Great Hall Project


1. Project Objective:

Updating the 25 years old infrastructure of the Jeppesen Terminal at Denver

International Airport (DEN). It is a renovation project that began in 2020 and aims to

modernize the airport's main terminal and create a more efficient and streamlined

passenger experience. The project is estimated to cost around $2.1 billion and is

expected to be completed in 2028.

2. Product Scope Description:

The project will include modernized spaces with flexibility for the future. New

ticketing areas in the center of Level 6 with 86 automated self-bag drop units (43 on

each side) to make to streamline the check-in process. It will also include four new

restrooms with upgrades to existing restrooms. It will have an additional 31,000

square feet of space for the Jeppesen Terminal as well as approximately 158,500

square feet of newly renovated space.

The terminal will be designed to provide a new security checkpoint with enhanced

technology on the northwest and northeast side of Level 6, widened balcony for more

capacity and space at the new checkpoint. A new triple escalator from the Level 6

security checkpoint to the Level 4 train platform and the installation of a new

escalator on the west curbside.

3. Justification:

The airport is more than 25 years old and is not only in need of an upgrade but

expanding infrastructure to handle future growth. Prior to the start of the project, the

terminal was showing its wear and tear with cracked floors and failing and outdated

systems. Additionally, the Jeppesen Terminal was originally designed to

accommodate 50 million passengers, but in 2019, DEN served 69 million passengers.

DEN is expected to serve approximately 70 million passengers in 2022 and reach 100

million passengers in approximately 10 years. The Great Hall project is vital for

DEN’s success in preparing for this growth. This project will also save DEN

approximately $200-250 million in maintenance costs over 10 years. Moreover, the

secondary aim of the project is to increase revenue by attracting passengers to non-

aeronautical activities by saving their time in long queues.

4. Deliverables:

The Project will be completed in main three phases, which are as follows:

i. Phase 1: Renovation of the center portion of Jeppesen Terminal on Levels 5 and 6

to create new check-in space for United, Southwest and eventually Frontier

Airlines. It will be completed in the following steps:

a) Ticket pod steel completion.

b) Central Monitoring Faculty (CMF) completion.

c) Commissioning

d) Phase 1 substantial completion

ii. Phase 2: Construction of new security checkpoint. It will include the following

steps:

a) West structural steel completion

b) Level 6 West security substantial completion

c) Construction of triple escalator.

iii. Phase 3: Completion phase (Full build-out of the Jeppesen Terminal). It will

include the following steps:

a) A new security checkpoint with enhanced technology on the northeast side of

Level 6

b) New check-in areas will be built on the south end of Level 6 for all remaining airlines

c) Renovation of restrooms, replace the flooring, lighting, elevators/escalators

d) A new Center of Excellence and Equity in Aviation will be constructed on Level 4 of

the Westin Denver International Airport.

5. Milestones:

 Phase 1: Phase 1 will be started in the first quarter of 2020 and will be completed at

the end of 2021.

a. Ticket pod steel completion will be completed in 6 months, the first two quarters of

2020.

b. Central Monitoring Faculty (CMF) completion will be completed in 12 months, till

the mid of 2021.

c. Commissioning will be done in the third quarter of 2021 and will be completed in

three months.

d. Phase 1 substantial completion will be in the last three months of 2021.

 Phase 2: This phase will start in 2022 and enhances security by building a new

security checkpoint on Level 6 in the northwest corner of the Jeppesen Terminal.

Construction on the new checkpoint is scheduled to be completed in Q1 of 2024.

a. West structural steel completion will be in 12 months. (2022)

b. Level 6 West security substantial completion will be completed in 10 months.

c. Construction of the triple escalator will be completed in 3 months.

 Phase 3: The completion phase (Full build-out of the Jeppesen Terminal) will be

completed in six years starting from 2024 to 2028.

d. A new security checkpoint with enhanced technology on the northeast side of Level 6

in 2 years (2024-2026)

e. New check-in areas will be built on the south end of Level 6 for all remaining airlines

will be built in one year (2026-2027)

f. Renovation of restrooms, replacing the flooring, lighting, elevators/escalators will be

completed in the next six months after the completion of new check-in areas.

g. A new Center of Excellence and Equity in Aviation will be constructed on Level 4 of

the Westin Denver International Airport in the last six months of the project.

6. Technical Requirements:

The technical requirements of the project are as follows:

For Kiosk:

 The user interface of the kiosk should be user-friendly with a 32 inches touch screen

display and 4k screen resolution.

 The kiosk system should have a battery backup of four 3.6V Li-ion cells in series to

achieve a nominal voltage of 14.4V and two in parallel to boost the capacity from

2,400mAh to 4,800mAh.

For Security systems:

 In the security system, the X-Ray machine should have the Resolution 40 AWG

(0.0799mm) with a 32-bit adaptive image processing, minimum 1GB memory, 2.2

GHz or 2.4 GHz+ dual-core processor, 550 MHz+ next-gen GPU, 512 MB video

memory and 32 stream processing cores.

 The Conveyor belt speed should be 24cm/s (14.6m/min) with a pulling weight of

150 kg

At Terminal:

 The project should widen the balconies on Level 6 to 31,000 square feet to Jeppesen

Terminal.

 Increasing the capacity of the terminal to accommodate at least 100 million annual

passengers.

7. Limits & Exclusions:

The limits & exclusions of the project are as follows:

 The airport's operations cannot be disrupted during the renovation or expansion. You

have to stop work in peak hours.

 The contractor will not provide the safety materials in the terminal it will be provided

by the airport authority. However, the contractors will do the installation process.

 The airport infrastructure should be flexible and according to the rules and

regulations of a regulatory body.

 Software will be installed but no training will be given.

8. Acceptance Criteria:

The airport infrastructure should be flexible and according to the rules and regulations

of regulatory body. On-site inspection is required at every phase of the project.
