The ISSF 2024 is a distinguished high-level Shariah platform, attracting prominent Shariah scholars, standard setting
bodies, regulators, industry practitioners and academicians from key Islamic finance jurisdictions worldwide.

The primary objectives of the ISSF encompass the promotion of Islamic finance, harmonisation of Shariah scholars’
interpretations and fostering mutual understanding and respect among scholars and practitioners.

It stands as a high-level forum providing access to scholarly deliberations of critical issues Shariah issues, operational
challenges, and opportunities within the global Islamic finance landscape.

The 19th edition of the ISSF, designated as ISSF 2024, is scheduled to take place in Kuala Lumpur, Malaysia. It aligns with
the ground vision and mission of the Malaysian International Islamic Finance Centre (MIFC), serving as a testament to
Malaysia’s commitment to Islamic finance excellence and leadership on the global stage.

As the theme of the ISSF 2024, the Shariah decision-making process holds integral importance in the operations of the
Islamic finance industry. It involves interpreting the Shariah to ensure the compliance of products and services offered by
Islamic financial institutions (IFIs). However, there exists a pressing need for a comprehensive understanding of the
defining principles and controlling practices governing this decision-making process. Thus, it is crucial to examine the
fundamental principles guiding Shariah decision-making and the various controlling practices implemented by IFIs to
ensure compliance with Shariah objectives and principles.

Additionally, it is essential to deliberate on challenges or discrepancies in the interpretation and application of Shariah
principles within the context of financial activities. The overarching goal of the forum is to provide recommendations aimed
at enhancing the effectiveness and transparency of Shariah decision-making processes within the Islamic finance
industry.

PROFESSOR EMERITUS DATO’ DR. MOHD AZMI OMAR
President & Chief Executive Officer
INCEIF University

Professor Emeritus Dato’ Dr. Azmi is currently the President & Chief Executive
Officer of INCEIF University. He is one of International Islamic University
Malaysia’s (IIUM) pioneering staff when he joined the then newly set up
university in Nov 1983 as a lecturer at the Kulliyyah of Economics and
Management Sciences.

In his 36 years of service at IIUM, he was a professor at the Department of


Finance, and Department of Business Administration, Kulliyyah of Economics
and Management Sciences. He was also the Dean of the Kulliyyah from 1996 to
2003.

From 2003 to 2008, he held the position of Deputy Rector (Academic and
Research). He was the Dean of the Office of Corporate Strategy and Quality
Assurance from 2008 to 2009 and the Dean of IUM Institute of Islamic Banking
and Finance from 2009 to 2011.

Prior to joining INCEIF, Dato’ Azmi was the Director General of Islamic Research
and Training Institute (IRTI) at Islamic Development Bank Group in Jeddah (Jan
2012 – Sept 2017). At IRTI, he had introduced a number of innovative policy
research which culminated into flagship reports such as IRTI Islamic Social
Finance Report and IsDB-World Bank Global Report on Islamic Finance. He has
also advised and provided technical assistance to several IsDB member
countries in their implementation of Islamic Finance.

MR. YOUSEF HASSAN KHALAWI


Secretary-General, AlBaraka Forum for Islamic Economy

Mr Yousef Khalawi, is currently General Secretary of AlBaraka Forum for


Islamic Economy and the Islamic Chamber of Commerce, Industry and
Agriculture. He is also chairman of advisory board of Albaraka Turk
Participation Bank. He is a member of the Board of Trustees in various
international organizations, including the Accounting and Auditing
Organization for Islamic Financial Institutions in Bahrain (AAOIFI). He is also a
member of the main council of the Islamic Fiqh Academy. Mr. Yousef Khalawi
is also a board member of the Saudi Commercial Arbitration Center in Riyadh
- SCCA, which is the highest arbitration authority in the Kingdom of Saudi
Arabia

He receives bachelor’s degree from Faculty of Theology at Imam Mohammed


bin Saud Islamic University Riyadh. He received his legal education in various
international law and consultancy firms in Frankfurt, Geneva and London. He
specializes in comparative Fiqh, international investment, arbitration and
dispute resolution.

