CHAPTER ONE

1.0 INTRODUCTION

1.1 BACKGROUND INFORMATION ABOUT PSSSF

(PSSSF) public service social security fund is a social scheme designed retirement benefit
and other social security services to public sector employees. It was established as a part of
broader effort to reform and improve social security system in various countries aim to offer
sustainable and efficient way of managing retirement and other benefit for public sector
workers.

The PSSSF was formed in 2018 under the government of the late Hon. Rd. John Pombe
Magufuli when the four pension schemes, that is, Parastatal Pensions Fund(PPF),
Government Employees Pension Fund(GEPF), Public Service Pension Fund(PSPF) and
Local Authorities Pension Fund(LAPF) merged to form one pension scheme that is
PSSSF.

PSSSF constitutes of the employees in the public service employed after the
commencement of PSSSF Act, the employees who are members of the former schemes
at the time of commencement of the PSSSF Act and the employees employed after
commencement of the Act in any specified corporation (company or corporations where
the government or its agents owns more than 30% of the shares. The contributions,
assets and funds that were under the former schemes all became under PSSSF.

1.1.1 INCORPORATION

The Public Service Social Security Fund was established by the Public Service Social
Security Fund Act, Cap 371 ("PSSSF Act"). The Act repealed the Public Service
Retirement Benefits Act, the LAPF Pensions Fund Act, the GEPF Retirement
Benefits Fund Act and the PPF Pensions Fund Act and applies in Mainland Tanzania
in respect of all employers and employees in the Public Service. The main purpose of
the Fund is to provide for collection of contributions and payment of benefits to its
members.

1.3.1 OBJECTIVES
The Trustees have defined objectives in terms of financial performance as well objectives in
Non-financial areas, which are aligned to the following key themes, Customer Services
Excellence, Financial Sustainability and Operational Excellence.

(vi) MAIN OBJECTIVES OF THE FUND

(a) Short-term Objectives


The Trustees have the Annual Plan for Financial Year 2021 /22 that break down the
strategy into smaller components in order to make it actionable and implementing the
Strategic activities spelt out in the current Corporate Plan, focus is on Retention rate of
95% and employees' level of satisfaction of a least 80% annually.

(b) Medium-term Objectives


The Trustees consider a Medium Term of three years to range between 2021 / 22 2023/24. The
Fund developed three years' objectives which will be a focus of its performance from which
annual targets are set to be achieved every year, mainly focus to Optimize Operational activities
100% Compliance to Laws, Regulations and Governance framework.

(c) Long-term Objectives


These are spelt out in the Five Years Corporate Plan 2019/20 - 2023/24 The Plan focuses on
service delivery by ensuring that the Fund is Sustainable financially, members are served using
competent and availability of motivated staff with proper technology.

(d) Corporate Core Values


Core values and culture establish beliefs and principles that guide employees to perform
their work that aims to achieve vision of the Fund. In that context, employees of the Fund
should possess the following core values.

1.2 TRUSTEES GOVERNANCE STATEMENTS

STATEMENT ON FAITHFULNESS AND VERIFICATION


The Trustees confirm that the current and future development investments of the Fund have
been made in good faith and in the best interest of the Fund.

The Trustees further confirm that the current development and performance of the Fund can
be verified and where relevant the source of the information has been cited, except for future
development performance objective where the Trustee believe cannot be objectively verified.

STATEMENT ON OMISSION

Presentation of Financial Statements that present a true and fair view of Funds' operation is a
primary responsibility of the Trustees. The Trustees have reviewed the current financial
position of the Fund and confirms that applicable accounting standards have been followed
and that the Financial Statements have been prepared accordingly.

The Trustees have in place a robust control environment and procedures for preparation of
Financial Statements and are not aware of any intentional omission or misstatement that
could materially affect Financial Statements.

STATEMENT ON NEUTRALIITY

The Trustees consider the information contained in the operating and financial review to be free of all
bias and retains balance, nothing has come to the Trustees attention to conclude that the information
contained are not balanced and free of bias.

CORPORATE GOVERNANCE STATEMENT

The Trustees have complied with the principles and codes of best practice and applied them
throughout the period under consideration, as such adopted the national objective on Good
Governance that insist positive effect on various aspects of the government including compliance to
policies and practices, procedures, service quality protocols and office conduct, role clarification and
good working relationship.

(v)STATEMENT ON CONTRACTUAL ARRANGEMENT

The Trustees have computerized most of key processes as such has contractual arrangement
with persons/entity owning those software, hardware and other intellectual properties. The
Trustee believes that no material contractual or other arrangements which are essential to the
operation of the entity that has not been disclosed.

