All inspections and field tests shall be in accordance with the latest edition of the following codes,
standards, and specifications except as provided otherwise herein:

The following required measures must be maintained and followed throughout the site
acceptance test process for safety reasons:
Danger warnings will be widely displayed to alert passers-by to the current work.
Make sure that the panelboards being tested is De-energize, out of service and is isolated
from the power system before connecting it to any test leads.
It is strongly advised that no one touch any portion of the panel during the testing specially
on energized test.

C. OBJECTIVE
Substations and switchgear in an electrical system perform the functions of voltage transformation,
system protection, power factor correction, metering, and circuit switching.
Electrical power apparatus, such as transformers, regulators, air switches, circuit breakers, capacitors,
and lightning arresters comprise the components necessary to perform these functions.
Site Acceptance Test (S.A.T) are conducted at site with the presence of customer, contractors,
consultants, and owner’s representatives to verify that the switchboards are qualified for use.
D. GENERAL CRITERIA
1. The enclosure for the prepayment Medium Voltage Switchgear may be of a proprietary
format. The details of both the single enclosure and split configurations must be indicated.
2. Provision shall be made for sealing the enclosures in such way that the enclosure cannot
be opened without causing permanent visible damage to the seals or the enclosure.
3. The equipment number shall be clearly visible from the outside of the enclosure.
4. The equipment shall be protected against malfunction due to the ingress of pests by
conformal coating of the printed circuit boards.

Visual inspection is first carried out to detect damage or defects that could impair safety. This
is carried out with panels disconnected from the power supply and the PVC segregation
sheets removed prior inspection for easy verification.
Visual inspection with customer will be carried out on the Switchboard Assembly:
- Checking the overall dimension of Main Switch Board, Dead front cover, size of bus bars,
cables, earthing conductors, location of feeder entry point and rating of components.
- Check the type of metal used and copper busbar if in accordance to shop drawing
specifications.
- Check and verify the brand, model, circuit identification of components installed such as
breakers, current transformers, zero current transformer, fuses, indication lamps,
amperemeter, voltmeter, power meter, protection relays, under voltage relay, Circuit
Breaker Type and characteristics.
- Check overall paint work, door locking devices, door gaskets, door hinges, cable, end
cables, cable lugs.
- Check the bus bar and cable tightening, marking, buss bar clearance, bolt and nut.
- Check the installation complies with the approved shop drawing and approved
material submittals.
- Visual inspection of the integrity of the installation, including raceway, trunking, conduit
etc, circuit breaker size and type, current transformers rating, busbar, termination of
wires, lugs, harnessing of wires, color coding of wires, sizing of wires and tagging of
wires.
H. REQUIRED DOCUMENTS
1. Prior to inspection Engineers must inspect the area to avoid unnecessary delay of inspection.
2. All Testing and Commissioning Representative & Staff must attend the inspection.
4. Contractor’s T&C representatives/ Engineers must prepare necessary tools for inspection.
5. After inspection prepare punch list report with target completion date.
6. Client will confirm all completed punch list and/or prepare pictorial report especially for
the concealed items for necessary approval.

1. Insulation Test
An insulation resistance (IR) test measures the total resistance between any two points
separated by electrical insulation. The test, therefore, determines how effective the dielectric
(insulation) is in resisting the flow of electrical current.
The insulation test on the Main Switch Board at site will be carried out as follows:
- All the main incoming, coupler, outgoing breakers will be kept on close position (On).
- All the auxiliary circuits that supply to electronic devices, indication lamps, capacitor
banks, surge arresters from main supply should be isolated.
- Insulation measurement will be taken Phase to earth, phase to phase. Using the
insulation tester voltage level at 5kVDC (for 34.5 KV system), based on NETA insulation
test values. (See Fig. 2.1)
- Note insulation test will be conducted on the common bus only but since all breakers are
closed, the insulation test within breakers will also be tested during this procedure.
