1 INTRODUCTION
This Method Statement covers the land transportation, load-out at Austal Philippines jetty, marine
transport to float-off location and float-off of H419 High Speed Vehicle (HSV) ferry and is subject
to our normal terms and conditions of carriage.
This method statement represents the procedures to be followed, drawings, back up engineering
and risk assessments to ensure the safe and professional handling of the ferry.

It is the aim of this Method Statement to define and describe the equipment and safe procedures,
which are to be employed by ALE to conduct the operations in compliance with the following
legislative and guidance documentation:

1.2. PARTIES

are listed below:

2. MANAGEMENT OF OPERATIONS
Outlined below are the responsibilities of ALE personnel. This section also details the procedures to
follow if a deviation from the original operations procedure occurs.
The Project Manager has overall responsibility for Quality management and performance of the
Project as well as for the coordination of Quality aspects via the HSQE Officers, and Project
Engineers.
His major roles and responsibilities for the Quality management are to:
Be completely familiar with the Contract Scope of Work, drawings, and specifications.
Communicate the minimum Quality requirements to personnel and suppliers.
Address and resolve, to Company's satisfaction, issues identified during company and / or
third-party reviews, audits, surveillance's, and inspections.
Implement and maintain the internal Quality audit / surveillance schedule to provide periodic
verification of compliance with the ALE IMS and contractual requirements. This will include
suppliers.
Have the authority to stop Work for cause, reject work, initiate remedial work, propose
solutions, and reject services not in compliance with the Contract.
Establish the Project Quality Management Plan incorporating regulatory requirements,
Company and ALE policy requirements and the requirements specified in the contract
documents.
Perform in-process and follow-up inspections on each of the work segments to ensure
compliance with the Contract. Upon request, accompany Company or any other authorised
representatives on such inspections.
Coordinate required test, inspections, and demonstrations with Company or any other
authorised representatives having jurisdiction.
Inspect ALE purchased materials and equipment arriving at the Work Sites upon
mobilisation.
Prior Ensure the identification and dissemination of all ALE, regulatory, and Company
requirements for engineering, to all concerned personnel.
Participate in hazard and risk control / risk reduction identification during the Project phase
and evaluate potential consequences on quality.
Ensure the establishment of measures against anticipated hazards and ensure their
incorporation into the design.
Participate as technical authority in terms of process / service non-conformity, advising the
Project Manager.
Ensure the evaluation of the reliability, accessibility, constructability, operability and
maintainability of plant and equipment in a systematic manner through all necessary studies
and reviews.
Liaise with Supervisors to ensure that the works are carried out in accordance with the
method statement and risk assessment.
Ensure that lifting and transport configurations are compatible with the HIP Turbine and TG
Stator lifting and transport requirement.
Manage the operational team at site related to land transportation including the SPMT
operators and assistants
Monitor operational site budget and report any potential variations or deviations from agreed
scope of work to the project manager.
Ensure all pre-operational checks are carried out and recorded. Report any deviations and
or malfunctions of equipment in a timely manner. When equipment has been reassembled
post-transport, ensure a functional test is carried out on site.
Attend and participate in project meetings as required
Ensure that all work is carried out according to the risk assessment method statement
Ensure that all work is carried out according to the project traffic management plan (if any).
Deliver, organize and attend toolbox talks and kick-off meetings at the beginning of each
project.
To communicate regularly with the client, project manager, and operations manager during
the project in a professional manner.
Carry out and record site inspections at the beginning of a journey.
Ensure that all Health, Safety, Quality and Environmental (HSQE) or Project HSSE
requirements are met.
Follow the correct procedure to report details of any accident, incident or nonconformity and
to participate in the investigation of the aforementioned.
Carry out route surveys when required.
Support the operations manager with performance review of operational employees.
Use all required Personal Protective Equipment (PPE). It is your responsibility to maintain all
PPE issued to you and to report any defects as soon as possible. Ensure all other ALE
personnel wear PPE (as per project procedure PPE requirements).
When safety is being compromised, then it is your duty to bring the matter to the attention of
the Project Manager/ HSQE Officer/ Project Engineer.
To contribute to a co-operative working environment within the company and client.
Promote and ensure good housekeeping is practiced at all times.
Manage the operational team at site related to marine works including mooring winch
operators, ballast operators, tug captains and their respective subordinates
Will act as the ballast supervisor and will be responsible in ensuring that the ballasting done
by the ballast operators is as per the approved ballasting plan
Monitor and manages the activities of the marine equipment (barges, tugs, mooring and
towing equipment, etc.) involved in the operations
Conduct inspections on-board of the vessels and assess if all equipment to be used are in
order.
Laisse with harbour authorities
Assist in the operational readiness of the vessels
Advise the project manager or the operations manager on the standard maritime rules and
regulations
Make suggestions for improvements and saving within areas of involvement
Monitor operational site budget and report any potential variations or deviations from agreed

