CHAPTER I

THE PROBLEM AND ITS BACKGROUND

Introduction

The student handbook is a small book that gives useful book containing

information about the school. It covers the grading system, rules and

regulation, courses and program being offered, enrolment requirement and

other facts relevant to the institution. It is a must-have book to every new hired

faculty and enrolled students to keep them aware and understand policies,

rules and regulations pertaining to the operation of the school.

The SIBTECH Student Handbook contains information that will serve as a

guide and compass that give direction for proper formation and molding the

students. The current edition which is the traditional version contains

information about the college as the equalizer of educational opportunities

and its vision of what the students should become to be a morally responsive

individual in their communities.

Facing the new normal where almost everything is in digital

format, the researchers want to take this opportunity to design and develop a

school catalog website for SIBTECH students. The reason of the study is to

convert printed documents into soft copy to help the College distribute

Student Handbook digitally. It is more convenient for the students to view,

browse and read the content whenever possible.

Background of the Study

The Student Handbook is the official statement of rules and

regulations, and policies of the School. The existing problem with the

traditional handbook which is printed in form of a book and distributed to only

limited number of the students. There are times when the printed handbook

got lost or forget to bring, stolen and sometimes got drench in rainwater. We

cannot also deny the fact that students rarely bring their copies and only few

are reading and understanding the content of the handbook. The violation of

the students of the rules and regulations of the college reflects the disregard

of the students toward the handbook. With the above mentioned the reason of

the researcher was motivated to propose the school catalog website as an

alternative to the Manual Handbook to be used in the College.

Due to Coronavirus pandemic, the norms have changed especially

at school. Distribution of printed copy of Student Handbook might not be

possible anymore as SIBTECH is strictly implementing no face-to-face

classes or meet ups to contain the spread of the virus.

Facing the new normal where almost everything is in digital format

is the time to apply this change. Encouraging the students to read,

understand and appreciate the Student Handbook can be done using the

technological advancement of the smart phones today.

This Project aims to create a school catalog website as a student

handbook of SIBTECH that provides more convenience and paperless

transaction without cost to both student and school as an alternative for the

manual handbook to help SIBTECH. It also to ensure that the handbook will

be used until the students last year in the institution. This will be benefited to

the school because the school will not spend money to produce the said

student handbook instead it will be free accessed via online. This will bring

the student handbook to life which transforms into a dynamic digital tool that

can be accessed anytime, anywhere in their smart phones.

Theoretical Framework

This study was a theoretical analysis of student’s satisfaction with the

use of the website as a web-based learning.

Institutional Theory

Institutional theory suggests that institutional arrangements play a key

role in shaping organizational behavior (Rowan & Miskel, 1999). According to

this theory many of the organization’s activities, which purportedly promote

efficiency, are actually conducted to achieve environmental legitimacy. By

adopting the institutional regulations, norms, and ideology from the

surrounding environment, the organization increases environmental support

and resource flow, and enhances its survival prospects. Sometimes this

occurs at the price of undermining the organization’s technical core—its

processes of transforming inputs into outputs and efficiently accomplishing the

goals that the organization was established to achieve in the first place

(Meyer & Rowan, 1992; Scott, 2003)

School websites are a good example of these institutional elements

of isomorphism and buffering. While schools imitate one another, especially

prestigious schools with impressive websites, and launch websites of their

own, they conceal or at least present only a very small part of their actual

pedagogical work to the visitors’ eyes, and thus buffer their technical activity

from public control (Hesketh & Selwyn, 1999). As a result, the idea of the

website as a window to the learning environment is barren. At the same time,

the school website could be an effective strategic tool to face some of the

environment’s expectations, like standardization, accountability, management

diversity, and parental choice (Oplatka, 2004; Marks & Nance, 2007). By

using the school website as part of the school’s strategic plan (Davis &

Ellison, 1997), the school can present its achievements, boost its positioning,

and enhance its reputation, even in countries with a centralized educational

system like Israel.

Website Design

Designing the website is as important as the content and information of

a website. A website should create in a people will find the information they

need without any distractions. “The design and the content should reflect the

target of the audience and the purpose of the site” design (Laurence &

Tavakol 2007, 8). Every people have different skills, ability, and thoughts.

That is why a proper website design is essential for the best user experience.

