Facilities available
Retired Railway employees covered under RELHS-97 will be provided with all medical facilities as for
serving employees. This includes:
Medical treatment.
Diet.
Reimbursement of claims for treatment in Govt. or recognized non railway hospitals.
Ambulance services.
Medical passes.
Home visits.
Medical attendance for first two pregnancies of married daughters at concessional rates.
Treatment of private servants as applicable to serving railway employees.
RELHS Identity card will be issued by the Personnel Branch of concerned Railways.
RELHS Identity card can also be issued from the Personnel Department of division from which
the retiree is drawing post retirement passes. The way-side station supervisors from where such
retirees may be drawing post retirement passes can get such requests for RELHS Cards and
arrange to forward the same to Personnel Department of the Division for arranging a RELHS
Card. (Ref 8)
Identity cards are issued with photographs of all the beneficiaries.
In case of married daughters included in the card photos of them to be provided with marking on
the card as " ONLY FOR CONFINEMENT AND TREATMENT DURING ANTE-NATAL AND
POST NATAL PERIODS FOR THE FIRST TWO PREGNANCIES AT CONCESSIONAL RATES".
Retired railway employees/their eligible family members can use attested copies of RELHS
identity card when one of the family members moves out of station carrying RELHS card.
Attested copy of the medical identity card will be considered a valid document, for availing outdoor
medical facilities at Railway Hospitals and Health Units for short duration up to 10 days .
However, in case of emergency, indoor treatment will be allowed on basis of attested photocopy
of Medical Identity Card in Railway and private recognized hospitals but original medical identity
cards will have to be produced within 15 days. (Ref 5)
In cases where split card is needed for different members of family for long term duration the
original medical card may be deposited with the issuing authority who may issue split medical
identity card to the beneficiaries as requested by them. (Ref 5)
Eligibility
Mode of Joining All retired Railway employees and spouse of the Railway employee who dies in
harness.
Employees who have completed 20 years’ service and fulfil other criteria to make them eligible
for post-retirement complementary passes only are eligible to become members of Retired
Employees Liberalized Health Scheme.
RELHS-97 is mandatory for all retiring Railway employees for retiring employees from
31/05/2012. (Ref 9)
Minimum 20 years of qualifying service in the Railways will be necessary for joining the scheme.
Condition of minimum of 20 years of qualifying service for joining RELHS-97 is not applicable in
the case of medically invalidated employees and the spouses of employees who die in
harness.(Ref 13)
50% of the period from the date of ‘Temporary Status’ to the date of ‘regularization’ in respect of
Ex-casual labours will be counted for the purpose of 20 years qualifying service for joining RELHS
– 97.(ref 6)
Surviving spouses of the deceased retired railway employees who died after superannuation are
eligible to join RELHS-97, subject to fulfillment of other relevant conditions.(Ref 7 )
RELHS is not open to Railway servants who resign from service.
Resignation submitted by the Railway employees on permanent absorption in PSUs is to be taken
as “Technical Resignation” and that they should be permitted to join RELHS-97 subject to
fulfillment of the conditions prescribed in this regard. (Ref 10)
Employees who are dismissed from service are not eligible to join RELHS -97. (Ref 15)
Family/Dependents Family members and dependent relatives for who are eligible under Pass
Rules are eligible for treatment under RELHS.
Rate of contribution
Retiring employees: For joining RELHS ’97, one time contribution equal to the last month’s basic
pay will have to be made at the time of retirement.
For employees rejoining after retirement - A sum equivalent to double the amount of revised
basic pension after the implementation of VI CPC.
Family pensioners rejoining - A sum equivalent to double the amount of revised family pension
after the implementation of VI CPC.
SRPF optees rejoining - A sum twice the amount of ex-gratia monthly payment admissible on
the date of joining the scheme.
Pensioners/family pensioners who possess RELHS card & avail OPD facility are NOT entitled for
Fixed Medical Allowance (REF 3).
Railway Board has re-opened the RELHS scheme on 31.05.2012 with the following conditions:
(a) For Pre-March 2009 retirees - The RELHS-97 will remain open-ended with a lock in period of
six months for referral outside the Railway Hospital. This lock-in period can be relaxed only in an
emergency provided the patient is either admitted or visits the Railway Hospital and the facilities
for the treatment are not available in Railway Hospital. Such referrals are to be processed only
on recommendation of a specially constituted Medical Board.
(b) For March 2009 and onwards retirees - The RELHS-97 will remain open for a period of another
one year from the date of issue of the letter for all those retired Railway personnel who have not
joined the scheme for one reason or the other. The lock-in period of six months as applicable for
pre-March 2009 retirees shall be applicable for these retirees also.
Henceforth joining RELHS-97 has been made mandatory for all retiring Railway personnel
without any exit clause whatsoever.
Lock-in period to be clearly and prominently mentioned on the card.

