Competence-Based Assessment

The purpose of assessment is to collect evidence that a candidate can perform a specific role to the required
standards.
Seafarer training and qualification arrangements have been based on:

1. Sea service requirement to gain adequate experience and acquire skills


2. Written examinations, to test knowledge and understanding of subjects relevant to the work involved.

One of the key components of competence-based standards and qualifications is the assessment process.
The assessment must effectively evaluate competence in performance of tasks in line with the performance
criteria.
Given a specific function, analyse tasks involved
Given a specific task analyse the knowledge and skills required.
Assessment is the process of obtaining and comparing evidence of competence with the standards.
The assessment must aim to ensure that sufficient, reliable and verifiable evidence is available.
Performance aboard ship can be a valuable source of evidence of competence alongside some of the more familiar
and traditional methods of evaluating competence.
The revised STCW Convention, 1995, specifies the methods and criteria for demonstrating and evaluating
competences in the competency tables.
The tables of competence in the revised STCW Convention, 1995, most closely resemble the criterion- referenced
model.
The key principles in the competence-based assessment approach, includes;

1. Focus on outcomes and individualized assessment


2. Percentage rating or comparison with other individuals results are avoided
3. All the standards/requirements must be achieved
4. Follow the on-going process, leading to further development and assessment
5. Judgments shall be termed only as "competent” or "not yet competent".

The three key aspects of competent performance provided by the standards of competence are;

1. What has to be achieved (outcomes)


2. How well it must be achieved (performance criteria)
3. In what context/conditions/activities (range statement)

The competence-based assessment process includes establishing and agreeing on the assessment plan between
the assessor and the candidate.
The various influences on the assessment process include:

1. A firm sense of direction


2. Illusion of validity
3. Stereotyping
4. Halo and horn effects (a form of cognitive bias that causes ones perception of
5. Another to be unduly influenced by a negative trait)
6. The 'hawthorne' effect (wherein employees tend to perform better when they
7. Are being observed.)
8. Contrast effect
9. Recency effect.

In a competence-based assessment and certification system, individuals achieve a certificate when they can
demonstrate performance which meets all the required standards
Other uses of competence-based assessment system, includes

1. A basis of performance appraisal


2. Identification of training needs
3. A tool for skills audit
4. A base for staff selection and recruitment
5. Evaluating training effectiveness.

Practical implications of competence–based Assessments are;

1. Assessors need assessment skills and training


2. Monitoring of assessment frame work is required
3. Certificates are issued (at times function-wise) when the performance is demonstrated
4. Development of standards, as per Industry requirements, involving stakeholders & thru workshops
5. Expertise in language and document designs
6. Open mindedness and responsiveness to feedbacks & suggestions
7. Language and terminology shall be simple, concise & consistent
8. Consider observation of workshop performances as the best form of assessment
9. Unplanned assessments may result in inaccurate judgments
10. Review of rules of assessments and evidences.

Assessment for Certification: - Individuals achieve a certificate when they demonstrate performance which meets
all the required standards.

Traditional View: -- If you do well in this course which we have designed, you will do well in the examination, which they
have designed and you will get the certificate, which we award.

Competence Based view: -- These functions must be performed well. This course is designed to get you there. You can
learn at work or by any other means. This assessment finds out whether you can perform to industry standards. It leads
to the certificate or company recognition which attests that you can perform to those standards.

In-service training:

New provisions regarding the qualifications of assessors and instructors are laid out in the revised Convention, including a
requirement that they are qualified for the specific task for which training or assessment is being conducted.

Any person responsible for the supervision of in-service training of a seafarer intended to be used in qualifying for
certification under the Convention shall have a full understanding of the training programme and the specific objective for
each type of training being conducted. (Ref STCW Code A-1/6)

Simulator training:

The revised Convention contains extensive mandatory requirements and guidance concerning performance standards for
simulators, although equipment in use before 1 February 2002 may be exempted from such standards. (Ref STCW
Convention Regulation - 1/12).

Final Assessment of VICT .

The participants are to be informed regarding their Assessment process by way of presentations during the course:

The main part of the course deals with the techniques of training and responsibilities of Trainers. This involves
conventional teaching and Training methods including participative Training techniques (such as task solving, both
individually and in groups). Simulation exercises involves “role playing as well as the most common forms of teaching ie:
audio-visual presentations.

Each participant will be required to make 3 presentations as follows, as a part of the Final Assessment.

Initial Presentation – 5 minutes ( Day 1)


Presentation with video coverage- 10 minutes ( Day 5)
Final Presentation- 15 minutes ( Day 10)

(Selection of a topic is left to the choice of the candidate - Total Marks 100. Pass Mark is 70 for issuance of
certificate)