“Unless a website meets the needs of the indeed users it will not meet the

needs of the organization providing the website. Website development should

be user-centered, evaluating the involving design against user requirements”

(Nigel Bevan 1999). This user-centered web design suggested answering few

questions before making the website design. Questions are as followed:

 Who are the essential users?

 What is their purpose for accessing the site?

 What type of information are they looking for?

Significance of the Study

The purpose of this project is to make a website design of

school catalog for the old and new students of the SIBTECH School and even

for the personnel and visitors. The design of the website is to assure that is

more reliable, faster, safer, and useful for both students and school. This

website system is also an eco-friendly because we don’t use papers most like

traditional printed handbook where made of papers to make it.

The system will benefit the following stakeholders:

Faculty

The website system will help the faculty to familiarize themselves

regarding the school’s operations and collect or disseminate data with ease.

Future Researchers

This study can be used in other institution on which this will serve as a

means of references and aid on what they can do. This can also help them on

collecting data for their own research study.

Newly enrolled students of SIBTECH

Its main feature is to give students information and knowledge about

the school where they will use their device.

Old students of SIBTECH

It is not only for the new students but also for the old students too

because most of the old students is not familiarize with the information about

the school and the updated information of the school.

Parents

It is not only for students; it’s also benefits the parents of the students.

As parents enrolled their children in this institution, they have the right to know

the school background through to this website, comes with self-assurance

that their children are given more education and discipline that would make

them a functional individual in the society.

Southwestern Institute of Business and Technology

The developed website system will help them to make the student

handbook paperless and automated.

Scope and Delimitation

This study focused on the development of Website school catalog

website of Southwestern Institute of Business and Technology (SIBTECH) as

an alternative for the manual handbook.

Furthermore, the purpose of the study is to design and develop a

website student handbook that is user friendly, responsive, and adaptive to

the screen resolution of the device. This website doesn’t require downloading

application/software or pdf file. It can be shared as link or embedded right into

the websites. The student catalog website has a links of SIBTECH official

website and social media accounts for student’s reference as well as a

playable and downloadable SIBTECH hymn on MP3. The proponents will help

SIBTECH to distribute handbooks digitally, to reduce cost for printing, and

help the students to keep up with the new normal.

REVIEW OF RELATED LITERATURE

This chapter presents the relevant local and foreign discussions on the

literature and studies which served as the basis for the development and

implementation of the project. This chapter’s content enhanced the

proponents’ understanding and capability in the proposed school catalog

Website of Southwestern Institute of Business and Technology. Gathering of

significant data and information served as the guidelines of the proponents to

examine the necessary action that was needed in respect to the

implementation of this project.

Foreign Study

Educational website’s usability

Educational websites and software are becoming increasingly popular

in today’s world. These software and web sites which equipped with rich

content and have interesting visual interfaces support students after school,

while they are doing homework and in free time activities. In Turkey, there are

extensive amounts of these software and web sites. Web sites provide access

from anywhere via internet connection while software requires installation. So,

students use their own personal accounts to enter the web site and access

the educational content both at home and school, and anywhere they want.

One of the well-known websites as a courseware is Morpa Campus in Turkey.

This website includes all the primary and secondary school levels (1, 2, 3, 4,

5, 6, 7 and 8) and subjects. Students, teachers, and parents can register to

the website. There is a registration fee for students, and it was 38, 80 TRY

last year and it is same for the year 2012. This is a very small amount of

money for a year. While registering student gives his/her grade level, school,

and age. So, he/she could be rolled into the appropriate level of courseware.

Registration for teachers and parents is free. There are six parts for students

when they sign in their accounts on the website. They can see all the course

content related to their grade in the Courses part. Instruction part includes

audio-visual materials for the course like animations and simulations.

Students learn the main content of the course from this part. Then it comes to

the Studies part. There are lots of exercise materials in this part. All of them

are simulations. Also, there is an Exam part. Multiple choice tests prepared

according to the curriculum are given to students in this part. When a student

takes exam, it is recorded to student’s account and student’s parents can see

the score. Also, in instruction and studies parts, student’s all activity recorded

to the account and learner can see whether he completed the content or not.

For children’s interest, there is an Educational Games part. For all lessons

there are several animation-based games. And last, there is an E-Library.

