3. Introduction

3.1 The first Indigenous aircraft carrier presently under construction is likely
to be based at Visakhapatnam with Eastern Naval Command. Accordingly,
suitable berthing (draught – over 10 m) including breakwater and other
associated infrastructure and facilities are required to be created at Outer to
Outer Harbour at Visakhapatnam. The proposed infrastructure will also cater
for berthing of other future naval platforms.

4. Objective of the Project

4.1 The project involves creation of jetties, breakwater and associated


support infrastructure. The tentatively envisaged infrastructure is as follows:-

(a) Construction of a breakwater of 1725m (1145 m linear stem of


breakwater attached with 280 m extension towards NW direction and
300m extension towards NE direction).

(b) Construction of a jetty of 500m length and 32m width usable on


both sides between the existing south breakwater at Visakhapatnam
outer harbour and the proposed breakwater at Para(a) above.

(c) Construction of a jetty of 1725m length and 20 m wide, usable


on one side conjoined or close to the inner side of the proposed
breakwater.

(d) Provision of Ship Support Infrastructure like Bollards, Capstans,


Fenders, Cranes, and Pontoons etc.

(e) Provision of Services like Fresh Water, Fire main, Chilled Water,
High Pressure/Low Pressure Air, Sewage, Power, Telephone etc.

(f) Construction of Land Based support infrastructure like Repair
Workshops (including equipment), Accommodation, Office Space, Fire
Brigade, Security and Roads etc.

(g) Mobile assets for administrative, logistic and operational


support.

(h) Sumps, Main Receiving Station and Captive Power Generation.

4.2 Diagrammatic representation of the proposal is placed at Appendix A.

5. Purpose

5.1 The purpose of this EoI is to enable short listing and identification of
reputed and capable Consulting firms/institutions/Consortiums, etc. (herein
after referred as Consultant) with proven track record, which could be
appointed as a consultant for following activities:-

(a) Preparation of a Detailed Project Report (DPR) and Design


Consultancy (Stage I).

(b) Project Management Consultant (PMC) (Stage II).

5.2 A detailed combined Request for Proposal (RFP) will be subsequently


issued to the short listed firms for both the stages of consultancy as
highlighted at Para 5.1 above. The proposals will be evaluated as per extant
Government of India Guidelines for selection/appointment of consultant. The
Contract with the selected consultant (for both the stages) would be
concluded in two parts. Stage I contract for DPR and Design Consultancy
would be concluded first and the Stage II contract for PMC would be
concluded after acceptance of the DPR and Design by the Indian Navy.

6. Technical Details of the Project

6.1 Duration

6.1.1 Stage 1 Contract – Consultancy Preparation of DPR &


Detailed Design is to be completed within 54 to 72 weeks from the
conclusion of Stage I contract.

6.1.2 Stage 2 Contract – PMC Over complete construction period


plus one year after the completion of the project. The approximate time
lines for completion of the project are to be worked out by the
consultant in Stage I of the consultancy contract as part of the DPR.

6.2 Scope of Work for construction of breakwater and jetties

6.2.1 Project consists of construction of 1725m of Breakwater and


jetty on one side for berthing ships/submarines/other naval craft up to
7000 Tons and a Jetty of 500m length for berthing ships up to 80000
Tons on both sides of the jetty by construction of suitable infrastructure,
associated equipment, services and support infrastructure. Summary of
the project is as enumerated in succeeding paragraphs.

6.2.2 Berthing Infrastructure. The Project involves construction /


provisioning of following berthing facilities for Naval
Ships/Submarines/other Naval Crafts including provision for Capital
dredging:-

(a) Construction of a breakwater of 1725m (1145 m linear


stem of breakwater attached with 280 m extension towards NW
direction and 300m extension towards NE direction.

(b) Construction of a jetty of 500m length and 32m width


usable on both sides between the south breakwater and the
proposed breakwater.

(c) Construction of a jetty of 1725m length and 20 m wide,


usable on one side conjoined or close to the inner side of the
proposed breakwater.

(d) Construction of a trestle bridge connecting the 500m jetty


with the shore and a suspension bridge connecting the proposed
breakwater and jetty with shore.

