PART I - GENERAL

1.01 APPLICATION

This section applies to all sections of the specifications of the Fire Protection
System for the proposed “CHEMICAL INDUSTRIES OF THE PHILIPPINES,
INC. MULTI-UNIT WAREHOUSE–BLOCK 2”.

1.02 GENERAL CONDITIONS

A. The term Contractor under these specifications shall mean the Fire
Protection Contractor who shall enter into a contract with the Owner in
respect to the Fire Protection Works.

B. The work to be done consist of the fabrication and furnishing of all


equipment, materials, labor, supervision, plant facilities, tools, tests,
adjustments, commissioning, full instruction after completing the job to the
maintenance personnel, warranty within the specified period, and all other
necessary services to complete and make operational the Fire Protection
Works.

C. All work shall be in accordance with the governing Codes and Regulations
and Specifications. In case of conflict, the governing Codes and Regulations
shall govern.

D. Minor details not specifically mentioned in the Bid Documents, but this
Contractor shall provide necessary for the proper installation and operation,
as if herein specified or shown.

E. This Contractor is advised to examine all documents relating to his work and
verify all governing conditions prior to submission of proposal. No
consideration shall be given for alleged mistakes in the preparation of bids, it
being understood that the submission of proposal is an agreement to all
conditions stipulated in the Bid Documents.

F. It is the intention of these specifications and plans to call for finished work
tested and ready for operation. Whenever the word “provide” is used, it
shall mean “furnish and install, complete and ready to use”.

G. These specifications are intended to provide a broad outline of the required
installation, but are not intended to include all detail design and construction.
This Contractor, if requested, shall prepare the necessary submittals for Fire
Protection Consultant’s approval prior to mass fabrication and installation.

H. The mechanical works shall be supplemented in accordance with the


Owner’s general construction schedule with minimum disturbance to the
Owner’s operations.

1.03 DESCRIPTION OF WORK

The work includes providing new fire protection system for the proposed
“CHEMICAL INDUSTRIES OF THE PHILIPPINES, INC. MULTI-UNIT
WAREOUSE-BLOCK-2”. The equipment, materials installation, workmanship,
inspection and testing shall be in strict accordance with the required advisory provisions
of National Fire Protection Association Standards & Fire Code of the Philippines except
as modified herein. The work includes the following:

A. Complete wet standpipe system including fire department connection pipes,


valves, fire hose cabinet, etc.

B. Portable fire extinguishers.

C. Painting of pipe work and equipment.

D. Testing and commissioning.

E. Provision of operating instructions and maintenance manuals.

F. Training of the building’s maintenance staff for proper operation of the entire
system.

G. Sprinkler supervisory system with wire and conduits.

1.04 QUALIFICATION OF INSTALLER

Prior to installation, submit data for approval showing that the Contractor has
successfully installed fire extinguishing systems, and equipment of the same type and
design as specified herein, or that he has a firm contractual agreement with a contractor
having such required experience.

The Contractor or the Contractor referred to above, has installed such systems.
Indicate the type and design of each system and certify that each system has performed
satisfactorily in the manner intended for a period of not less than 18 months.

1.05 SUBMITTALS

Submit shop drawings, manufacturer’s data and certificates for equipment,


materials and finish, and pertinent details for each system as specified in each individual
section, and obtain approval from the Engineer before procurement, fabrication, or
delivery to the job site. Approval of submittal shall not relieve the Contractor of the
responsibility of inspecting such material or equipment for defects or non-conforming
with the specifications. Partial submittals are not acceptable and will be returned
without review. Submittals shall included the manufacturer’s name, trade name, catalog
model or number, nameplate data, size, layout dimensions, capacity, project
specification and paragraph reference, applicable, industry, and technical society
publication references, years of satisfactory service, and other information necessary to
establish contract compliance of each item the Contractor proposes to provide.
Photographs of existing installations and data submitted in lieu of catalog data are not
acceptable and will be returned without approval.

A. Shop Drawings: Drawings shall include floor plans, sectional views, wiring
diagrams, and installation details of equipment, and equipment spaces
identifying and indicating proposed location, layout and arrangement of items
of equipment, control panels, accessories, piping, and other items that must be
shown to assure a coordinated installation. Drawings shall indicate adequate
clearance for operation, maintenance, and replacements of operating
equipment devices. If equipment is disapproved, drawings shall be revised to
show acceptable equipment and be resubmitted.

B. Manufacturer’s Data: Submittals for each manufactured item shall be


manufacturer’s descriptive literature of catalogued products, equipment
drawings, diagrams, performance and characteristic curves, and catalog cuts.

C. Manufacturer’s Installation/Instructions: Where installation procedures or any


part thereof are required to be in accordance with the recommendations of the
manufacturer of the material being installed, printed copies of these
recommendation shall be furnished prior to installation. Installation of the
item will not be allowed to proceed until the recommendations are received.
Failure to furnish these (3) certifications can be a cause for rejection of the
material, these were:
1. Proof of proper training from the manufacturer with a certification
issued by the manufacturer.
2. Manufacturer’s certification to install/operate the equipment.
3. That the contractor possesses the manufacturer’s recommended spare
parts in case of unexpected malfunction.

