1.0 INTRODUCTION
Diesel fuel is widely used for powering vehicles, generators, and other machinery, but it presents
several hazards if not properly stored and handled. Diesel is flammable, poses environmental risks in
the event of a spill, and can be harmful to human health upon exposure. Given the potential dangers, it
is critical to implement strict procedures to ensure the safety of personnel, protect the environment,
and comply with relevant regulations.
1.1 Purpose
The purpose of this Standard Operating Procedure (SOP) is to provide detailed guidelines for the safe
storage and handling of diesel fuel. The SOP ensures the safety of personnel, prevention of spills,
environmental protection, and compliance with applicable regulations..
1.2 Objective
This SOP applies to all ERS Employees, subcontractors to always comply with this procedure to
reduce the risk of injury to the persons who are involved in storing & handling with diesel fuel.

Management:
● Ensure that adequate infrastructure, safety equipment, and spill containment systems are
available and properly maintained.
● Provide ongoing training for employees on diesel fuel handling and emergency response.
● Conduct regular audits of compliance with this SOP and implement corrective actions if
needed.

2.0 PROCEDURE
2.1 General
● Fire and Explosion Risk: Diesel is a flammable liquid, though less volatile than gasoline.
Keep away from all ignition sources (sparks, flames, smoking).
● Health Hazards: Prolonged exposure to diesel can lead to skin irritation, inhalation of vapors
can cause respiratory issues, and accidental ingestion is highly toxic.
● Environmental Risks: Spills can cause significant soil and water contamination, leading to
legal and environmental penalties.
○ Diesel fuel must be stored in approved, clearly labeled, and sealed containers.
○ Containers must be kept in well-ventilated areas, away from direct sunlight, ignition
sources, and extreme temperatures.
○ The storage area must have spill containment systems, such as bunds or spill pallets,
capable of holding at least 110% of the largest container's capacity.
○ Fire extinguishers rated for Class B fires (flammable liquids) must be readily
available.
● Storage Tanks:
○ Ensure that tanks are locked and secured when not in use to prevent unauthorized
access.

● Container Labeling:
○ All diesel fuel containers must be clearly labeled with the following information:
➢ "DIESEL FUEL"
➢ Hazard symbols (flammable)
➢ Date of storage and batch number, if applicable.

● Annual Maintenance:
○ Conduct annual maintenance checks on all diesel fuel storage and handling
equipment, including cleaning and servicing of tanks, pumps, and containment
systems.
○ Verify compliance with local regulations regarding fuel storage and environmental
protection.

● Training Programs:
○ All employees handling diesel must receive proper training in safe storage, handling,
spill response, and fire response.
○ Conduct refresher training at least quarterly basis or whenever procedures change.
○ Conduct periodic emergency response drills to ensure preparedness during any event
of emergency situations.
● Documentation:
○ Maintain records of all employee training, including the date, trainer’s name, and
training content.

● Reporting:
1. Report the spill to the site supervisor and safety officer immediately.
2. If the spill is significant or has entered waterways or storm drains, notify Air Selangor
& the relevant local environmental authority.
● Cleanup:
1. Use spill kits to absorb the diesel fuel. Contaminated absorbents should be treated as
hazardous & scheduled waste.
2. Decontaminate the affected area according to environmental regulations.
3. Document the spill and cleanup efforts, and keep records for regulatory review.
● Disposal:
1. All materials used to contain and clean up the spill must be classified as scheduled
waste & be disposed of in accordance to DOE regulations.
● If a Fire Occurs:
1. Activate the nearest fire alarm.
2. Evacuate the area, and only attempt to extinguish the fire if it is small and you have
been trained to do so.
3. Use a Class B fire extinguisher (foam or dry chemical) to put out the flames.
4. Shut off any fuel supply valves to stop the flow of fuel, if safe.
5. Notify the local fire department immediately.
● Ensure the availability of sufficient emergency spill kits, fire extinguishers, and first aid
supplies.
● Conduct regular drills to test emergency response preparedness.
● Conduct periodic evacuation drills to ensure all personnel know how to safely exit the area in
case of an emergency

