1. INTRODUCTION

A house is one of the most important things for humans to live. Any person needs a house to live
in the shelter to perform their daily life. House Rental Management System is a web based
project through which a user can easily access all the rental houses around his workplace in just a
few clicks. Customarily, people have to contact the brokers for finding the rental homes and also
have to visit several places. This is a tedious process and can take a lot of time but our web page
will create a direct link between a user and the owner with transparency [8]. Renting a house is a
popular activity from all walks of life. Typically students and employees that are moving
temporarily will share house renting activity. We are initiated to develop this system because
almost all of Dambi Dollo town employees suffer from house renting and are forced to live with
their relatives until they find a house that was difficult to do practically that’s why we are
developing this system today. The main purpose of this project is to develop and implement a
web-based application entitled “online house renting system” to help renters and house owners
get and provide reliable services. These systems tend us to find possible solutions for the
problems that exist in manual house renting activity and help users to access the system easily
and the system will be owned by Dambi Dollo town administration office, because of house
management and the tax can be produced for them when tenant rents the house.

1.1 BACKGROUND
Dambi Dollo town is the capital city of the Kellem Wollega zone in the Oromia region which is
located 650 kilometers from Finfine. In this city, the population growth is increasing from year to
year due to different organizations being opened like Teacher Training College, Dambi Dollo
University, Rift Valley University, and different schools. This university and other companies
need employees and teachers to work in their company and these employees need shelter to serve
their life. Because of this renting a house is becoming a common activity in the city. They
haven’t any advanced system to fully supply the services to the house renters. This is due to
tenants not knowing the exact location of the houses to be rented tenants perform all the house-
renting activities manually with paper-based agreements. So we started to develop a new web-
based application for house renting relative to the current problem of the city for house owners
and renters (Tenants) to get fast and reliable house renting service.

1.2 STATEMENT OF THE PROBLEM

Finding houses to rent in Dambi Dollo town is challenging. Residents cannot get houses to rent
easily because in the town there is no tool to search the houses; therefore it is difficult to find a
good house in a short time and know the exact location of these houses.
Dambi Dollo town has different problems in house renting because it is performed by brokers in
the city still now. The main serious problems are the following:-

 Man labor wastage:-tenants lose their power by finding houses on foot from place to
place, even if they cannot get a house, because most houses may be reserved and they
cannot know where they can get free houses exactly.
 Wastage of time:-tenants lose their time by searching houses in different places; this
is difficult for new employees or civil servants because they may miss their work
time.
 Wastage of money:-tenants waste their money on broker’s payment, transportation,
and maybe for some expenses related. Also, house owners and house owners pay
brokers to advertise their houses.
 Broker’s false information gives uncertain information for renter:-when the renters
will find the house with brokers since the renter did not get the house as he/she
expected.
 Redundancy: - there is redundancy in renting new houses brokers may take payment
from different people and they will give the house to the one who gives more money
for them this leads to conflict between renters.
 There may be loss of data and redundancy may occur.
 There is no proper data store so this causes danger to data security.

1.3 OBJECTIVES
1.3.1 GENERAL OBJECTIVE
The general objective of our project is to develop web-based application house renting
system for Dambi Dollo town.

1.3.2 SPECIFIC OBJECTIVE


The specific objective of our project is listed as follows:

 Analyze the details of the existing and identify problems found in the existing system.
 Design a solution for problems identified.
 Identify and design the requirements of the new system.
 Design a user-friendly interface for the new system.
 Design a database for the new system for efficient data retrieval.

1.4 SCOPEAND LIMITATION OF THE PROJECT


The scope of this project is to develop web-based online house renting system for Dambi
Dollo town. The project will address the following activities:

 The system allows the administrator to manage house owners’ resources and all users.
 The system allows house owners to register and post their houses.
 The system allows the house owner to update their resource.
 The system allows tenants to send requests to house owners.
 The system allows house owners to send responses to tenants.
 Making the system more secure by creating login accounts for all tenants, house
owners, and administrators.
 The system provides a search tool for tenants, house owners, and administrators
easily and efficiently.
 The system allows administrators and tenants to view house owners’ resources.
 The system allows house owners to view tenants’ requests.

Limitation of the project

 The system does not work offline without internet connection


 The system does not include mapping or Gps system to show the location of the house

1.5 SIGNIFICANCE OF THE PROJECT
After implementing this project the system will have the following benefits.

 Tenants will reserve a house by selecting the place, type of house, and the cost they can
pay by viewing all recorded house details online.
 Houses will rent on time with exact payment to the house owner.
 Unrented houses can become reachable to tenants within time.
 Misinformation provided by brokers will be avoided because there is no need for an
intermediate person (broker) in our system.
 Save the energy of tenants, they will not lose their labor to search houses on foot.
 Save money for tenants as well as the house owners and house owners, they will not give
payment to the broker during the agreement of their needs, and also there is no loss of
any money for transportation.
 Saves time for Tenants and house owners, tenants will not lose their time finding a house
and the house owners will not lose their time and money to advertise their house property
by broker.
 The system is more secure than the existing one so users can simply believe it.
 The system has payment transferring from the task when the tenant agrees to rent the
house and pay for the house.

1.6 FEASIBILITY STUDY

A feasibility study is a measure of, evaluation, and analysis of the project’s potential for success.
It is based on extensive investigation and research to support the process of decision-making.