Stories, novels, encyclopedias, and different types of books are

presented in this library in electronic format. Some of them are audio

supported, too. All the parts are well-prepared and have rich content for

students. Since this website has gained a significant popularity as an

educational website on the market, user’s interaction with the website is

important to see the usability of the website. Usability is described as the

ease-of-use, learnability, efficiency, memorability, error prevention and

recovery and user satisfaction (Nielsen, 1993). In this study, duration for the

tasks was measured for efficiency and interviews have been done for ease-of-

use and satisfaction. According to the Bagis (2002), a product’s efficiency can

be evaluated with the time to do the tasks, tasks completed per unit time;

number of references used for help, assistance in using the time and spent

effort. On the other hand, satisfaction is the user’s degree to find the system

acceptable. Satisfaction can be measured by interacting with users about the

system and obtain their subjective responses (Bevan, 1995).

Local Study

The web-based teaching support system successfully implemented

features of security, user friendliness, inter-operability, reliability, and

scalability as evaluated by faculty members and students. Web operation goal

is to improve the satisfaction of site visitors to make the user trust and identity

website, they can obtain information on a web site. During recent years

navigation using web pages have gained a considerable importance not only

among the academia but also amongst students, parents, industry, and

businesses, but the pioneers of the web were researchers and university

teachers. Today, Web is not only an information resource but also it is

becoming an automated tool in various applications. Due to the increasing

popularity of Web, one can be very cautious in designing the Website. Poor

and careless web design leads to hard ship to public utility and does not serve

the purpose. Semantic Web creates an artificial intelligence (AI) application

which will make web content meaningful to computers, thereby unleashing a

revolution of new abilities and it intends to support machine-processing

capabilities that will automate web applications and services. Bhatia and

Singh found that one of the foremost causes of using design patterns is

essentially parallel to those for using any object-oriented techniques. Design

patterns prop up reuse, without constraining implementations to a specific

platform or language, and promote efficient use of design time. Alexander

found that if universities want to successfully market their courses online, their

websites must be designed to meet the needs of prospective students. The

project study of Robles aimed to create an online learning facility for Saint

Bridget College. The design of the asynchronous environment was used as

tool to create interactive content for use in their courses. The proponent used

web programming tools such as PHP general scripting language and

Macromedia Dreamweaver. Casuga covered the development of web-based

clearance system which is deemed to improve the process of securing

clearance particularly in the redundant procedural functions of submitting

semestral requirements, queuing at each office at every end of the semester

and inquiries of the submitted and not yet submitted requirements. The study

conducted by Raquedan where several schools and universities with best IT

programs as determined by the Philippine Commission of Higher Education

were reviewed using Heuristic evaluation method with the guidelines based

on the latest edition of the research-based web design and usability

guidelines.

Design and Development of LPU-B High School Website is somehow

related to the study conducted by Baesa which aimed to develop and evaluate

a web portal for the Department of Education Division of Batangas. This web

portal facilitated the dissemination of information to improve the process of

interaction among Division office and the field offices. The content on

university websites often fails to deliver necessary information. The main

reason for this is that the content does not appear to be written for its target

audience. The issue at the heart of web accessibility is that many sites are not

designed with equal access in mind. In other words, lack of web accessibility

is more a result of faulty design rather inadequate technologies. Brown

suggested that to achieve the accessibility, web site need to be equitable use,

flexibility, simple and intuitive use, perceptible information, sensory abilities,

tolerance for error and low physical effort. The current web architecture often

faces performance and reliability problems. Scalability, latency, bandwidth,

and disconnected operations are some of the important issues that should be

considered when attempting to adjust for the growth in Web usage. In terms

of functionality, one of the most important characteristics of a software

application is its ability to share data, information, and processing services.

Despite the growing comfort and familiarity with the Web both as a medium to

which to publish to as well as a conduit for and as a tool for the management

of information maintained in other environments, there is still a tendency to

confuse one function with the other. In order to achieve high performance as

Page | 17

well as interoperability, it is proposed that using hybrid architecture of Web

Services (as non-proprietary and platform-independent technologies) and an

efficient and high-performance distributed component technology (as

proprietary and platform-dependent technology) can solve the mentioned

issue. Once a software product has been purchased for use within an office or

home environment, the product must sustain its usefulness, over and above

its actual purpose, by means of usability. Web usability attributes focus

primarily on what makes the website visitor respond.

