CHAPTER I
BACKGROUND

A. Introduction

Magsaysay Elementary School has started its educational operations on 1973 and it was
named after the late president Ramon Magsaysay Sr. It has only 1 classroom and made up of
light materials like cogon and nipa hut. Its flooring is not yet concreted. The classroom was just
like an old house to see but full of information to get. On its second year of implementation, the
two grades were combined with Mrs. Nilda Ravarra the only teacher serving the school. During
this time, the late Analecto Mina is the father of the barangay, the man behind the construction of
the classroom.

In 1975, the Department of Education constructed 2 buildings with three classrooms each
and they named the buildings as Marcos Type after the late president Ferdinand E. Marcos who
is currently the President of the country during the time and Bagong Lipunan Building. The
school was headed by late Mrs. Duques as Teacher-In-Charge.

In 1998, a private sector built a one-storey building with 2 classrooms and one functional
room that served as school canteen.

In 2004, an LGU-funded classroom under the project of Congressman Arthur F. Celeste


was built and named as Celeste Building. The classroom was built following the Department of
Education’s building standard.

In 2010, a one-classroom building was built and funded by DepEd National Fund and
named as DepEd Building.

In 2013, the City of Alaminos LGU funded a computer classroom with computer sets for
the learners to learn basic Information and Communication Technologies (ICT).

On the following year, 2014, under the project of Mayor Arthur F. Celeste, a covered
court was built.

In 2017, the LGU funded and built a stage with 3 comfort rooms attached next to the
covered court. This is where all school programs are held and conducted.

In 2018, a two-storey building with 6 classrooms was built and funded by DepEd
National Fund and was named DepEd Standard School Building and was marked as Building 5
of the school. The building was used by intermediate class with 2 sections in every grade level.

In 2020, through the initiation of City Councilor Ban Radoc, a 2-storey building with 2
rooms funded by the LGU was built and named as Magsaysay Multi-purpose Building and
marked as Building 1.

In 2021, another two-story building with 6 classrooms was built and funded by DepEd
National Fund and was named too as DepEd Standard School Building and was marked as
Building 4. The building is used by Kindergarten class, 2 Grade 1 class, 1 Grade 2 class and 2
Grade 3 class.

Buildings built from 2004 to 2021 are made from concrete, steel, wood and glass
following the national building code. The 3 buildings built on 1975 and 1998 are now declared
as condemned buildings.

Based from the table above, there are 6 identified hazards found in Magsaysay
Elementary School. The ranks are identified through computing the average of probability and
impact. Hazard records and history, geographical situation of the school, building characteristics
and number of learners are taken into considerations in rating the probability and impact of every
hazard.

Fire incident ranked as first with an average of 4.5 while typhoon with an average of 4
ranked as second. With an average of 3.5, Earthquake ranked as third and follow by contagious
disease with an average of 3 as forth. Flooding and tsunami ranked as fifth and sixth
consecutively for there is no record in history of its occurrence.
C. Hazard to Plan for

Fire incident is the top priority in planning a hazard. It ranked as number 1 with an
average of 4.5 as shown in CP Form 1 Hazard Analysis.

CP Form 3B showed that during worse and worst case scenario, 370 individuals are affected,
composed of 355 learners and 15 school staff. The form also shows that there will be heavy traffic during
the worse and worst case scenario because the road will serve as evacuation area. The residents of the 4
Barangays which are Barangay Cayucay, Baleyadaan, Mona and Pangapisan will use Sitio Galiz, Lucap
as an alternate route until the road is clear.

CP Form 4B: Breakdown of Affected Population

CP Form 4A shows the number of male and female affected individuals and its total
number by grade level. Every grade level has 2 sections. Included in the population are the
teaching and non-teaching staff.

CP Form 4B shows the breakdown of the population by category; as to children, adult,


elderly, persons with disability (PWD), with sickness and pregnant. There is no pregnant affected
individual but has 2 PWD – 1 is a male learner of Grade 2 and 1 male non-teaching staff. There
are also 5 affected individuals with sickness and they are the teachers who have comorbidities.

CHAPTER II
GOAL AND OBJECTIVES

A. Goal

The goal of the Contingency Plan is to provide effective, efficient, timely and well-
coordinated response mechanism in the event of fire incidents in Magsaysay Elementary School.
Such mechanisms shall help to protect lives, properties and the environment, and restore the
immediate needs of the people in Magsaysay Elementary School.

B. Objectives

1. To ensure the protection of lives and properties in the event of fire incident in Magsaysay
Elementary School.

2. To determine the immediate needs and the resources that will meet the needs in the event of
fire incident.

3. To establish coordination and linkages between and among the stakeholders of Magsaysay
Elementary School in the event of fire incident.

The Emergency Operations Center (EOC) is located at Barangay Magsaysay Council


Office which is around 500 meters away from Magsaysay Elementary School.

The EOC Team is composed Barangay and SK Council. They served as the central
facility for coordination when the worst-case fire incident affect Magsaysay Elementary School.
It will serve as the contact point for all Response Clusters and external stakeholders that will
provide assistance and augmentation of resources during the emergency.

The Incident Management Team are the one responsible for fire incident management or
collecting and analyzing information about the hazard to prevent greater disaster and to aid the
needs of affected individuals.

Below is the chart of Incident Management Team. Majority of the personnel in the team
are coming from the teaching staff.

D. Interoperability
The Incident Command Management Team will conduct assessment, validation and
analyzation of the fire incident. They will report their findings to Emergency Operations Center
including the needs of the affected individuals as well as emergency assistance needed to
suppress the fire and other hazards that occur. The EOC will now reach out the different
Respond Clusters for emergency assistance.

Working Group

Purpose:
The Working Group will be responsible for the refinement, finalization, testing, evaluation, packaging,
updating and improvement of the Contingency Plan.

Duties and Responsibilities:


1. Facilitate the refinement and finalization of the CP to include testing, evaluation, packaging, updating and
improvement;
2. Develop work plan for the completion and updating of the CP;
3. Organize consultation meetings with the planners and relevant technical experts regarding the development
of the CP; and
4. Facilitate the presentation and endorsement of the CP to the authorities for comments and approval.