(e) Creation of a Sand Trap and construction of Groyne


between the proposed south breakwater and coast.

(f) Capital dredging of approach Channel and alongside the


new Jetties.

(g) Two lane road connectivity with roadway width of 12m


across Dolphin Hill up to trestle and suspension bridge.

(h) Ship support facilities at the jetty such as bollards,


fenders, fresh water supply, fuel supply, pressurised air supply,
fire main supply, power supply, sewage disposal, effluent
disposal, jetty cranes, pontoons, telephone/ Naval Computer
Network connectivity and other services at both the places.

(j) Infrastructure for Main Receiving Station to receive power


supply from the Andhra Pradesh Transmission Company and
distribution of power supply to the jetties.

(k) Infrastructure for stowage and pumping of fresh water
and fuel for ships berthed on the jetty.

6.2.3 Mobile Equipment and Utility Vehicles. Various mobile equipment


and motor transport vehicles required for efficient administrative, operational,
maintenance and logistics function of the new infrastructure at both the
locations.

6.2.4 Associated Land Based and Security Infrastructure. Infrastructure


for housing of support services like pumps for fire main and freshwater
systems, treatment plants, mobile shore support assets, yard liaison office,
maintenance complex, fire brigade station, testing tuning teams, parking
areas, in-living accommodation , street lighting, security related facilities like
light towers, sentry towers, accesses control points with barriers and other
services.

6.2.5 Navaids. Installation of Navigational aids (buoys, lights, leading lights


etc) in the channel leading to the berth and on the breakwater.

7. Scope of Consultancy Being Sought

7.1 Brief Scope of Consultancy. The consultant is expected to undertake


following:-

(a) Stage I – Preparation of DPR and Detailed design involving


various modelling studies, Geo tech investigation, Environmental
Impact Analysis, CRZ study/clearance and preparation of Tender
Documents etc.

(b) Stage II – Project Management Consultant/Construction


Supervision as per FIDIC Red book norms, Tendering and Contracting
and providing techno legal assistance.

7.2 The indicative envisaged roles of the consultant for both the stages is
elaborated at Appendix B.

7.3 The execution of this work is envisaged to be undertaken as per FIDIC


contract norms. The “FIDIC Red Book” standards will be used for conclusion
of the contract.

8. Eligibility Criteria

8.1 Minimum eligibility Criteria. In order to qualify the Consultant should


satisfy the following minimum eligibility criteria and submit supporting
documentation.

8.2 Experience The consultant is required to possess necessary
experience to undertake both the tasks of preparation of DPR (including
Design consultancy) and Project Management Consultant. Therefore the
consultant must have undertaken the following tasks during the last 10 years:-

(a) At least one task entailing similar major marine consultancy


services involving design and construction with a minimum project cost
of Rs. 1000 Cr.

and

(b) At least one task entailing Project Management of major marine


infrastructure work with a minimum project cost of Rs 1000 Cr.

With the project fee as mentioned below

(i) Three separate consultancy contracts with the combined


value of the three consultancies not be less than INR 100 Cr (or
equivalent in foreign currency)

OR

(ii) Two consultancy contracts with combined value of the


two consultancies not be less than INR 125 Cr (or equivalent in
foreign currency)

OR

(iii) One Consultancy contract with the value of the


consultancy not be less than INR 150 Cr (or equivalent in
foreign currency)

8.3. Available Expertise. The consultant is expected to have key


personnel as indicated in Appendix C on their pay rolls/consultants with vast
experience and proven track record in their respective fields. All firms in the
consortium must commit their resources to the project in terms of key
personnel.

8.4 Financial Strength. The consultant shall have an average annual


turnover of INR 75 Crores (or equivalent in foreign currency) during the
previous three years ending 31 Mar 2018.

8.5 General Conditions.

8.5.1 Consortium of maximum three firms will be permitted.

8.5.2 In case of consortium involving Indian /Indian registered and


foreign firms, the Indian firm or the Indian registered firm will be the
lead firm. The consortium will submit a legal MoU at the RFP stage.

