DETAILED PROPOSAL FORMAT

4. Project Coverage The project will be implemented in the Province of


Negros Oriental: Municipality of Siaton and Cities of
Tanjay, Bais & Guihulngan specifically in Bonbonon
Farmers Agrarian Reform Multi-Purpose Cooperative
(BOFARMPUCO), Candanqui-Azagra Agrarian Reform
Beneficiaries Organization (CAARBO), Kahugpungan
sa mga Lehitimong Benepisyaryo sa Agraryo sa Polo
(KALEBAPO), Tangculogan Agrarian Reform
Beneficiaries Organization (TAGREBO) and Tinayuhan-
Hill United Farmer's Association (TUFA) respectively.

I. Rationale

The Department of Agrarian Reform continues to pursue climate change-


mainstreaming activities in the implementation of programs, projects and activities
pursuant to the mandate of Republic Act (R.A.) 9729 known as the Climate Change
Act. The essence of this mandate is the adoption of adaptation and mitigation
practices to build resiliency amid the impacts of climate change. The said mandate
has been the underlying purpose of the implementation of Climate Resilient Farm
Productivity Support (CRFPS) program as a mainstreamed development intervention
in the agrarian reform areas. While addressing climate change vulnerability, the
CRFPS shall be pursued to contribute to the goal of the support services
intervention to alleviate poverty through the enhancement of agricultural
productivity of agrarian reform beneficiaries.
This project is essential to ensure that development projects are responding to the
priority needs of women and men, and being aware of what benefits or adverse
effects could impact either. Understanding these issues would enable projects to
take account of these and build capacity to deal with inequitable impacts and to
ensure sustainability.
The recipient ARBOs of the project are BOFARMPUCO, CAARBO, KALEBAPO,
TAGREBO, and TUFA located in Bonbonon Siaton, Candanquie and Polo Tanjay City,
Tangculogan, Bais City and T-hill, Guihulngan City respectively, all in the province of
Negros Oriental.
The CRFPS program has integrated gender and development principles which make
it even more important. Women make up a significant portion of the agricultural
workforce in BOFARMPUCO, CAARBO, KALEBAPO, TAGREBO, and TUFA, but they
often face unique challenges and constraints, which limit their participation and
access to resources. By providing farm machinery/equipment and implements to
empower women farmers, the program promotes gender equality and strengthens
the resilience and sustainability of agricultural livelihoods.

Efforts are being made to integrate gender equality within the CRFPS program. This
includes providing women farmers with equal access to modern farming tools and
training opportunities. By equipping women with the necessary resources and skills,
such as machinery operation and crop management, the program aims to enhance
their productivity and income-generating capabilities. Additionally, promoting
women's participation in decision -making processes within agricultural
organizations fosters a more inclusive and equitable farming community.

The CRFPS program aims to build more resilient and sustainable agricultural
systems in Negros Oriental by focusing on climate resilience, poverty alleviation,
and gender equality. The program empowers both male and female farmers by
providing them with the necessary tools and resources to adapt to climate change
and improve their livelihoods. By doing so, the program contributes to the broader
goals of climate change adaptation, poverty reduction, and gender equality in
agricultural development.

The Major Crop-based Block Farm Project is under the Climate Resilient Farm
Productivity Support (CRFPS) of Agrarian Reform Beneficiaries Development Support
Program (ARBDSP). This project has two (2) components namely, Agricultural
Extension Services (AES), which comprises of trainings/seminars with
training/starter kits, and hard component which focuses on procurement of Farm
Machineries and Equipment (FMEs).

Agricultural Extension Services (AES)


The proposed activities under this component are:

1. Consultation with the ARBs and ARBO. (June 2024)


2. Orientation Seminar about the project. (August 2024)
3. Training/Seminar on Operations and Maintenance. (September 2024)
The proposed site for the garage of the FME will be near training centers for easy
access during inspections.
There is no available FME in the majority of ARBO. The farmers will rent tractor from
other municipalities but priority was given to residents of the municipality.

II. Objectives
The implementation of the program is geared towards building resiliency in the
recipient agrarian communities/agrarian reform areas through the enhancement of
agricultural productivity as an adaptation measure for climate change.
Specifically, the project aims to:
1. Train ARBs about modern farming and appropriate farming technology that
mitigates the risks brought about by the effects of climate change.
2. Ensure equal active participation of men and women ARBs in the project
implementation.
3. Promote mechanization by providing Farm Machineries and Equipment (FMEs).
4. Increase household income of the ARBs through abundant farm production.

III. Beneficiaries

There are five (5) recipient organization with different men and women ARB
members who are actively cultivating the land. The ARBOs are registered either with
DOLE or CDA.

IV. Methodology

The Selection Process


A meeting was held prior to the selection of the ARBO beneficiary, and a number of
factors were discussed based on the guidelines. After shortlisting the ARBOs for
validation and screening, it was decided to award the project to the five (5) ARBOs
who were deemed to be the most qualified. The ARBOs are currently working on
several projects that will help its members. According to the results of the most
recent ITEMA, BOFARMPUCO has the highest maturity level—5, followed by TUFA
(maturity level 3), CAARBO (maturity level 2), KALEBAPO, and TAGREBO (all of
which have not yet undergone ITEMA).