Keeping in view the assurance given by the Hon'ble M.R, in his Budget speech for year 1997-98,
Ministry of Railways, in supersession of all previous instructions on this subject have now decided
that retired Railway Employees covered under the Retired Employees Liberalized Health Scheme
(RELHS) will be provided with full medical facilities as admissible to serving employees under the
Railway Medical Attendance Rules. The new scheme will be called RELHS-1997.
ELIGIBILITY A minimum 20 years of qualifying service in the Railways will be necessary for joining
the scheme and the following categories of persons will be eligible to join the same
i. All serving Railway Employees desirous of joining the scheme will be eligible to join it in
accordance with the procedure laid down herein under 'Mode of Joining'.
II. All retired Railway Employees who are presently members of the existing RELHS will
automatically be included in the RELHS-1997.
iii. Spouse of the Railway employees who dies in harness.
These orders are not applicable to those Railway servants, who quit service by resignation.
FAMILY/ DEPENDENTS:

Definition of the 'Family' for the purpose of this Scheme will be the same as in respect of the serving
Railway Employees. The definition of dependency will be the same as in the Pass Rules/IRMM-81.
RATE OF CONTRIBUTION:
.
For joining RELHS-97, one time contribution equal to the last month's basic pay will have to be made
at the time of retirement by those opting to join the scheme. The persons who are already members
of existing RELHS are not required to make any fresh payment. However, those who have joined the
existing RELHS after 1.1.96 will have to pay the difference of one time contribution on account of
introduction of fifth pay commission's revised pay scales w.e.f 1.1.1996. It will be the responsibility of
the Railway Administration to realize the amount due from the concerned RELHS members. Those
. who join the RELHS - 97 shall hold identity cards with photographs of all the beneficiaries.
MODE OF JOINING:
All retiring employees will have to give their option to join the RELHS-97 at least 3
month prior to their date of retirement. The option given once will be treated as
final. No further chance will be given subsequent to retirement.
All those retired employees/surviving spouses of deceased retirees who have not
yet joined, the RELHS can now join RELHS-97 by paying an amount equal to the
payment of all monthly contribution due under Railway Employees Contributory
Health Scheme from the date of Superannuation/retirement of the employees to
the date of joining RELHS, in addition to the equalized basic pay at the time of
their retirement, as a result of the recommendation of successive pay commission
after the date of retirement of the employees. This option is also available to all
those who have not yet joined the RELHS, as a last chance, only up to 31.1.1998.
Optees of RRECHS will also have the option to switch over to RELHS-97 by
making payments as advised above before 31.1.1998, after which RRECHS will
stand withdrawn and no fresh registration/ extension under RRECHS will be done.
Medical facilities as per rules under RRECHS will however continue to be
extended on the basis of valid RRECHS cards to those, who have already
renewed and subscribed under the scheme, till the date of current validity and no
further extension will be done after that.
Wide publicity should be given provisions of RELHS-97. In addition to publishing in
the gazette, a brief notification has given in Annexure (A) shall be inserted in the
newspapers.
This has the approval of the President and issue with the concurrence of finances
Directorate of the Ministry of Railways.
These orders will take effect from the date of issue of the letter and only the cases
of medical treatment taken on after this date will be covered under the new
scheme, viz. RELHS-97.
ANNEXURE *A'
PRESS NOTE
Ministry of Railways has introduced a new health Scheme for the retired railway
employees titled as "Retired Employees Liberalized Health Scheme-97". The
medical facilities under this scheme will be admissible to those retired railway
employees, who have put in at least 20 years qualifying service on the Railways.
The scope of the facilities will be at par with the serving employees. A one-time
payment equal to the last month's basic pay drawn at the time of retirement will

