Tender for Re-designing of Bilingual Website of IPFT

Technical Specification/Scope of Work and


General & Specific Conditions Binding the Tender

1. Current Website : Our current website URL is http://ipft.gov.in. It is a basic


website that was developed long back to satisfy the preliminary requirements for
the institute. However, we are in the growing phase now and we want to make our
brand look attractive. So, from having the basic needs met through the website, we
are pushing our selves in the extravaganza mode making brand IPFT looks
gorgeous and striking to all.

2. New Bilingual Website Functionality Requirements : The website will be based


on a Web Content Management System (Open Source WCMS are preferred). The
website should have the following features -

i) Web Content Management System : We would like to have an easy-to-use


web content management system (WCMS) for our institute website which can be
maintained/Modified effortlessly. All the pages including home page must be
editable. The content management system should provide an easy User
Interface functionality to create event photo gallery (event wise), video gallery
(event wise), notifications, What’s new, employee profile, lab page etc. and it
should have Menu Management facility i.e. Ability to add, move, delete,
modify menus on the website.

ii) Technology : The new website should use Web 3.0 based tools and open-
source software stacks / framework like LAMP/.Net, Java script/J Query,
HTML5, CSS3, Open LDAP etc. Following are the advised open-source
technologies to be used:

Server Side Scripting : PHP / ASP/ Java etc.


Con. Mgmt. System : Wordpress / Joomla / Drupal etc.
Server Side Database : MySQL / PostgreSQL etc.
O.S Platform for hosting : Linux / Windows
Any Other Add-On Feature : Only open-source tools will be preferred

iii) Bilingual Website : The entire website will be developed in Hindi and
English languages separately and linked with each other.
iv) Security of Website: The website should support the Secured Sockets
Layer (SSL) protocol. The website shall be security audited according to
OWASP (Open Web application Security Project) application security
verification standard. The Vendor needs to take care of all security related
issues, malware attacks, routine updates of plugins, routine backups etc.
v) Navigation : The navigation system for the website should be intuitive such
that people can easily find the required information from the website.
vi) Clean and focused design: The proposed website must be visually
appealing, polished and professional. There should be good use of colors. It
should have easily readable text, meaningful graphics, quality photographs
and simplicity in design.
vii) Content: The web page contents, both in Hindi & English languages
will be provided by the Institute.
viii) Functionality: The Web Pages should be kept simple and well organized.
Website should have fast-loading pages, minimal scroll, consistent layout,
prominent and logical navigation and descriptive link text.
ix) Cross-platform/browser compatibility : The website should work similar
for all different kind of browsers and their different versions. It should not
break or look different across the different platforms. Website should be
responsive and should work perfectly and seamlessly on all devices.
x) Screen Resolution : The screen resolution of the website should be high
enough so that the content looks attractive and easily readable.
xi) Search Engine Optimization (SEO) : The website should be optimized for
search engines so that it appears high in the search results.
xii) Mobile friendly website : The website should work seamless when opened
on the mobile devices.
xiii) Search Option: All the contents should be easily searchable from the
website based on keyword with basic and advanced search features.
xiv) Disability-friendly: Website should have text size options for visually
challenged persons, contrast scheme options for colour blind persons, and
screen reader options for visually challenged persons.

xv) Interaction with Website Committee at IPFT : New website design


should be approved on the development stage and should involve iterations
with the IPFT’s Website Management Committee.
xvi) Import of content : All applicable contents for the proposed website
should be imported from the current website after consultation with the
IPFT’s Website Management Committee.
xvii) Web Content Accessibility : Website should follow Web Content
Accessibility Guidelines (WCAG) as per GOI guidelines (GIGW 3.0), refer
http://guidelines.gov.in/ and certified by the Standardization Testing and
Quality Certification (STQC), refer http://meity.gov.in, Obtaining STQC
certificate for the proposed bilingual website will be the responsibility of the
vendor, including completion of all related formalities with the concerned
organization.
xviii) Performance Optimization : Back end performance optimization like DB
structure, query optimization to be done to enhance user experience in
terms of fast load time and good experience on mobile devices.
xix) Deployment and Hosting : Vendor shall deploy the proposed website on
existing VM (OS, Linux centos) available with NIC.
xx) Visitor counter and Google analytics : The Website will have the visitor
counter, and Google analytics service.
xxi) Training of the IPFT IT Staff : Vendor will provide training (face-to-face) to
IPFT IT Staff for the deployment, and day-to-day administration &
maintenance of the website. Training should be provided free of cost.
xxii) Testing : All types of post-development testing to be performed by the
vendor (like Beta testing, Load testing, User Acceptance Testing, etc.) before
final deployment.
xxiii) Social media integration: The website should have good social media
integration (share buttons, follow buttons, etc.) on the Home page of the
website.
xxiv) Copyright and Property: Design, technical documents, graphics, videos,
photos and source code e t c . will be the sole property of IPFT. Hence, the
vendor is expected to hand over the same to the designated person of the
institute post go live and after implementation. Also, the firm will not be
allowed, knowingly or unknowingly, to use the same for any other purposes.
xxv) Non Disclosure Agreement (NDA) : The selected vendor shall be required to
sign the Non Disclosure Agreement (NDA) with IPFT.
xxvi) End to End Commissioning of the Website : End to End Commissioning
of the Website will include Mockup Design, Development, Testing, Pre-
launch, Go-Live and Training, Maintenance and Support consecutively for
the period of three years after the expiry of one year warranty period.
xxvii) Warranty, Operation and Maintenance of Website: The Website will be
under warranty period for One year after the date of its Commissioning. The
successful tenderer shall give an undertaking mentioning the above.
xxviii) Checking Security related issues of the website on a regular interval and
submit the reports periodically.
xxix) Conducting and coordinating security audit/STQC certification as and when
needed as per GOI guidelines. The contractor will be responsible to get the
website audited by a CERT-in empaneled security auditor. The security
audit is to be done once in two years (or as per GoI guidelines) of the
contract period by CERT-IN empaneled auditor. That is, the security audit is
under the scope of work and the contractor is responsible for getting the
audit certification as per GOI norms on payment basis during the AMC
period. Also, if any vulnerabilities are found in the website by the auditor
during the audit of the bilingual website, the vendor will only be responsible
to interact with the auditor and resolve all the issues.
xxx) Vendor should resolve all types of vulnerabilities (related to security of the
website) as and when reported by various government/non-government
organizations including Cyber Security Division of NIC during warranty and
AMC periods.
xxxi) The Vendor will fix the Penetration and Vulnerability test which includes
updating bootstrap, jQuery, and framework as per the current requirements,
and also all the vulnerability raised by Government agencies related to
Security Clearance will be fixed during the contract.
xxxii) Protection against defacement and hacking of the Webpage/Website and
implementation of relevant security features to protect the site from session
hijacking, SQL injection, Cross scripting, Denial of Service etc. In case of
virus or hacking attack, the contractor shall have to re-create/restore the
website within 4 hours.
xxxiii) The vendor will be required to provide username and password of the
website admin console to the authorized person of IPFT for regular in-house
monitoring of website.

