1. PURPOSE
This procedure is an instruction for cleaning and protection of the internal surfaces of carbon steel
piping systems to acceptable levels of cleanliness for a successful start-up and operation. The procedure
also includes inspection criteria for cleaning.
It will only be used for piping systems, specified by project specifications and identified on AFC (approved
for construction) drawings for chemical cleaning. The piping lines being applied this chemical cleaning
procedure will be as below:

2. SCOPE OF WORK
This procedure includes the preparation and execution of chemical cleaning (high-pressure water jet/ water
flushing, degreasing, acid pickling, passivation/ neutralization) to the internal surface of carbon steel
piping systems to remove loose scale, rust, foreign matter, grease, etc. During the chemical cleaning
operations, care shall be taken to prevent direct contact of chemicals with items that are identified on the
P&ID and isometric drawings for chemical cleaning.
The chemical cleaning process shall be accomplished by using chemical agents (degreasing, pickling,
passivation/ neutralization) in the system and filling chemical solution with closed circulation. It also
addresses environment regulation compliance and personnel safety aspects of the work to be done.

5. CHEMICAL CLEANING REQUIREMENTS

5.1. General Requirements


Lines to be cleaned shall be clearly identified on the P&ID and isometric drawings.
In-line components such as orifice plates, check valve, control valves, flow meter elements, strainer
elements, and relief valves shall be removed and replaced with temporary spools. All removed equipment
shall be shown and highlighted on drawings, removable list to be available for verificaiton. In case of 4
lines that will be applied this chemical cleaning, there is no need to remove any component.
Chemical cleaning shall take place after hydro testing of pipe work.

5.2. Chemical cleaning equipment and materials

The equipment shall be determined during the project phase and approved by TECHOUSE. As a
minimum, the following equipment/ instruments shall be used to facilitate testing:

Connection work shall be as follows:

the equipment (or instrument) were installed on the piping system. (Control valve, cylinder, pump,
sensor…)

6. SAFETY CONSIDERATIONS
Most chemicals used for chemical cleaning are hazardous. All personnel involved for the work should
be familiar with all hazards and guidelines.
Personnel involved in the cleaning works should wear appropriate personal protective equipment
(P.P.E) consisting protective clothing such as:
1. Chemical suits
2. Gloves
3. Goggles
4. Face shields
5. Boots
6. Helmets
7. Hearing protection – as required
Firefighting equipment, emergency showers, eye wash station shall be installed and made available
within easily accessible locations before starting chemical cleaning operations.
Waste chemicals shall be properly neutralized prior to disposal. The waste disposal tanks shall be
performed on site at suitable position.
All vents and overflows shall be routed to waste disposal tanks or safe location away from possible
contact with personnel.
The affected areas shall be cordoned off as far as practically possible with appropriate warning signs
posted to control the access/egress of all personnel. The working area shall be cordoned off in
accordance with all local safety requirements. No unauthorized personnel are allowed to enter
cordoned off areas.
All chemicals delivered shall arrive complete with material safety data sheet (MSDS). MSDS shall
be posted at work site locations.
Only personnel with adequate training shall execute chemical cleaning operations.
Valid Permit to Work (PTW), Job Safety Analysis (JSA) and Toolbox talks shall be in place prior to
commencement of any activities.
Close monitoring by site supervisor of safety personnel is required for pickling activity carried out at
site. Briefing should be given to the workers before starting the activity.

7. PREPARATION FOR CHEMICAL CLEANING


As a minimum, the following requirement shall be checked for completion before commencement of the
chemical operations:
The water used for all the process of chemical cleaning will be obtained the resistivity of 100000
Ohm x cm and the Chloride ions maximum content of 25ppm.
Hydrostatic Testing: The hydrostatic testing and flushing of all systems involved in the chemical
cleaning process shall be completed.
Metal Temperatures: Provisions will be made to measure the metal temperaturesof boiler pressure
parts.
Drainage Hoses: Temporary vinyl hose will be installed on air vents, drains, and test connections
involved in the flushing operations. The hoses will be routed to the drainage system.
Equipment Protection: All electrical equipment and other equipment that would be damaged by
spillage or leakage of water or cleaning solutions will be protected.
Instruments: All pressure instruments in the pre-boiler piping, including those on dead-end branch
piping and all boiler pressure instruments not required for firing the boiler, will be isolated from the
instrument piping at the instrument. The primary and instrument shutoff valves will be closed. The
instrument piping blowdown valves will be closed. The instrument piping equalizer valves on all
differential transmitters, controllers, gauges, etc., will be closed. Unless specifiedotherwise, the
instruments will remain isolated until after the completion of chemical cleaning.
All valves shall be removed and replaced by dummy pipes or blind off during chemical
cleaning.
Marked up drawings (P&IDs, isometrics) attached.
Leak check and accident prevention:
- Upon completion of the temporary installation, the system shall be water testedto check for
leaks.
- Test pressure shall be maximum with pump head discharge pressure with continuous flow.

