1. PURPOSE
This document describes the methodology for the Installation, Testing and Commissioning of fire
alarm system for “RADIANT SQUARE AT CITY OF LIGHTS" and to ensure that all concerned
persons are familiar with the sequence of activities, utilization of resources, and execution of the
works in compliance with the Project Specification and drawings.

2. SCOPE OF WORKS

This Method statement covers the Installation, Testing and Commissioning of fire alarm system
within “RADIANT SQUARE AT CITY OF LIGHTS” project including one-year free maintenance,
liability for rectification of defects, and handing over of the subject works at the above-mentioned
project as per the specifications and drawings transmitted to us.

The objective is, to ensure that the construction plan is executed, controlled and documented in
compliance with the approved drawings and specifications.

Commissioning is the process of testing the performance of equipment and systems to determine
their capability to meet performance requirements as defined in the specification prepared by the
manufacturer. It may also include the provision of training and documentation necessary for the
owner’s personnel to competently operate and maintain the equipment or system.

Testing is the period that takes place following the contractor start-up program and the Consultant
Verification Program and after a formal training seminar for the system operators has been held.
Testing is a series of operating tests carried out by the owner (performance Testing Program). These
tests are carried out independent of the project team and should be performed under simulated
operating conditions.

4. RESOURCES
The Construction Manager in conjunction with experience Manager will assess the manpower
requirements for the Installation, Testing and Commissioning of Fire alarm System to meet the
schedule. Typically, these will include:

4.1 Competency

The competency of all construction personnel shall be controlled in accordance with the Competent
Persons Designation Procedure below;

Project Manager / Construction Manger


Project Manager/Construction Manager are responsible for overall implementation of this method
statement, and to ensure that project engineer, site engineer and general foreman are well informed
of its required, PM/CM are responsible for

 Providing all resources in terms of manpower, equipment and material.


 Controlling the coordination between all involved parties to ensure safety, quality and
schedule requirements are met.
 Controlling the progress of work and ensure all the submittal are made on time and approved
well before starting certain activity.
 Review the MS & material in coordination with QA/QC & relevant subcontractor.
 Supervision of the proper execution of work will be monitor/check by the Project Team
(Manager, Engineers & Foreman) prior to inspection

Project Engineer /Site Engineer


PE/SE are responsible for the following.
 Organize & deploy the manpower as per site requirements & making sure the required
machines and tools are in good working conditions.
 PE/SE will make sure all the foreman and labor involved in the activity have attend the HSE
tool box talk (TBT) prior start working at site.
 PE/SE will make sure all the work is performed as per approved shop drawings and method
statement.
 Check the work at site prior QA/QC inspection making sure work is ready for inspection as
per approved drawings and project specification.
 PE/SE will make sure timely IR will be raised in coordination with QA/QC engineer to get
timely approval to proceed with next activity.

QA/QC Manager / QC Engineer


QA/QC team is responsible for the following.
 QA/QC engineer will ensure all the work is carried out accordance with the contract
specification, approved drawings and approved project quality plan.
 Timely raise of IR as per approved ITP & make sure work is done as per approved drawings
and MS prior consultant approval.
 Visit the site prior consultant visit and make sure work are done as per approved drawings,
specification and approved method statement.
 Arrange consultant visit and seek their 1st time approval.

HSE Manager / HSE Engineer

The HSE team is responsible for the following.

 Prior commencement of activity, HSE engineer will brief the work force induction talk on
project site safety requirements.
 Maintain records of accidents & enforce PPE on all staff.
 Inspecting Sites and making sure all the machines and equipment deployed at site are
comply with fitness standard.
 Monitoring and providing support during construction of facilities and equipment.
 Identifying hazardous situations and safety controlled actions.
 Keeping and maintaining company safety records.
 Identify & manage risks associated with the project environment and processes while
complying with regulatory requirements & corporate standard.
 Responsible for Maintain a proactive and demonstrable safety performance that includes
compliance with all safety, health & environmental policies and procedures.
 Manage & submit HSE reports as required.
 Work effectively with various departments throughout the project to resolve compliance
issues.

