OFFICE OF THE MUNICIPAL PLANNING AND DEVELOPMENT COORDINATOR

INTRODUCTION

The position of Municipal Planning and Development Coordinator is essential because she
recommends plans, integrates and coordinates them with functional groups and agencies for a
systematic and smooth performance of functions at all levels of the LGU. The position is mandatory
as provided under Article Six of the Local Government Code of 1991.

It is currently manned by a Municipal Planning and Development Coordinator as head with two (2)
technical personnel, Economist II and Planning Officer II, and administrative staff Data Controller
IV and Data Controller III.

The mandated functions and duties for the office could be easily performed when the department
will be manned by required personnel to conduct research works, formulate plans and programs
and perform financial analysis. Thus, a structure with personnel equipped with both technical and
administrative capabilities is very essential for effective delivery of required services of the
Planning and Development Office.

DESCRIPTION OF FUNCTIONS, DUTIES AND RESPONSIBILITIES

Municipal Government Department Head I (Municipal Planning and Development Coordinator)


SG 24

The MPDC shall take charge of both the planning and development services of the local
government unit concerned and shall:

 Formulate integrated economic, social, physical, and other development plans and policies
for consideration of the local government development council;
 Conduct continuing studies, researches, and training programs necessary to evolve plans
and programs for implementation;
 Integrate and coordinate all sectoral plans and studies undertaken by the different
functional groups or agencies;
 Monitor and evaluate the implementation of the different development programs,
projects, and activities in the local government unit concerned in accordance with the
approved development plan;
 Prepare comprehensive plans and other development planning documents for the
consideration of the local development council;
 Analyze the income and expenditure patterns, and formulate and recommend fiscal plans
and policies for consideration of the finance committee of the local government unit as
provided under Title Five, Book II of the LGC;
 Promote people participation in development planning within the local government unit;
 Exercise supervision and control over the secretariat of the local development council; and
 Exercise such other powers and perform such other functions and duties as may be
prescribed by law or ordinance.

Municipal Government Assistant Department Head I SG 22

Assistant Head of the Planning Department. Primary functions are to assist and oversee the
operations of the section staff and shall have the following specific functions and duties:

 Assist the MPDC in the formulation of integrated economic, social, physical, and other
development plans and policies for consideration of the local government of development
council;
 Assist the MPDC in the conduct continuing studies, researches, and training programs
necessary to evolve plans and programs for implementation;
 Assist the MPDC in the integration and coordination of all sectoral plans and studies
undertaken by the different functional groups or agencies;
 Assist the MPDC in monitoring, evaluation, and implementation of the different
development programs, projects, and activities in the local government unit concerned in
accordance with the approved development plan;
 Assist the MPDC in the preparation of comprehensive plans and other development
planning documents for the consideration of the local development council;
 Assist the MPDC in the analysis of income and expenditure patterns, and formulate and
recommend fiscal plans and policies for consideration of the finance committee of the local
government unit concerned as provided under Title Five, Book II of the Local Government
Code;
 Assist the MPDC in the promotion of people participation in development planning within
the local government unit;
 Assist the MPDC in the exercise of supervision and control over the secretariat of the local
development council;
 In the absence of the MPDC, be the automatic representative and signatory for the office
of the Municipal Planning and Development; and
 Exercise such other powers and perform such other functions and duties as may be
prescribed by law or ordinance.

PLANNING INFORMATION MANAGEMENT SECTION

This section installs and maintains Management Information and Research and Statistics functions.
It is also the prime responsible for gathering and consolidation of various data to be used in
development planning, implementation, monitoring and evaluation.

Economist II SG 15

Head of the Monitoring and Evaluation Division. He/she shall be responsible for the following:

 Perform analysis of the income and expenditure patterns and formulate and recommend
fiscal plans and policies for consideration of the Municipal Planning and Development
Coordinator and the Local Finance Committee;
 Perform advisory functions to the Municipal Planning and Development Coordinator, the
Local Finance Committee on matters regarding fiscal management and administration;
 Conduct feasibility studies on proposed programs and projects prior to its implementation;

 Responsible in the process of editing, updating and compiling statistical and raw data for
the municipal socio-economic profile;
 Install and maintain programs and projects monitoring and evaluation system;
 Responsible for the formulation of plans and programs of the Monitoring and Evaluation
Sections; and
 Perform other duties and functions as may be assigned by supervisor.

