Project Control Integration Requirements

1.0 PURPOSE
The Purpose of this document is to allow Project Management Office Department
(PMOD) to monitor and control the MANDATED COMPANY “Coding Dictionaries”
within this “Master Coding Library” document providing users the entire available
coding to be utilized with the Capital Projects for a consistent Project Controls
approach for Monitoring and reporting.

Used in conjunction with the “Saudi Aramco Capital Projects Integrated Project
Controls Requirements” Document, it supports the required coding assignments to
enabe the alignment of the Project Controls across Saudi Aramco (COMPANY)
Capital Projects, allowing a consistent approach and governance of the “Project
Controls Framework”, primarily relating to: Schedule Management, Progress
Measurement, and Cost Management.

By combining both the mandatory coding with fixed structures of the Work
Breakdown Structure (WBS – for Schedule and Progress Measurement) and “Cost
Breakdown Structure” (CBS – known as COMPANY SAP WBS, for tracking of
Costs), this combination, will enable the standardization of COMPANY Capital
Projects, and the integration of the Project Control functions, from Planning,
Scheduling and Progress Measurement, and in accordance with the
CONTRACTOR awarded “Schedule C Att. I” Contract Price Breakdown and
Payment Provision.

1.1 SCOPE
The scope of this document applies to all Project types: A, B, C, and C1 executed
by SAUDI ARAMCO CONSTRUCTION AGENCIES.

This requirements document is intended for use with the “Saudi Aramco Capital
Projects Integrated Project Controls Requirements” by GES+ CONTRACTORS,
EPC CONTRACTRS and COMPANY CONSTRUCTION AGENCIES, to support
and compliment COMPANY internal procedures and Contract language by defining
the required coding elements for the establishment of a consistent approach to the
COMPANY Project Control Integration Framework - Planning and Scheduling,
Project Measurement Systems (PMS), Cost Management and Reporting, as
applicable for each of the following Project Phases:

• Preliminary Engineering (PE) Phase


o FEL II – DBSP (Design Basis Scoping Paper)
o FEL III - Project Proposal
• Detail Design (Engineering)
• Procurement
• Construction, Incl: Precommissioning
• Project Close-Out (Commissioning and Handover)

1.2 KEY DEFINITIONS & ABBREVIATIONS

CODING DICTIONARY: Is a list of available coding values and names, that can be
assigned on the schedule activities within the Primavera P6 Project Schedule, by
combining multiple Coding Dictionaries together unique coding structures can be
created, allowing full integration and alignment with the Contractual Schedule C
Att.I, across the Project Controls Platforms.

COMPANY: SAUDI ARAMCO

CONSTRUCTION AGENCY: The COMPANY designated organization assigned to


execute the project, encompassing Saudi Aramco Project Management Team and
their Project Controls Divisions.

COST BREAKDOWN STRUCTURE (CBS): is a hierarchical breakdown of the


Scope of WORK divided in terms of cost associated with three COMPANY code of
account levels: Budget Item (BI) divided into Job Orders (JOs) with further
subdivisions into Account Phases, and Cost Elements. Otherwise known as the
SAP-WBS.

ESTIMATING SERVICES DIVISION (ESD): The corporate entity responsible for


developing, validating, and endorsing all cost estimates supporting Saudi Aramco
Capital Projects, BI-19 Projects, and Joint Venture potential investments at the
initial stages.

EXECUTION CONTRACTOR: Refers to EPC contractors responsible for Detailed


Engineering Design, Procurement of all materials and equipment, Construction and
Pre-Commissioning, and Commissioning and handover of the project to the
OWNER.

GENERAL ENGINEERING SERVICES PLUS (GES+): Refers to In-Kingdom


Engineering contractors used for general engineering services to support FEL 2,
FEL 3, procurement, project management, construction management, and other
related services.

MASTER CODING LIBRARY: Consolidates the COMPANY MANDATED Coding


Dictionaries into one reference document.

PROJECT: A capital project approved by the OWNER to execute a specific Scope


of Work, which may also be sub divided into separate identifiable Project Work
Packages.

PROJECT CONTROL PLATFORMS: Project Control sanctioned Planning and


Scheduling, Project Measurement System (PMS), “Schedule C Att. I”, and
Reporting Platforms.