8. CHEMICAL CLEANING MAIN STEPS

The chemical cleaning has three (3) main objectives:


Degreasing: To remove grease and oil used for the preservation during transport and storage.
Acid cleaning: To remove rust from surfaces formed during shipment and construction. All
instruments if any, shall be removed prior to start pickling phase.
Passivation: To enhance the formation of a protective passive film by the formation of a
nonreactive iron oxide and to eliminate the presence of oxygen.

8.1. Installation of temporary piping


The setup of chemical cleaning system consists of many items from pump system, circulation tank,
electrical heater and hoses. Upon begin the installation, initial cleaning must be conducted to remove
all the big particle (rust and other big particles). It’s important to make sure all the piping is level to
ensure no air pockets during chemical cleaning phase and there is no solution left in the system during
draining phase. Appendix 2 show the schematic drawing for the equipment setup and process flow.

8.2. Leak test and Flushing


The cleaning circuit is filled and tested with fresh water in order to ensure the tightness of the cleaning
circuit (at the pressure of circulation which is from 5 bar to 10 bar) and permit to repair the leakages
detected at the temporary circuit or to resolve any problems of circuit arrangement, when the loop is
just filled with water (no chemicals). Leak test will be conduct with ambient temperature fresh water.
All auxiliary cleaning equipment (recirculation pumps, etc.) will be checked to ensure it is working
properly. Water fills up point will be at the circulation tank.
When the system is free from leaks, circulation is started and at the same time the system will be heated
by electrical heater attach in mixing tank. Checks are made on all circuits to ensure the systems are
circulating correctly. The duration of heating to achieve 50-70ºC is estimated at 1 hour.

8.3. Degreasing process


A grease layer may have formed during transport or storage of the equipment which may disturb.
Degreasing is to ensure that any remaining oil or grease in the internal piping system is cleaned.
Degreasing solution is a mixture of 0.2g/l surfactant Tween 80, 3g/l Sodium Carbonate (Na2CO3), 2g/l
Sodium tripolyphosphate (P3O10Na5), 1g/l Trisodium phosphate (Na3PO4).
While increasing the temperature till 50-70ºC, degreasing solution shall be added to degrease the
surfaces and ensure good wetting during the following acid cleaning stage. Fluid velocity shall be more
than 3 m/s. Once there is no oil present using oil wipe test (or indicator coupon), the degreasing phase
is considered complete.
During degreasing phase, the soda concentration should be average of 3 – 3.5% and the pH should be
more than 10. The maximum of final oil content is 25 ppm.

8.4. Acid cleaning/ Pickling process


Piping works (welding, grinding, cutting…) degrade and contaminate chromium oxide protective layer
inside piping. In order to avoid corrosion, oxide layer shall be dissolved by a chemical pickling.
Acid pickling solution is a mixture of 30g/l of citric acid, 200g/l of phosphoric acid. 2g/l of corrosion
inhibitor (ST-UC101) is used to minimize the attack of the acidic solution on the steel surfaces.
The initial pickling solution shall be tested for iron and chloride content, the total concentration of
dissolved iron must be less than 6g/l and the total concentration of chloride must be less than 5 ppm.

Before starting the pickling the cleaning solution shall be tested for inhibitor effectiveness prior to its
introduction to the relevant system. This test shall be taken as follows:
- A degreased sampled shall be immersed in the solution, which is maintained at 50 – 60 ºC
and stirred. This sample shall be the same type as piping to be treated. Effective inhibition
is indicated by the absence of hydrogen evolution.
During the cleaning the solution is monitored by chemical analysis, concentration of iron, pH and
efficiency of inhibitor. The pH of pickling solution should be less than 3.5. During acid phase,
maximum allowable total iron concentration is 1.5% (15,000 ppm), or the maximum ferric iron content
is 0.4% (4,000 ppm). In cased the iron level is exceed, the solution will be drain and new demineralized
water is refill to the system to repeat acid cleaning phase.
Acid cleaning is considered complete once iron content be constant and less than 1000 ppm.