MOUSTAPHA SANO
Secretary General of International Islamic Fiqh Academy of Organisation
of Islamic Cooperation

H.E. Prof. Koutoub Moustapha Sano is currently Secretary General of the


International Islamic Fiqh Academy of Organisation of Islamic Cooperation
(IIFA-OIC).
Prior to this appointment, H.E. Prof Sano, His Excellency has held important
academic, administrative and political positions, including Professor of
Comparative Jurisprudence and its principles, Islamic Finance and Maqasid for
sixteen years (2009-1993) at the International Islamic University Malaysia.

H.E. Prof Sano served as Minister of Religious Affairs of the Republic of Guinea
(2011-2009), Minister of International Cooperation (2016 -2011), Minister of
Diplomatic Affairs at the Presidency of the Republic and Diplomatic Advisor to
the President of the Republic (2020 -2016) as well as Deputy Rector of the
International Islamic University Malaysia for External Relations and Innovation.
He was the Founding Director of the International Institute for the Unity of the
Islamic Ummah in Malaysia

H.E. Prof Sano obtained a bachelor’s degree in jurisprudence and its


fundamentals with highest honors from King Saud University Riyadh as well as
master’s degree in comparative Fiqh and its foundations from the same
university. H.E. obtained a PhD in Law with a specialization in Fundamentals of
Fiqh and a postgraduate diploma in Islamic banking and finance from the
International Islamic University of Malaysia. His Excellency also obtained a State
Doctorate in Islamic Finance with very high honors (excellent) from the Higher
Institute of the Foundations of Religion at Al- Zaytoonah University in the
Tunisian Republic.

His Excellency is the author of books and research papers published in Arabic,
English and French, including the following titles: a glossary on Fiqh
terminology and its foundations, the making of fatwa, Ijtihad in understanding
the text: Benchmarks and rules, the collective Ijtihad, unrestricted public
interests and their contemporary applications to name a few.

DATUK PROF. DR. MOHAMAD AKRAM


Professor, INCEIF University
Datuk Prof. Dr. Mohamad Akram is currently a Professor at INCEIF University,
Malaysia. Prior to joining INCEIF, he served as an Assistant Professor at the
Kulliyyah of Islamic Revealed Knowledge and Human Sciences, International
Islamic University Malaysia (IIUM). Between 2002 and 2004, he was a Visiting
Assistant Professor at the University of Sharjah in the United Arab Emirates. He
also held the position of Executive Director at the International Shari’ah
Research Academy for Islamic Finance (ISRA), an institution established by
Bank Negara Malaysia, until 2023.

Prof. Akram is an esteemed member of various Shariah advisory boards and


councils. He is currently a Member of the Shariah Advisory Council at Bank
Negara Malaysia, a Member of the MIFC Leadership Council, Chairman of the
Shariah Board of the Employees Provident Fund Malaysia (EPF), and Chairman
of the Shariah Supervisory Council of Labuan Financial Services Authority (FSA).
He also serves as a Member of the Internal Shariah Supervisory Committee at
Dubai Islamic Bank, a Member of the Shariah Advisory Council at the
International Islamic Financial Market (IIFM) in Bahrain, and a Member of the
AAOIFI Public Interest Monitoring Consultative Committee (PIMCC).
Additionally, he holds positions as a Member of the Internal Shariah Supervision
Committee at First Abu Dhabi Bank (FAB), a Member of the Financial
Regulation Advisory Council of Experts (FRACE) at the Central Bank of Nigeria,
a Member of the Shariah Supervisory Board at Bank Musqat Meethaq Islamic
Bank, and Chairman of the Shariah Advisory Committee of Permodalan
Nasional Berhad (PNB) Malaysia. Prof. Akram is also a Member of the Shariah
Advisory Committee of Lembaga Tabung Haji Malaysia, Chairman of the Board
of Directors at ASNB Wakalah Sdn Bhd Malaysia, and a Member of the Institute
of Corporate Directors Malaysia (ICDM).

