Detail of the committee constituted by the Advanced Studies and Research Board in its 85th
meeting vide 1221/DASR dated 8th December 2023 for proposing MPhil/PhD Regulations.
i. The candidate must have a sound reason for migration and a certificate of good
conduct.
ii. Migration applications shall only be entertained on the IUB-prescribed application
form.
iii. The university /institute from where the student intends to migrate should be
recognized by the HEC, and the degree program shall be accredited by the relevant
accreditation body/council of Pakistan if required under the auspices of the
accreditation council/professional forum.
iv. Migration from foreign DAIs/Universities will not be allowed at the postgraduate
level.
v. Migration shall be allowed subject to the availability of the program and seat in the
respective department. Moreover, the supervisor's consent is mandatory.
vi. If the applicant is enrolled in any distance learning/weekend program, migration shall
not be allowed to IUB.
vii. No migration shall be allowed if the applicant has been dropped out, rusticated, or
expelled, or his/her entry is banned in the parent institute for any reason whatsoever at
any time during his/her academic career.
viii. No migration shall be allowed if the parent university/institution is located in the
same city.
ix. The concerned Board of Studies (BoS) can consider a student for migration from
another HEC-recognized institute/university to the Islamia University of Bahawalpur
if he/she has passed the requisite admission test before getting admission.
x. Migration without an admission test may be allowed provisionally. However, the
student shall pass the prescribed admission test within six months of the migration. If
he/she fails to clear the admission test within six months, his/her admission will be
canceled.
xi. Candidate must fulfill the conditions of admission into the Islamia University of
Bahawalpur, including the comparable ranking on merit determined by the University
for that session.
xii. The contents of the course(s) for which credit is claimed, shall be concurrent to the
course included in planned coursework of IUB as determined by the respective
department. The detailed marks certificate will be required from the applicant for this
purpose along with the details of course contents duly approved by the relevant bodies
of that institute.
xiii. Courses with less than 60% marks shall not be considered to transfer credit hours.
xiv. The student shall pass the deficiency courses, if any, after migrating to the Islamia
University of Bahawalpur as determined by the respective department/supervisor.
xv. The migrated student will pay the prescribed fee for the deficiency course(s) if
required to undertake.
xvi. The student shall pay all prescribed fees and dues including the tuition fee,
examination fee and semester fees along with registration fee, and fulfill all other
requirements as per rules and regulations of the University.
xvii. The student migrating to IUB shall have to pay Rs. 5000/- or Rs. 10,000/- fee (or
prescribed from time to time) for processing of migration for all MPhil & PhD
programs, respectively. If applicant is seeking migration from HEC recognized
Private Sector University, the applicant has to pay processing fee Rs. 30,000/. Such
fee will be non-refundable even if the migration is not approved.
xviii. The Chairperson/Convener of the BoS at IUB shall constitute a migration committee
for MPhil & PhD programs comprising 3 internal members of the concerned BoS.
The university shall decide a migration case within 30 days provided that the
application is submitted with all prerequisite documents and completed in all
manners. If the meeting of the BoS is not expected within 30 days, the chairperson/in-
charge of department shall refer the case to the said committee, which will decide a
migration case without any further delay.
xix. The student has to apply for migration well before the start of semester. The
applications submitted during the semester will only be entertained for the next
semester. There will be no migration during the continuation of the semester.
xx. The Chairman/Chairperson of the Postgraduate Migration Committee can call a
meeting any time in case of any urgency.
xxi. Where applicable, a student preferably should have passed the comprehensive
examination from his/her parent institute/university before the migration. Otherwise,
the department where the credit hours are being transferred will conduct the
comprehensive examination according to the course contents he/she has passed. A
student will pay Rs. 10000/- fee for the conduct of the comprehensive examination of
the postgraduate program.
xxii. The migrated student will spend at least half the time duration /credit hours at IUB
during his/her studies i.e. two and three regular semesters for MPhil and PhD,
respectively.
xxiii. A student enrolled in the Islamia University of Bahawalpur can also migrate to
another institute/university if the applicant meets the migration requirements of the
recipient university/institution.
xxiv. The Vice-Chancellor will allow the migration on the recommendation of the
migration committee, and it will be notified by the Directorate of Advanced Studies
and Research.
