1. INTRODUCTION:
This method statement describes the sequence and methods to be adopted for the site
excavation works for "Surfactant Detergent Plant Jubail - 2 KSA".

2. PURPOSE:
This Method Statement is applicable to site excavation placement backfill materials
compaction activities. and testing of all fill materials for structures, roadways and
embankments underground utility services, and general earthworks for the construction of
the project "Surfactant Detergent Plant Jubail - 2 KSA". All works shall be conducted in
conformance with relevant project drawings/ specifications, and good industry practices.

5. RESPONSIBILITY & SUPERVISION:


5.1 Project Manager should ensure:
• He shall be responsible for over all project execution.
• He shall coordinate with client and head office progress monitoring, attending review
meetings, resource management.
• He shall be responsible for the timely completion of the project following all
contractual requirements.
• He shall ensure full implementation of the approved quality documents (Method
Statement, Check List and Inspection Test Plan) and also ensure that all safety
precautions are well implemented.

5.2 Construction Manager should ensure:


• Construction Manager shall ensure that the activities are carried out according to
specifications and drawings Work progress is carried out according to the planned
program and all the equipment required to execute the works are available as per the
project planning and are in good condition.
• Coordination with the Consultant, Project Manager, Project Engineer, Site Engineer,
Safety Engineer and Subcontractors for the safe and proper execution of the work.
• Specific attention is paid to all safety measures and quality control in coordination
with Safety Engineer and QC Engineer and in line with the HSE plan and Quality
plan.
• He shall be responsible for coordination and monitoring construction activities and
construction groups and ensure that work is done as per specification and approved
drawing and allsafety measures are implemented.
• He shall allocate the manpower and machinery in consultation with the Project
Manager. Achieving target progress backlog if any, he will consult with the Project
manager for its recovery action plan. Monitoring whether work is going on as per
approved method statement/ drawing/ specification etc. Monitoring lines, levels as
per approved drawings. Monitoring timely materials supply at the construction

location.

5.3 Civil Engineer should ensure:


• The excavation works are carried out according to specifications.
• Provision of all necessary information and distribution of responsibilities to his
construction team.
• The work progress is monitored in accordance with the required program and
reports the same to the Project Manager.
• Coordination with the Safety Engineer to ensure that the works are carried
out in a safe working atmosphere.
• Coordination with the QC Engineer for quality work as per specifications and
standards to be carried out and initiate for the inspection for the finished works.
• The implementation of any request that might be raised by CLIENT or
CLIENT Representative.
• Efficient daily progress has been obtained from all the equipment and
manpower engaged in the work and check the same against the daily report
received from the Foremen.
• The passage of all the revised information to the Foremen and ensure that it's
being carried out properly.
• Coordination with the surveyor and plan the survey works in advance as per work
sequence.

5.4 Chief Surveyor should ensure:


• Measuring property boundaries
• Conduct surveys on land sites and properties
• Examine previous records and evidence to ensure data accuracy
• Research and design methods for survey processes
• Use equipment and tools to accurately measure land features (e.g. longitudes,
latitudes)
• Build maps, sketches, and charts
• Supervising staff on-site.Supervise and provide guidance to field staff

• Maintaining all survey equipment caliberation time to time.


• Report on survey results and present findings to clients.

5.5 QA/QC Engineer should ensure:


• The carrying out of the works on site has to be as per the specifications and
the related quality procedures.
• QA/QC Engineer has to Inspect the completed works internally and after his
satisfaction he has to raise the RFI and requesting CLIENT representative to visit
site for inspection.
• Maintenance of complete inspection and test records for any further
reference.

5.6 Safety Engineer should ensure:


• Safety engineer has to ensure Safe work permit is available at site before starting of
that activity.
• The implementation of all safety measures in accordance with the HSE plan and
that the whole work force is aware of its proper implementation.
• The implementation of safety measures is adequate to maintain a safe working
environment on the site.
• Inspection of all the site activities and training personnel in accident prevention
and its proper reporting to the Project Manager and CLIENT representative.
• The site is maintained in a clean and tidy manner.

5.7 First Aider should ensure:


• In Assessing the situation quickly and calmly to get an understanding of what
happened. This involves determining whether anyone is in danger, the cause of the
situation, and how many people are affected.
• Comfort, reassure, stay calm and take charge. You should introduce yourself to the
casualty, explain what’s happening and why, and explain what you’re going to do
before you do it.

• Protect yourself and the casualty from any danger. You should always protect
yourself first and only move the casualty if leaving them would cause more harm. If
you are unable to make an area safe, call 999 for emergency help.
• Prevent infection between you and them. You should wash your hands or use hand
sanitizer, wear disposable gloves, and not cough or sneeze over a casualty.
• Assess the casualty. If there are multiple casualties, you must help those with life-
threatening injuries or conditions first.
• Give first aid treatment, such as CPR or applying pressure to bleeding wounds. Life-
threatening injuries and conditions must be prioritized before giving treatment to
less serious cases.