1.06 OPERATION AND MAINTENANCE MANUAL:

Furnish an operation and prior to field acceptance testing of the equipment or


system. Furnish the remaining manuals at least 60 calendar days before the contract is
complete. Inscribe the following identification on the cover: the words OPERATION
AND MAINTENANCE MANUAL, the name and location of the equipment or the
building and the name of the Contractor. The manual shall include the names,
addresses, and telephone numbers of each contractor installing equipment, and of the
local representatives for each item of equipment. The manual shall have a table of
contents and be assembled to conform to the table of contents with the tab sheets of
drawings folded in. The manual shall include: wiring and control diagrams with data to
explain detailed operation and control of each item of equipment, a control sequence
describing start-up, operation and shutdown, description of the function of each
principal item of equipment; the procedure for starting; the procedure for operating;
shutdown instructions; installation instructions; maintenance instructions; lubrication
schedule including type, grade, temperature range, and frequency; safety performance
data and parts list. The parts list for equipment shall indicate the sources of supply,
recommended spare parts, and the service organization which is reasonably convenient
to the project site. The manual shall have complete information on the equipment,
controls, accessories, and associated appurtenances provided.

1.07 POSTED OPERATING INSTRUCTIONS

Furnish approved operating instructions for each system and principal item of
equipment as specified in each individual section for the use of the operation and
maintenance personnel. The operating instructions shall include wiring diagrams,
control diagrams, and control sequence for each principal item of equipment. Operating
instructions shall be printed or engraved, and shall be framed under glass or in approved
laminated plastic and posted were directed. Operating instructions shall be attached to
or posted adjacent to each principal item of equipment and include directions for start-
up, proper adjustment, operating lubrication, shutdown, safety precautions, procedure in
the event of equipment failure, and other areas as recommended by the manufacturer of
each item of equipment.

1.08 DELIVERY AND STORAGE

Equipment and materials shall be handled, stored, and protected to prevent


damage before and during installation in accordance with the manufacturer’s
recommendations. Damaged or defective items shall be replaced.

1.09 STANDARDS PRODUCTS/SERVICE AVAILABILITY

A. Materials and equipment shall be standard products of a manufacturer


regularly engaged in the manufacture of such products, which are of similar
material, design and workmanship. The standard products shall have been in
satisfactory commercial or industrial use for two years prior to bid opening.

B. Service support: The equipment items shall be supported by service


organizations. The Contractor shall submit a certified list of qualified
permanent service organizations for support of the equipment which
includes their addresses and qualifications. These service organizations shall
be reasonably convenient to the equipment installation and able to render
satisfactory service to the equipment on a regular and emergency basis
during the warranty period of the contract.

C. Manufacturer’s Nameplate: Each item of equipment shall have a nameplate


bearing the manufacturer’s name, address, model number, and serial number,
securely affixed in a conspicuous place; the nameplate of the distributing
agent will not be acceptable.

1.10 SAFETY REQUIREMENTS

A. Belts, pulleys, chains, gears, couplings, projecting setscrews, keys rotating


parts, and other power transmission apparatus, located so that any person can
come in close proximity thereto, shall be fully located or properly guarded.
Points of operation, ingoing nip points, and machinery producing flying chips
and sparks shall be guarded.

1.11 AS-BUILT (RECORD) WORKING DRAWING

After completion, but before final acceptance of the work, furnish a complete set
of drawings of each system for record purposes. Drawings shall be in reduced size.
Drawing size shall be 11” x 17” in hard bound compilation of all trades together with
electronic files in CD. Furnish 3 sets of this compilation for Owner, Architect and
Project Manager’s copy.

1.12 WARRANTY

The contractor should submit a certification issued by the manufacturer. The


said equipment will carry a manufacturer warranty of at least (1) one year AFTER
TESTING & COMMISIONING of the total system or the contractor’s certification of at
least (3) years after T & C of the project. Preference in choosing the equipment will
favor the manufacturer with a longer warranty.

PART 2 - EXECUTION

2.01 INSTALLATION

Equipment, materials, installation and workmanship shall be in accordance with


the applicable standard of the National Fire Protection Association.

2.02 ACCEPTANCE OF THE WORK

The Project Manager and Engineer shall witness formal test and approve all
systems before the Owner accepts them.

G. Warranty should start after full project turnover with complete TESTING
and COMMISIONING of the whole Fire Protection System, with at least
2 years warranty as issued by the manufacturer & not from the local
distributor.

1.02 GENERAL REQUIREMENTS

Fire Protection General Requirements, applies to this section, with the additions
and modifications specified herein.