Minimum recommended result for IR should be not less than 100,000 Megaohms.
Remarks: All values/result and comments must be recorded in the form: Low Voltage
Switchgear Test Data form
3.1 On each phase of the Vacuum Circuit Breaker (Line to Load), check the contact
resistance condition. (Close position).
- Connect current leads between the device which you want to measure its resistance
- Connect voltage leads on the same terminals of current then adjust 100A injection.
- Select spot test then press test button on the contact resistance tester, after few second
the result will be displayed.
- Note that value should be no more than 50 percent of the lowest value from other phases.
- Disconnect test leads after testing and draw in the VCB to the unigear is necessary.
- Check the Busbar torquing of all bolted and confirm the torque value as per
factory inspection.
- Connect current leads between the busbar end terminals to measure its resistance
- Connect voltage leads on the same terminals of current then adjust 100A injection.
- Select spot test then press test button on the contact resistance tester, after few second
the result will be displayed.
- Note that value should be no more than 50 percent of the lowest value from other phases.
Refer to Fig. 3.1 (NETA Test Values for Contact Resistance 7.1.1.7.1)
- Disconnect test leads after testing and draw in the VCB to the unigear is necessary.
Remarks: All values/result and comments must be recorded in the form: Medium Voltage
Switchgear Test Data form.
Commissioning tests of Protection relays are carried out by injecting currents to the
secondary of the earth and/or phases CTs using appropriate injection test sets or Using a
Software to inject the current virtually on the relay protection device.
To start, it is necessary to gather all necessary information of the equipment for easier setting
of values and information on the relay protection device:
Note: Before starting, make sure system is deenergized and no power is present on the load
side and line side of the Switchgear except for the power supply of the controls, this is
important so that we can see the operation of the VCB if it’s on Closed, Open and trip
Position.
- Connect the cable terminal of the Relay test set on the back of the Relay Protection Device.
Device must be turned on.
- Open the Relay protection device and program and input all the necessary settings for
the corresponding equipment
- Start testing and commissioning by setting the protection setting on the relay protection
Device based on the coordination study (overcurrent, Ground Fault, Over voltage, etc.).
Note: Do not test using default values, unless instructed by consultant, always input the
values based on the approved coordination study of the consultant
- Determine the overcurrent value and calculate the values based on the current CT ratio
and coordination study value. Input the computed peak current that will trip the relay
protection device. Observe the behavior of the relay protection device and Vacuum circuit
breaker, The equipment should trip based on the coordination study settings provided
and take note of the time when the VCB tripped.
- Repeat the process per phase and for ground fault protection. Record all values on the
relay protection test Form.
Remarks: All values/result and comments must be recorded in the form: Relay Protection
Test Data.
- isolate the circuit or cable that will be hi-pot tested, open the circuit breakers or switches.
- Verify that the circuit being checked is isolated from any equipment or cables that are not
to be tested.
- Connect the HIPOT Tester's ground lead to an appropriate building ground conductor.
Connect a voltage lead to a phase conductor of an isolated circuit.
- Switch the HIPOT Tester from the high potential test mode to the voltage measuring
mode at the conclusion of the one-minute test to ensure that the circuit phase conductor
and HIPOT Tester voltage are now both reporting zero volts.
Note: Test Voltage must be times 1.5 the rated voltage of the equipment (36kv x 1.5 =
54kv or 60kv)
- For all circuit phase conductors, repeat this test method, testing each phase to ground
and each phase to each phase.
- After testing is finished, remove the HIPOT Tester from the circuits being tested and
make sure the circuits can be reconnected and reenergized.
- Connect the Termina H1 and H2 to S1 and S2 of the CT and then connect X1 and X2
in P1 and P2 terminal of the CT
- Make sure that the primary side of the CT is connected to PE on one side and open
on the other side.