have to be deposited. Under this scheme, the definition of family will be the same
as for serving employees and that of dependents as in the Pass Rules/IRMM-81.
The existing retired railway employees & surviving spouses of deceased
employees who have not joined RELHS can join RELHS-97 before 31.01.1998. In
this case, they will be required to make payment of an amount equal to the
payments under RRECHS from the date of superannuation to the date of joining
RELHS-97, in addition to the equalized basic pay at the time of their retirement, as
a result of the recommendations of successive pay commissions after the date of
retirement of the employee.
Full details of the scheme may please be obtained from the nearest divisional or
zonal railway hospital by sending self-addressed envelope size 22 cm. X 15 cm.
with postage affixed for.

The question of extending RELHS 97 facility to those retired railway employees also
who joined Railways late but retired at the normal age of superannuation before completing 20
years of service i.e. the minimum qualifying service required for joining RELHS, has been
engaging attention of Ministry of Railways for some time. The issue was also been raised by
both the recognized employee Federations (AlRF & NFIR).
After careful consideration in the matter, the Competent Authority in tho Ministry of
Railways has decided to extend facility of joining RELHS 97 to all those railway employees who
retired at the normal age of superannuation irrespective of number of years of their service
before superannuation. If such employees have any previous service from any other Government
Department which makes them eligible for medical facility of that Department also, they should
opt for one of the two facilities viz. medical facility of the Department of previous service or
RELHS-97.
Other terms and condition of joining RELHS-97, mentioned in Board's letters cited under
reference, will remain unaltered.

The matter has been examined in consultation with Finance Directorate and it has been
decided with the approval of the Competent Authority that exclusion from mandatory joining of
RELlIS -97 may be given in cases of those retiring railway employees who are covered for life-
long comprehensive medical treatment facility for self and dependenus), if any, Oil the RELHS
or any other Central/ State Government medical facility on the strength of the medical card of
their spouse. However, such retiring railway employees will be required to submit a copy of
medical card of their spouse in which they have been included as a beneficiary for self and
dependenus), if any, for life-long comprehensive medical treatment facility on the RELHS or
any other Central! State Government medical facility on the strength of the medical card of their
spouse along-with an undertaking that the retiring employee wil] never request for issuance ~.
RELHS card in future.
This will take effect from the date of issue of these instructions.

Subsequent to the issue of Board's letter No. PC-V/98/117/1/l dated 7-2-2008, references
were received from pensioners/family pensioners and banks seeking clarification as to whether
those pensioners/family pensioners who are members of RELHS and availing OPO facility are also
eligible for the Fixed Medical Allowance .
.., The matter has been examined and in reference to the Board's letter dated 7-2-2008 ibid, it is
clarified that since actual enrolment under the Health Scheme is not mandatory, those
pensioners/family pensioners who. in terms of Board's letter No.97/H/28/1 dated 23-10-97. are
eligible to become members of the Scheme but are not actually enrolled are also entitled for grant of
Fixed Medical Allowance. Pensioners/family pensioners who possess RELHS card & avail OPD
facility are NOT entitled for Fixed Medical Allowance, whereas those who possess RELHS card but
do not avail OPD facility (except in cases of chronic diseases, as defined in Board's letter
No.2006/H/DC/JCM dated 12-10-2006) are entitled for Fixed Medical Allowance.
3. Further, FMA and arrears of FMA would continue to be paid, as earlier, to pensioners/family
pensioners only after submission of the enclosed undertaking form to the Pension Disbursing
Authority (PDA) thereby implying that fulfillment of the following two conditions is mandatory [01'
becoming admissible for FMA:-
(i) the pensioner/family pensioner is residing beyond 2.5 kms from the nearest health unit;
(ii) the pensioner/family pensioner is not availing the facility of OPD (except in cases of chronic
diseases as mentioned in para 2 above).