1.03 DESCRIPTION OF WORK

The work includes providing new automatic wet standpipe, FHC & PFE system
to afford complete fire protection coverage for the proposed “CHEMICAL
INDUSTRIES OF THE PHILIPPINES, INC. MULTI-UNIT WAREHOUSE-
BLOCK 2”. The equipment, materials, installation, workmanship, inspection and
testing shall be in strict accordance with the required and advisory provisions of NFPA
13 and 14, except as modified herein. Each system shall be designed for earthquakes
and shall include all materials, accessories, and equipment for fire protection service
shall be listed by the Underwriters’ Laboratories, Inc., or approved by the Factory
Mutual System. In the NFPA publications referred to herein, the advisory provisions
shall be considered to be mandatory, as though the word “shall” had been substituted
for “should” wherever it appears.

1.04 SUBMITTALS

Partial submittals will not be acceptable and will be returned unapproved.


Annotate descriptive data to show the specific model, type, and size of each item the
Contractor proposes to furnish. Prepare working drawings on sheets not smaller than
20” x 30”, in accordance with the requirements for “Working Drawings (Plans) as
specified in NFPA 13, and include data essential to the proper installation of each
system. Do not commence work until the required submittals have been approved. The
Engineer, will review and approve all submittals. Before any work is commenced,
submit for approval complete sets of working drawings for each system.

PART 2 - PRODUCTS

2.01 FIRE HOSE CABINET [POWHATTAN, GIACOMINI]

A. Hose cabinet shall have full glass door recessed or surface mounted on
wall and shall be able to accommodate 38mm (1 ½ inch) hose rack unit
with 30 meters (100 ft.) of hose and fire extinguisher. The door frame
will be made of Anodize Aluminum material with full glass panel, while
the 4 corners of the frame will be rounded edge corner instead of the
sharp 90° edge.

A. Angle Hose Valve shall be 38 mm (1 1/2”) diameter and shall have a


rough brass or chrome finish. [POWHATAN, BH or Weflo Brand].
Capable to handle 300psi water pressure, supplier should present
certification from supplier that the product is GENUINE & factory
certified.

C. Hose shall be 38 mm (1 1/2”) diameter x 30 meters (100 feet) double


jacketed lined hose.
D. Nozzle shall be 38 mm (1 1/2”) diameter, shall have adjustable fog,
straight stream and shut-off features. Material shall be solid brass, with
satin finish or polycarbonate material and rubber bumper, should be UL
or FM certified.

E. Fire extinguisher shall be 10 lbs. ABC Dry Chemical with a UL rating of


2B. [BADGER, KIDDIE, AMEREX, BUCKEYE]

F. Pressure Restricting Device shall be 38 mm (1 1/2”) diameter with break


segment control which permits adjustment to control water pressure.
[POWHATAN, BH or WEFLO Brand], this Valve should be UL or FM
certified & supplier should present certification from manufacturer that
the product is GENUINE & not a FAKE IMITATION.

G. Angle Hose Valve shall be 65 mm. (2 ½”) dia. and shall have a rough
brass finish. [POWHATTAN, GIACOMINI or approved equal]

2.02 PIPING SYSTEMS

Inspect, test, and approve piping before burying, covering, or concealing.


Provide fittings for changing direction of piping and for all connections. Make changes
in piping sizes through tapered reducing pipe fittings or thread-o-lets; the use of
bushings will not be permitted. Welding shall be performed in the shop; field welding

will not be permitted. Conceal piping in areas with suspended ceiling. Fittings into
which sprinkler heads, sprinkler head riser nipples, or drop nipples which are threaded
shall be welded, threaded, or grooved-end type. Use of plain-end fittings with
mechanical couplings (which utilize steel gripping devices to bite into the pipe when
pressure is applied) will not be permitted. Rubber gasketed, grooved-end pipe and
fittings with mechanical couplings shall be permitted in pipe sizes 38 mm (1 1/2”) and
larger; fittings shall be UL listed or FM approved for use in sprinkler systems. Fittings,
mechanical couplings and rubber gaskets shall be supplied by the same manufacturer.

Grooved coupling and fittings are acceptable substitute for flanged and screwed
fittings provided that they are products from reputable manufacturers and additional
sway brace are provided in accordance with NFPA 13.

A. Pipe Sizes 65 mm (2 1/2 inches) and larger: [SUPREME, SUPERIOR]


1. Steel Pipe: ASTM A 53, Schedule 40, black steel pipe. (ERW B.I. pipe)
2. Grooved Coupling, UL listed and FM approved: [VICTAULIC by Yek
Yeu, MECH by OSP]
3. Flanges and Flanged Fittings: ANSI B16.5, Class 150.
( acceptable substitute )
a. Gaskets: AWWA C111 cloth inserted red rubber gaskets.
b. Bolts: ASTM A 193 Grade B8. Bolts shall extend no less than
two full threads beyond the nut with the bolts tightened to the
required torque.
c. Nuts: ASTM A 194 Grade 8.
d. Washers: ASTM F 436. Provide flat circular washers under bolt
heads and nuts.

