A Tablet of Codex Ur-Nammu from Sippar

Whilst searching for lugal-e tablets in the Collection of the Archaeological


Museums of Istanbul during his stay in Turkey at the end of 1979, Prof. J.
van Dijk was able to identify one of the Sippar tablets (Si. 277) as a part of
the law code of Ur-Nammu. Not only the credit of the identification but
also of the copying of this highly damaged tablet goes to him. I am deeply
indebted to Prof. J. van Dijk for his kind and inspiring cooperation in every
phase of the preparation of this publication.
Si. 277 comprises lines 125-246 of the Ur Nammu law code, which was
published by S. N. Kramer and J. J. Finkelstein in Or 23 (1954) 40-51 and
J CS 22 (1969) 66-82 respectively. It completes the missing 6 items at the
beginning of the code. The tablet is 12.2x7x3.5 cm in size and has two
columns on each side.

text A: s cf. N. Schneider, KWU 259. In B the sign is certainly :
ITI X Eš X bad, although partly destroyed. The signs after nisag look most
like in the transcription; š à-EN.i^í^1 "in Nippur" would make better sense,
but does not fit the traces; a possibility would be: š á-ŠEš.UNUkl "in Ur",
cf. TCIy 15, 12, 42 and note 5. If the sign following š á is really -[g]e-
one might think that sà-ge-gur,-ru is meant: "voluntary (offerings)",
a well-attested expression. For gis...tag "to offer" cf. A. Falkenstein,
AnOr 29, p. 120, n. 7.
7 In B -udu-ra and -g u4 - e is an error of the scribe.
8 B has conserved the historical writing (from the statue).
9 The most obvious restoration would be (epigraphically) : a m a - m [ u -
n] e, as there is hardly space in the text for the restoration. The plural:
a m a - n e ought not to be an insurmountable obstacle: cf. for Urnammu's
divine birth, TCL 15, 12, 43-49.
10 The first sign is: s u-; s u - a kimtu "family" would make good sense;
but in the next line: ki ha-b[a-ni-gar?]-re-eš, -eš must be the
suff. of the plural acc. of the animate class, s u - a belonging to the inanimat
class. Furthermore: between su- a and -n]e-ne, there are traces of
one or more signs. The restoration in the text is an expedient.

is a strong argument for his authorship, which is far from being beyond doubt.
First of sdì.: S. N. Kramer in his first edition translated the whole introduction
in the 3rd person and so did also J. Finkelstein in ANET 523 ss. This is cer-
tainly wrong. In Or 23 (1954) 42 ss. we must read 1. 82-84: à - dn a n n a -
lugal-gá-ta hé-mi-gi4 "... I returned them with the help of the
might of my king Nanna. . . idem 11. 108 ss. : . . . [ á-d] nanna/[lugal-
g] á-ta / [dnin-kar-nu]n-na / [nin-gá]-ta / [lú~?un]uki /
[agax-sè? h]u-mu-ni~sig [á-šá ni-is-kum] / [šu]-ba
hé-mi-gi4 / nam - g a -raš/ má-lah4-gal / pa:sux(=supa =
s i p a ) - e / g u4-ku u d u-ku / a n š e-KU / uri lú-úša[n- ] / k i -
en-gi [ki-uri] šu-ba h[é-mi-gi4] "with the help of [the might]
of Nanna, my [king], of [Ninkarnunna, my queen], I vanquished the man of
Uru]k(?); I returned the [niskum-fields into their hands].
Urnammu is mentioned: Or I.e., 14 ss. (in the cartouche = 11. 1-30, cf.
Gudea, Stat. B col. 1): ...[du]r-dnamm[u] / [gì]r.ni[Ta- ] etc.; 36-43:
u4-ba dur-dnammu-ke4/ dumu-tu-da / dnin-sun(a)-ka /
ama-a-tu / ki-ág-gá-ni-ir / ..../43: x [hu?]-mu-n[a-
k e š d] a?. . . which may be translated: "then Urnammu for th
Ninsun, the inmate of his house, whom he loved, ...an agreement (??) he
made ...,,;dur-nammu-ke4 in line 37 can be a dative in Ur III, although
very abnormal in this place. But even then, another is speaking probably in the
1st person, who is not Urnammu; if dur-nammu-ke4 is subject, some-
body is speaking in the 1st person about Urnammu. The passage is a serious
objection to the authorship of Urnammu. In the same way Namhani is spoken
of in the 3rd person: 75-78: nam-ha-ni / énsi- / lagašakl-ke4 /

hé-em-mi-i[b?]-t[ùm*] (certainly not u g6) "Namhani, the Ensi


of Izagas, [brou]ght?? (it)" and the text continues in the 1st person. The 3rd
mention of Urnammu is found in 1. 104, which could be restored: [ d u m u -
du r - d]n a m m u ... , but with difficulty. In that case, Šulgi would be the
author. The problem exists and one does not see how to solve it. fvD.il

b a, but not certain; for the meaning cf. J. van Dijk, JCS 30 (1978) 199 n. 22,

be meant; perhaps abuse of power by officials is intended.