Statistician II SG 15

 Conduct studies, researches and training programs necessary to evolve plans and
programs for implementation;
 Responsible for the supervision of CBMS Data Collection, Data Processing, Mapping and
Geo-tagging, data estimation, and validation;
 Performs data analysis necessary for writing and publication of statistical reports;
 Ensure the dissemination of CBMS data to internal users;
 Develop and initiate innovative statistical techniques, issues and protocols;
 Execute statistical operations in total fairness to derive zero-error results;
 Analyze and perform statistics on abstracts, data sets and other related information;
 Integrate best practices in statistical performance; and
 Perform other duties and functions as may be assigned by supervisor.

Information Systems Researcher II SG 14

 Provides direct assistance to the Project Managers in preparing complete project


proposals and other related activities;
 Consolidates data and information and translates to accurate report useful for concerned
staff and personnel;
 Designing database, writing and enhancing programs, writing supporting documentation
and implementing program/ projects procedures;
 Translate available data and information into narrative reports and in providing systems
and analysis and coordination;
 Provides designing, installing, programming, troubleshooting and maintaining hardware
and software;
 Coordinates with other offices to resolve problems related to duties as necessary; and
 Perform other duties and functions as may be assigned by supervisor.

Information Systems Analyst I SG 12

 Develops and maintains agency information management system data/knowledge base;


 Formulates policies, standard operating procedures and standards for the effective
installation and maintenance of Information and Communication Technology related
security measures and mechanisms;
 Leads in the configurations, management and improvements of Network, IT systems and
web and mobile applications related to planning and monitoring;
 Secure the network and computer units from malware and other harmful software
through administration of anti-virus system in the computer;
 Troubleshooting technical issues;

 Process procurement of repair and maintenance of end-user’s assigned desktop/laptop;


and
 Perform other duties and functions as may be assigned by supervisor.

Statistician I SG 11

 Assists in conducting studies, researches and training programs necessary to evolve plans
and programs for implementation;
 Gather, consolidate data to support the development of plans, programs and projects of
the municipality;
 Assists in integration and coordination of all sectoral plans and studies undertaken by the
different functional groups or agencies; and
 Perform other duties and functions as may be assigned by supervisor.

Project Evaluation Officer I SG 11

 Be responsible in the formulation, usage and maintenance of management information


system for program and project monitoring and evaluations;
 Assist in monitoring and evaluation on the implementation of different development
programs, projects and other development activities in the municipality in accordance with
the approved development plans;
 Assist in the review of policies and objectives, plans and programs, procedures and
practices in the development activities in the municipality and recommend changes;
 Prepare and maintain records/updates on the status of the government funded project;
 Custodian of programs, projects monitoring and evaluation reports; and
 Perform other duties and functions as may be assigned by supervisor.

Information Systems Researcher I SG 10

 Writing research specifications;


 Searching for and retrieving information from the internet, online databases and paper-
based sources;
 Assists in analyzing data;
 Ensure that agreed project deadlines are met;
 Assists in writing/editing of draft reports;
 Keeping up-to-date with research/policy developments;
 Developing new methods of research and reporting;
 Liaising with, advising and answering enquiries from offices, other agencies, and local
council;
 Perform other duties and functions as may be assigned by supervisor.

Senior Administrative Assistant I (Data Controller IV) SG 13

 Assist in the process of editing and compiling statistical and raw data of the Municipal
socio-economic profile;
 Provide services related to collection of data/information, dissemination, sharing and
access to various municipal data/information available in the office;
 Perform research and support documents for formulation of PPA’s;
 Assist in coordination/ linkage with external agencies; and

 Perform other duties and functions as may be assigned by supervisor.

Administrative Assistant V (Data Controller III) SG 11

 Perform research and support documents for formulation of PPA’s;


 Safe-keep data and documents, ensuring its availability upon requests;
 Assists in documentation during planning sessions and other related activities;
 Assist in coordination/ linkage with external agencies; and
 Perform other duties and functions as may be assigned by supervisor.

PLANNING AND PROGRAMMING SECTION

Engineer II SG 16
 Preparation/Review of project proposals, engineering designs, computation methods and
reports
 Review and evaluate submitted plans and designs; (formulation and implementation
stages)
 Advice the MPDC on matters regarding concepts on engineering designs and other
engineering related works of the formulated development projects of the Municipality;
 Assist the Project Monitoring Committee as technical Support Staff in project monitoring
and evaluation activities;
 Perform other duties and functions as may be assigned by supervisor

Engineer I SG 12

 Performs simple and routine Engineering design tasks with standard techniques;
 Assist in the development and packaging of projects;
 Assists in the preparation of plans, designs, computation methods and reports;
 Assist the Project Monitoring Committee and the Project Evaluation Unit in monitoring and
evaluation activities;
 Perform other duties and functions as may be assigned by supervisor.