B. Piping Sizes: 50 mm (2 inches) and smaller: [SUPREME, SUPERIOR]


1. Steel Pipe: ASTM A 53, Schedule 40, (ERW B.I. pipe) steel pipe with
threaded end connections.
a. Threaded Fittings: ANSI B16.3 or equal or Class 150, should be
UL & FM certified (MECH, KLC, SCI)
b. Unions: ANSI B16.3 Class 150, should be UL & FM certified
(MECH, KLC, SCI)
c. Thread-o-lets: ANSI B16.3 or class 150, should be UL & FM
certified (MECH, VICTAULIC)

C. Pipe Hangers and Support: Provide in accordance with NFPA 13. [Nvent
CADDY Seismic Bracing System, FISHER, UNISTRUT, MECH,
LIANXIANG] should be UL or FM certified.

a. Drop-In Anchors (Expansion Bolt)


Drop-in Anchors and Mini Drop-In Anchors should be UL Listed in
accordance with NFPA requirements. Zinc plating provides corrosion
resistance. Follow NFPA requirements and installation instructions for
proper use.

Installation Instructions:
Step 1: Using a masonry bit suitable for the material being drilled, drill an
appropriate diameter hole at the correct depth according to the table show.

Step 2: Insert the anchor into the hole until the edge of the hole until the edge of
the anchor is flush with the surface of the material the anchor is being installed
in. The Anchor may be installed at a greater depth by drilling the hole to the
desired depth and threading the correct size bolt for the size anchor being
installed and tapping the anchor into the drilled hole.

Step 3: After inserting the anchor to the desired depth, insert the correct size
setting tool into the anchor and drive the plug into the anchor until the shoulder
of the setting tool meets the edge of the anchor. The anchor is now installed and
ready to be used.

Average Pullout Values for 4000 psi concrete:

D. Gate Valve: NFPA 13, Provide valves of types approved for fire services. All
O.S. & Y Gate should be provided with Supervisory Switch. Gate valves shall
be Outside Screw & Yoke (OS & Y) type conforming to ASTM B-62 and shall
open by counter clockwise rotation. Ductile Iron body. Valves should be UL
listed and FM approved. Working pressure of 300 psi, and flange connection
rated Class 200. [MECH by OSP, VICTAULIC, FIREKING, & WEFLO]

E. Check Valve: NFPA 13, Provide valves of types approved for fire services,
conforming to ASTM B-62. Check valves shall have flanged clear opening
swing check type with flanged inspection and access cover plate for sizes 100
mm (4 inches) and larger. Check valves at pump room should be non-slam heavy
duty spring loaded type. Ductile Iron body. Valves should be UL listed and FM
approved. Working pressure of 300 psi, and flange connection rated Class 200.

F. Alarm Check Valve: NFPA 13, Alarm Check Valves should be UL listed and
FM approved. Working pressure of 300 psi, and flange connection rated Class
200. Ductile Iron body. [MECH by OSP, VICTAULIC, FIREKING]

G. Pressure Reducing Valves: [OOVAL, BERMAD, RELIABLE]
The Pressure Reducing Valve shall be UL Listed for fire protection. It shall
eliminate downstream over-pressure, maintaining a constant downstream
delivery pressure, regardless of varying pressures and/or flows. The main valve
shall be a diaphragm actuated, “Y” pattern (or angle) valve. Valve actuation
shall be accomplished by one moving assembly containing a double chambered
actuator, which shall include a stainless steel stem and a resilient elastomeric
seal held by a flat seal disk and creating a drip tight seal against the seat. The
valve seat shall be removable and made of stainless steel. The seat bore net area
shall be no less than that of the valve nominal diameter and shall have an
unobstructed flow path with no stem guide or supporting ribs. All necessary
inspection and servicing shall be possible in-line. Ductile Iron body. The valve
shall be UL-Listed as a pressure controlling water control valve. The Pressure
Reducing Pilot Valve shall be UL-Listed as part of the assembly. The control
trim shall be supplied as an assembly, pre-assembled and hydraulically tested at
an ISO 9000 and 9001 certified factory. Working pressure of 300 psi and flange
connection rated Class 200.

H. Identification Signs: Attach properly lettered approved metal signs conforming


to NFPA 13 to each valve and alarm device.

I. Inspector’s Test Connection: Provide test connections about 1.80 meter (6 ft.)
above the floor for each sprinkler system or portion of each sprinkler system
equipped with an alarm device. Sight test connection shall be made of semi-
steel with clear tube and smooth bore non-corrosive orifice.

J. Main drains: Provide drain piping to discharge at nearest drain.

2.05 FLOW SWITCH [POTTER ROEMER, SYSTEM SENSOR, MECH,


WEFLO]

Vane type waterflow detector with adjustable retard element to prevent false
alarm signals caused by fluctuating water pressure. Retard element shall be adjustable
from 0 to 70 seconds, should be UL & FM approved.