STATEMENT ON OTHER RELEVANT MATTERS

The Fund has presented Key material issues that are relevant to the users understanding of Financial
Statements, the Trustees have no other matters that are considered to be relevant for

Is a part of work done in the office as it involves preparing forms in a work sheet showing members
how they benefit in their contribution

 Retirement Benefits: The most prominent function of the PSSSF is to provide retirement
benefits to public servants upon reaching retirement age. These benefits are calculated based
on the employee's salary and length of service.
 Disability Benefits: In the event of a disability, the PSSSF provides disability benefits to
public servants. These benefits are designed to help individuals cope with the financial
challenges associated with disability.
 Survivor Benefits: In the unfortunate event of a public servant's death, the PSSSF
provides survivor benefits to their dependents. These benefits can include pensions, lump
sums, or other forms of financial support.
 Investment Management: The PSSSF is responsible for managing its funds through
investments in various assets. These investments are crucial for ensuring the sustainability of
the fund and its ability to meet its obligations.

Despite these challenges, the PSSSF also presents significant opportunities:

 Technological Advancements: The adoption of technology can improve efficiency,
reduce costs, and enhance transparency within the PSSSF.
 Diversification of Investments: Expanding the range of investments can help
mitigate risks and improve returns.
 Policy Reforms: Implementing appropriate policy reforms can address the challenges
faced by the PSSSF and ensure its long-term sustainability.

2.1.2 Reviewing retired members

Reviewing Retired Members of the PSSSF:


The Public Service Social Security Fund (PSSSF) plays a crucial role in providing financial
security to retired public servants in Tanzania. Regular reviews of retired members are
essential to ensure the integrity of the system and the equitable distribution of benefits.
However, such reviews can be a complex undertaking, involving various factors and potential
challenges..

Challenges in Reviewing Retired Members

Reviewing retired members can be a complex process due to several challenges:

 Data Accuracy: Ensuring the accuracy and completeness of member data, including
service records, salary information, and beneficiary details.
 Aging Population: Dealing with an increasing number of retired members, which can
strain resources and make reviews more time-consuming.
 Geographic Dispersion: The challenge of reaching retired members who may be
living in remote areas or have limited access to technology.
 Benefit Complexity: The complexity of PSSSF benefit structures, which can make it
difficult to accurately calculate and verify benefits.
 Ethical Considerations: Navigating ethical concerns related to reviewing the
personal financial circumstances of retired members.

Effective Review Strategies

To address these challenges and conduct effective reviews, the PSSSF can employ several
strategies:

 Technology Adoption: Leveraging technology, such as digital records and online


portals, to streamline the review process and improve data accuracy.
 Risk-Based Approach: Prioritizing reviews based on risk factors, such as members
with unusual benefit claims or those who have not been reviewed in a significant
period.

 Outreach Efforts: Implementing outreach programs to inform retired members about
the review process and encourage their participation.
 Collaboration with Other Agencies: Collaborating with other government agencies,
such as the National Identification Authority, to verify member information.
 Ethical Guidelines: Establishing clear ethical guidelines for conducting reviews to
protect the privacy and dignity of retired members.

2.1.3 I have sent message to the members about the shortcomings


of various information in their claims
This role part played in the organization as it includes and requires a complete and assured
attachments and information and when the reviews are not complete the task is in hand to call out
members and assure them to gather the missing and shortcomings of their various information in their
claim forms for correct and equitable fair distribution of benefits

Challenges in sending messages to members shortcomes

 Ignorance; some of the members ignore the messages which makes it hard for the
organization to complete their distribution

everyone who comes gets the form they need on time. Also I have learned to print member’s
contribution statements.
2.2.2 I have learned to verify members through the phone system and by using biometric
machine
2.2.3 I have learned how to check member’s claims and the gaps in information required in
those claims
2.2.4 I have learned that it is important to save members information every time it is brought
in, so that it can work properly as required

because even you can register many members per day without spending more hours than
using a hand written system

Experience I Have Gained in My Field Practical Are;

understanding of policy and implementation, that I observe on how social security policies
are implemented in high performance and the challenge faced, I have learned to
communicating policies and procedures to the members of the scheme and stakeholders, I
have gain the skills in collecting and analysing data related to the beneficiary’s claims and
fund distribution Challenge Faced in My Field Practical Are

Lack of good education to the member about services provided by public service social
security fund, Low level of science and technology information to the scheme

3.2 RECOMMENDATION

I would like to advice PSSSF fund to improve their services delivery system for members so
that the beneficiaries to the fund can enjoy their services

I would like to advice cease that, when they give information about joining the field, they
should give the information in advance to give student the flexibility to prepare for the field
in advance, for instance some institutions require everyone to aware an office uniforms, so if
the information is given in advance it is easy to make good preparation