Planning Officer II SG 15

 Assist the MPDC in the review and consolidation of formulated integrated economic,
social, physical and other development objectives and policies for consideration of the
Sangguniang Bayan and Municipal Mayor;
 Analyze the integrated and consolidated sectoral plans and studies undertaken by the
different functional group or agencies;
 Initiate the preparation of Municipal comprehensive plans and other development
planning documents for the consideration of the local development council;
 Formulate/prepare designs of development projects and programs;
 Assist in promoting people participation in development planning at the Municipality;
 Supervise the plans and programs section of the department;
 Perform other duties and functions as may be assigned by supervisor.

Project Development Officer I SG 11

 Assist in formulating an integrated economic, social, physical, and other development


objectives and policies for consideration of the Sangguniang Bayan and Municipal Mayor;
 Assists in integrating and coordinating all sectoral plans and studies undertaken by the
different functional group or agencies;
 Assists in the preparation of the Municipal Comprehensive plans and other development
planning documents for the consideration of the local development council;
 Assists in promoting people participation in development planning;
 Perform other duties and functions as may be assigned by supervisor.

Development Management Officer I SG 11

 Responsible in preparing the documentation report, assists in designing and drafting of


proposals;
 Assists in the identification and interpretation of data;
 Assists in monitoring and evaluating programs and policies in line with planning and
monitoring;
 Follows-up requirements of the PPAs;
 Assists in data gathering and information for consolidation;
 Prepares preliminary evaluation of reports received;
 Assists in coordinating activities;
 Assists and provide technical support to the municipality in the implementation of
programs, projects, and activities;
 Prepare activity designs, slide presentations, post-activity reports, annual accomplishment
reports, and documentation report; and
 Perform other duties and functions as may be assigned by supervisor.

Planning Officer I SG 11

 Assists in analyzing the integrated and consolidated sectoral plans and studies undertaken
by the different functional group or agencies;
 Assists in the preparation of Municipal comprehensive plans and other development
planning documents for the consideration of the local development council;
 Gather needed information and statistics from different offices necessary in the
development of PPAs;
 Assists in developing project plans or programs whenever necessary;
 Assists in the preparation of summary of repots and other development reports received
and collected;
 Assists in coordinating activities of different offices; and
 Perform other duties and functions as may be assigned by supervisor.

Planning Assistant SG 8

 Provides information and assistance to the public on routine-to-difficult planning-related


matters regarding zoning, land use, municipal codes, and current private and public
projects;
 Serves as primary staff support and liaison to the MPDC and technical staff;
 Performs various administrative functions for the department, including accepting
applications and permits for processing and composing correspondence;
 Assists other planning department staff as assigned by the supervisor;
 Promote people participation in development planning within the Municipality;
 Perform other duties and functions as may be assigned by supervisor.

ADMINISTRATIVE SECTION

This section is tasked in all related administrative services and activities that will help the office run
smoothly and efficiently.

Administrative Officer IV (Administrative Officer II) SG 15

Head of the Administrative Section. Shall be responsible for the following functions and duties:

 Supervise and coordinate the duties and functions of staff under the Administrative
Section;
 Supervises the maintenance of files and records, supplies and materials, and the
preparation of reports;
 Formulate budget proposal/work and financial plan of the department including
procurement plan;
 Assist the MPDC in its secretariat functions in the Municipal Development Council;
 Assist the MPDC in monitoring and evaluating performance of all employees in the
department;
 Assist the MPDC in the preparation of required reports and documents;
 Consolidate monthly reports for submission to the Chief Executive; and
 Perform other duties and functions as may be assigned by supervisor.

Administrative Officer II (Administrative Officer I) SG 11

 Provides general administrative support to office;


 Assists in planning and preparation for seminar-workshop, focused group discussion,
training and orientations;
 Prepare reports of attendance and punctuality and other personnel management-related
concerns;
 Assists in the preparation of required reports and documents;
 Facilitate procurement of supplies, materials, and equipment of the office based on
approved budget;
 Ensure that supplies, materials, and equipment are stored properly;

 Keep an updated inventory of all supplies, materials and equipment; and


 Perform other duties and functions as may be assigned by supervisor.

Administrative Aide IV (Driver II) SG 4

 Drives the official vehicle assigned to the Planning;


 Operates and maintain service vehicle;
 Performs minor repair and troubleshooting of vehicle;
 Performs messenger/liaison tasks, when requested;
 Recommend preventive and repair maintenance of the vehicle; and
 Perform other duties and functions as may be assigned by supervisor.

Administrative Aide III (Utility Worker II) SG 3

 Perform daily maintenance of cleanliness of the office premises and beautify its
surrounding;
 Assist in errands works such as re-routing of office documents including photocopying;
 Assist in filing of documents; and
 Perform other functions and duties as may be assigned by the supervisor.
