2024-2025 Important Notices for
International Student Admissions
1. Applicants who are not citizens of the R.O.C. and intend to enroll at TCU as international
students must never have been expelled from any school in Taiwan. Those who have obtained
degrees in Taiwan, and plan to pursue a higher degree, will be treated as domestic students.

2. With the exception of "International Biomedical Graduate Program (IBGP)" applicants, all
applicants should be proficient in Chinese, including listening, speaking, reading, and writing.
You may be requested to take Chinese lessons at your own expense at the TCU Chinese
Language Center, if you cannot keep up with the class, and the University will extend your
admission status for one more year.
3. Program Duration:
A. Ph.D. programs：2-7 years; master’s programs：1-4 years; Post-Baccalaureate School of
Chinese Medicine program：5-7 years; undergraduate programs：4-6 years.
B. Those who graduate from Hong Kong, Macau, or elsewhere and whose final year of study is
equivalent to Taiwan's eleventh grade, must take 12 additional credits in TCU, according to
the designation of each department, in addition to other credits required by the department.
This rule also applies to students who complete Form 5 in Hong Kong or another overseas
country.
4. Students must meet the foreign language requirements, before graduating from the
University.
5. Fees and Expenses:

A. Tuition and Fees：Tuition and fees for international students are the same as those for
domestic students. Please visit the Accounting Office’s website for details：

B. Health Insurance：International students must submit proof of at least six months' health
insurance coverage when entering Taiwan. If you are not insured, OIA can assist you in
acquiring the necessary health insurance coverage in Taiwan.
C. Housing：Students can apply for campus housing through the Office of Student Affairs before
the deadline.

Application guidelines are based on the Articles of International Students Undertaking Studies in Taiwan：

1. Applicants are eligible to apply as international students, if they meet all of the following
requirements:
A. Not R.O.C. citizens
B. Not applying as overseas Chinese
C. Not graduated from a high school in Taiwan
D. Have never been expelled from other academic institutions in Taiwan
E. Were formerly R.O.C. citizens, but R.O.C. nationality has been renounced for over 8 years (must submit
proof from the Ministry of Interior on non-R.O.C. citizenship status of at least 8 years)
2. According to Article 2 of the Taiwan Nationality Act, the following individuals are R.O.C. nationals:
A. Their father or mother was the citizen of R.O.C., at the time of their birth;
B. They were born after the death of their father or mother, who was a citizen of R.O.C. at the time of
death;
C. They were born in the territory of R.O.C. and their parents are unknown or they are without nationality;
D. Are naturalized R.O.C. citizens.
3. Academic Requirements
A. International students with high school diplomas are eligible to apply for undergraduate programs,
bachelor’s degrees for master’s programs, and master’s degrees for Ph.D. programs.
B. Academic credentials must be in accordance with the Regulations of International Students Undertaking
Studies in Taiwan.
(1) Academic credentials from Mainland China：
Regulations Governing the Accreditation of Schools in Mainland China shall apply.
(2) Academic credentials from Hong Kong or Macau：
Academic Credential Verification and Accreditation Methods adopted in Hong Kong and Macau
shall apply.
(3) Academic credentials from other areas:
Academic credentials earned at overseas Taiwanese schools or Taiwanese schools in Mainland
China shall be regarded as the same as those at domestic schools with equivalent levels.

5. There is NO application fee.

6. Online application
A. Applicants must apply and submit the required information online.
B. Access TCU’s website by https://www.tcu.edu.tw, and click application for Fall 2024 or Spring 2025.
Select online application, choose “International Student,” input your passport #, and then fill in the
required information.
※ Please note:
(1) To ensure the safety of applicant’s information, Google Chrome is preferred; try not to use a
mobile phone or tablet to input your data.
(2) To avoid network congestion, applicant shall start the application process as early as possible.
The applicant should pay attention to the deadline, and make sure to do it before the deadline.
(3) For inputting the university code, those who are from Hong Kong or Macau must use “Y7777,”
while those from elsewhere must use “Y6666.”
(4) Make sure the information given is accurate and complete, and the applicant is unable to make
any revisions after submission. Moreover, asking for a copy of any submitted information, after
submission, is not permitted.
(5) Ensure that all required documents are submitted. Should there be any missing documents, please
submit them before the deadline.
(6) An online application may only apply to three departments maximum. In case there are more than
three departments, TCU will only accept the first three.
(7) Right after the admission is granted, applicants must allow TCU to use their personal information
to carry out needed verifications, publish the list of admitted applicants, and input them into
TCU’s administrative system.