He holds a B.A. Honours degree in Islamic Jurisprudence and Legislation from


the University of Jordan in Amman and a Ph.D. in Principles of Islamic
Jurisprudence (Usul al-Fiqh) from the University of Edinburgh in Scotland. Prof.
Akram has presented numerous papers on Islamic Banking, Finance, and Fiqh
topics at both national and international forums and has been conducting
training sessions on Islamic Banking and Finance for various sectors since 1999.
He is a registered Shariah Advisor for Islamic Securities with the Securities
Commission of Malaysia and has advised on the issuance of many sukuks.
Moreover, he is a prolific author in the field of Islamic Banking and Finance.

Prof. Akram’s contributions to the field have earned him several prestigious
awards, including the Zaki Badawi Award for Excellence in Shariah Advisory
and Research, the Most Outstanding Individual Contribution to Islamic Finance
during KLIFF 2016 organized by CERT, and the 1439/2017H Malaysian Islamic
Personality Award, conferred by the Government of Malaysia. In recognition of
his service, he was awarded the Panglima Jasa Negara (PJN), Commander of
the Order of Meritorious Service, which carries the title “Datuk,” on June 2022 ,6,
by the King of Malaysia.

DR. MARJAN MUHAMMAD


Deputy President Research, ISRA Research Management Centre,
INCEIF University

Dr. Marjan Muhammad is currently the Deputy President Research and the
Director of the Research Management and Publications Department, ISRA
Research Management Centre, INCEIF University. In her current capacity, she
oversees different portfolios including research quality and assessment,
publications and research intellectual property and commercialization. She
was the Director of Research Affairs Department at ISRA from 2017 -2013. She is
currently a member of Shariah Advisory Council for both regulators, Bank
Negara Malaysia (BNM) and Securities Commission Malaysia.

Prior to that, she was a member of Shariah Committee of Maybank Islamic


Berhad, SME Bank Berhad, MBSB Berhad and RHB Islamic Berhad. At the
international level, she sits on the Advisory Committee of Experts of Lotus Bank
Limited and Shariah Supervisory Board of Lotus Capital Limited, both are based
in Nigeria. Dr. Marjan has published many articles in international and local
refereed journals, produced several research papers on Islamic finance, written
several book chapters, contributed to industry reports, and presented papers in
various local and international conferences. She obtained her bachelor’s
degree in Fiqh and Usul al-Fiqh from IIUM and completed her Master’s degree
and PhD’s in Fiqh and Usul al-Fiqh from the same university.

PROF. DATIN DR. RUSNI BT HASSAN


Dean at IIUM Institute of Islamic Banking and Finance,
International Islamic University Malaysia (IIiBF-IIUM)

Prof. Datin Dr. Rusni Hassan is currently the Dean of IIUM Institute of Islamic
Banking and Finance, International Islamic University Malaysia (IIUM).

She is a Shariah Committee member in several institutions in Malaysia such as


Hong Leong Islamic Bank; Etiqa Family Takaful and Etiqa General Takaful, Exim
Bank and Association of Islamic Banking Institutions Malaysia (AIBIM).
Internationally, she is the Shariah Committee for HDFC Maldives and Advisor to
Women on Boards Maldives. She is a registered Shariah Advisor with the
Securities Commission Malaysia. She is also active in both the Association of
Shariah Advisors in Islamic Finance Malaysia (ASAS) and the International
Council of Islamic Finance Educators (ICIFE) where she served as the Secretary
and the Assistant Secretary.

She graduated with LLB (Honours), LLB (Shariah) (First Class), Master of
Comparative Laws (MCL) and PhD in Law. Her area of specialization includes
legal, governance and Shariah aspects of Islamic Banking and Finance. She is
an active researcher and expert trainer in IBF. Her publication includes books
on Islamic Banking and Finance, Corporate Governance of Islamic Financial
Institutions, Reward and Risk in Islamic Finance and many others. She also
writes chapters in books and articles published in local and international
journals. She is listed as Top 10 contributor for research in Islamic Finance in
Scopus database.