This procedure has been prepared to categorise and authorise any intended deviation from the
intended scope of works outlined within this safe system of work. The ALE Operations Supervisor on
site is responsible for the work being conducted in accordance with the current approved Method
Statement. Any deviation from that approved method is categorised as follows:
Any change from the intended scope of work must comply with the manufacturer’s recommendations
for the use of the equipment and any associated procedural documentation, i.e. ALE and client
procedures and / or requirements. Where there is any doubt as to the implications changes may have
on the safety and / or integrity of the system/equipment or any conflict from the client’s representative
on site, for whatever reason, this change will become a category 2 – Major and the appropriate
category 2 action will apply.

Example of a record of authorised changes during the execution of work within an ALE Method Statement
When there is a situation or area on site that any person believes is no longer safe, and the
unsafe situation is caused by factors beyond the control of ALE personnel, the supervisor has the
authority to stop all ALE activities at all times.
The unsafe situation / activities / area will be reported to the client to take measures to make it
safe again for the activities to continue.
No ALE activities will be performed until the situation or area is again made safe for working by
the client or the client’s agent. Should the measures taken by the client prove inadequate, the
works can and will be stopped until adequate steps have been taken. ALE cannot be held
responsible for any delays resulting from works being stopped due to unsafe situations.
A toolbox talk record is provided for the purpose of recording the initial toolbox talk on
commencement of the works under the scope of this Method Statement. A toolbox talk record
sheet is also provided within the appendix of this document and should be used to record any
future toolbox talks conducted on site. A minimum of one daily toolbox talk should be conducted
at the earliest opportunity prior to commencement of works.
The record is to be completed by all ALE and subcontracted labour personnel employed within
the scope work and working to this Method Statement and associated Risk Assessment.
Prior to commencing the operation all site personnel are to sign the toolbox talk sheet to confirm
that a clear briefing explaining the job has been given and is understood:
‘I am satisfied that I understand the work to be carried out. All known hazards have been
identified to me and I have been made fully aware of the control measures in place to reduce any
risk to both myself and others’.
3.1. GENERAL
3.2. RESPONSIBILITIES
Outlined below are the responsibilities of ALE personnel associated with ALE’s on-site operations.
1. The ALE land transport supervisor is responsible for the performance of the operational
disciplines during land transportation and load-out, which can be divided into two main areas,
namely on-site operations and equipment maintenance.
2. All operations associated with the land transportation and load-out operation of the heavy lift
item are under the direct control of the ALE land transport supervisor.
3. During the operations, the ALE trailer operator will monitor his own trailer group, controlling
suspension pressure, trailer height and steering.
4. After any break in the operational procedure, a walk round and visual inspection will be made
of the equipment in its current set-up to check that nothing has changed since leaving the
work place.
5. The ALE operators (trailer, winches, ballast) are capable of fixing most problems that can
occur during the operations.
6. Other maintenance personnel are available on call to assist in rectifying any equipment
malfunction in the shortest possible time.
7. Vessel supervisor/superintendent is responsible for maintaining the barge level during load-
out operation as per limitations described in this method statement
8. Vessel superintendent leads whole float-off operation as per the approved float-off plan.