The action to be taken during the event of fire shall vary based on the category of fire.
1. Eyewitnesses
a. Any person that discovers fire shall inform the ERT Controller.
b. Any persons who discover the fire shall access and try to extinguish the fire using the
available fire-fighting equipment provided at site.
c. If the fire is large (uncontrolled fire), the person who discovers the fire shall
immediately raise the fire alarm/siren provided.
2. ERT Controller
a. The ERT controller shall notify HSB / SMEC of the emergency at hand.
b. The ERT Controller shall summon the Damage Control Coordinator to the fire area to
assess the situation.
c. ERT Controller shall notify the Damage Control Coordinator and his squad to assess
the fire situation.
d. ERT Controller shall notify the Fire and Rescue Department for external help.
e. When the fire is totally extinguished, the ERT Controller after consulting the Fire and
Rescue Department will issue the all-clear order to all employees.
f. The permission to enter the project site will be based on the permission/ instruction
given by the authorities.
g. If the event permission to enter the project site is not granted by the authorities, the
employees and visitors will be instructed to leave the work area.
h. The ERT Controller shall record all the particulars of witnesses and injured persons.
i. The injured person (if any) shall be sent to the hospital by ambulance or any suitable
vehicle.

5. Communication Coordinator
a. The Communication Coordinator with the help of the supervisor/site engineer shall
verify that all site employees and visitors are present by conducting roll calls.
b. If the situation does not permit the search and rescue team to enter the project site, the
Communication Coordinator shall wait for the Fire and Rescue Department to arrive
and inform them of the missing person. Communication Coordinator shall follow up
with the hospital on the condition of the injured person.
c. If the injured person is working with a sub-contractor, the Communication
Coordinator shall liaise with the sub-contractor on the medical status of the injured
person.
d. The copy of the passport/ identity card of the injured person shall be made available.

7. Site Employees
a. Once the siren is activated and evacuation order is given by the ERT Controller, all
subcontractors, workers, and visitors must evacuate the work area and proceed to the
assembly area.
b. At the assembly area, site employees are to assemble according to their work
group/trade.
c. Any missing person shall be identified and the search and rescue team will be sent to
commence a search operation for the missing person if the situation permits them to
do so.
d. All employees shall be required to remain at the assembly area until the ERT
Controller issues all clear orders.
e. No other personnel shall be allowed to enter the project site without approval.

1. Any person who accidentally spills any chemical or spots any chemical spillage must notify
the nearest supervisor. The supervisor must immediately rush to the location and assess the
situation:
a. Confirm if any person is injured.
b. Make arrangements to contain the spillage.
c. Cordon off the area concerned.
d. Request for help from another employee.
e. Inform the ERT Controller.
f. The ERT controller shall notify the HSB / SMEC of the emergency at hand.
2. Where a person is injured, the supervisor at the location must make an attempt to save the
person involved. This may involve, depending on the situation and the chemical involved,
flushing the person concerned with a lot of water, removal of contaminated clothing or
making arrangements for medical aid.
a. The supervisor at the location must initiate containment and preventive action to
mitigate the impacts associated with the chemical spillage. The action may include
but not limited to the following:
b. First and foremost, do not expose yourself to the spilled chemical, put on personal
protective equipment including chemical-resistant gloves before attempting to control
the spill. Do not attempt to rescue someone in an unknown environment without first
properly providing self-protection.
c. Use spill absorbent pad/boom where the spillage tends to flow to other areas, attempt
to stop the flow by using spill absorbent pad/boom where necessary.
d. Where the supervisor determines that the situation is out of control and he is unable to
contain the spill, the supervisor must seek help from an external agency with the
approval of ERT Controller.
e. The relevant outside agency to be contacted may be BOMBA, chemical manufacturer
etc.
f. Never touch the chemical and the contaminated area, absorbent fiber, saw dust or
sand with bare hands.
