What I Need to Know
This module provides information about the present drug scenario in the Philippines,
the different classifications of drug abuse, and their harmful short-term and long-term
effects on the body. This introduces basic terminology and facts about drug education;
the effects of addiction and the health risks of substance use. People are most likely to
begin abusing drugs during adolescence and young adulthood and there are many
reasons adolescence use these substances. When Philippine President Rodrigo R.
Duterte assumed office in 2016, his government launched an unprecedented campaign
against illegal drugs and as of this time amidst pandemic Covid-19, the drug problem
in the Philippines has primarily been viewed as an issue of law enforcement and
criminality.

To make you aware of the present situation, this material contains practical information
and exercises designed to help you apply to your lesson and activities.

1 Use and Abuse
In the Philippines, drug use and abuse is a social and health concern. Drugs are very
helpful and useful when used properly. It brings a host of benefits to individuals,
families, and communities. However, if the person makes a list of the benefits and
drawbacks of their continued drug use and carries that list around them, it may lead
to one’s life in danger. Videos and documentation are provided to realize the real

What is It
Drug Scenario in the Philippines

It was concluded in 2009 that illegal drug use was a significant problem in the
Philippines due to corruption and poor law enforcement. President Rodrigo R. Duterte
promised to solve the illegal drug problem in the country, which, according to him, was
wreaking havoc on the lives of many Filipino families and destroying the future of the
Filipino youth. He declared a “war on drugs” targeting users, peddlers, producers, and
suppliers, and called for the Philippine criminal justice system to put an end to the drug
menace. There are numerous active and known government institutions engaged in the
various aspect of drug abuse control and prevention.
• It establishes the Dangerous Drugs Board which is the policy-making and
strategy formulating body in the planning and formulation of policies and
programs drug prevention and control.
• Operations of the Philippine Drug Enforcement Agency responsible for the
efficient and effective law enforcement of all the provisions on any dangerous
drugs and/or controlled precursor and essential chemical as provided in this
Act.

The following are the usual words you will encounter in studying substance use and
abuse:
Drugs are any substances or chemicals which when taken into the body either
through nasal, oral, transdermal, or intravenous way have psychological, emotional,
and behavioral effects on a person.
Drugs of abuse are drugs commonly abused by users. In the Philippines, the
three drugs of abuse are shabu, marijuana, and inhalants.
Drug dependence is a cluster of physiological, behavioral, and cognitive
phenomena of variable intensity in which the use of drugs takes on a high priority
thereby creating a strong desire to take the substance.
Drug misuse is the use of a substance incoherent or inconsistent with the
prescribed dosage or frequency of use.
Drug abuse is the use of a substance for non-medicinal purposes. Abuse leads
to organ damage like brain damage and liver damage, addiction, and troubling
behavioral patterns.
Drug tolerance is the condition of the body to adapt to the effects of substances
to the body thus requiring an even larger amount of the substance to experience the
same physiological and mental effect experienced when taking the smaller dosage.

The goal of prevention is to minimize the effects of risk factors and to strengthen the
protective factors against substance use. Risk factors are factors that increase a
person’s risk. The table that follows shows five settings where people are affected by
these factors and where interventions can be made.

Most of the drug users in the Philippines are young people. The majority of the drug
users are students like you with marijuana being their drug of choice. The most
commonly abused and classification of drugs in the Philippines are:
Gateway drugs such as cigarettes and alcohol are legal drugs that a non-drug
user might try which may lead to the use of other addictive drugs.
Stimulant drugs are drugs that temporarily increase the alertness and physical
strength of a person.
Narcotics are drugs used in medicine to relieve pain and induce sleep.
Hallucinogens are drugs that produce hallucinations such as hearing and seeing
nonexistent things.
Inhalants are drugs that are used in medicine to relieve symptoms such as those
of asthma and clogged nose. These are substances in gas form that can be inhaled to
exert effects on the body or the brain.
Depressant drugs slow down a person’s central nervous system.

There are many common misconceptions about drugs and alcohol, but even more myths
about drug addiction that most believe to be true. You must understand that it is not
easy to know and feel the effects of drugs on the body. Effects are not always the same
as drug users. It is important to remember that each individual’s brain capacity and
function and total body chemistry are different from other persons, thus we have
different reactions to drugs and substances.

You take a look at a few of the most common myths surrounding addiction and consider
how many of them or someone you know may believe.

According to the Dangerous Drug Board, the common signs and symptoms of drug use
are the following. Remember that having some of these signs doesn’t immediately make

• becomes implicated in a lot of fights
• loss of interest in hobbies or sports