SHEIKH DR ABDULBARI MASHAL


Chairman, Raqaba for Shari'ah Audit & Islamic Financial Consultations

Dr Abdulbari Mashal is currently the Managing Partner of Raqaba for Shariah


Audit & Islamic Financial Consultations. He has held important positions in
industry and the standard setting bodies. In the industry, he served as deputy
general manager- Shariah control at Alinma Bank Riyadh, Head of Shariah
consultant at Bait Al-Mashura, Kuwait, Senior Shariah consultant at Al Rajhi
Bank Riyadh. In the standing setting bodies and supporting institutions, he
serves as Islamic finance expert at the international Islamic Fiqh Academy,
Jeddah, AAOIFI Shariah committee (2010-2007), AAIFI Governance and Ethics
Board (since Dec. 2015 till present), Permanent Expert at the Shariah Board for
Supervision and Rating, CIBAFI, member of the Fiqh Council of North America,
Honorary Fellow and Arbitrator at the International Islamic Center for
Reconciliation and Arbitration (IICRA) Dubai and many more.

Dr Abdulbari received bachelor’s degree in Shariah, master’s and PhD in Islamic


Economics from Al-Imam Muhammad Ibn Saud Islamic University, Riyadh. He
has authored 12 textbooks and more than 60 research papers and 200 articles
in Islamic finance.

ASSOCIATE PROFESSOR DR. AHCENE LAHSASNA

Officer of Salihin Academy

Associate Professor Dr. Ahcene Lahsasna is currently the Chief Executive


Officer of Salihin Shariah Advisory & Chief Academic Officer of Salihin Academy,
Member of the Malaysian Financial Planning Council (MFPC), He is a Shariah
advisor for Standards Chartered Bank, and RGA Labuan. Dr. Ahcene Lahsasna is
(CPIF) Chartered Professional Islamic Finance, he is also a Register Financial
Planner (RFP), FAP (FAA Accreditation Panel), Certified Trainer by CIBAFI
(General Council for Islamic banks and financial institutions in Bahrain),
certified Professional trainer (CPT), by the FAA and Certified Trainer by MFPC.
He is the Chairman of Shariah committee of Standard Chartered (Saadiq) Bhd.

Planning Council (MFPC).

He received a bachelor’s degrees in Islamic law and Islamic Jurisprudence from


the Islamic University Emir Abd Kadir, (Constantine, Algeria). He began his
postgraduate studies in Shariah and the Arabic language in Damascus, Syria
before moving to Malaysia to complete Master’s and Ph.D degrees in Islamic
Law & Islamic Jurisprudence (Fiqh and Usul Fiqh) at IIUM. He lectured at the
Islamic Science University of Malaysia on Shariah and law, the Faculty of

Lahsasna authored over 20 books and the recipient of the Global Responsible

Sheikh Prof Ali Al Qaradaghi obtained bachelor’s degree in Shariah Law with

jurisprudence from Shariah college of University of Al-Azhar with distinction in
1980 and Ph.D in Shariah (with first class) from the University of Al-Azhar on the

Dr Ismail Khalid Halitoglu is currently the Director of the Shariah compliance


unit at Kuveyt. He served as Vice Chairman of the Shariah Committee and

well as Vice Chairman of the Shariah Board of Kuwait Turkish Bank in Germany.

In addition, he holds membership in various Shariah bodies of international

Prof Dr Abdulmajeed Muhammad Al-Soswa is currently a professor of Islamic

Dr. Sami Al Suwailem is currently the Acting Director General of the Islamic
Development Bank Institute (IsDBI) and Chief Economist, the Islamic
Development Bank Group, Jeddah, Saudi Arabia. Before joining IsDBI
previously known as IRTI in 2004, Dr. Al Suwailem managed the Research and
Development Centre at Al-Rajhi Bank, Riyadh, Saudi Arabia. He worked at the
Institute of Islamic and Arabic Sciences in America, Virginia; Southern Illinois
University Carbondale, Illinois, USA; and King Saud University, Riyadh, Saudi

Dr. Bashir Aliyu Umar OON, Engine Room of Non-Interest Banking and Finance
in Nigeria. He is currently the Deputy Chairman Financial Regulation Advisory
Council of Experts on Islamic Banking of the Central Bank of Nigeria
(FRACE-CBN) and a member of the Shariah Committee of the International
Islamic Liquidity Management Corporation (IILM), and a member of ISRA
Council of scholars all based in Malaysia.

