PEER COUNSELOR GROUP-ECCAT (ELEM.

) CHAPTER

THE CONSTITUTION AND BY-LAWS OF PEER COUNSELOR GROUP (PCG)

Mission: The PCG is committed to the holistic growth and development of students, creating an
environment for intellectual, emotional, physical, social, moral, and spiritual aspect to prepare
for global future.

Vision: PCG envisions well-rounded students focused on the academic advancement. It courage
students in the community involvement, ecological concerns, national progress and Christian
values.

Preamble: We, the members of the PCG-ECCAT (ELEM) chapter, through the intercession of
Almighty God, is an integral part of Early Christian College of Arts and Technology in molding
dynamic, responsible, pro-people and service-oriented organization, focused on the holistic
growth and development of the students, promote new ideas to build well integrated and socially
responsible individual, thus hereby ordain and promulgates this constitution.

Article I: Name of Organization


Section 1: The organization shall be known as the PEER COUNSELOR GROUP – ECCAT
CHAPTER (PCG-ECCAT)
Section 2: The organization is an independent and non-profit organization, established to foster
the welfare of the students of this school.
Section 3: The Guidance Office supervises the organization and gives a strong support to the
students / members.

Article II: Declaration of Principles and objectives of the organization


Section 1: The organization shall be an integral part of the Guidance Office and will assist in its
goals in serving the student. It shall adhere and commit to the following objectives:
A. To commit itself the advancement of the new ideas to build an integrated and
socially responsible individual.
B. To develop and help individual realize his/her potentials and encourage his/her
involvement in the community.
C. To develop the wholesome attitude of the members in their interaction among
themselves, the faculty members, the college personnel and the bigger society to
which they belong.
D. To help members to overcome emotional and personality problems, through
seminars, counseling, and other scientific means which adhere to the principles of
good conduct.
E. To help in orienting the students with school course offering, college officials,
professors and other information needed to facilitate their adjustment to the
college.

Article III: Membership


Section 1: The PCG consist of three levels of membership:
1. PEER STUDENT ASSISTANT – full time member
2. PEER STUDENT ADVISER – full time member
3. PEER ALUMNI (if the member is already graduated )
4. PEER OFFICER (all officers voted)

Section 2: The Peer student assistant


Members who passed the screening process automatically become PEER STUDENT
ASSISTANT. He/she must render a minimum of 20 hrs. of duty at the Guidance Office. He/she
must attend 3 activities to be determined by the Peer student adviser before he/she can be
promoted to the next level.

Section 3: The Peer student adviser


After completing the requirements as Peer student assistant, the applicant for Peer student
adviser must render of at least 10 hours of duty outside and inside the Guidance office. He/she
must attend at least 2 activities to be determined by the Peer Adviser. Members who belong to
this level must have the capabilities to facilitate activities.

Section 4: The Peer Alumni


After graduating at ECCAT he/she can be a special member as an alumni member of PCG.
He/she can be a speaker or a sponsor in any activities of Peer Counselor Group.

Section 5: The Peer Officer


After being elected as class officers, all officers are automatically member of PCG but not fully
pledge member. Unless he/she will apply as a Peer student assistant or Peer Student Adviser and
must undergo the regular process of screening as PCG members.
Article IV: Right and Privileges of Members

Section 1: Members shall enjoy freedom of speech and expression in all undertakings of the
organization.
Section 2: Members shall have the right to be informed through the governing body about the
organization rules, regulations and policies that are intended for and directly affecting them as
members.
Section 3: No member shall be subjected to any disciplinary action without due process of law or
without his/her side being heard.
Section 4: Members shall have personal voice and vote in the organization except as otherwise
herein provided.

Article V: Duties and obligations


Section 1: The members shall abide by and perform the following duties and obligations:
a.) To uphold this constitution, to honor and respect ECCAT and to obey and observe at all
times the rules and regulations and policies of school, DepEd and the laws of the land.
b.) To exercise rights responsibly and give respect to everybody.
c.) To promote peace and harmony among all the other segments of the organization in order
to create and maintain peace and orderliness.
d.) To fulfill faithfully and properly his financial and moral obligation as a member of the
organization.
e.) To discharge the duties of each member.
f.) To cultivate and promote camaraderie among members.

Article VI: Composition of the governing body


Section 1: The governing body of Guidance organization of ECCAT is called Peer Counselor
Group (PCG).
Section 2: Peer group officers shall be composed of the following:

PRESIDENT
VICE PRESIDENT
SECRETARY
TREASURER
AUDITOR
P.I.O.
SGT. AT ARMS
Section 3: A President, a vice president, a secretary, a treasurer, an auditor, a P.I.O. and a Sgt. at
Arms can be elected by popular vote by all the members of PCG at the end of one year term of
the current officers.