- Disconnect all secondary windings of the CT/PT core under test in order to remove any
load from this core. Every kind of load remaining on the secondary side of a CT/PT
core during measurement results or error messages.
- If the CT under sets is multicore CT, leave the secondary windings of the other
(non- measured) cores connected, or short-circuit them if the windings are open.
- On the CT Analyzer select Quick Test and Set the CT information then press Test.
- The CT Analyzer will perform Turns Ratio, Winding, Polarity and Excitation Testing on
the CT and once done the values will be displayed.
- Connect the test leads to the Primary and Secondary side of the VT make sure that
the grounding cable of CPC 100 is connected to ground to proceed.
- On Omicron CT analyzer Select Insulation Resistance test for primary winding and
select auto test and set the voltage to DC (2-wire) then proceed testing.
- After a few seconds the test result will be displayed and collect the data on the test form.
- For Secondary Winding Resistance test connect the test leads on secondary tapping
of the VT and enter the VT, set the range to DC 6A and the press test.
- After a few seconds the test result will be displayed for turns ratio and collect the data
on the test form.
- For Tuns Ratio Test connect the test leads on primary and secondary tapping of the
VT and enter the VT Ratio and Frequency then press test.
- After a few seconds the test result will be displayed for turns ratio and collect the data
on the test form.
A torque test is a way of determining how an object will react when it is being turned - during
normal operation or being twisted until it deliberately fails or breaks.
- Check the table of Bolt Torque Values for reference on what Torque requirement is
need for the specific size of bolt to be tested. (lb/ft or N/m). (see fig. 6.1)
- Set the torque wrench value of the desired bolt size and verify every Bolt and check if
the torque requirement meets the reference value shown on the table.
- A clicking sounds on the wrench while tightening is the signal that the
desired torque setting is already achieved.
- Mark the bolt using a torque marker to indicate that the said bolt is already tightened.
The function test on the Main Switch Board at factory will be carried out as follows:
Note: For Medium Voltage, make sure all necessary PPEs are complete before energizing the
equipment. (Arc Suit, HV Gloves, Safety Shoes, etc.)
Upon Energization:
- Check its rated voltage, using the Multimeters on the control compartment.
- Check Also it Phase Sequence using the Phase Sequence Meter on the control
compartment.
- Check the functionality of the controls and auxiliaries of the switch board.
- For Digital Power Meters, check if settings are same as the system rating. (Voltage,
Frequency, Phase, CT ratio etc.)
- For Pilot lights, check if it is working with respect to its nameplate designation.
- For relays and contactors, check if it is working based on its designed operation.
Remarks: All values/result and comments must be recorded in the form: Panel Board test data.
The following Electrical Tests shall be conducted upon energization of the Medium Voltage
Switchgear:
1. Conduct voltage measurement (Phase to Phase, Phase to Neutral, and Phase to Ground).
1. The withdrawable part must only be movable from the test/disconnected position into the
ser vice position when the circuit-breaker is open and the earthing switch is open.
With the circuit-breaker closed, insertion of the withdrawable part towards the
service position must be blocked after only half a turn of the crank in the
clockwise direction.
2. The withdrawable part must only be movable from the service position into the
test/ disconnected position with the circuit-breaker open.
3. Closing of the circuit-breaker must only be possible when the withdrawable part is in
the defined test/disconnected position or service position. The control wiring plug 10.2
must previously have been inserted.
It must not be possible to close the circuit breaker with the withdrawable part in
any position between the test/disconnected position and the service position.
Enabling of switching when the withdrawable part moves into the service position
is affected electrically by operation of auxiliary switch 10.5 (S9), and mechanically
slightly earlier; the latter corresponds to a position approximately half a turn of the
crank before the stop.
The enable conditions for the movement into the test/disconnected position
apply accordingly, in this case established by auxiliary switch 10.4 (S8).
4. It must only be possible to open the circuit breaker (manually) when the withdrawable part
is in the service position or test/disconnected position and the control voltage has failed.