PROJECT MANAGEMENT OFFICE DEPARTMENT (PMOD): providing


progressive and agile support to enhance project planning and delivery with

expertise, governance processes and solutions.

PROJECT WORK PACKAGE: A segregated, distinct Scope of Work executed by


EXECUTION CONTRACTOR under Contractual Agreement also known as
SCOPE OF WORK (SOW).

UNITS OF MEASURE (UOM): A defned Unit for Measuring the installation


of materials, for the purpose of calculating the physically installed amounts
for progress measurement.

WORK BREAKDOWN STRUCTURE (WBS): encompasses the complete Project


Scope of WORK, divided into discreet, identifiable Work Packages, to provide the
necessary level of detail for effective progress measurement, accountability and
control.

1.3 WORK BREAKDOWN STRUCTURE (WBS)


Generally defined during the Planning phases of the Projects the WBS is a fixed
COMPANY Structure used to identify the entire Project Scope of Work, not related
to the Cost (see Section 5), under a single Contractual Agreement. Divided into
discreet, identifiable Work Packages, based upon the COMPANY assigned Project
type, and Project Sub-type to provide the necessary levels of detail for effective
Schedule Management, Progress Measurement, Accountability, Monitoring and
Control and Reporting.

Due to the numerous different COMPANY Project Types and Project Sub-Types,
only Level 1 and Level 5 WBS elements are mandated by COMPANY, this allows
flexibility in the other levels of the WBS specific to the project scope of work,
however, the Structure of the WBS must be maintained and not altered to ensure a
consistent hierarchal perspective.

The Numbering convention of the WBS should follow standard practices identifying
each next level with a suffux number as per FIGURE 1 below, Naming conventions
for Level 2, 3, 4 & 6 are at the users discretion, based upon the scope of work and
the WBS Structure, Level 1 and Level 5 wust follow the coding below:

Where an Activity in the Project Schedule is no longer required, upon Construction


Agency Approval, the logic must be removed, and the disconnected activity must
be re-logic sequenced to maintain the logic continuity of the work, once this is done
the activity description must be appended by “(deleted)” and shall be kept at its
current location within its existing WBS level, DO NOT PHYSICALLY DELETE THE
ACTIVITY, in addition the Budgetted Units assigned to the activity are zeroed out
then the activity is no longer considered as part of the scope, and will not carry any
weight value for Progress.

Names. This example consists of two Plant locations, 2 Areas, 2 Unit/ Systems,
Disciplines and Sub-Disciplines Levels.

The following Work Breakdown Structure Levels, Descriptions, and applicable


Values/ Elements, must be followed:

• Level 1, PHASE OF WORK, is defined as per MANDATORY COMPANY


requirements based upon the following phases for the Project:
o ENGINEERING
o PROCUREMENT
o CONSTRUCTION (INCL: PRECOMMISSIONING)

• Level 2, PLANTS, identification of the required Plant Facilities to be


constructed or worked upon. The following are PLANT EXAMPLES:

1.4 P6 RESOURCES
This section describes the mandatory “Primavera P6 Resources” which need to be
assigned on each progressable activity within the Primavera P6 Professional Project
Schedule. Below are the three resource types with intended use:

Labor All progressable engineering and construction activites whose


physical progress contributes to overall engineering and
construction progress respectively and also contributes to
progress related payments on the contract pricing Schedule C Att.
I, shall be loaded with one of the following relevant labor type
resource with PMS code “YES”.

resource with PMS code “YES”. Mandatory construction material
resources are discussed below in detail.

• Construction material resources assigned on activites in Primavera P6 to hold


major step construction quantities, are identical to calculation class in global
master data business process in Unifier (same description and ID – one on one
mapping).
• Whenever a new construction calculation class will be added as global master
data an identical material resource will also be created in Primavera P6
• Construction material resource mentioned above will be marked “YES” in
Pimavera P6 for PMS Integration
• Material resources follow same hierarchical structure in Primavera P6 as global
activity code “Calculation Classes” for construction
• Rest of generic construction material resources grouped under others and
grouped by major discipline and can be used to hold non major step quantities

specific Payment Line Item on the Schedule C Att .I. The MANDATORY GLOBAL