The proposed activities under this component are:


1. Consultation with the ARBs and ARBO. (June 2024)
2. Orientation Seminar about the project. (August 2024)
3. Training/Seminar on Operations and Maintenance. (September 2024)

Process of Turn-over
Turn-over of tractor will be done in a formal ceremony on site with the presence of
DAR Regional Officials, DAR Provincial Employees, Barangay Officials, and ARBO
Officers and Members. A Trust Agreement will be signed by parties concerned during
the turn-over. After six months of outstanding performance in the management of
the tractor, ownership of the tractor will be transferred through a Deed of Donation
signed by the ARBO Chairman and PARPO II.

1. Stakeholder Engagement and Partnerships

The ARBO as the recipient and principal stakeholder of the project is in


charge of the labor counterpart and the Department of Agrarian Reform
through the Provincial Beneficiaries Development Division (PBDD) will provide
the funding for trainings and procurement of farm machineries and
equipment.

Proposed Agri-extension Services


a) Conduct of trainings and technology transfer.
b) Capacity development for ARBO.

The Support Facility Component (Hard)

A five (5) unit 50HP 4WD Tractor complete with implements and tools will be
procured by the Department of Agrarian Reform as a support facility of the project.
The tractor will be managed by BOFARMPUCO, CAARBO, KALEBAPO, TAGREBO and
TUFA.

Financial Projections (Tractor Rental)

1. The rental of the tractor will be Php 10,000.00 per hectare.


2. The fuel consumption is 3 liters per hour.
3. Estimated area cultivated by tractor per year is 50 hectares for Year 1, 100
hectares for Year 2 and 150 hectares for Year 3.
4. Estimated number of hours the tractor can plow per hectare is 5 hours.
5. Repair and Maintenance Expenses every year is 5% of Gross Income.
6. Operating Expenses is 20% of Gross Income.
7. Salary of Operator is Php1,500.00 per hectare including the helper.

VI. Budget Summary The total budget is not from DAR only. A counterpart in-kind
(corn seeds and Resource Person) will be shouldered by the
MLGU, and the shed for the tractor will be by the ARBO.

VII. Procurement Process

Procurement will be done through competitive public bidding following the


guidelines set by GPPB. These are as follows:
1. Preparation and approval of Project Proposal and Purchase Request
2. PhilGEPs Posting for 5-7 working days
3. Pre-bid Conference
4. Opening and Evaluation of Bids
5. Post Qualification
6. Issuance of Notice to Proceed
7. Issuance of Notice of Award

8. Sustainability Plan

To be able to ensure the long-term sustainability of this project for BOFARMPUCO,


CAARBO, KALEBAPO, TAGREBO and TUFA and its ARB members, a comprehensive
strategy that takes organizational and financial factors into account must be
designed. The plan should be based on principles of value for money, guaranteeing
that the resources used will result in significant returns in terms of increased
productivity and income for the farmers. Here’s a detailed discussion on how to
achieve sustainability:
A. Trainings on Marketing: marketing training is essential for farmers’
organizations to develop sustainable business models, increase their
profitability, and contribute to the long-term viability of their operations.
B. Farm Machinery Utilization:
a. Farmers should receive training on the proper use, maintenance, and
repair of machinery to ensure longevity and efficiency.
b. Regular monitoring and evaluation of machinery usage should be
conducted by DAR to identify and inefficiencies or areas of
improvement.
C. Mechanism:
a. Encourage the adoption of environmentally friendly practices such as
organic farming methods and water conservation techniques to
preserve natural resources and mitigate climate change.
b. Foster partnerships with local governments, NGOs, and private sector
stakeholders to access additional resources, technical expertise, and
market linkages.
D. Financial Management and Accountability of the ARBO:
a. The ARBO will implement transparent financial management systems
to track project expenditures, monitor budget utilization, and ensure
accountability.
b. Conduct regular audits and financial reviews to prevent
mismanagement of funds and address any discrepancies or
irregularities.
c. Provision of farmers with access to financial services such as credit
facilities.
Availment to Philippine Crop Insurance Corporation (PCIC)’s crop insurance program:
By incorporating insurance as part of the project’s sustainability plan, farmers can
better protect their investments, withstand unforeseen challenges, and
sustainability grow their production over the long term.

9. Monitoring and Evaluation

Implementing a robust mechanism for tracking the progress of the project is


essential to ensure accountability, measure effectiveness and make informed
decisions for continuous improvement.
1. Data Collection and Monitoring: The Provincial Marcos Project Point Person
and the ARBO’s Development Facilitator (DF) will implement regular
monitoring schedules to track progress and identify any deviations or
challenges in project implementation.

2. Data quality and integrity: The DF in particular should ensure accurate data
collection such as frequency of farm machinery utilization, sales reports,
expenditures and issues and concerns of the ARBO related to the project.

3. Periodic Reviews and Assessments: conduct periodic reviews and


assessments to assess the project’s performance, identify areas for
improvement, and make evidence-based decisions.

4. Technology and Tools:


a. The DF assigned to the ARBO is in responsible for maintaining close
monitoring on the projects on a regular basis. Staff will gather
information and monitor the project’s revenue generation, which is
linked to the participating ARBs’ increased household income. The DF
is also assigned to report the said income on the Marketing Report Real
Time Monitoring System. The DF should coordinate with the Provincial
Marcos Project Point Person regarding the project regularly.

In addition to overseeing the project, the Provincial Marcos Project Point Person is
responsible for providing the ARBO technical assistance as needed. A narrative
report covering the accomplishments and challenges identified by the ARBO should
also be recorded by staff and forwarded as required by DARRO and DARPO. The
Provincial Marcos Project Point Person should also perform geotagging of the project
and make available copy to its counterpart in the DARRO and DARPO.
