PROPOSAL FOR CHEMICAL PRODUCTION

PROBLEM STATEMENT

There many schools that use many regents in laboratories and the challenge is big as supplying
such chemicals in the right safety modes, acquisition and delivering them to the school is a strain
to both private and government schools is a tug of over or an issue categorized with hustle thus
most science students fail to have more practical’s at school while other do not even have
laboratories with any chemicals.

GEOGRAPHICAL SCOPE

The geographical scope is Uganda as a target starting with KAMPALA the city center then the
other areas will be tackled with slowly but surely through systems and distribution channels

TECHICAL SCOPE

The scope of target is schools mainly school laboratory and this is at all levels national and
regional as long as they are in the science field.

Why this intervention?

 Many students fail to get exposure to proper learning environment in laboratory due to
lack of chemicals.
 Economic burden on the ministry of education especially for government schools ,in
terms of practical’s even UNEB too as many students fail to even carry out tests due to
scarce
 Unreliable sources that deliver chemicals that are counterfeit, too expensive yet here the
source would be at home.
 Reduced time waste and beneficiary as people in Uganda will be employed thus BUBU
Buy Uganda Build Uganda. More benefits to Uganda government in form of industrial
growth, taxes and increased investment.
 Other neighboring countries since its East African community will benefit as supply to
other schools will be made possible.
 The end users in the business like people who supply these chemicals will finally have a
way out and option that is easy to use.

NEEDS ASSESMENT

 Several needs assessment has been done from the makers, distributors, suppliers and final
end users.
 Location for the project is also to be set however official extensions will also be set and
put in place.
 Legal and must have licenses have all been tabled down and in full operation shall be
attained if this project is put in place.
 To what extent the problem statement and the establishment of this project to combat the
problem at hand shall be evaluated, researched and monitored and measured.

TARGETED AND INDIRECT INTERVATIONS

 More students will be encouraged to opt for science subjects.


 Improvement in laboratories in schools
 Schools that totally don’t have laboratories will be motivated to build
 Ministry of education will intervene and promote science subjects and also innovations
by chemists.
 High research and visible literature will be formulated thus introduction of a more
practical science teaching model
 Poverty reduction
 Reduction in unemployment
 Increased entrepreneurship

Needs Assessment Summary


1. Total number of chemicals needed and what is safe on government and education standards.
2. Description of the essential chemical procurement process;
3. Role of the MOH in pharmaceutical/chemical procurement activities;
4. Restrictions on the production of any chemical.
5. Local chemical manufacturing capacity;
6. Availability of the chemicals requested in the local market;
7. Registration of chemical products in country;
8. Obtaining a waiver from the government allowing the importation of products that will be
used to manufacture the chemicals.
9. To obtain written assurance from the government that the pharmaceuticals/chemicals will not
be quarantined, taxed, embargoed, or otherwise delayed from reaching the intended population;
10. Information on the essential chemicals and chemical commodities and quantities that may be
used.
11. MOH AND MOE Essential chemical formulary or, if absent, the WHO Essential chemicals
List with the proposed essential chemicals to be purchased clearly marked.

Technical Design
1. Provision of the name and qualifications of the individuals responsible for procurement of
chemicals and document management related to the ordering, receipt, storage, and distribution of
essential chemicals.
2. Provision of the name and qualifications of the field-level individual responsible for the
management of the ordering, receipt, storage, and supplying of the chemicals.
3 .Training for staff.
4. Training on the proper ordering, shipment, receipt, storage, and distribution of chemicals to
prevent loss, contamination, theft, or inappropriate use.
5. Distribution of essential chemicals to the schools.
6. Establishing and maintaining affordable and reliable sources of essential chemicals throughout
the project period.
7. Safety and security and store the essential medicines, consumables, and equipment to protect
stocks from theft, environmental damage, and infestation by pests.
8. Maintaining of supply and acquisition documents.
9. Confidentiality of the project especially the formulas is key
10. Maintaince of chemical equipment with correct replacement parts, service agreements, and
properly trained technicians.
11. Information on how to manage supply and demand to avoid stock rupture or overstocking
and expired chemicals.
12. Purchase only quality, safe, and effective chemicals, and equipment. Records must be able to
support this. Legible copies of invoices, packing lists, and notices of delivery must be
immediately available. In addition, Certificates of Analysis must be available for each batch of
every medicine purchased through a non-pre-qualified pharmaceutical wholesaler.

 Type of chemical, distribution line and supply line.
 Number of school laboratories in Uganda and geographical location
 The people who will be trained to manage this.