General Foreman
General Foreman is responsible for following.

 Proper distribution of work force as per requirement of work.


 Continuous coordination and follow up of site engineer’s instruction to meet requirements
outlined in method statement during, construction and finishing activities.
 Coordination with site safety officer to maintain safe workplace.
 To ensure that all the workers have the required information and knowledge of their duties.
 Ensure that labor wear suitable eye protection and mask where necessary.
 Ensure electrical materials are being properly stored.

Site Surveyor
The site surveyor is responsible for the following.
 Check layout and level for form work as per drawings.
 Report to CM/PM if any discrepancy found in site condition & drawings and take advice for
further action prior proceeding with next activity.
 Making sure all the equipment used in survey must be calibrated as per planned interval.

5. EQUIPMENT & REQUIREMENTS

All tools and equipment shall be inspected prior to use at site.

6. METHODOLOGY/ PROCEDURE OF TESTING & OPERATION

6.1 Installation Procedures

6.1.1 Installation of Fire Alarm Panel


 Power supply for the FACP shall be through an un-switched spur outlet located inside
the FACP.
 The un-switched spur outlet shall fed by a dedicated circuit.
 The power cable to be terminated in the P, N terminals of the panel and the earth cable
to be terminated in the designated terminal.
 The installation of the panel shall be as per manufacturer recommendations.
 The mounting height of the panel shall not exceed 1800meter.
 All the fire alarm cables shall be terminated to the panel using approved fire rated
glands.
 The sounder circuits to be terminated in the A+, A- and B+, B- of the NAC cards.

 Proper labelling shall be done for the identification of the loops, telephone & speaker
circuits.
 The loop cables to be terminated in the IDNET Terminal block. Cables to be terminated
in the A+, A- shield and B+, B- , shield.

6.1.2 Installation of Smoke Detector


Detector installation on Slab: (EXPOSED CONDUITING)
All exposed wiring shall be in GI Conduit

 The fire rated loop cable to be installed inside the 25mm G.I conduits on the concrete
slab fixed by clips each at a distance of 1m. Circular G.I back box to be installed on the
slab to mount the detector base.
 The cables are entered in to the circular G.I. back box and then terminated in the +ve
and –ve terminals of the detector base.

Ceiling-Mounted Smoke Detectors: Not less than 100 mm from a sidewall to the near edge.
On smooth ceilings, install not more than 9 m apart in any direction. The selection and
placement of smoke detectors shall take into account both the performance characteristics of the
detector and the areas into which the detectors are to be installed to prevent nuisance alarms or
improper operation after installation. Smoke detectors shall not be installed in areas where air
velocity is greater than 1.5m/sec, and shall not be located in a direct airflow. If sitting of

detectors in such areas is unavoidable, use detectors specifically designed for use in such
conditions Spacing of detectors for irregular areas, for irregular ceiling construction, and for high
ceiling areas shall be determined according as shown on the drawings. Locate detectors not
closer than 300 mm from any part of a lighting fixture.

Detector installation on false ceiling:

 The fire rated loop cable shall be installed inside the 25mm PVC conduits which is
embedded on the concrete slab. Circular G.I back box to be installed on a steel rod/ thread
above the detector location in the false ceiling
 The loop cables to be brought down to the G.I. mounting box on the false ceiling. Extra
lengths of cable to be considered for relocation.
 The detector base to be installed on the G.I. mounting box on the false ceiling and the
cables are terminated in the +ve and –ve terminals of the detector base.

The detectors shall be spaced as per standards/coverage calculations and in coordination


with approved RCP layout/shop drawings.

The selection and placement of smoke detectors shall take into account both the performance
characteristics of the detector and the areas into which the detectors are to be installed to prevent
nuisance alarms or improper operation after installation. Smoke detectors shall not be installed in
areas where air velocity is greater than 1.5m/sec, and shall not be located in a direct airflow. If
sitting of detectors in such areas is unavoidable, use detectors specifically designed for use in such
conditions.