xxxiv) The vendor will provide backup of entire website to the designated person of
the institute on a six-monthly basis.
3. Site Map of IPFT (Tentative) : The website will be based on a Web Content
Management System (Open Source WCMS are preferred). The website should have

Note :
i) In the financial bid format, the rate shall be quoted in Indian Rupees in figures
and words In case of discrepancy between the rate quoted in figures and words,
the rate quoted in words will be taken as final and shall be binding on the agency.
ii) The bidder should quote for the entire tender as a package and the comparative
statement will be made as per package only.
iii) The bidder should quote for the entire tender as per the given tender specification.
Bidder who does not quote for all the specification, as per the given tender
specification, is subject to disqualification.
iv) Sealed hardcopy of Technical Bid and Financial Bid must have at the top super

9. Evaluation of Bid :

Financial proposals of only those companies who are technically qualified shall be
opened.

10. Terms and Conditions :

Pricing :

a) The prices are to be quoted as per the tender document and also to mention
the amount as total package with Taxes.
b) All duties, taxes and other levies payable by the vendor shall be included in the
total price.
c) Vendor should quote only for the specified requirements in the tender. No change
in the design/development or deviation from the tender documents will be
permitted.
d) Website Design & Development should be completed within 90 days of awarding
the order.
e) The Supplier should ensure smooth hosting of the Servers at IPFT website
(http://www.ipft.gov.in).
f) The supplier has to deploy qualified man power for the installation and
commissioning of the web hosting.

Payment Terms : 100% payment will be released, only after successful installation
and commissioning of the Website.

Design & Development :

a) The final payments will be made based on the completion certificate and total
works done.
b) Website AMC payment will be released on the completion of each quarter.

Procurement Rights :

a) IPFT reserves the right to conclude the purchase with entire or partial bill
website design & development as mentioned in the price schedule.
b) IPFT reserves the right to host the website on its own.

Late Bids : Bids received after the due date and the specified time for any reason what
so ever, shall not be entertained.
Disqualification : Proposal not submitted in accordance with the document.
1. During Validity of the proposal, or its extended period, it’s any; the bidder
increases his quoted prices.
2. Proposal is received in incomplete form.
3. Proposal is received after due date and time.
4. Proposal is not accompanied by all requisite documents.
5. Information submitted in the tender proposal is found to be misrepresented, in
correct or false accidentally, unwillingly or otherwise, at any time during the
processing of the contract (no matter at what stage) or during the tenure of the
contract including the extension period if any.
11. IPFT’s Right to Terminate the Process :

(a) IPFT may terminate the tender process at any time and without assigning any
reason. IPFT makes no commitments, expressed or implied that the process will
result in a business transaction with anyone.

(b) This tender does not constitute an offer by IPFT. The bidder’s participation in this
process may result in IPFT selecting the bidder to engage in further discussion and
negotiations onwards execution of a contract, if necessary. The commencement of
such negotiation does not, however, signify a commitment by IPFT to execute a
contract or to negotiations. IPFT may terminate negotiations at any time without
assigning any reasons.

12. DISPUTEMENT SETTLEMENT AND APPOINTMENT OF ARBITRATOR

All dispute or differences whatsoever arising between the parties out of or relating
to the work and the resulting agreement or the breach thereof that cannot be setting by
good faith and negotiations between the parties within 60 days of the commencement of
negotiation shall be settled by referring the dispute to The Director, IPFT, who may either
himself decide the dispute as Arbitrator or appoint some other person as arbitrator to
adjudicate the same, who shall be unconnected with IPFT. The proceedings will be
governed by the provisions of the Arbitration & Conflation Act 1996.

By consent of parties the jurisdiction of all other courts are exculpated and the
High Court at Haryana alone shall have jurisdiction. The language of Arbitration shall be
English. The venue of Arbitration proceedings shall be Haryana as the case may be.