5.8 Foreman should ensure:


• The carrying-out of the work and the proper distribution of all the available
resources in coordination with the Site Engineering on a daily basis.
• Daily reports of the works are achieved and coordinated for future planning with
the site Engineer.
• Incorporate all the QC and Safety requirements as requested by the
concerned Engineer’s.
• Meeting with any type of unforeseen incident or requirement and reporting the
same to the Site Engineer immediately.

5.9 Stand By Man Should ensure:


• Assigned to remain on the outside and in closed proximity to a confined
space.
• Capable of being in continuous communication with and, if practicable, able
to observe persons working inside the confined space.
• Capable of operating monitoring equipment used to ensure safety during
entry to and working in the confined space.
• Capable of initiating emergency procedures (Including rescue procedure).

7. PROCEDURES / METHOD TO BE EMPLOYED:


7.1 GENERAL PREPARATIONS
• The contractor shall secure permit and information regarding the existing
underground facilities/services from the Consultant/ Client Representatives or Local
Authority prior to proceeding the excavation works.
• The contractor shall ensure to locate and protect the existing underground services
(if any) such as drains, water, gas mains, power, telephone cable, and any other
installation to avoid damage during excavation.
• The QC Engineer and Consultant/Client Representatives or Local Authority shall
verify the following items:
➢ Suitability test for excavated soil material
➢ Suitability test for imported fil materials
➢ Source ofthe imported materials
• The QC Engineer to ensure that approved IFC drawings for all structures is available
to verify the lines, level, and profiles ofthe the area where the structures are to be
built.

7.2 EXCAVATION WORKS


• Appropriate excavator to be used during excavation and shall be performed as
required and where shown on the approved drawings to reach established grade or
formation level.
• The QC Engineer and Consultant/Client Representatives or Local Authority shall
verify all references and information shown on the IFC drawings done by the
surveyor such as benchmarks, levels, coordinates, direction, etc.
• In any case, the slopes of any cutings are excavated beyond the dimensions shown
on drawings, each affected area shall be backfilled and compacted to the required
level with suitable approved fill material deposited in layers not exceeding 300 mm
loose depth and mechanically compacted following the requirements of project
specification.
• The excavated material suitable as fil materials will be stockpiled in the designated
area approved by the authority. Sample will be taken from the stockpile to check the

suitability ofthe soil and will be used only if found suitable as backfill.
• Surplus materials will be stockpiled separately and will be hauked away from the
project to the area designated by the authority.
• All exixsting utilities will be protected to avoid damaged during the excavation
operation.
• When ever the excavation will be done near the underground pipes, manual
excavation shall be done ensuring to protect the pipes from damage.
• Adequate support to the excavations more than 1.5m will be done to avoid accident
to personnel and equipment if deemed necessary.
• Trenching shall be done as shallow as practicable as shown in the drawings to attain
the required slope (if required),
• The final excavated grade shall be accomplished by thin cuts with suitable
earthmoving equipment or by manual to attan the required level mentioned in the
drawing.
• The final level and prepared surfaces at the bottom of excavation shall be checked
by the surveyor and verified by the QC Engineer before submitting an inspection
request to a consultant.
• The contractor shall submit an inspection request to verify the final excavated level
and coordinates of the area for structures prior to proceed further works.

8. SAFETY REQUIREMENTS:
• All the safe practices will be adopted during the excavation works.
• Special work permits, wherever required, shall be obtained before commencing work.
• All necessary personal protective equipment must be used such as a Hard hat,
Safety Glasses, Hearing Protection, Safety Shoes, PPE clothing & Gloves.
• Full body harness shall be provided for the labors on working platforms above 2m in
height.
• Proper access for the labor and equipment shall be provided for the works.
• All machinery shall be checked for maintenance records.
• The site shall be cleaned from the debris, steel waste, nails, etc
• The contractor should control the run-off of sediment and other unsuitable materials to
the storm drain system.

• Traffic Management Plan to be submitted before the start of work.

9. HOUSEKEEPING:
• Housekeeping of Concrete works wilbe done in accordance with the Project Safety
Requirements.

10. ENVIRONMENTAL REQUIREMENTS:


• All applicable government requirements and regulations pertaining to environmental
protection and pollution shall be identified and adhered to.
• All used and waste materials shall be collected at one place and disposed properly.

11. RECORDS:
• QC Engineer will record the results of test (if required). If the result of the test is
acceptable, designated QC Engineer and Client's representative must attend the test
and sign.
• Record log (if required) shall be maintained by UIPS and Log shall be shared to
Consultant on weekly basis.

12. DISTRIBUTION:
Copies of this Method Statement shall be circulated to the following for Information & action.
• Project manager.
• Construction Manager.
• Site Engineer.
• QC Inspector.
• HSE officer.
• General Foreman.

13. Q.C. APPROVAL AND OTHER DOCUMENTARY REQUIREMENTS:


• All the quality control documentation related to the backfilling works should
be approved before commencing the work and as follows.
✓ ITP for excavation works.
✓ Project Quality plan.
✓ Project HSE plan.
✓ Checklist sheets for excavation.
✓ All material approvals.
✓ Daily Inspection reports.
✓ Materials Delivery records.
✓ Weekly & Monthly Reports.