Prior to this appointment, he served as the chairman of the Shariah Advisory


Committee of the Stanbic IBTC Bank Plc (Nigeria), and as a Consultant on
Islamic finance to the Financial System Strategy (FSS-2020) under the CBN,
before finally taking up appointment as a Special Adviser to the Governor of the
CBN on Non-interest Banking, which is his current job on secondment from the
Bayero University, Kano. He represents the CBN in the Technical Committee of
the Islamic Financial Services Board (IFSB) and is also the Chairman of the IFSB
Working Group for developing the standard on Risk Management for Takaful
(Islamic Insurance) Undertakings.

Dr Bashir was educated in Ahmadu Bello University, Zaria in Electrical


Engineering. He obtained his B.A., M.A., and PhD from the Islamic University of
Madinah, KSA in Hadith and Islamic Studies with specialization in Sciences of
Hadith. Dr Bashir served as Permanent Commissioner in the Kano State
Shariah Commission where he advised the Kano State Government on Shariah
related issues in governmental affairs and supervising the Government’s
Shariah implementation programme. He authored and presented several

Sheikh Professor Dr. Mohammad Abdul Razaq Al-Tabtaba‘ei is the former


President of Supreme Advisory Committee, the Supreme Consultative
Committee on the Implementation of the Provisions of the Islamic Law, Amiri
Diwan of Kuwait and the former Dean, Faculty of Shariah and Islamic Studies,
Kuwait University.

Sheikh Prof. Mohamed Karrat is the most outstanding Shariah scholar from Fes.
He is a Partner at Al Maali Islamic Finance Consulting. Before joining Al Maali,
Dr Mohamed held several senior academic and research positions in Islamic
jurisprudence in Awqafs (endowments) Ministry in the UAE before joining the
Fatwa Committee in Abu Dhabi where he oversaw Islamic financial and
commercial transactions. He was involved in the preparation of the UAE legal
framework for Waqf, Waqf products structuring for the Waqf ministry, Sukuk
research for the National Sukuks Company in UAE. Dr Mohammed Karrat is
certified as an Arbitrator for Islamic Finance Islamic IICRAA the (International
Islamic Centre for Reconciliation and Arbitration). He is also trainer of "Certified
Islamic Banker". Programme of CIBAFI. DR Karrat is currently Shariah Board
member in investment funds.

PROF. DR. ENGKU RABIAH ADAWIAH


Deputy Chairman, SAC BNM and SAC SC Malaysia

Prof. Dr. Engku Rabiah Adawiah is currently the Deputy Chairman of Shariah
Advisory Council of Bank Negara Malaysia and the Securities Commission of
Malaysia. She is also a member of the Shariah Advisory Council for both the
Labuan Offshore Financial Services Authority (LOFSA) and the Employees'
Provident Fund (EPF).

She is also a Professor at the IIUM Institute of Islamic Banking and Finance
(IIiBF), International Islamic University of Malaysia (IIAM). In addition to
teaching, she is actively involved in consulting within the field of Islamic
finance, which provides her with extensive direct exposure to Islamic banking
and finance.

Her interest in waqf institutions is reflected in her role as a board member of


AWQAF Holdings and the Khadijah International Waqf Foundation.
Additionally, she was appointed as a member of the disciplinary committee of
the Malaysian Bar Council. In recognition of her contributions to global Islamic
finance, she was awarded the title of Individual Contributor Best in Islamic
Finance in both 2004 and 2014. As a pioneering woman in Shariah, she has
been recognized several times in the Influential Women category, including
being listed among the Top 10 Women in Islamic Finance and ranked as the
3rd Most Influential Woman in Islamic Finance in 2018 and 2nd in 2020.

She obtained her LLB (First Class Honours), LLB (Shariah) (First Class Honours),
and Master of Comparative Law (MCL) from IIUM. In 1998, she earned a PhD in
Law from the University of Aberdeen in the United Kingdom.

Prof Dr Azman bin Mohd Noor is currently the Chairman of Shariah Committee
of Bank Rakayat and Etiqa Takaful Etiqa Family & General Takaful Berhad. He is
an Independent Director, Etiqa Family Takaful Berhad on 15 June 2020. He is
also a former member of the Shariah Advisory Council of Securities
Commission Malaysia from 2012 to 2014. Currently, he serves as a member of
the Shariah Committee for several Islamic financial institutions. Currently, he

institutions.