4. OPERATIONAL PROCEDURES
On the days that a preparation of equipment will take place there will be a ‘toolbox’ talk prior to
the start of activities that will review the following items:
a) Procedures, requirements and details specified in the work plans and drawings.
b) Review of safety items such as weather concerns, plant activity, escape routes, contingency
plans, locations of fire-fighting and personal safety equipment etc.
c) Designate key personnel, such as signalman, tagline handlers etc.
d) Complete and sign off all appropriate checklists and safety permits.
e) Check the placement of all banners and barricades that define the safety boundaries of the
work areas.
f) Discuss and give due consideration to any additional appropriate steps that any participant
feels are necessary to perform a safe and timely operation.
Note: Weather forecasts will be obtained prior to the operation. If the forecasts, in conjunction with
the actual wind speed-readings taken, do not give a sufficient window a suitable window a
suitable weather then the lift programme will be re-assessed.
4.1.1 Clear and free access is to be provided for all ALE personnel and equipment during the
operations at the port, fabrication yard, jetty and offshore areas.
4.1.2 Equipment to be used for the operations has complete records proving that these are in good-
working condition.
4.1.3 Manpower operating the equipment are competent and qualified with complete permits.
4.1.4 The transport route from the yard to the jetty area is to be suitably prepared by others to allow
safe passage of the loaded trailer and must be capable of withstanding the loads imposed
during all the operations. Loads are as specified in transport arrangement drawings.
4.1.5 Structural integrity of the heavy lift item during all operations is the responsibility of the client.
4.1.6 Centre of gravity and lashing points clearly marked on the heavy lift item, in case this is not
marked, client will confirm CoG as per weight control document
4.1.7 Sea-bed at Austal’s wharf shall be dredged and surveyed to ensure that sufficient there is
sufficient clearance during approach to wharf and load-out.
4.1.8 Marine areas used on the whole operations have been cleared from any obstruction by the
client. Barge berthing and anchor locations at the key operations area specially the grounding
area at the float-off location shall be surveyed and confirmed to be free from obstructions prior
to start of operations. Any objects that may damage the vessels’ hull should be removed.
4.1.10 Divers for monitoring underwater clearances during the operations shall be well-briefed with
their roles, responsibilities and safety precautions.
4.2.1 The ALE hydraulic trailers, self-propelled modular trailers (SPMT Type) are mobilised to Austal
jetty and are built up into the required configuration for the movement.

4.2.2 Once the trailers are built to the required configuration, the hydraulic and electrical connections
are checked. The trailer operation is also checked and confirmed. Checklists are completed
and submitted to ALE operations team upon completion.

4.2.3 ALE supervisor shall check the location if it is suitable for transport operations and inform ALE
Manager if the area is not suitable and provide recommendations to resolve the issue.
4.2.4 When the Client is ready to transport the item, the trailer will be manoeuvred underneath H419
ferry. H419 cradles should be kept at 1.3m clear height to insert the SPMT.
4.2.5 The trailer will raise the item using its hydraulic system, transferring the weight of the item to
the trailer. The item is raised onto a non-slip medium on the trailer. The pressure levels are
checked to ensure the item’s centre of gravity is central or on the specified location on the
transport arrangement. If required, the item will be off loaded, and the trailer is repositioned,
and the trailer is again raised lifting the ferry.

4.2.6 Once the item is at the required position on the trailer, transport lashings are secured between
the item and trailer.
4.2.7 On a designated date, the semi-sub barge arrives at Austal jetty and is moored in readiness for
the load-out operation of the ferry.