2.06 SUPERVISORY SWITCH [POTTER ROEMER, SYSTEM SENSOR,


MECH, WEFLO]

Valve position supervisory switch shall be designed to monitor O S & Y valve,


should be UL & FM approved.

2.07 PIPE SLEEVES

Provide where piping passes through walls, floors, roofs, and partitions. Secure
sleeves in proper position and location. Provide sleeves of sufficient length to pass
through entire thickness of walls, floors, and partitions. Firmly pack space between
sleeves and pipe with insulation and calk at both ends of the sleeve with plastic
waterproof cement which will dry to a firm but pliable mass, or provide a segmented
elastometric seal.
A. Sleeves in Masonry and Concrete Walls, Floors and Roofs: Provide ASTM A

B. All fire protection pipe penetrations passing through fire walls and floor
partitions shall be provided with intumescent firestop products that have been
tested and approved in accordance with ASTM E-814 and UL 1479.

2. For Large Opening/Multiple Penetration, refer to UL System No. C-AJ-

The above mentioned are codes in accordance with ASTM E-814 as tested under UL
1479 test methods. UL 1479 is the test method employed for evaluating the system
rating of through penetrations (i.e. steel, metal & pvc pipes passing through walls or
floors; penetrations is sealed with a firestop sealant/material). During testing every
detail and parameter used are recorded. If the assembly satisfies the established
performance requirements, then it is given a specific UL system Number and published
in the next edition of the UL Fire Resistance Directory Volume 2 and can be accessed in
the internet.

2.08 FIRE DEPARTMENT, INLET CONNECTIONS [TYCO, GIACOMINI,


WEFLO, BH]

Provide connections 0.90 meter (3ft.) above finish grade, of the approved two-
way type with 65 mm (2 1/2 inches) National Standard female hose threads with plug &
chain, and check snoots. Fire department inlet connection shall have chrome plated
finish for Combined Automatic Fire Sprinkler System & Wet Standpipe System, and

ABC Dry Chemical


ABC or Multi-Purpose extinguishers utilized a specially fluidized and siliconized mono
ammonium phosphate dry chemical. It chemically insulates Class A fires by melting at

Operation:
The glass bulb of sprinkler head contains a fluid which expands when the rated

PART 3 - EXECUTION

3.01 INSTALLATION

Equipment, materials, installation, workmanship, examination, inspection, and


testing shall be in accordance with NFPA 13, except as modified herein. Install piping
straight and true to bear evenly on hangers and supports. Keep the interior and ends of
new piping thoroughly cleaned of water and foreign matter. Keep piping systems clean
during installation by means of plugs or other approved methods. When work is not in
progress, securely close, open ends of piping and fittings so that water and foreign
matter will not enter the pipes or fittings. Inspect piping before placing into position.

3.02 FIELD PAINTING

Clean, pre-treat, prime, and paint new fire extinguishing systems including
valves, piping, conduit, hangers, supports, miscellaneous metal work and accessories.
Apply coatings to clean, dry surfaces, using clean brushes. Clean the surfaces to
remove dust, dirt, rust, and loose mill scale. Immediately after cleaning, provide the
metal surfaces with one coat of pretreatment primer and another coat of primer. Provide
primed surfaces with the following:

A. In Unfinished Areas: Unfinished areas are defined as attic spaces, spaces above
suspended ceiling crawl spaces, pipe chases, and spaces where walls or ceilings
are not painted or not constructed of a pre-finished material. Provide primed
surfaces with one coat of red enamel.

B. Systems in Other Areas: Provide primed surfaces with two coats of paint to
match adjacent surfaces, except provide valves and operating accessories with
one coat of red enamel.

3.03 FIELD TESTING AND FLUSHING

A. Preliminary Tests: Hydrostatically test each system at 200 psig for a 24-
hour period with no leakage or reduction in gauge pressure. Flush piping
with potable water in accordance with NFPA 13. Piping above
suspended ceilings shall be tested, inspected, and approved before
installation of ceiling. Test the alarms and other devices. Test the water
flow alarms by flowing water through the inspector’s test connection.
When test have been completed and corrections made, submit a signed
certificate, similar to that specified in NFPA 13, with a request for a
formal inspection and tests.

All requirements (including the supply of water) to perform the flushing
and testing activities shall be provided by the Contractor.

B. Formal Inspection and Tests: The Project Manager and Engineer will
witness formal tests and approve all systems before they are accepted.
Submit the request for formal inspection at least 10 days prior to the date
the inspection is to take place. An experienced technician regularly
employed by the sprinkler installer shall be present during the inspection.
At this inspection, repeat any or all of the required tests as directed.
Correct defects in the work provided by the Contractor, and make
additional test until it has been demonstrated that the systems comply
with all contract requirements. Furnish appliances, equipment,
electricity, instruments, connecting devices and personnel for the tests.

