The 1987 Philippine constitution, Section 10, article 14

- Science and Technology are essential for nation development and progress. The state shall give
priority to research and development, inventions, innovation, and their utilization; and the
science and technology, education training and service period. It shall support indigenous,
appropriate and self-reliant scientific and technological capabilities and their applications.
