PROMINENCE: Bishop Joel Baylon of the Diocese of Legazpi is a prominent


Catholic leader in the Philippines. He has been actively involved in various
aspects of ministry and social advocacy. Appointed as the bishop of Legazpi
in 2009 by Pope Benedict XVI, Bishop Baylon has focused on deepening the
participation of the laity in church life, particularly through initiatives like the
"Year of Participation" in 2024, which emphasizes active engagement in
liturgy and mission work.
Additionally, Bishop Baylon serves as the chairman of the Episcopal
Commission on Prison Pastoral Care (ECPPC) under the Catholic Bishops'
Conference of the Philippines (CBCP). In this role, he has been vocal in
opposing the death penalty and advocating for the dignity of human life,
urging anti-death penalty advocates to influence public opinion and work with
the government to ensure laws defend human life.

II. BIOGRAPHY

Bishop Joel Zamudio Baylon, D.D. was born on Jan 29, 1954, in Milaor,
Camarines Sur. He was ordained a priest on Oct. 18, 1978, in Polangui, Albay
province. On Feb. 14, 1998, Pope John Paul II appointed him Bishop of
Masbate. On March 25, 1998, he was ordained bishop at St. Gregory the
Great Cathedral, Legazpi City. Pope Benedict XVI appointed him Bishop of
Legazpi on Oct. 1, 2009. His episcopal motto is "Sub Tuum Praesidium"
(Under Your Protection). He serves currently as the chairman of the Episcopal
Commission on Youth (Catholic Bishop's Conference of the Philippines).

III. SIGNIFICANCE