3. QUALIFICATIONS OF INSTALLER: Prior to installation, submit data for


approval by the Owner or his authorized representative, showing that the
Contractor has successfully installed fire pumps and associated equipment of the
same type and design as specified herein, or that he has a firm contractual
agreement with a subcontractor having such required experience. The data shall
include the names and locations of at least two installations where the
Contractor, or the subcontractor referred to above, has installed such systems.
Indicate the type and design of each system and certify that each system has
performed satisfactorily in the manner intended for a period of not less than 18
months.

4. DESCRIPTION OF WORK: The work includes providing electric motor


driven centrifugal type fire pumps, [pressure maintenance pump or jockey
pump] and related work. Each system shall be complete and ready for

operation. Equipment, materials, installation and workmanship shall be in
accordance with NFPA 20 and NFPA 70, except as modified herein. Devices
and equipment for fire protection service shall be listed by Underwriters’
Laboratories, Inc. and Factory Mutual.

5. SUBMITTALS: Partial submittals will not be acceptable. Annotate descriptive


data to show the specific model, type and size of each item the Contractor
proposes to furnish. Prepare shop drawings and include data essential to the
proper installation of the system. Do not commence work until the design of the
system and the various components have been approved.

6. ELECTRICAL MOTORS, CONTROLLERS, CONTACTORS, AND
DISCONNECTS: Furnish motors, controllers, contactors, and disconnects with
their respective pieces of equipment, except controllers indicated as part of the
motor control centers shall be provided under Section Electrical Work. Motors,
controllers, contactors, and disconnects shall conform to and shall have
electrical connections provided under Section Electrical Work. Controllers and
contactors shall have a maximum of 120 volt control circuits, and auxilliary
contacts for use with the controls furnished. When motors and equipment
furnished are larger than sizes indicated, the cost of providing additional
electrical service and related work shall be included under this section.

7. ELECTRICAL WORK: Work association with this section shall be provided


under Section Electrical Work, except for control and fire alarm wiring.
Electrical work done under this section shall conform to the requirements of
Section Electrical Work.

8. SEQUENCE OF OPERATION: The jockey pump shall be the lead pump


which shall start automatically whenever the pressure in the main system is
reduced by 5 psig. Pumps shall continue to run until shut down manually. If
after three (3) seconds the lead pump cannot maintain the pressure on the
system, Pump No. 2 (Main Fire Pump) shall start. Failure of the lead pump to
start shall not prevent subsequent pump from starting.

9. SYSTEM COMPONENTS:

9.1 MAIN FIRE PUMP AND JOCKEY PUMP [FAIRBANKS NIJHUIS,


AURORA, XYLEM, PATTERSON] located Ground Level Pump Room
grid line A-BQ/2-3.
9.1.1 FIRE PUMPS: The pumps shall be automatic start and stop.
Each pump capacity at rated head shall be not less than that
indicated. Fire Pump one (1) set capacity at rated head shall be
750 GPM at a discharge pressure of 110 psig. Pump shall furnish
not less than 150% of rated capacity at not less than 65% of total
rated head. Electric motor driven pump shall be vertical turbine
type with automatic air release.

9.1.2 PRESSURE MAINTENANCE PUMP OR JOCKEY PUMP:


Provide pump to maintain the pressure on the system. Provide
pump of the electrically-driven, submersible turbine type with a
rated discharge of 7.5 GPM at 120 psig. Pump shut-off pressure
shall not exceed the design working pressure of the system. Pump
shall draft from the suction supply side of the suction pipe gate
valve of the pump and shall discharge into the system on the

downstream side of the pump discharge gate valve. Provide
approved indicating gate valves of the outside screw and yoke
type in the maintenance pump suction and discharge piping.
Provide an approved check valve in the maintenance pump
discharge outlet and the discharge gage valve. Provide a pressure
switch in the system supply main near the point where it leaves
the pump room which shall cause the maintenance pump to start
when the pressure drops by 5 psig and to stop when the pressure
reaches the required pressure.

9.2 ALARM: Provide an audible or visible alarm with electrical power


supplied as indicated. Alarm signal shall be activated on any of or
combination of the following conditions: electric motor controller has
operated into a pump running condition, loss of electrical power to
electric motor starter. Exterior alarm devices shall be weather-proof
type. Provide alarm silencing switch and red signal lamp, with signal
lamp arranged to come on when switch is placed in OFF position.

9.3 ELECTRIC MOTOR DRIVER: Provide electrical motors, controllers,


contractors, and disconnects as specified herein. Power supply to each
motor and controller shall be 400 V.

9.3.1 Motors: Motor horsepower shall be not less than the pump’s
horsepower requirements at all points on the pump operating
curve.