 Completed application form〈Attachment 2〉: This form has two pages. Please combine
2 them into one document and upload them to the Application System.
 Proof of nationality, such as passport or identification document with photo
 Proof of parental (both parents) nationality, such as parents’ passports or identification
3 documents with photos. If one of them passed away, please provide the relevant
documents.
4  Status Check and Affidavit Form〈Attachment 3〉
 Documents issued by the Ministry of Interior indicating that the person concerned has
given up R.O.C. nationality for at least 8 years. (For applicants who once had R.O.C.
5 nationality and have household registration in Taiwan, but now hold foreign nationality
only.)
 Declaration Form〈Attachment 4〉: This form has two pages. Please combine them into
6 one document and upload them to the Application System.
 Statement of financial condition issued by a bank or a scholarship certification.
The applicant must ask the financial institution(s) to present written evidence(s)
showing the applicant has a total of at least US$2,500 or NT$75,000 in his/her
account(s). If the applicant is not the owner of the account(s), he/she must ask the
7 account's owner to be the guarantor, who must submit a letter stating the
relationship with the applicant, and promising to fulfill the obligation of fully
supporting the applicant’s expenses in Taiwan.
 If the document is not in English or Chinese, the applicant must translate it into English
or Chinese.
 A copy of certificate of enrollment or highest education diploma:
If the document is not in Chinese or English, a translated copy is required. The certificate
8 of enrollment can be used to indicate applicants’ status during the application period,
and the verified diploma is required for enrollment.
 A copy of official transcript of academic performance (which contains the grades of
every semester and with class ranking in number and percentage)：If the transcript is not
9 in Chinese or English, a translated copy is required, and the verified official transcript is
required for enrollment.
 Requirement for Language Proficiency: If the language of instruction for the applicants'
department/institute/program is English, the applicants must have reached level B1 of
the Common European Framework of Reference for Languages (CEFR) or its equivalent.

Applying for bachelor’s program:

 Applicants from Hong Kong, Macau, or elsewhere, who have graduated
in June, must submit their high school diploma with the school’s official
stamp on it.
 Those who haven’t graduated from high school until November, such

 Those applicants from countries that have a different school system,

in high school.
 Applicants must submit the transcript containing up-to-date
information. If the last semester’s grades are not available when filling
out the application, they should submit an official transcript to TCU on
the enrollment day (first day of classes).

report of their English Proficiency Test, and they need to provide the

1. Applicants are from English-speaking countries:
If English is their country's official or commonly used language,
applicants must provide a school-issued document stating that the
courses are in English.
2. Students obtain their previous degrees in English-speaking countries:

3. The courses of students' previous degree program (or high school

Meet the deadline

 Should applicants fail in meeting the deadline or haven’t sent in the required documents, their
applications won’t be accepted.
 TCU will review the applications, and if applicants do not meet the requirements, or fail to submit
all required documents, TCU will reject them.

If there is any falsification on the submitted documents, the following actions will be carried out:
 If the applicant has been admitted, admission will be revoked right away.
 If the applicant is a current student, permanent termination of an individual's status as a student
will be carried out, with the loss of all rights and privileges. Scholarships received must be
returned.
※ The School of Medicine and the Post-Baccalaureate School of Chinese Medicine are open only during
the first application period of Fall 2024.

14. Enrollment
A. TCU will send admission notification in August. For any questions, contact the Registrar.
B. International freshmen are required to submit the following to the Registrar on the first day of
classes, and before enrollment:
(1) Passport or identification card
(2) Official diploma, which has been verified by Taiwan’s Representative Office overseas (such as
Taipei Representative Office or Taipei Economic and Cultural Office).
(3) Official transcript(s), which has been verified by Taiwan’s Representative Office overseas (such as
Taipei Representative Office or Taipei Economic and Cultural Office).
Note:
 TCU will input international freshmen’s personal information into the school system.
 Those from countries with different school systems and who have completed their senior
secondary education (10th grade & 11th grade), must take an additional 12 credit hours of
coursework before graduating from TCU.
C. Familiarize yourself with the graduation requirements, such as the coursework and semester credit
hours that satisfy requirements of the major, general education, English education, physical
education, and pass the required tests.

B. Housing fee:
A standard suite with air-conditioner (A/C) occupies 391 square feet, accommodates four
students, and costs NT$8,200 per student per semester. The A/C charges are extra.
C. Uniform charge:
Students need to wear uniforms. The uniforms, including winter, summer, and casual wear, are
measured and made for each student. The University subsidizes 50% of the charge, and each
student needs to pay the rest, which is NT$3,110 (female student) or NT$ 2,530 (male student).
D. Living expenses:
The expenses vary with each individual, ranging from NT$5,000 to NT$7,000 per month. You
must buy bedding supplies and personal items before opening a bank account in the first month
after your arrival; please prepare an extra NT$20,000 cash. You also need to pay for the
textbooks; their prices vary depending on the courses you take and the instructor’s
requirements.