Before installing the detectors binary address need to be assigned in the DIP switch located at the
rear side of the detectors as per the approved schematic diagram.

Void detectors shall be used if the ceiling void is greater than 80cm.

6.1.3 Heat Detector: Control panel to select alarm to be per sensor as fixed temperature, or rate-of-
rise temperature, or the combination of both.

 Detector installation on Slab:


 The fire rated loop cable to be installed on the concrete slab fixed by clips each at a
distance of 30cms. Circular G.I back box to be installed on the slab to mount the
detector base.
 The cables are entered in to the circular G.I. back box and then terminated in the
+ve and –ve terminals of the detector base.
 Detector installation on false ceiling:
 The fire rated loop cable to be installed on the concrete slab. Circular G.I back box to
be installed on a steel rod/ thread above the detector location in the false ceiling.
 The loop cables to be brought down to the G.I. mounting box on the false ceiling.
Extra lengths of cable to be considered for relocation.
 The detector base to be installed on the G.I. mounting box on the false ceiling and
the cables are terminated in the +ve and –ve terminals of the detector base.
 Heat Detector with CO Sensor installation on the wall:
 Wall-mounted detectors should be located 4 to 12 inches (10-30.5 cm) from the
ceiling to detector head.
 Wall mounted detectors/sensor should be located approximately 4 to 12 inches (10
to 30 cm) from the ceiling to the top of the detector, and at least 4 inches (10 cm)
from any corner wall junction.

6.1.4 Installation of Manual Call Points

 Exact location and mounting height shall be marked as per the approved shop drawings.
 Fix the G.I. standard back box- approved & recommended by the manufacturer, in place
based on approved shop drawings and as per manufacturer recommendations.
 The Fire fighter’s telephone jack, manual call points, and wall mounted speakers shall be
mounted separately fastening it to the provided G.I. back box - approved & recommended
by the manufacturer with mounting plate flush mounted in the wall for all the locations as
mentioned in the approved drawings.
 Install the devices and terminate the cable properly by using fire rated cable glands.
 Fixing shall be done as per manufacturer recommendations.
 Device identification / label should be provided as per the approved device addressing

6.1.5 Installation of Monitoring & Control Units:

 Obtain necessary Installation permit.


 All modules to be installed @ wall with 2.3m from finish floor.
 Modules are placed inside the third Party Panels which may be placed above false ceiling or
in the roof Floor as per the approved construction drawings.
 Install the monitor module as per the approved construction drawings and manufacturers’
instructions.
 Check the installation and alignment of the device.
 Terminate cabling to the device.
 Set the address number and mark in the shop drawings for commissioning purpose.

6.1.6 Electronic Sounders with Flashers:

Install the sounders with Flashers at 2300 mm above the finished floor as indicated on the fire
alarm drawings.

 Obtain necessary Installation permit.

 Install the strobe light as per the approved shop drawings and manufacturer’s instructions.
 Install the sounders with Flashers not more than 2300 mm above the finished floor in
coordination with the false ceiling, as indicated on the fire alarm drawings and wall
coordination drawing of internal and External. Sounders with Flashers are installed on back
boxes with the device-operating mechanism concealed behind a grille. Combine audible
and visible alarms at the same location into a single unit.
 Check the installation and alignment of the device.
 Terminate cabling to the device

6.1.7 Installation of Speakers:

 Install the speakers and sounders not more than 2300 mm above the finished floor
as indicated on the Approved fire alarm drawings.
 Fire Cables shall be terminated into the fire dome using fire rated glands as per
manufacturer’s recommendation.
 Termination shall be done using approved fire rated glands
 Speakers shall be spaced as per standards/coverage calculation and in coordination
with approved RCP layouts/shop drawings

6.2 Pre Commissioning Procedure

Checking system wiring:

 Ensure that no power is applied to the 4100ES fire alarm panel and that all wiring is
properly connected.
 Use the green grounding lug in the control panel for all measurements to ground. Each
circuit must test free of all grounds and extraneous voltages.
 Use the volt/ohm meter to check each circuit type.
 At the control panel, locate wires from each initiating device or indicating appliance circuit.
 Check each circuit for extraneous voltage by setting the volt / ohm meter to 300VAC. The
meter must read 0 volts.
 Set the volt / Ohm meter to 60 VDC .The measurements must read 0 volts.
 Check all other system wiring to verify that each circuit is free of grounds and extraneous
voltages.