Technical feasibility

Technical feasibility assessment is focused on gaining an understanding of the present technical


resources of the organization and their applicability to the expected needs of the proposed
system. For instance, we evaluate hardware and software resources to meet our needs for the
project in a good manner, thus our system is technically feasible. It is the process of evaluating
the organization's ability to construct a proposed system. Our project is technically feasible.
Because it can generate outputs in a given time, response time is minimal, easy to communicate,
and generally it satisfies the end-user’s requirement.

Operational feasibility

Operational feasibility is a measure of how well a proposed system solves the problem based on
the requirements of the user, and then it can handle all problems appropriately. Hence our project
operates all problems specified by the user because the desired operational outcome much during
the design and development since our project is operationally feasible.

Economic feasibility

Economic feasibility is used to determine the positive economic benefits the organization will
provide by the proposed system. Some benefits provided the systems are:-

o Small response time and many services Easy and fast file management.
o Reduce cost for manual data management(Reduced expenses)
o Easy update & retrieval on stored records

Getting positive results informs the economic feasibility. Therefore, the system is economically
feasible.

2. LITERATURE REVIEW
Currently the most property managers manage property and tenants’ details on papers. With the
current system recording the details of various activities of user is completely manual and entails
a lot of paper work. Each house has a file that contains the house: number, size, rent per month,
expected deposit, occupant and status. Rent payment table contains tenants: first name, last
name, and phone number, date of payment, amount and balance if any. The existing system only
provides text based interface which is not as user friendly as Graphical user interface. Since the
system is implemented manually, the response is very slow. Hence, there is need of reformation
of the system with more advantages and flexibility.

3. METHODOLOGIES

Observation and interview

Observation: - is a common method of scientific research to collect the data. We use observation
to know the existing system and the location of manual tasks of how to rent a house.

Interview: - is particularly useful for getting the history behind the participant’s experiences. We
used interviews to get information about the existing system for developing our project. The
interview will be conducted with the director of manual work like house owners and brokers to
know about how does house rent and how to get available house for rent manually, because we
are going to make this computerized system or online system.

System Analysis and Design Methodology

We have used object-oriented methodology in this project to model the functionality of the
system, to organize the objects and classes, and to identify the relationship between each object
and class and the behavior of the objects. The object-oriented methodology enables us to reuse,
maintain, and modify the design and code of the system and it increases consistency among
analyzer, designer, and taste.

We decided to use object-oriented system analysis and design methodology because of the
following reason:

 Object-oriented techniques work well in situations where complicated systems are


undergoing contentious maintenance, adaptation, and design.
 Simplicity: software objects model real-world objects, so the complexity is reduced and
the program structure is very clear.
 Reusability: the object-oriented provides opportunities for reuse through the concepts of
inheritance.
 Modifiability: -when we need to add a new feature to the system we only need to make
changes in one part of the applicable class.

Materials used for the system: -

We used different materials to create the system, and we listed that materials and languages used
for the system.

Hardware materials

 Computer: - computer is one of the most important hardware materials we used for the
system, for example, to prepare the whole documentations like proposal, presentation,
final documentation, UML and database design, coding and much more tasks.
 Flash: - we used 32GB flash for the documentation distribution between our project team
and also for printing.
 Paper: - paper is one of the physical materials we used for our hardcopy of the
documentation.

Software materials

To bring our project into the life we used different software materials we listed as the following:

 Microsoft word 2010: it is software that helped us to prepare the all documentation of the
project.
 Microsoft power point: is software that we used to create the presentation and Gantt chart
of our project.
 Wonder share Edraw Max: this software helped us to create the UML Design and
different design for our project.
 Xampp server: is software that includes apache webserver and mysql that helped us for
our database management for the backend of our project.
 Vs code : is used to write the code or development of project.
 Mysql : is a database we used for our project.
 Grammarly:- It is an application that helped us to find and correct low-level errors in our
written documentation.

Programming languages

We used different programming language to create our project in the development software
development life cycle phase.

Html: - Html is an abbreviation of Hyper Text Pre Processor that is used for client side or for
front-end development to create graphical user interfaces of our web page.

CSS: - CSS is Cascading Style Sheet used for styling the layout of web page it is client side
development.

JavaScript: - JavaScript is client side programming language used to create client side validation,
cleating different motion and animation on the web page.

PHP: - is an abbreviation for Hyper Text Preprocessor, sometime it is called Personal Home
Page. It is server side programming language that can interact with a database. And we used to
interconnect our front end interface with our MYSQL database.

Font awesome: - Font Awesome is a font and icon toolkit based on CSS and Less. We used for a
different icons on our web page.

Bootstrap: - Bootstrap 5 is the newest version of Bootstrap, which is the most popular HTML,
CSS, and JavaScript framework for creating responsive, mobile-first websites. Bootstrap 5 is
completely free to download and use. We used it for responsiveness of our website.

4. SCHEDULE OF THE PROJECT
Our project contains a list of activities, the number of days used to accomplish a task with its
start and end date, and the deliverables of each phase. The figure below describes the schedule of

5. TEAM ORGANIZATION
The project team consists of 4 members, one team leader, one vice Leader, one secretary, and 1
member. Decisions on problems and approaches are made by group agreement, which is much
better than the individual.