9.3.2 Controllers: Controllers shall be approved for fire pump service


and arranged for automatic and manual push button pump
starting and automatic and manual push button pump shut down.
Controller shall be completely, terminally wired, ready for field
connections, and mounted in a moisture resistant enclosure,
arranged so that controller current carrying parts will not be less
than 12 inches above the floor. Provide controller with
sequential starting timers as required by NFPA 20. The reduced
voltage starting of Fire Pump controller shall be WYE-DELTA
closed transition. Controllers shall be equipped with a 7-day
electric pressure recorder with 24-hour spring wound back-up.
The pressure recorder shall provide a read-out of the system
pressure, time and date. Should have a data logger that could
store alarms or faults for at least one (1) month. Controller should
be BMS ready. It shall be completely pre wired, ready for field
connections, and wall-mounted in a NEMA Type 2 drip-proof
enclosure.

9.4 ANTI-VORTEX PLATE: Each fire pump suction pipe shall be fitted
with a non-ferrous anti-vortex plate to prevent pump cavitation. In
compliance with NFPA 20 & 22.
Anti-vortex plate is installed in the suction line of fire pumps to control
the turbulence in a flowing water, they are simple in design and very
effectively controlling the velocity of the fluid thus preventing cavitation
to fire pumps and damage to impellers.

10. WATER PIPING SYSTEMS: Water piping systems shall conform to the
requirements of Section (Wet Pipe Sprinkler and Standpipe System).
10.1 Water Flow Meter: Construct a header of steel pipe conforming to
ASTM 53 or ASTM A 120, Schedule 40, black steel, with butt-welding
end connections. Provide butt-welding fittings of the same material and
weight as the piping. Provide UL listed or FM approved or equal flow
meter for fire pump installation with direct flow read-out device. Meter
shall be of the venturi type meter which shall be suitable for pump
discharge pressure up to 300 psi and flow range from 400 GPM to 2,000
GPM.

11. INSTALLATION: Equipment, materials, installation, and workmanship shall


be in accordance with NFPA 20, except as modified herein. Install piping
straight and true to bear evenly on supports.

11.1 Cleaning of Piping: Keep the interior and ends of new piping [existing
piping affected by the Contractor’s operations] thoroughly cleaned of
water and foreign matter. Keep piping systems clean during installation
by means of plugs or other approved methods. When work is not in
progress, securely close open ends of piping and fittings so that water
and foreign matter will not enter the pipes or fittings. Inspect piping
before placing into position.

11.2 Pipe and Fittings: Inspect, test, and approve piping before burying,
covering, or concealing. Provide fittings for changes in direction of
piping and for all connections. Make changes in piping sizes through
tapered reducing pipe fittings; do not use bushings.

12. NAMEPLATES: Provide laminated, plastic nameplates for equipment, gages,


thermometers, and valves; stop valves in supplies to fixtures will not require
nameplates. Equipment nameplates shall show the following information:
a. Manufacturer, type, and model number
b. Contract number and accepted date
c. Capacity or size
d. System in which installed
e. System which it controls

13. DISINFECTION: Disinfect the new water piping and existing water piping
affected by Contractor’s operations in accordance with AWWA C601. Fill the
piping systems with solution containing minimum of 50 parts per million of
available chlorine and allow solution to stand for minimum of 24 hours. Flush
the solution from the systems with clean water until maximum residual chlorine
content is not greater than 0.2 parts per million.

14. INSTRUCTING OPERATING PERSONNEL: Upon completion of the work


and at a time designated by the Owner, provide for a period of not less than one
8-hour working day, the services of experienced technicians regularly employed
by the manufacturer of the pumps and the drivers to instruct Owner’s operating
personnel in the proper operation and maintenance of the equipment.

15. FLUSHING: Flush all new pump suction and discharge piping at 150% of
rated pump capacity. Where the pump installation involves more than one
pump, the flushing volume shall be the total quantity of water flowing when all
pumps are discharging at 150% of their rated capacities. The new pumps may
be used to attain the required flushing volume. Continue flushing operations
until water is clear, but for not less than 10 minutes. Submit a signed and dated
flushing certificate with a request for field testing.

16. FIELD TESTING:

16.1 Preliminary Tests: Hydrostatically test each piping system at 200 psig
for a period of 24 hours. Perform tests on pumps, drivers, and
equipment, including visual equipment checks to insure compliance with
approved shop drawings; pump start-run to insure proper operation and
to detect any leakage of piping, valves, and fittings; sequence of
operation check; verification that all required pump accessories have
been provided; test of pump alarm devices; and additional inspections
and tests necessary to insure that the entire pump installation is correct,
complete, and ready for operation. When preliminary tests have been
completed and corrections made, submit a signed and dated certificate
with a request for a formal inspection and tests.

16.2 Formal Inspection and Tests: The Owner or his authorized


representative will witness formal tests and approve all systems before
they are accepted. Submit the request for formal inspection at least 15
days prior to the date the inspection is to take place. An experienced
technician regularly employed the pump installer shall be present during
the inspection. Tests shall include 100 and 150% capacity flows and
pressures, and no-flow pressure for conformance with manufacturer’s
characteristic curves. At this inspection, repeat any or all of the required

tests as directed. Correct defects in the work provided by the Contractor,
and make additional tests until it has been demonstrated that the system
complies with all the contract requirements. Manufacturer’s certified
shop test characteristic curves for each pump being tested must be
furnished by the Contractor at the time of the pump acceptance test.
Furnish appliances, equipment, water, electricity, instruments,
connecting devices and personnel for the tests.

