Develop and strengthen monitoring, inspection and evaluation procedures for the project and the key
partner Bac Kan Vocational College (BKVC) as Institutional Monitoring & Evaluation (M&E) Framework.
Train and lead the project team and Heads of BKVC Departments and Faculties on results-based project
planning, managing, monitoring and reporting.
Monitor all project activities, expenditures and progress towards achieving the project outputs and
outcomes.
Recommend further improvement of the logical framework. Provide technical inputs for the Action Plans
applying Results-based project planning for all Activity Plans to the project staff and BKVC partners.
Develop monitoring and impact indicators for the project success, monitor the sustainability of the project
results.
Provide feedback to the Senior Technical Advisor (STA) on project strategies and activities, suggest
strategies to the STA and the Project Management Unit (PMU) for improving the efficiency and
effectiveness of the project by identifying bottlenecks in completing project activities and developing
plans to minimize or eliminate such bottlenecks.
Report monthly progress on all project activities to the STA, PMU and Lux-Dev.
Assist in coordinating across the available components of the project to ensure effective implementation
of M&E and Monitoring Information System (MIS) as well as the project personnel with M&E tools and in
supporting them in their use.
Organize and conduct trainings on the project and institutional M&E Frameworks for the project and

Achievements:
- I have collaborated with all the Departments/Faculties of BKVC to update the project logical framework as
well as design and develop the project M&E Matrix and Manual focusing on the results, 15 Indicator Identity
Sheets (quality training, student enrolment, graduate employment, BKVC’s ownership and public-private
partnership). I have also developed the Institutional M&E Matrix as Quality Assurance System with 36
Indicator Identity Sheets for Bac Kac Vocational College as the key partner of the Project.
- I have designed the first 2018 M&E Report and 2019 Annual Operations Plan including financial and
procument plans, activities plan, capacity building and M&E plans. Thanks to my efforts, Project VIE/034
have significantly completed all M&E Assignments of Lux.Dev according to the deadline.
- I have advised and trained the project team and counterparts on Results-based project planning,
managing, monitoring and reporting that they could significantly concentrate on achievements of project
results.

Develop and consolidate AWPs and QWPs of CIP (Tra Vinh Provincial Department of Labor, Invalid
and Social Affairs-DOLISA) and submit them to Ministry of Labour, Invalid and Social Affairs (MOLISA)
and UNDP for approval.
Cooperate with national Project Management Unit-PMU (MOLISA), all members in provincial PMU in
technical coordination and implementation of all PRPP supported activities applying Harmonised
Programme and Project Management Guidelines (HPPMG) with the province as the CIP in accordance
with approved work plans and related project document
Cooperate with national PMU, provincial PMU, relevant departments especially DOLISA and local
authorities in effective planning, reporting, frequent progress updating, coordination and mainstreaming
of related activities and programs among all selected provinces
Effectively plan, coordinate and implement all project activities and programs as well as contribute to
recruit and manage professional trainers and experts for the provincial technical support programs
(which prior promote engagement of local women and ethnic minorities in poverty reduction and social
assistance policies).
Monitor and evaluate every activity, outcome, objective to successfully achieve the planned results

Perform close collaboration with DOLISA, other development cooperation projects, related departments
in the selected province, districts and communes to develop and update the annual and quarterly work
plans (AWPs and QWPs) (prior to ethnic minority and women as beneficiary based on UNDPs
requirements and forms)
Achievements:
- For strategic project planning, I have closely collaborated with project team, relevant counterparts to
develop the AWPs and QWPs including Itemized Cost Estimates. I have also led to design and implement
the specific QWPs following financial and procurement plans to achieve the outcomes of every programmes
especially in National Target Program-Sustainable Poverty Reduction (NTP-SPR);
- For some relating accomplishments, I have collaborated with MOLISA, Tra Vinh Provincial People
Committee, line departments and local authorities to draft and produce some significant provincial poverty
reduction policies integrating gender equality and social protection such as the Project 3 and 4 (NTP-SPR).
For example, I have cooperated with the National Office for Poverty Reduction, Tra Vinh Provincial People
Committee, relevant government departments and local authorities to provide capital and technical
assistance to 2 local vulnerable groups for poverty reduction model implementation (Project 3); develop and
implement district and provincial Master Plans for Poverty Reduction Communications (Project 4). We have
conducted over 50 poverty reduction policy dialogues at communal, district, provincial and central levels. As
a result, most members of two groups have got out of poverty and thousands of poor households could
understand and access these policies and programs;
- I have collaborated with Tra Vinh Department of Planning and Investment (DPI), DOLISA, Social Policy
Bank and local authorities to develop Provincial Master Plan for Micro Credit Supporting Poor Household
across several technical workshops and meetings. For this plan, I have recommended that the project should
provide local enterprises with capital and technical assistance when the enterprises could employ poor
labors and buy social and health insurances for them as well. In 2019 the master plan has been approved by
the Provincial People Committee;
- I have also recommended to cooperate with Tra Vinh DPI, Tra Vinh PRC Project (Partnership for equitable
Resilience to the impacts of climate change of the Coastal communities in deltas of Vietnam) and Tra Vinh
Adaptation to Mekong Delta Project (IFAD) to design and produce mid-term Social Economic Development
Plan mainstreaming climate change, social inclusion and poverty reduction resources as well as to build
system for collecting information of poor households, near-poor households, beneficiaries of social
assistance;
- I have designed and applied Monitoring and Evaluation Framework in UN Handbook for every specific
activity, output, outcome, impact of the project resulting in that Tra Vinh PRPP was the best project province
among the 8 project provinces in 2014 mid-term evaluation carried out by UNDP;
- I have been promoted by Tra Vinh PMU to apply for and complete a course of Executive Master in
Development Policies and Practices at Graduate Institute Geneva funded by Swiss Agency for Development
and Cooperation. In my professional thesis, I have evaluated National Target Program-Sustainable Poverty
Reduction (2010-2015) in perspective of effectiveness and efficiency of capacity building for local farmers
especially Khmer women in the field of agriculture production in Tra Vinh, Vietnam.