Article VII: Duties and responsibilities of the Officers


Section 1; The President
The President shall be the executive officer of the organization. He/she shall acts as the presiding
officer during the meeting of the organization. He/she shall be in charged in the promotion of the
organization. He/she shall be responsible for all the activities and projects concerning the
organization. He/she has the power to sign all documents pertaining to the organization. He/she
has the authority to appoint and unseat erring officer with the consent of the adviser and other
officers.
Section 2: The Vice President
The VP is the alternate officer of the president. He/she will assume the position of the President
in his/her absence or if told to do so.
Section 3; The Secretary
The secretary shall be assigned to do clerical task concerning the organization. He/she shall
record and keep the minutes of the meeting. He/she shall check the attendance every meeting.
Section 4: The Treasurer
The Treasurer shall be responsible for the security of the PCG funds. He/she shall submit an
audited financial report to the President and to the Office of the Student Affairs.
Section 5: The Auditor
The Auditor is responsible for auditing funds and accounts of PCG. He/she shall coordinate with
the treasurer regarding collection and expenditures. He/she prepares the Final report.
Section 6: The P.R.O / P.I.O
The P.R.O. or the Public Information Officer. He/she disseminate to the members of the
organization the necessary announcements for the group. He/she would be held liable for any
misinformation.
Section 7: The SGT. at Arms / Peace Officer
The Sgt. at Arms / Peace Officer shall be the legal officer of the organization. He/she shall
promote discipline in every member. He/she maintain orderliness inside the office, especially
while meeting or any activity is going on.

Article VIII: Qualifications and Application of Members


Section 1: Eligibility
a.) He/she must be a bonafide ECCAT enrolled student
b.) He/she must be currently enrolled (except for PEER Alumni)
c.) With good record
Section 2: Probationary
a.) Students whose application is still pending because of some reasons:
- Failed in interview, CASES (OSA), for clarification and other problems.
b.) This will undergo counseling program and approved by the PCG Officers
Section 3: How to apply
a.) Secure a PCG application form that are listed by their respective adviser then submitted
to the from the Guidance office and fill it out.
b.) Submit the form to any of the officer of the PCG for the schedule of panel interview.
c.) After undergoing the panel interview, the applicant will again be schedule for a final
interview with the PCG Adviser.
Section 4: All members of the organization must follow and abide by the rules of the
organization. Violators are automatically disqualified.
Article IX: Election of Officers

Section 1: The election of the President, Vice President, the Secretary, The Treasurer, the
Auditor, The PIO/PRO, and Sgt. at Arms shall be synchronized.
Section 2: All PCG officers shall be elected by the members of the organization.
Section 3: The election shall be held on the second week of June of the current school year.
Section 4: Election shall be held at the Guidance office under the supervision of the PCG
Adviser. It will be conducted through direct voting during General assembly to be called by the
PCG President before the start of school year.

Article X: Tenure of Office / Vacancies


Section 1: The Officers of the PCG shall hold office for one (1) year counted from the date of
their oath taking into office or until their successors shall have been duly elected. Any officer can
be elected again but for different position.
Section 2: If a permanent vacancy occurs into the office of President at any time during his term
of office, the vice president shall become the president.
Section 3: If at any time during one year tenure of office a permanent vacancy occurs, in any
office in the PCG, the president of the PCG shall appoint the successor for that office.

Article XI: Meeting / Quorum


Section 1: The PCG shall have regular meetings on the time availability of members.
Section 2 : Special or urgent meetings may be called from time to time by the PCG President, as
the case may be, to take up organizational matters.
Section 3: The president of the PCG shall preside over the meeting and the secretary of the
organization shall likewise take and keep the records of the minutes of meeting.

Article XII: Accountability of Membership


Section 1: Any members of the PCG are a public student trust and confidentiality rules. The
member holding them must at all times be accountable to the students, serve them with utmost
responsibility, integrity, loyalty, efficiency and dedication to duty they should lead as good
examples to their fellow students.
Section 2: Any members of the PCG may be removed or suspended from office by a vote of at
least 2/3 of all the members of the PCG concerned. The punishment is without prejudice to any
other disciplinary action under the rules and regulations of the College, particularly the Student
code of conduct and discipline.

Article XIII: Auditing of Funds

Section 1: The PCG fund shall be audited by the auditor of the organization.
Section 2: Disbursement and expenditure of the PCG shall be audited at the end of each month
by the auditor.

Article XIV: General Provision


Section 1: This Constitution shall be known and hereby referred to as the Constitution and by-
laws of the Peer Counselor Group.
Section 2: The office of the PCG shall be at the ground floor room 305 at Guidance Office
ECCAT Main Building,Poblacion, Sta.Maria Bulacan.
Section 3: The elected officers of the organization with the recommending approvals of the
Adviser/s shall govern the organization.
Section 4: The organization shall inform the Guidance Office activities and seminars concerning
the students of the school.
Section 5: The PCG conducts or assist in the seminars and activities that will uplift the morality
and strengthen the integrity of all the students.
Section 6: The motto of the PCG shall be “Once a Peer, Always Peer”
Article XV: The Adviser
Section 1: The Guidance Counselor of the Guidance Office or the one appointed by the head
shall be the adviser of the Peer Counselor Group.
Section 2: The Adviser gives necessary guidance needed by the organization. He/she has the
right to know everything concerning the organization. He/she would be held liable for the
misguidance of the organization.
Section 3: The Adviser has the power to appointed co-adviser if necessary.

Article XVI: Amendments


Section 1: This charter maybe altered, amended or repealed in whole or in part by the majority
affirmative vote of the members of the organization at any meeting of the members and the
officers with the recommendation of the adviser/s.
Section 2: Any amendments of these articles of incorporation shall be subjected to the approval
of the elected officers and the adviser/s of the organization.
Section 3: The elected officers of the organization with the approval of the Adviser/s shall make
amendments, alterations, revisions and modifications.

Article XVII: Effectively


Section 1: This constitution shall be effective immediately upon its approval by the Guidance
Office of this school immediately after the approval of at least 2/3 of all the current members of
PCG.