Foreign literature

Over the past few years, as part of the Information and Communication

Technology (ICT) reform on the one hand, and the increased demands for

school accountability on the other, more and more schools have launched a

school website aimed at enhancing educational activities, supporting student-

teacher communication, contributing to school marketing efforts, and fostering

accountability to and collaboration with the school’s constituency (Hesketh &

Selwyn, 1999; Maddux & Johnson, 2006; Miodusar, Nachmias, Tubin, &

Forkosh-Baruch, 2003). A large body of research on ICT-based pedagogical

and educational websites (i.e., websites that focus on subject matters and

learning activities) reveals the contributions of such websites to the schooling

process (Kozma, 2003; Miodusar, Nachmias, Lahav, & Oren, 2000; Pelgrum

& Anderson, 2001; Plomp, Anderson, Law, & Quale, 2003). However, the

phenomenon of school websites, which serve the school organization in its

entirety, remains relatively unexplored. Buzzwords like “E-learning,” “E-

teaching,” and “E-schooling” have become very popular but provide no help in

generating a deeper understanding of school website contents, structure, and

functions.

The vagueness of school website goals is also evidenced in the

metaphors used to refer to them in the educational literature: a window for the

school’s culture (Giladi, 2004); a virtual display window (Klein, 2005); like

Hollywood movie sets with large graphics but not much solid content

(McKenzie, 1997); or a tool through which schools seek to reaffirm or

reconstruct their institutional identities (Hesketh & Selwyn, 1999).

School websites

School websites have existed on the Internet for several years and

many are recognized as Web-Based Learning (WBL) (Blanchard & Marshal,

2005). In practice, however, the website is not incorporated into the

organizational-pedagogical system of most schools and is not an integral part

of school procedures. Schools are still operated under the principles

established by the academy of Pythagoras of Samos and it is apparent that

the assumption that technology would radically alter this situation has so far

not been realized.

A school website, like any other Internet site, is constructed of

multiple interlocking pages, each presenting different content. The site’s

design and structure depend on several aspects, such as the content layout

(linear, branching, or web-like structure), modes of information presentation

(e.g., text, still image, dynamic image, interactive image, sound, and video),

navigation tools (e.g., thematic indexes, image maps, time-lines, iconic

directional-pointers, search facilities) (Shemla & Nachmias, 2007), and human

resources (e.g., both technical knowledge and understanding of the school’s

culture and educational priorities) (Tubin & Chen, 2002).Looking for

architectural criteria for website evaluation, Hong and Kim (2004) suggested

three main principles—structural robustness, functional utility, and aesthetic

appeal—that impact user satisfaction and loyalty. Other researchers found

that website quality depends on the richness of the contents (Leping&

Johnson, 2005), the website’s usefulness and ease of use (Selim, 2003), and

the user’s goals and activity levels (Hong & Kim, 2004). The quality of a

school website also depends on the degree to which it fulfills the school’s

needs. McKenzie (1997), for example, proposed four goals for a good school

website: introduction to the school, interface to outside resources, publishing

of good works, and serving as a resource database. Others believe that a

school site should mainly serve as an extension of the school, offering a

learning environment that enhances individualization of teaching and learning,

and improving teacher-student communication (Cumming, Bonk, & Jacobs,

2002). Another important goal for the website is to prop up the schools high

positioning and image, both for accountability and marketing purposes,

especially in a decentralized and competitive environment where demands for

accountability and parental choice become an important factor in the school’s

survival (Oplatka & Hemsley-Brown, 2004; Bush, 1999; Marks & Nance,

2007). Theoretical justification for the diverse goals and users of school

websites is provided by institutional theory.

Local Literature

Due to advancing strides and rapid changes, computer trends had

surfaced. It becomes a vital fixture in school in which the mental capabilities of

students are being tested and their creative skills are developed using their

modern technology which include the creation of web application. Over the

years, the term “web design and development” has become a catchall for a

process that encompasses several different disciplines, from user experience

design, to document mark up, to serious programming. There is a major

difference between “web design” and just designing a nice website and web

development. A website essentially has two sides to it. The design side that

creates the look and feel of the site based on what you, the site owner, would

like to communicate to your clients. The other side is based on functionality

and what it is that you want your site to do. The first thing in this process is

website design. Designing of a website plays an important role. Well-designed

website can attract huge visitors and helps you to beat your competitors. Web

design is the skill of creating presentations of content (usually hypertext or

hypermedia) that is delivered to an end-user through the World Wide Web, by

way of a Web browser or other Web-enabled software like internet television

clients, microblogging clients, and RSS readers. On the other hand, web

development is developing the business identity on the web. It is creating a

synergetic effect between both facets of your business - online and offline. It’s