PART I - GENERAL CONDITIONS

1.01 GENERAL

The General Conditions and Provisions of the Building Contract with these
Specifications and Drawing form part of and are included in this Section of
Specifications.

1.02 WORK INCLUDED

Under the specifications, provide all materials and equipment and perform all
the works as shown in the drawings, as herein specified, except, otherwise
excluded shall include but not be united to the following work:

A. Supply and installation of all conduits and wirings including boxes,


supports, fittings and gate valve and waterflow switches.

B. Complete testing of the whole system.

C. Painting works as may be required.

1.03 REMOVAL OF DEFECTIVE OR UNAUTHORIZED WORK

A. Any defective work, whether the result of poor workmanship, defective


materials, damage through carelessness, or any other cause found to exist
prior to acceptance or to final payment for the work shall be removed
immediately and replaced by work and materials which shall conform to
these Specifications, or shall be otherwise remedied in an acceptable
manner. This clause shall have full effect regardless of the fact that the
work may have been done with the full knowledge of the Consultant.
All materials not conforming to the requirements of the Technical
Specifications shall be considered defective.

B. No defective material shall be used, the defect of which has been


subsequently corrected shall be used until approval has been given by the
Consultant.

1.04 CONFORMITY WITH PLANS AND ALLOWANCE DEVIATIONS

These Specifications and drawings indicate the general lay-out of the system, and
the Contractor shall be responsible for the proper installation of the system
without substantial alteration or modification. Wherever field conditions or
exigencies of construction make departure from these Specifications and
Drawings, necessary details of such departure and reason thereof, shall be
submitted without delay. No departure shall be made without the written
approval of the Consultant.

1.08 PERMITS, CERTIFICATE OF FINAL INSPECTION AND APPROVAL

A. The installation specified herein shall comply with all laws and local
regulations applying to fire detection and alarm system installation, in
effect, with the provisions of the Fire Code of the Philippines.

B. The Contractor shall obtain at his own expense, prior to the start of the
work, all permits required by the government, and after completion of
the work, shall furnish the Owner with the Certificate of Final Inspection
and approval from the Municipal Offices having authority over the work.

1.09 WARRANTY

It shall be for a minimum period of one year of trouble-free operation; also, tests
and maintenance for a minimum of one year.

The Contractor shall submit to the Owner through the Consultant, three copies
of Contractor’s Warranty and three copies of Equipment Supplies Warranty with
corresponding three copies each of the catalogs, brochures, specifications of
major equipment.

1.10 ACCEPTANCE OF THE WORK

It shall be conditioned on a successful test of the entire system.

1.11 TIME OF COMPLETION

It shall be indicated in the proposal and shall include estimated time of delivery
of imported items.

PART 2 - EQUIPMENT, DEVICE, AND MATERIAL
SPECIFICATIONS
All equipment and accessories furnished under this contract and specifications shall be
the standard product of a single manufacture, shall be listed and approved for use by
Underwriters’ Laboratories, Inc. (UL) and Factory Mutual Engineering Corporation
(FM), and shall be guaranteed for a period of one year after the acceptance test.

2.01 CONTROL UNIT - UNLESS OTHERWISE SPECIFIED:


A. Gate valve supervisory switches shall be in one control unit.

B. The control unit shall consist of the following:

32 annunciator for gate valve supervisory switches

25 annunciator for waterflow switches

2 annunciator lamp for pumps supervision (normally “ON” lamp


and normally “OFF” lamp to indicate that pump is in the normal
mode and pump is operating respectively.

All lamp indicators shall be of the LED (Light Emitting Diode) type and
shall be visible in front of the control unit. Trouble signals shall be
indicated by yellow LEDs, alarm signal by red LEDs.

B. Alarm Control Panel, UL/FM Approved. [SIMPLEX, EDWARDS,


NOTIFIER, RAVEL FIRE or approved equal]

When a alarm condition is detected and reported by one of the system


initiating devices, It has a function of printing and history storage
equipment shall log the information associated each new sprinkler alarm
control panel condition, along with time and date of occurrence.

2.02 SYSTEM OPERATION


A. Supervisory System

Activation of waterflow switch shall illuminate its respective LED at the


control unit, at the same time the built-in buzzer and fire light shall
activate. The general alarm switch for the bells shall be manually
operated at the fire alarm control unit.

Control of gate valve or a break in the wiring shall illuminate its


respective annunciator LED to indicate a trouble signal at the control
unit, at the same time the built-in buzzer shall activate.

All activated annunciator and buzzer shall remain illuminated and
activated respectively until the trouble has been restored to normal
operating mode.