8.5.3 In case of Consortium, the combined experience and turnover of


the consortium members shall be considered. The Consortium
agreement needs to be notarised in India and should be legally
enforceable prior conclusion of contract.

8.5.4 Bids can be submitted by the Indian firm (lead partner) or Indian
Registered firms only and the contract will be concluded with the Indian
firm (lead firm) or Indian registered firm acting as lead firm.

8.6 The experience and financials of the Indian firm’s parent company/sub-
consultant can also be considered towards the Indian firm’s experience and
financials subject to their being part of the consortium or providing a firm letter
of association with the Indian firm.

8.7 The Consultant should have experience in tender documentation and


project management for marine infrastructure projects as per FIDIC norms of
contract.

8.8 The firms or consortia bidding for preparation of DPR/Project


Management Consultant and Design Consultant would not be eligible to
participate in the construction bidding process for execution of the project.

9. Instructions to Consultants/Firms.

9.1 Applicants meeting the eligibility criteria may submit their expressions
of Interest with relevant details, as per the formats at Annexure I to IV, along
with a covering letter on their Official Letterhead duly signed by their
authorised executive/representative.

9.2 There is no registration fee payable at the time of submitting the EoI.

9.3 Applicants are required to submit their response to the EOI online
through www.defproc.gov.in. In addition all applicants are required to submit
their response/bid for Expression of Interest in a sealed envelope marked
‘Expression of Interest – DPR & PMC – Construction of Breakwater and
Jetties at Visakhapatnam’ to the Director General Naval Projects, Naval
Base, Visakhapatnam-530014 on or before Feb 19, along with all the
supporting documents in both hard and soft copies. Submissions received
after that date and time will not be considered. Incomplete submissions will
also not be considered.

9.4 EOI/documents submitted through E-Mail or fax shall only be
considered as advance intimation and Submission through the defproc portal
and ink-signed documents are required to be physically submitted by the
appointed time and date as at Para 1 for final evaluation/short listing.

9.5 Condition under which the EOI is issued. This EOI is not an Offer
and is issued with no commitment. Submission of EoI shall not automatically
make the applicant eligible to receive the tender subsequently. DGNP (V)
reserves the right to withdraw the EOI and or vary any part thereof at any
stage. DGNP (V) further reserves the right to disqualify any bidder, should it
be so necessary at any stage.

9.6 DG, Naval Projects (Visakhapatnam) will treat the EOI forms as
confidential. Materials submitted by the firms will not be returned whether the
interested party’s application is successful or not.

9.7 Successful shortlisted firms will be subjected to security clearance by


the Government of India for eligibility to participate in the subsequent bidding
process.

9.9 Wrong or misleading information will lead to disqualification.

9.10 The tenderers are advised to visit site by making prior appointment with
DGNP (V). Tenderers/bidders are deemed to have full knowledge of all
relevant documents, samples, site etc whether they have inspected them or
not.

10. Conflict of Interest. Where there is any indication that a conflict of Interest
exists or may arise, it shall be the bidder’s responsibility to inform DGNP (V),
detailing the conflict in writing as an attachment to this Expression of Interest. DGNP
(V) will be the final arbiter in cases of potential conflicts of interest. Failure to notify
DGNP (V) of any potential conflict of interest will invalidate any written or verbal
agreement. A conflict of Interest is where a person who is involved in the
procurement has or may be perceived to have a personal interest in ensuring that a
particular bidder is successful. Actual and potential conflicts of interest must be
declared by a person involved in the bid process.

ENVISAGED ROLE OF CONSULTANTS

1.1 The envisaged role of the consultants would be divided into two parts, the first
part would be for preparation of DPR, EIA and tender documentation for selection of
contractor. The second part would be for the role of the Project Management
Consultant and Design Consultant.

1.2 Consultancy for Preparation of DPR, EIA and Tender Documentation.


The consultant shall assemble a team to prepare a Detailed Project Report and EIA
document, followed by detailed designs and tender documents for selection of
contractors for the work. The consultant shall

1.2.1 Undertake detailed site investigations which will form the basis of DPR
and detailed design as well as collection of baseline data for EIA/EMP. The
site investigations would include, inter alia, hydrological, geophysical,
geotechnical, bathymetric, wave modelling, flow modelling, sedimentation
analysis, vessel manoeuvring, soil investigations, etc and any other studies
and investigations relevant to the project.