Prof Dr. Azman is also a Professor at the IIUM Institute of Islamic Banking and

Head of Department of the Department of Fiqh and Usul al-Fiqh, Kulliyyah of

He obtained his bachelor’s degree of Shariah in 1997 from the Islamic University
of Madinah, Saudi Arabia. He then received his Master of Arts (M.A.) degree in
Islamic Criminal Law in 2000 from Universiti Kebangsaan Malaysia (National

Prof. Dr. Hassan is the editor/co-editor of four Islamic Banking and Finance

as External examiners for 49 dissertations, and many of his students are now
well placed in the academia, government and private sectors.

Dr. Hassan has edited and published several books, and 4 books are

A frequent traveller, Dr. Hassan gives lectures and workshops in the US and

ISRA-RMC) Unit. He also teaches at the INCEIF University Malaysia. He is the
chairman of the Shariah Board of Alrajhi Bank (Malaysia) and Munich Re

Sheikh Professor Dr. Mohamed Ali Elgari is currently the Chairman, Shariah
Board, the Islamic Development Bank Group, the Islamic Financial Services
Board, the International Islamic Liquidity Management Corporation and the
Shariah Board Member of the Accounting and Auditing Organization for
Islamic Financial Institutions. Sheikh Prof. Dr. Elgari is also an advisor to
numerous Islamic financial institutions throughout the world and is notably
on the Shariah board of the Dow Jones Islamic index as well as a member of
the International Islamic Fiqh Academy of the Organisation of Islamic
Cooperation (IIFA-OIC).

He is a Professor of Islamic Economics and the former Director of the Centre


for Research in Islamic Economics at King Abdul Aziz University in Saudi
Arabia. Dr Elgari is the recipient of the Islamic Development Bank Prize in
Islamic Banking and Finance and holds the KLIFF Islamic Finance Award for

DR. ABIDEEN ADEYEMI ADEWALE


Acting Assistant Secretary-General for Standard Implementation
Islamic Financial Services Board

Dr. Abideen Adeyemi Adewale is currently the Acting Assistant Secretary


General for Standards Implementation at the IFSB. His journey at the IFSB
began in April 2018 when he assumed the role of Lead Specialist for Research,
Publications, and Statistics. In this capacity, he oversaw research activities,
coordinated the publication of research papers, managed the flagship IFSB
Islamic Financial Services Industry (IFSI) Stability Report, and maintained the
Prudential and Structural Islamic Finance Indicators (PSIFIs) database, among
other technical responsibilities. Dr. Adewale brings to the IFSB a rich
background in academia, boasting 18 years of professional experience. Of these,
eight years were dedicated to serving as an Associate Professor of Finance at
the International Islamic University Malaysia (IIUM).

Prior to his academic tenure, he gained 10 years of valuable experience in


Nigeria, which included a brief stint in a stock broking firm, followed by a role as
a Lecturer at the Department of Accounting and Finance at the University of
Ilorin. Dr. Adewale's academic journey culminated in a Ph.D. in Business
Administration with a special specialization in Finance from IIUM, where he
also completed a post-doctoral fellowship. He holds an M.Sc. in Finance from
the University of Lagos, Nigeria, and a B.Sc. in Finance from the University of
Ilorin, Nigeria. In addition to his academic achievements, he possesses
numerous professional qualifications that further enrich his diverse skill set.

UST MUHAMMAD IZZAM MUHAMMAD KHAZAR


Deputy Director, Islamic Finance Dept, BNM

Guided by his background in Shariah and Islamic Finance, Ust. Izzam Khazar
emerge into his role in Central Banking and Public Policy as Deputy Director
and Shariah Specialist at Bank Negara Malaysia.

His story goes in his works in crafting policies and decisions paving the way for
a better Islamic financial ecosystem together with his years of humble journey
in the atmosphere of Islamic solutions as AVP Shariah for Noor Investment
Group, Dubai, United Arab Emirates (overseeing Noor Bank, Noor Takaful,
Noor Trade and Noor Awqaf) while being the Advisor to Bena Capital,
California, United States, Head of Shariah Centre of Excellence at Maybank
Islamic Malaysia and Head of Shariah Advisory at Al Rajhi Bank Malaysia. He
recently appointed at Malaysian Institute of Accountants as the member of
Islamic Finance Committee.

