POSITION PAPER

COMMITTEE: DISEC
AGENDA: Acquisition of Nuclear Sources
and Weapons of Mass destruction by
extremists with special emphasis towards
combating illicit brokering activities.”

COUNTRY: KUWAIT

Kuwait is a developing country committed to regional stability and global peace. Kuwait

does not condone the use of nuclear weaponry or any form of nuclear energy 99.9% of its

energy is run on fossil fuels thus it is a Nuclear-weapon-free state. Kuwait has repeatedly

supported international event efforts to prevent illicit brokering by being a part of

relevant treaties agreements and organisations.

Kuwait has ratified the NPT(Non-Proliferation of Nuclear Weapons) BWC(Biological

Weapons Convention) and the CTBT(Comprehensive Nuclear-Test-Ban Treaty).

Kuwait has been a strong advocate for the TPNW(Treaty of the Prohibition of Nuclear

Weapons) and has consistently voted in favour of UN resolutions that call on all states to

sign, ratify, or accede to the treaty as soon as possible. Kuwait believes that the TPNW is

an important step toward achieving a world without nuclear weapons, and that cosmos

adversary to the treaty is essential. Kuwait has enhanced its national export control

regulations to ensure strict oversight of the transfer of sensitive materials and dual-use

technologies. This includes implementing robust licensing procedures and compliance

checks to prevent unauthorised exports. Kuwait is an active participant in international

fora and regularly participates in counterterrorism training. The nation is a member of

the Global Coalition to Defeat ISIS and co-leads the Foreign Terrorist Fighters Working

Group with Türkiye and the Netherlands. The United States provides military and

defence technical assistance to Kuwait from both foreign military sales and commercial

sources. U.S. personnel assist the Kuwait military with training, education, readiness,

and warfighting

Enhanced National Export Control rules: Kuwait is a supporter of more stringent

export rules at the federal level. This calls for rigorous licensing procedures and

compliance checks to guarantee that sensitive materials and dual-use technology are

moved responsibly and under international laws.

Policy Harmonisation: Kuwait supports global coordination of export control

legislation. This requires collaborating with other nations to set uniform laws and

procedures for the transmission of sensitive documents to narrow gaps that

unscrupulous brokers commonly exploit.

Public-Private Partnerships: PPPs(Public-Private Partnerships) are being incentivised

in Kuwait. Collaboration with private-sector firms with experience and resources can

improve monitoring and detection skills dramatically. Such collaborations can result in

creative solutions that adapt to the changing strategies of criminal networks.

International collaboration: Kuwait emphasises the importance of international

collaboration in combating unlawful brokering. The country may propose the

construction of dedicated platforms or working groups within international

organisations to facilitate information sharing, capacity building, and international

coordination.