1.2.2 Assess technical suitability of the site for the proposed development
and suggest minor changes, if any.

1.2.3 Prepare design basis report and general arrangement drawings.

1.2.4 Prepare detailed design and construction drawings of Structures and


Systems.

1.2.5 Prepare List of Various equipment required on Jetty and at Shore


Support Facilities.

1.2.6 Prepare design and layout of all the Systems across the entire facility
ensuring seamless integration of services with adequate back up.

1.2.7 Prepare EIA/EMP through empanelled agencies.

1.2.8 Prepare detailed BOQ and Detailed Cost Estimates

1.2.9 Prepare Project Time Schedule and Pert/Gantt Chart of the whole
project.

1.2.10 Mobilisation plans

1.2.11 Communication Strategy

1.2.12 Prepare Navigational Aids installation plan for safety of navigation.

1.2.13 Deliverables will include interpretation of all data collected, conclusion


of the studies, all data/information/charts as Appendices to the document,
conceptual plan, dredging plan, dumping sites, report and recommendations,
manpower requirements, maintenance philosophy, total life cycle cost for
maintenance, detailed design and construction drawings, EIA/EMP reports,
draft TORs for selection and pre-qualification of contractors, draft tender
documents for selection of contractor(s) and draft contract in accordance with
FIDIC form of contracts.

1.3 Project Management Consultancy

1.3.1 Assist the client in pre-qualification of contractors/sub-consultants,


tendering process, short listing/ selection, negotiations and preparation of
contract documents and award of contract. This would include pre-
qualification of contractors, including pre-qualification criteria/marking system,
pre-qualification reporting and preparation of recommended list of pre-
qualified contractors, selection and appointment of contractors including
preparation of briefs/tender documents, review of submissions and
recommendation of preferred contractor for marine works

1.3.2 Preparation of detailed Work Breakdown Structure (WBS) in


consultation with Indian Navy.

1.3.3 Preparation of Comprehensive Risk Management Plan and Health and


Safety Plan for the Project.

1.3.4 Preparation of Comprehensive Site Management Plan and co-


ordination of activities of contractors.

1.3.5 Monitoring of the Master Cost and Time Plans for the project to provide
timely notification of any potential delays or budget over-runs, and provision of
appropriate advice to DGNP(V) to enable corrective action to be implemented
in a timely manner to minimise adverse effect. Expenditures incurred to be
reviewed periodically to ensure funds released for the project are adequately
utilised and additional requirements if any, projected well in time.

1.3.6 Review, monitoring and managing the performance of the contractor


engaged in the work, including attending monthly meetings and advising
DGNP(V) in relation to requests for Extensions of Time,
alterations/additions/variations to contracted works and financial claims.

1.3.7 Advise DGNP(V) on specialist project management and technical


issues, to ensure that the Project is completed to required standards, program
and budget.

1.3.8 Monitor compliance to EMP and QAP by the contractors.

1.3.9 Management of the commissioning and hand-over including providing


recommendations on the in-service upkeep requirements of technical facilities
and equipment developed and procured under the project.

Notes

1.4 The scope of work necessitates undertaking of various modelling studies ,


investigations. These modelling studies and investigations as required will have to be
undertaken by the Consultant through recognised, registered and proven
institutions/sub consultants/contractors.

1.4.1 The list of various studies and investigations highlighted in the EOI and
in RFP (as and when issued) is only indicative and the consultant should
evolve a comprehensive list of various studies and investigations required.

1.4.2 All investigations on Land and Sea shall be the responsibility of the
Consultant.

1.4.3 If at any stage during the consultancy it emerges that certain study or
investigation which were required but not undertaken by the consultant, the
same would need to be undertaken by the consultant at his own cost and risk.
The consultant will also bear the cost for delay to the project,if any, caused by
this eventuality.