Since his first footstep in Islamic economy and finance, he has led numbers of
Shariah audit exercise in Malaysia and UAE and conducted hundreds of
training sessions and lectures across the globe including United Arab
Emirates, Malaysia, India, United Kingdom, Germany, Morocco, Saudi Arabia,
Singapore and Indonesia.

Leveraging on the Islamic tradition (turath) and practical lessons from


corporate world in advising and supervising various product (treasury, retails,
corporate and capital market) Ust Izzam made a seamless transition to the
world of central banking policy making and strategic planning for nation
building.

Ust. Izzam received his Master in Islamic Banking, Finance and Management
from University of Gloucestershire, United Kingdom after completing his
degree in Shariah from Al Azhar University, Egypt, Usul Fiqh postgraduate in
Syria and Diploma in Shariah from Sultan Zainal Abidin Islamic College,
Malaysia. He recently completed his certificate in Public Policy from London
School of Economics and Political Science and Economics for Public Policy
from Blavatnik School of Government, University of Oxford.

ASSOC. PROFESSOR DR. SAID ADEKUNLE MIKAIL


Assoc. Professor, ISRA RMC, INCEIF University

Dr Said Adekunle Mikail is currently an Associate Professor at ISRA Research


Management Centre of INCEIF University.

He is an AAOIFI Certified Shariah Advisor and Auditor (CSAA) and a Registered


Shariah Adviser with Securities Commission of Malaysia (SC), a Member of
Chartered Institute of Arbitrators (CIArb) UK and Member of AAOIFI Working
Group of the Curriculum Review Committee (CRC).

He is Shariah Board Member of Islamic Development Bank (IsDB) in Jeddah,


Saudi Arabia, and Islamic Financial Services Board (IFSB) in Malaysia. Dr Mikail
is Chairman in several Shariah Boards including among others BNP Paribas
(Najmah) Malaysia Berhad & BNP Paribas Labuan, Crown Takaful Insurance
Ltd, Capital Trust and D'Namaz Capital in Nigeria. He also sits as Shariah
Committee Member of TAJBank Ltd, PruBSN Takaful Malaysia Berhad,
i-Consult Africa in South Africa, Masryef Management House in Malaysia, and
Marble Capital Halal Commodity in Nigeria.

His notable engagements include Expert Witness in the Kuala Lumpur High
Court (Muamalat Court – Commercial Division) in Malaysia, BNM-ISRA-RMC on
compounding profit in restructuring and rescheduling (R&R), Shariah
Non-Compliance Rectification, Tawarruq Application, PIDM-ISRA-RMC
Shariah Analysis on Resolution of Islamic Banks, Lafarge Cement Global
Wakalah Sukuk by BNP Paribas and Standard Chartered, Musharakah
Ta'awuniyah Takaful Model for Hong Leong MSIG Takaful (HLMT), UNHCR ISRA
Zakat Report, Sukuk Module for Brunei Institute of Leadership & Islamic
Finance (BILIF) and Shariah Audit Review on Al Rajhi Bank in Malaysia.

Dr Mikail obtained his bachelor's degree of Shariah (first class honours) from
Islamic University of Madinah in Kingdom of Saudi Arabia, followed by Master
of Comparative Law and PhD (Law) from International Islamic University
Malaysia (IIUM). His areas of specialization include Islamic finance, Islamic
social finance, comparative laws, and Islamic private equity & venture capital.
His publications focus on Shariah issues in Islamic finance, Islamic legal
theory, Islamic private equity & venture capital, Islamic entrepreneurship,
comparative law, Halal, Zakat, Waqf and Islamic social finance. He has also
published in several Scopus indexed journals, referee journals, magazines, and
book chapters.

He has conducted trainings on Shariah governance, Shariah noncompliance


risks, Takaful products and services, as well as Islamic wealth management,
Sukuk, Shariah risk profiling and legal and regulatory framework for Islamic
finance. He has presented many papers in both international and national
seminars and conferences on Islamic finance and contemporary Shariah
issues.