using the successful combination of graphic design, copywriting,

programming, usability, human computer interaction, and online marketing

skills to develop and execute a successful project on the web. A successful

web development company will find the balance and make it all work. To

ensure that the developed website has been in line with the requirements of

the users, valuable inputs were gathered from the respondents through in-

depth interviews which were analyzed after the initial website development.

These respondents were also asked to use the system and to provide

feedbacks after using it. The results as well as the observations from their first

use of the prototype were used by the researcher to implement further

enhancements of the website. With all the aspirations and hopes, the

researcher decided to design the LPUB High School website that could help

the university to advertise its curricular offerings and services beyond the

borders of the Asia Pacific region.

Synthesis of Review of Related Literature

A school website, like any other Internet site, is constructed of multiple

interlocking pages, each presenting different content. For the last 15-20 years

the school website has been largely peripheral to the school’s everyday

workings and in particular it’s teaching. Since this website has gained a

significant popularity as an educational website on the market, user’s

interaction with the website is important to see the usability of the website.

The article above state that there’s an extensive amount of website and

software and the well-known websites as a courseware is Morpa Campus in

Turkey. This website includes all the primary and secondary school levels and

subjects. They can see all the course content related to their grade in the

Courses part. A website should have connected to your target audience and

having a good website design is also a very important for delivering a good

user experience for its regular users. In Local study which Alexander found

that if universities want to successfully market their courses online, their

websites must be designed to meet the needs of prospective students? The

website main goal is providing a good quality content, well designed

navigation so that the website will be effective in educational strategy or

marketing strategy. The content on university websites often fails to deliver

necessary information. The main reason for this is that the content does not

appear to be written for its target audience. To achieve the accessibility, web

site needs to be equitable use, flexibility, simple and intuitive use, perceptible

information, sensory abilities, tolerance for error and low physical effort.

Another important goal for the website is to prop up the schools high

positioning and image, both for accountability and marketing purposes,

especially in a decentralized and competitive environment where demands for

accountability and parental choice become an important factor in the school’s

survival. School websites should provide information on resources on campus

and include information that quick links for student keep them up to date.

With all the aspirations and hopes, the researcher decided to design the

student handbook website that could help the school to advertise its curricular

offerings and services beyond the borders of the Oriental Mindoro. All

information mentioned above are a good source, it provides valuable

evidence and suggestions that support our study and give us motivation and

idea on how we will have an effective school handbook website.

the study and their sampling, data gathering procedure adopted, research

instrument used, the reliability and validity of the system, scaling and

qualification, and the statistical tools used in this study.

Research Design

This study used a descriptive design. The researchers utilized the

descriptive method because it primarily determines the detailed perception of

the respondents as basis for proposed website system and researchers will

gather data through survey questionnaires which will be given to the

respondents of this study for them to evaluate the said website system. The

outcome of the said survey will serve as the basis in the whole process of the

study and will testify if the study is feasible and reliable.

Data Gathering Procedure

To ensure that the data gathered was in an orderly and systematic

manner possible, the researcher made use of the following steps. The

researcher will first secure an endorsement from the capstone adviser of

fourth year BSIT students in SIBTECH a letter of request addressed to the

Dean of Southwestern Institute of Business and Technology to ask permission

to conduct this study. This will be channeled to the 1 st year BSIT college

students in SIBTECH. When the permission was granted, the sampling of the

respondents was done.

Second, the researcher encoded the contents of the website then

transferred or converted the documents in the form of HTML, PHP, JS &

MySQL in order for the researchers to compile project in a form of website, a

collection of web pages and published on at least one web server of notable

website such as Google chrome, Firefox or safari.

Then last, it will be followed by the distribution of the questionnaires.

Necessary directions and instructions for the respondents to answer the items

in the questionnaire were provided by the researcher to solicit fresh data

information. After all the questionnaires were answered, these were retrieved,

and then the raw scores were individually tabulated in columnar sheet. The

computer processing of the data followed using Microsoft Excel.