16. Refund of the tuition & fees:
A. Suppose those who decide to withdraw from the degree program have not utilized any University’s
resources, such as not participating in freshman camps, checking into the University housing,
attending classes, etc. In that case, if they apply within two weeks after the first day of classes,
they do not need to pay the tuition & fees. Students who have paid for it can ask for a full refund.
B. Other students withdrawing from the degree program or requesting a leave of absence shall follow
the following table to pay tuition & fees or ask for a refund:

Note：
According to “Regulations Regarding Study and Counseling Assistance for Overseas Chinese Students in Taiwan,”
the term "Overseas Chinese Student" refers to a student of Chinese descent born and having lived overseas until the
present time, or who has been living overseas for six or more consecutive years in the immediate past, and obtained
permanent or long-term residency status overseas. Note that for those applying to study medicine, dentistry, or
Chinese medicine at Taiwanese universities, the minimum required number of consecutive years of overseas
residency is eight years.
The term "overseas” refers to locations or countries outside Taiwan, mainland China, Hong Kong, and Macao.
“Consecutive years of residency” is defined as staying in Taiwan for less than 120 days per calendar year. If the
calculated calendar year is not a full calendar year, their stay in Taiwan should not exceed 120 days within the calendar
year.

2. I hereby certify that I understand the definition of ROC nationality under Article 2 of Nationality
Act, which states that a person holds ROC nationality, if he/she meets any of the following：
(1) His/her father or mother was a national of the ROC when he/she was born.
(2) He/she was born after the death of his/her father or mother, and his/her father or mother
was a national of the ROC at the time of death.
(3) He/she was born in the territory of the ROC, and his/her parents can’t be ascertained or both
were stateless persons.
(4) He/she has undergone the naturalization process.
3. I now certify that I qualify for one of the following five conditions:
(1) At the time of application, I hold a foreign nationality, and I am not an overseas compatriot
student, nor have I ever possessed ROC nationality.
(2) At the time of application, I have a foreign nationality and ROC nationality, but have never had a
household registration in Taiwan and have been living in a foreign country continuously for
more than six years (more than eight years needed for applications to School of Medicine or
Post-Baccalaureate School of Chinese Medicine). Moreover, I am not an overseas compatriot
student or being regarded as a student from the University Entrance Committee for Overseas
Chinese Students in the year of enrollment.
(3) At the time of application, I have a foreign nationality and permanent resident status in Hong
Kong or Macao, having no history of a household registration record in Taiwan and, at the time
of application, have resided in Hong Kong, Macao, or another foreign country for at least six
consecutive years (at least eight straight years for those applying for School of Medicine,
Post-Baccalaureate School of Chinese Medicine).
(4) At the time of application, I am a former citizen of the People's Republic of China (mainland
China) and hold a foreign nationality, and having no history of household registration record in
Taiwan. Moreover, I have resided overseas continuously for at least six consecutive years, or at
least eight straight years for those studying in the School of Medicine, or the
Post-Baccalaureate School of Chinese Medicine. I hereby certify that I do not hold the
nationality of Hong Kong, Macau, and People’s Republic of China.
4. All the documents I have provided (including diploma, passport, and other relevant documents,
whether original or copy) are legal and valid. Should any of the documents be found to be altered
or violate any University regulation, I will lose my TCU admission privilege, and the University will
issue no certificate of attendance for credits completed.
5. Proof of the highest level of education attained that I have provided (for bachelor's degree, high

school diploma; for master's degree, bachelor's degree; and for a Ph.D. degree, master's degree) is
valid and legally recognized by the country in which I received such education. The diploma
provided is equivalent to that which certified schools in Taiwan award. If this is found to be
fraudulent (including those through alterations and forgery) and in violation of any regulation, my
admission will be refused, my student status revoked, and no transcript or diploma will be issued.
6. I have never been expelled from any university or college in Taiwan under these circumstances
(with drop-out records due to failure in conduct grades, academic grades, or been indicted under
criminal law). Should I breach any regulations, the University can deny my admission and my
student status.
7. During my study period, if I apply for initial household registration in Taiwan, acquire naturalization
or restoration of Taiwan Nationality, and thus lose my status as an international student, I am
willing to accept it.
8. I have read all the regulations in the admission handbook and complied with the rules as set forth.
