance Islamic IICRAA the (International
Islamic Centre for Reconciliation and Arbitration). He is also trainer of "Certified
Islamic Banker". Programme of CIBAFI. DR Karrat is currently Shariah Board
member in investment funds.
Prof. Dr. Engku Rabiah Adawiah is currently the Deputy Chairman of Shariah
Advisory Council of Bank Negara Malaysia and the Securities Commission of
Malaysia. She is also a member of the Shariah Advisory Council for both the
Labuan Offshore Financial Services Authority (LOFSA) and the Employees'
Provident Fund (EPF).
She is also a Professor at the IIUM Institute of Islamic Banking and Finance
(IIiBF), International Islamic University of Malaysia (IIAM). In addition to
teaching, she is actively involved in consulting within the field of Islamic
finance, which provides her with extensive direct exposure to Islamic banking
and finance.
She obtained her LLB (First Class Honours), LLB (Shariah) (First Class Honours),
and Master of Comparative Law (MCL) from IIUM. In 1998, she earned a PhD in
Law from the University of Aberdeen in the United Kingdom.

Prof Dr Azman bin Mohd Noor is currently the Chairman of Shariah Committee
of Bank Rakayat and Etiqa Takaful Etiqa Family & General Takaful Berhad. He is
an Independent Director, Etiqa Family Takaful Berhad on 15 June 2020. He is
also a former member of the Shariah Advisory Council of Securities
Commission Malaysia from 2012 to 2014. Currently, he serves as a member of
the Shariah Committee for several Islamic financial institutions. Currently, he
serves as a member of the Shariah Committee for several Islamic financial
institutions.
Prof Dr. Azman is also a Professor at the IIUM Institute of Islamic Banking and
Finance (IIiBF), International Islamic University Malaysia (IIUM). He was
previously the Deputy Dean (Academic and Student Affairs) of the IIiBF and
Head of Department of the Department of Fiqh and Usul al-Fiqh, Kulliyyah of
Islamic Revealed Knowledge and Human Sciences, IIUM.
He obtained his bachelor’s degree of Shariah in 1997 from the Islamic University
of Madinah, Saudi Arabia. He then received his Master of Arts (M.A.) degree in
Islamic Criminal Law in 2000 from Universiti Kebangsaan Malaysia (National
University of Malaysia) and another M.A. degree in Muamalat (Islamic Law of
Transactions) in 2001 at the Department of Fiqh and Usul al-Fiqh, IIUM. He
obtained his PhD in Islamic Law in 2005 at the University of Edinburgh,
Scotland.
His areas of interest include Islamic Law of Transactions, Islamic Banking and
Capital Market, Takaful and Retakaful, and Zakat Management and Calculation.
He has been supervising M.A. and PhD students in the field of Islamic Banking
and Capital Market at the Department of Fiqh and the Institute of Islamic
Banking and Finance, IIUM since 2006.

Prof. Dr. Hassan is the Full Professor of Finance and Hibernia Professor of
Economics and Finance and Bank One Professor in Business in the
Department of Economics and Finance at the University of New Orleans,
Louisiana, USA. Professor Hassan is the winner of the 2016 IDB Prize in Islamic
Banking and Finance. He has also received 2019 University of Louisiana System
Outstanding Faculty Member Award, 2019 UNO Research, Creativity and
Scholarly Career Award and 2018 UNO Gordon H “Nick” Mueller International
Leadership Medallion.
Prof. Dr. Hassan is the editor/co-editor of four Islamic Banking and Finance
Journals. He has more than 329 papers published/forthcoming in refereed
academic journals to his credit. He has supervised 62 doctoral theses and acted
as External examiners for 49 dissertations, and many of his students are now
well placed in the academia, government and private sectors.
Dr. Hassan has edited and published several books, and 4 books are
forthcoming in 2019 on the topics of emerging issues in Islamic finance in
Malaysia and Islamic corporate finance.
A frequent traveller, Dr. Hassan gives lectures and workshops in the US and
abroad and has presented over 408 research papers at professional
conferences and has delivered 184 invited papers/seminars. Dr. Hassan is the
current President of Southwest Finance Association (SWFA) Meetings.