4.2.8 Prior to commencing transport to the jetty area, the following checks are made:

4.2.10 Upon arrival of the item at the jetty, the barge is pre-ballasted in line with the ballast
calculations.

4.2.12 The loaded trailer slowly manoeuvres over the load-out linkspan bridge and roll-on the barge.
The barge is ballasted throughout this operation to ensure that the barge deck remains level
with the quayside.
4.2.13 The barge superintendent following the approved ballasting procedure will instruct the transport
(trailer) supervisor when to move and when to stop as per the ballasting requirement of the
barge.
Throughout the load out operation, constant checks will be made on:
a) Barge level with quay shall be 100mm with ± 50 mm tolerance and clearance between the
load out ramp and quay to be maintained within ± 50 mm.
b) Maximum Barge Trim – to be maintained within 0.5% of barge length.
c) Maximum Barge Heel – to be maintained within 0.25% of barge width.
d) Tide level.
e) Water level in Ballast Tank – by measuring using Giant 5 ballast monitoring systems
f) Structure Level – to be maintained horizontal at all times. No levelling activities will be
performed during load-out operation. Minor corrections (± 50 mm) may have to be carried
out to maintain the ferry level above ramp level, by integral trailer hydraulics.
All of the above is checked by means of visual inspection and barge draft marks.
4.2.14 Once ferry has been aligned correctly to its stowage position, the lashings are removed, and the
ferry is lowered until the keel stands are in contact with the barge deck. Level and alignment are
checked and if necessary, shims are placed in order to ensure an equal loading. Finally, the
ferry is lowered completely.
4.2.15 The hydraulic trailer continues to lower until it is free from the weight of the ferry.
4.2.16 The ferry is sea fastened onto the barge in line with the approved sea fastening calculations.
Sea-fastening works to be done by client.
4.2.17 The guidance crosslines will be attached to the ferry and barge after the load-out is completed.
4.3.1 The object of this procedure is to describe the operations to be implemented if it is required to
abort the load out procedure.
4.3.2 The decision to abort the load out and instigate the retrieval procedure will be taken by the ALE
supervisor in consultation with the nominated representative from the Contractor. This decision
will be made only if it is safer to abort than continue with the load out operation.
4.3.3 The responsibility for performing the retrieval operation will be with the ALE supervisor.
4.3.4 In principle, the retrieval operation will take place after High Water on the falling tide. To enable
this to occur, it will be necessary to de-ballast the barge up against the falling tide to maintain
the level with the quay.
4.3.5 Tractive effort for the retrieval operation will be provided by the ALE transporters in-built
hydraulic drive system.
4.3.6 The actual retrieval operation will follow in principle a complete reversal of the load out
procedure. It will be necessary to reverse the ballast pumps by switching hoses, which can be
achieved within the elapsed time prior to retrieval start. Similar barge control methods and
parameters to those imposed on the load out will apply.
4.4.2. Pre-ballasting for sail-away to be performed as per the approved ballasting calculations.
4.4.5. Mooring lines are slacked until the barge moves away from the jetty.
4.4.6. The cast-off shall be done after receiving the certificate from the MWS.
4.5.1 This section outlines the procedure that will be followed for the mooring of semi-sub barge
(Giant 5) at the float-off location. Based on site weather and operational conditions, the
operation superintendent shall have the authority for altering the approved mooring pattern and
propose additional locations for mooring deployment and which shall be communicated to MWS
representative on board. The tension in the mooring lines should be monitored continuously.
NOTE: Mooring lines are to be monitored with close attention all throughout the operation
accompanied by constant radio communication with the line handlers
4.5.2 The force imposed on a mooring system will be based on the Mooring calculation for Float-Off.
4.5.3 After due consultation with the company/client representative will ascertain the weather
conditions and decide if it is safe to work in the prevailing weather conditions. The operation
shall not be performed / commenced if the weather conditions are exceeding or predicted to be
exceeding the limiting criteria within the next 24 hours after estimated completion time of each
activity. However the project manager, client representative and operation superintendent along
with consultation with MWS and engineering documents can take a call as deemed necessary.
However, barge captain will be final authority on the barge and his decision will be binding on all
parties.
4.5.4 Weather forecast report for every 12 hours shall be made available onboard float-off operation.
4.5.5 At float-off location, 1 bow anchor of Giant 5 will be dropped and the other anchor will be on
stand-by. This will allow the barge to weathervane and find a neutral heading against wind and
current.
4.5.6 Once the barge is oriented on its natural heading, other bow anchor of Giant 5 will be deployed.
4.5.7 Water depth measurements shall take place at the grounding location and shall be aligned with
the required water depth prior to the grounding operations. This can be done by means of
plotting the actual barge orientation on the latest bathymetric survey provided or by actual
measurements of the water level when measuring equipment is available.
4.5.8 Necessary checks shall be made by ALE engineer to confirm that the water depth levels
considering the corrected barge orientation is okay considering the intended float-off stages.
H419 Ferry
4.6.1.1 The client shall liaise with the appropriate local authorities with regards to the float-off
and post float-off operations that are to take place to ensure approvals are obtained
and notices issued to other operators so that unwarranted movement and traffic of
other vessels in the operations site are avoided.
4.6.1.2 Weather forecasts shall be obtained from reputable survey company. The float-off
operation is to be carried out within the approved weather limits and preferably in the
early morning daylight. If night or predawn operation is required, adequate lighting on
the barge and tugs to illuminate the entire float-off area need to be provided on site.
4.6.1.3 Checks shall be made to ensure that no loose item may become dislodged during the
float-off operations. Any such item shall be removed or secured.
4.6.1.4 A check shall also be made to ensure that all non-operational personnel are cleared
from the working areas. All working areas shall be cordoned off to prevent access to
non-operational personnel.
4.6.1.5 A float-off mooring checklist (see in Appendix D) is to be utilized to make sure that all
requirements are satisfied.
4.6.2 PRE-BALLASTING
4.6.2.1 Upon positioning and mooring at the float-off location and subject to a favourable
weather forecast, and approval from the MWS and AUSTAL, the float-off operation
shall commence.
4.6.2.2 The semi-sub barge is required to be pre-ballasted by the semi-sub ballast operators
as per the approved ballast calculation.
4.6.3.1 A pre float-off checklist to be issued for the readiness of the float-off operation.
4.6.3.2 Once the checklist is completed, the operation superintendent may give a go signal.
4.6.3.3 The semi-sub barge is required to be ballasted gradually with small trimming angles
according to the float-off sequence drawing.
4.6.3.4 After completion, the semi-sub barge shall be ballasted for float-off condition. The
semi-sub barge will slowly submerge its main deck until reaching a defined depth as
per the float-off ballast report.
4.6.3.5 The lines between the towing tugs and ferry shall be attached before the ferry gain full
buoyancy. The lines should be in slack condition all the time of the float-off operation.
The tug boat captain shall make sure that the lines do not interfere with the float-off
operation. Refer to the tug line connection details.
4.6.3.6 The aft of the semi-sub barge will be ballasted further down following the approved
float-off sequence until the barge’s skegs are be able to make contact with the sea-
bed surface without slipping away and damaging the barge.