8.5. Neutralization/ Passivation


When the acid pickling process is completed, the tank shall be filled with demin water, then either
ammonia or caustic soda and soda ash will be injected to neutralize the acid residue which remains
internal of pipeline and raise the pH to 8.5 – 9.5.
Once reach PH of 8.5 to 9.5, the passivation process will be performed to make a protection layer at
the surface of piping from corrosion. The passivation solution is used to passivate the internal surface
of the carbon steel pipes is sodium nitrite (NaNO2) 2g/l.
The duration of passivation circulation shall be from 3 to 6 hours.
Post Chemical Cleaning Boroscopic Inspection shall be carried out to verify the condition of the piping
internally.

8.6. Rinsing/ Drying


Between each cleaning step, piping will be rinsed with water. Water to the following specification
shall be used exclusively:
- Resistivity: 100 000 Ohm x Cm (before addition of NaNO3)
- Chloride ions Cl-: 25ppm maximum
- Additive: NaNO3 (3 times the ions Cl- content)
The final rinsing must be stopped only when the pH of the water and outlet are the same, average 7 –
7.5.
Air blowing will be performed to dry internal of pipeline. Dry oil-free compressed air to clean piping
of debris and contaminants. Air is blown continuously through the selected pipework from a source (air
compressor or via pressurized vessel) to bring away foreign matter (usually this method is applicable when
the flow rate capacity of the air compressor is sufficiently bigger compared to the size (diameter and length)

of the pipework, such that the flow through the pipework is bigger than the one with the process fluid at
operating conditions).
For Gas, Fuel lines the required dew point after drying must be -5 deg C or lower.

8.7. Chemical combination for each stage of the cleaning process

8.8. Inspection and Testing after Cleaning


Final visual inspection will be conduct after cleaning process. Visual inspection should be
supplemented with borescope, mirrors, and other aids, as necessary, to properly examine inaccessible
or difficult-to-see surfaces. This will establish:
- That the carbon steel piping internal surface is grey to dark grey.
- That the surface is oil and grease free
Wipe Test: Rubbing of a surface with a clean, lint free, white cotton cloth, commercial paper product,
or filter paper moistened (but not saturated) with high-purity solvent, may be used for evaluating the
cleanness of surfaces not accessible for direct visual inspection.

10. PROTECTION AFTER CHEMICAL CLEANING


Protection of cleaned surfaces – Measures to protect cleaned surfaces should be taken as soon as final
cleaning is completed, and should be maintained during all subsequent fabrication, shipping,
inspection, storage, and installation.
Finish-cleaned materials and components should not be stored directly on the ground or floor, and
should not be permitted, insofar as practicable, to come in contact with asphalt, galvanized or carbon
steel, mercury, zinc, lead, brass, low-melting point metals, or alloys or compounds of such materials.
All 4 lines are in hydrocarbon service, they shall be purged with nitrogen and sealed with blanks before
shipping. All 4 lines will need flanged ends for flushing, testing, cleaning and nitrogen purge.

Exposure may aggravate those with pre-existing eye, skin, or respiratory conditions. Ingestion may cause methemoglobinemia. Initial
manifestation of methemoglobinemia is cyanosis, characterized by navy lips, tongue and mucous membranes, with skin color being
slate grey. Further manifestation is characterized by headache, weakness, dyspnea, dizziness, stupor, respiratory distress and death
due to anoxia. If ingested, nitrates may be reduced to nitrites by bacteria in the digestive tract. Signs and symptoms of nitrite
poisoning include methemoglobinemia, nausea, dizziness, increased heart rate, hypotension, fainting and, possibly shock.

Inhalation: Remove to fresh air and keep at rest in a position comfortable for breathing. Obtain medical attention if breathing
difficulty persists.
Skin Contact: Rinse immediately with plenty of water. Obtain medical attention if irritation develops or persists.
Eye Contact: Rinse cautiously with water for at least 15 minutes. Remove contact lenses, if present and easy to do. Continue rinsing.