Continuity Test

Continuity test shall be done on all the circuits before the fixing of devices to ensure that
there is no breakage in the conductor of cables. A multi meter shall be used for the purpose.
Plug the multi meter terminals between the two cores keeping it in the continuity mode after
shorting the cables in the loop/circuit end. If there is no breakage a buzzer will be heard
indicating continuity.

6.3 Commissioning procedure

6.3.1 Type of initiating devices used in this project and their test methods are as follows:
 Smoke detector- Apply SOLO Aerosol in the smoke detector chamber until red LED
glows steady
 Heat detector – Switch on and place the heat generator covering the detector until the
red LED glows steady.
 CO Detectors – Apply CO Test Gas on the CO Detector till the CO detector is detected.
 Manual Call Point – Open the MCP using Simplex key.
 Sprinkler Flow switch – Open the Test drain valve until FACP receives FIRE signal.
(Sprinkler Supplier coordination required).

6.3.2 Smoke Detector Test


 Generate Smoke using the smoke Generator and hold the generator to the smoke
chamber of the smoke sensor.
 Once the smoke is sensed by the detector ensure that the Red LED on the base to lit
steady.
 Verify the programmed sequence of the Initiating, notification and control devices.
Once panel reset ensure that the RED LED is off.

6.3.3 Heat Detector Test


 Generate Heat using the Heat Generator and hold the generator just below the Heat
sensor head.
 Once the heat is sensed by the detector ensure that the Red LED on the base to lit
steady.
 Verify the programmed sequence of the Initiating, notification and control devices.
 Once panel reset ensure that the RED LED is off.

6.3.4 CO Detector Test


 Apply a UL approved CO agent into the detector’s gas entry ports.
 Ensure that the detector will go into alarm as soon as the gas reaches the programmed
threshold levels (35ppm, 50ppm, 75ppm).
 Ensure that the ppm levels are displayed in the panel.

6.3.5 Manual Pull Station Test


 Activate the Manual Pull Station
 Verify the programmed sequence of the initiating, notification and control devices

6.3.6 Audible/ visual Devices (Speakers, Sounders with strobes, Horn)


 Verify the audible and visual devices respond on activation of corresponding initiating
devices through public address system which is interfaced with fire alarm system.
 Play the CD Player and check whether the Particular track Music/Song is played.
 Tune the AM/FM Tuner and check whether the required station broadcast is played.

6.3.6.1 Audible / Visual Notification signals operating sequence:


 Initiate a fire alarm signal by operating a break glass unit.
 An evacuated signal will be activated on the alarmed floor of incidence and the floor
above and the floor below.

 Reset the break glass unit and reset the fire alarm panel by pressing Reset Button.
 This test can be combined with the device testing.
 Leave the alarm system active for the first device test, check the audible signals
and then silence the alarm system for the remaining device testing.

6.3.7 Fire Alarm Control Panel


 Visually check for the LCD Display, LED Status, microphone, wiring and Batteries in the
control Panel.
 On the LED Display check for date & Time, normal state display, alarm state display,
trouble state display, Panel Buzzer, Key functions and LED Display.
 Battery to be sized for required back-up and check the operation by disconnecting and
connecting the batteries. Check the status indication and charger operation.
 Inspect the fire phone display and check for the communication & Multiple calls and
response with off hook.
 Audio operations to be checked as audio in alarm condition, pre-recorded messages
and check for the fire phone paging and manual paging.
 Schedule operations, device response time, network operation, auxiliary outputs and
alarm from other nodes to be checked.