4.6.3.7 Once the semi-sub barge is grounded on the aft, the bow of the barge will be
ballasted down as per the approved float-off plan until the final submerged drafts for
both aft and bow has been achieved. The ferry starts to gain buoyancy during this
stage is still not expected to have sufficient clearance for pull-out. To gain sufficient
clearance, assistance of the tide is required.
4.6.3.8 Intermediate stages between float-off operation will require watertight test as per
Austal’s launching procedure. Any leaks shall be fixed in time without delay to avoid
slipping the window of opportunity for pull-out of H419 which is happening in high tide
only.
H419 Ferry
4.6.3.9 Once the required tide has been achieved, divers will perform clearance checks
between the ferry’s keel and the keel stands.
4.6.3.10 Once sufficient clearance (minimum of 500mm) has been attained between the top of
the ferry keel stands and ferry keel, the ferry can be gradually guided out from the
semi-sub barge.
4.6.4.1 Before the ferry gain full buoyancy, the ferry crew shall throw the floating lead lines
to the tug messenger. The tugs will be located around the barge and ferry
considering the approved towing sequence drawings.
4.6.4.2 The tug’s messenger then attach the towing line to the tug boats.
4.6.4.3 The tug lines should be slackened gently using messenger, so that the wire can
recovered onto the tug’s winch.
4.6.4.4 The operation supervisor may give a go signal for the towing tugs to tow the ferry
transversely out of the semi-sub barge and the crosslines will be acting as guidance
for the ferry.
4.6.4.5 The cross lines shall be released from the ferry once the ferry is manoeuvred from
some distance away from the semi-sub barge.
4.6.4.6 The ferry will be towed sideways/transversely by the tugs clearing the ferry from the
semi-sub barge.
4.6.4.7 Once ferry is cleared from the barge, towing sequence as per the approved towing
drawings for berthing the ferry to Austal wharf shall commence.
4.6.4.8 Good communication is required with the captain advising the tug first and the
master of the vessel then ordering his crew to release in a controlled manner.
4.6.4.9 Towing connections between the ferry and tugs shall be removed after the ferry has
been properly positioned to Austal jetty as per berthing drawings provided.
4.6.4.10 For the Giant 5 barge, the barge superintendent will inform the ballast operator to de-
ballast the semi-sub barge until the sailing draft. The semi-sub barge will then be
moved to back to Metaphil wharf for docking.
Once all operations are completed, all ALE equipment are demobilised from the site.
4.7.1. Keel stands on the deck of the semi-sub barge shall be removed by Austal during
berthing at Metaphil wharf after the float-off operations.
4.7.2. Semi-sub barge and tugs to be demobilised once they are back to their original state and
necessary clearance documentations have been fulfilled.
4.7.3. All ALE transport and mooring equipment shall be positioned back to their respective
containers and will be prepared prior to demobilisation.

The development of retrofitting self-propelled modular transporters (SPMT’s) is a major advance in the
technology of moving very large loads. This generation of heavy transport equipment combines state of the art design
with proven components. The 4 and 6 axle line transporter units can be operated independently or assembled into any
combination.
Individual transporters can be hydraulically and electronically linked to provide a support platform matched to
the characteristics of the load and the route. Programmable, 360-degree electronic steering achieves accurate load
positioning even under arduous site conditions.
The RSG4 transport system is an unrivalled method for the safe and effective transport of the largest loads.

The Master shall do so regardless standing orders concerning the cargo operations or other instructions and
be indemnified from the consequences when he deems it necessary to hold operations on these grounds.
In order to avoid dangerous situation and damages to the vessel, each loading and discharge procedure has
to be well prepared and has to be executed according the guidelines given in the Heavy Lift Manual (HML)
NOTE:
SIMULTANEOUS BALLASTING/DE-BALLASTING OF THE VESSEL AND OF THE CARGO IS NOT
PERMITTED
Any change in the condition of the cargo will affect the vessel and ballast program.
During the actual ballast operation, the following checklists are to be checked:

a. General pre-submerging
b. Cargo equipment inspection

4. Ballasting procedure