Prof. Dr. Younes Soualhi is currently a Professor and Senior Research Fellow at
the ISRA Research Management Centre of INCEIF University. He is the Head of
Commission Research under Research Development and Innovation (RDI,
ISRA-RMC) Unit. He also teaches at the INCEIF University Malaysia. He is the
chairman of the Shariah Board of Alrajhi Bank (Malaysia) and Munich Re
Retakaful, the sole Shariah advisor for Kuwait Retakaful (Labuan, Malaysia), the
chairman of Shariah council of experts for Salam Takaful (Nigeria), a member of
Shariah Committee of HSBC Amanah Malaysia. He is also a member of Shariah
advisory council of Adengreen (Dubai) and Salihin Bhd Malaysia. He is a
registered financial planner (RFP, MFPC). He is also a member of AAOIFI
Shariah sub-committee. He served as a subject matter expert for Global Takaful
Survey (CIBAFI).
Sheikh Professor Dr. Mohamed Ali Elgari is currently the Chairman, Shariah
Board, the Islamic Development Bank Group, the Islamic Financial Services
Board, the International Islamic Liquidity Management Corporation and the
Shariah Board Member of the Accounting and Auditing Organization for
Islamic Financial Institutions. Sheikh Prof. Dr. Elgari is also an advisor to
numerous Islamic financial institutions throughout the world and is notably
on the Shariah board of the Dow Jones Islamic index as well as a member of
the International Islamic Fiqh Academy of the Organisation of Islamic
Cooperation (IIFA-OIC).

En. Mohd Hariz Daud is currently Assistant General Manager Hariz Mohd Daud
from the Shariah Department, Islamic Capital Market Development, Securities
Commission Malaysia.

Guided by his background in Shariah and Islamic Finance, Ust. Izzam Khazar
emerge into his role in Central Banking and Public Policy as Deputy Director
and Shariah Specialist at Bank Negara Malaysia.
His story goes in his works in crafting policies and decisions paving the way for
a better Islamic financial ecosystem together with his years of humble journey
in the atmosphere of Islamic solutions as AVP Shariah for Noor Investment
Group, Dubai, United Arab Emirates (overseeing Noor Bank, Noor Takaful,
Noor Trade and Noor Awqaf) while being the Advisor to Bena Capital,
California, United States, Head of Shariah Centre of Excellence at Maybank
Islamic Malaysia and Head of Shariah Advisory at Al Rajhi Bank Malaysia. He
recently appointed at Malaysian Institute of Accountants as the member of
Islamic Finance Committee.
Since his first footstep in Islamic economy and finance, he has led numbers of
Shariah audit exercise in Malaysia and UAE and conducted hundreds of
training sessions and lectures across the globe including United Arab
Emirates, Malaysia, India, United Kingdom, Germany, Morocco, Saudi Arabia,
Singapore and Indonesia.
Ust. Izzam received his Master in Islamic Banking, Finance and Management
from University of Gloucestershire, United Kingdom after completing his
degree in Shariah from Al Azhar University, Egypt, Usul Fiqh postgraduate in
Syria and Diploma in Shariah from Sultan Zainal Abidin Islamic College,
Malaysia. He recently completed his certificate in Public Policy from London
School of Economics and Political Science and Economics for Public Policy
from Blavatnik School of Government, University of Oxford.

His notable engagements include Expert Witness in the Kuala Lumpur High
Court (Muamalat Court – Commercial Division) in Malaysia, BNM-ISRA-RMC on

Shariah Analysis on Resolution of Islamic Banks, Lafarge Cement Global

Ta'awuniyah Takaful Model for Hong Leong MSIG Takaful (HLMT), UNHCR ISRA

Dr Mikail obtained his bachelor's degree of Shariah (first class honours) from
Islamic University of Madinah in Kingdom of Saudi Arabia, followed by Master
of Comparative Law and PhD (Law) from International Islamic University
Malaysia (IIUM). His areas of specialization include Islamic finance, Islamic
social finance, comparative laws, and Islamic private equity & venture capital.
His publications focus on Shariah issues in Islamic finance, Islamic legal
theory, Islamic private equity & venture capital, Islamic entrepreneurship,
comparative law, Halal, Zakat, Waqf and Islamic social finance. He has also
published in several Scopus indexed journals, referee journals, magazines, and
book chapters.