funded programs as well as develop human and financial resources, contribute to organizational
development strategies
Plan and develop fundraising strategies such as keeping close relationships with ongoing donors,
building partnerships with new donors from private and public sectors, international development
agencies and foundations. Ensure to build and maintain two-ways relationships with all stakeholders
and partners
Under the guidance of Regional Director, design and develop proposals complied with the Regulations
of Organization and Donors
Plan, manage and coordinate the funded projects or programs following the signed project documents,
monitor and report the programs periodically that ensure the highest satisfactions of donors and related
partners
Conduct marketing and communications campaigns in collaboration with local partners by designing
and organizing the events such as marathons, cycling, boat racings for raising funds and promoting the
values of organization
Design and update the website of the Organization.
Achievements:
- I have designed, coordinated and managed several community development programs designed with the
principles of local input and ownership especially in the livelihood and employment creation programs
promoting women’ economic empowerment. These programmes have considerably promoted participation
and ownership of local people and women. For example, I have collaborated with local authorities, women
and youth unions to design and develop the concept notes and proposals (applied for USAID, EU and
European Foundations) in areas of inclusive education, livelihood development and gender equality. As a
result, we have successfully applied and implemented the Women Rights Program in the provinces of Hau
Giang and Binh Thuan. I have cooperated with the lawyers in HCMC to organize law consulting meetings
and trainings for 7 local women groups aimed to raise awareness and knowledge of laws of marriage,
prevention of human trafficking, land ownership for husband and wife, domestic violence. Thanks to this
project, we have successfully applied gender equality program in the schools and the communities to Chanel
Foundation;
- For the funded programs, I have established and maintained close relationships with all stakeholders
especially main ongoing donors such as Alcopa, Fontana, and Albatros and new donors Gilles Foundation
(Small-Scale Infrastructure), French Consulate General in HCMC and Chanel Foundation (Gender Equality).
I have led the project staff and relevant partners to strictly implement and report the funded
projects/programs in alignment with operational and financial regulations of Mekong Plus and Donors. The
project has implemented several community development programs for over 1000 poor households in 19
remote communes mostly in agricultural and handicraft productions and small businesses. For the
Participatory M&E Framework, in collaboration with all relevant stakeholders I have monitored and evaluated
the program progresses, conducted the program reports focusing on qualitative and quantitative indicators,
lessons learned, case studies, recommendations as donor requirements;

Translate (English to Vietnamese and vice versa) in all project activities and documents, organize
technical seminars and important meetings of the project;
Conduct operations and administrative works such as office operation, human resource management,
prepare visa applications and important meetings for the Steering Committee;
Support and monitor 07 Community Development Officers in districts and 20 Community Development
Assistants in communes to plan and implement the livelihood models mainstreaming gender equality;
Participate in project purchasing team to purchase equipment for project office and partners that comply
with purchasing procedures of Financial Guide of CIDA and Viet Nam Ministry of Finance.
Achievements:
- Manage specific administrative tasks such as office and human resource management, project
procurement application for all relevant stakeholders following regulations of Ministry of Finance of Vietnam
and CIDA. In collaboration with relevant departments especially Tra Vinh DPI, Women Union, and local
authorities, I have planned and managed livelihood and capacity building programs supporting 556
households with various livelihood models, vocational trainings for over 600 local youth, 250 technical
trainings and workshops for local officials and farmers in Tra Vinh Province. We have established and
supported over 100 targeted groups and 7 cooperatives in local communities such as reproductive cow
raising groups, especially peanut growing, dried fish processing, Ruoi fish sauce processing, handicraft,
small businesses in coastal areas. Besides I have collaborated with Tra Vinh Department of Agriculture and
Rural Development, Department of Science and Technology, Can Tho and Tra Vinh Universities to provide
capacity building activities to these groups and cooperatives and other local vulnerable people in the aspects
of cow raising technique, safe vegetable production, household economic management, product marketing,
vocational training;
- Assist Canadian Consultants in establishing and developing Provincial Centers for Cow Raising and
Training (Tra Vinh has strongest cow raising sector in Mekong Delta at present), Provincial Aquaculture and
Business Associations. For the association establishment, we have collaborated with Tra Vinh Provincial
People Committee, Department of Planning and Investment, Viet Nam Chamber of Commerce and Industry
to conduct need and baseline surveys, SWOT analysis, technical workshops with participation of local
enterprises in the province. At present, the business association has over 100 local enterprises from different
sectors;
- Collaborate with Canadian Volunteers and district Environmental Departments to conduct surveys and
trainings for development of Environmental Management Plan and Manual in all project components, carry
out field monitoring visits for each 6 month report according to the plan;
- Cooperate with local partners to conduct result surveys on these programs aimed to find out
recommendations and lessons learnt for the final reports of the programs. I was also assigned for
communications responsibility by producing quarterly and yearly project documentary films for all programs. I
have collaborated with all relating partners, Tra Vinh Television and International Volunteers to develop the
Communications Strategy concentrating the effective deliverables, qualitative and quantitative evidences as
successful lessons learnt of the project. As a result, CIDA has evaluated that the project films could be
applied for other developing countries funded by Canada.
- Contribute to project recruitments as a member of selection panel, manage 32 labour contracts as well as
collaborate with Tra Vinh Social Security to review, update and conduct social, pregnant, unemployed
insurance policies for 32 project staff especially the social and unemployed insurances at the end of the
project.