6.3.8 Function test of devices shall be carried out loop by loop (randomly) as follows:
 Activate the devices described in 6.3.1. one by one.
 Function test will annunciate to the following panels: 1. Main FACP, Graphics command
center. The annunciation includes panel buzzer, LCD display of location and graphics
annunciation.
 Check whether the Speakers, sounders and flashers and Horns are functioning.
 If the test result is successful, move to the next device and continue the test up to the
consultant’s or CM’s acceptance.
 If the “Alarm Silence” button is pressed, it will stop all audible & visual notifications and
an “ALARM SILENCE IN PROGRESS” message will show in the FACP prior to stop the
appliances.
 If the “SYSTEM RESET” button is pressed, “SYSTEM RESET IN PROGRESS”
message will display and reset will take place. Alarm will be cleared after a successful
reset or the panel will show a message that “ALARM PRESENT, SYSTEM RESET
ABORTED”.
 An “All speaker evac” toggle button is assigned in the FACP to play the evacuation

message in the building without disturbing the control modules of other interfaces.

6.3.9 Function test of the Interfaces.


Verify all interfaces are functioning in case of activation of corresponding
initiating devices.
Test shall be carried out in the sequence of loop by loop. It will be tested by
activating any detector or break glass in the loop and verify the following effects are
taken place.
It will be tested by activating one device in the building Also, one Manual Call Point
will be operated in each floor.

6.3.10 History Log


After successful testing of entire system a historical log shall be generated and printed
for review and comments for inspectors.

6.3.11 WALK TEST


The system has a Walk test feature which allows a single person to test the devices.
Walk test enable will show as a trouble warning in the system and will be cleared after
successful exit of walk test. Walk test events also will be recorded in Main FACP.
System will reset itself after every device test.

6.3.12 Witness Demonstrations / Completion


After the successful commissioning the results will be recorded on the testing and
commissioning sheets attached with the document.

7. HEALTH, SAFETY & ENVIRONMENT


All activities will be performed according to the procedures and requirements of the
approved Health and Safety Plan and Construction Demolition Waste Management Plan.

• Ensure adequate lighting is provided in the working area.


• Ensure workers to wear safety gloves, shoes and personal protective equipment.
• Ensure full compliance with the main contractor’s approved safety plan.

7.3. Safety Training and Emergency Procedures

Before commencing any works, all employees will attend a site safety induction training to
ensure all safety measures are understood and implemented and to cover specific procedures
in case of emergency. If necessary, practical training exercises will be conducted on escape
routes, signage, evacuation and rescue.

7.4 Toolbox Talks:

Prior to the commencement of site activities, the Supervisor, with support from the HSE
Officer, shall conduct a pre-start toolbox talk with all the crew present. The Supervisor shall
explain this method statement to the appointed trained personnel who will visit the site
regularly focusing on the hazards and risks involved in the activity and the mitigation
measures that shall be taken as detailed in the Risk Assessment.
This will include a practical talk-through of the work to be completed and the delegation of the
individual roles and responsibilities of the team members in conducting the work.

Regular Toolbox talks shall be conducted in order to prevent complacency within the crew.
The Supervisor shall conduct a Pre-start toolbox talk for the new person/s prior to starting
work.

7.5 Permit to Work:


A Permit to Work shall be obtained, in accordance with the requirements of Permit to Work
Procedure prior to performing the installation and testing of Fire alarm system.
The supervisor will ensure that all relevant risk assessments, method statements and permit
to work control measures are in place and that all relevant procedures contained within these
documents are fully understood by the operative personnel.

7.6 Training of Personnel:


Safety Training - All personnel involved in the Installation and testing of fire alarm system
works shall be trained in accordance with the requirements of the Project HSE Program.
No personnel shall be assigned tasks that they have not received appropriate training in or
have been assessed for competency. Further training shall be given as required and when
additional training is identified during the risk assessment process.

8. QUALITY REQUIREMENTS
 Work should be approved by Engineer.
 The approved Inspection & Test Plan shall be strictly followed.
