3.5.1 Traffic Management During Design and Execution

The Consultant will provide expert assistance in traffic management during both the design and
execution phases of the project to ensure that the BRT system is successfully implemented with
minimal disruptions to traffic flow.

 Development of a Traffic Management Plan (TMP):


o The Consultant will prepare a comprehensive Traffic Management Plan (TMP)
that addresses the specific traffic challenges related to the construction and
operation of the Yellow BRT Corridor. This TMP will include:
 Traffic diversion strategies: Identifying alternative routes to be used
during road closures or construction activities to ensure continuous traffic
flow.
 Detour planning: Preparing detour plans to accommodate different
phases of construction and ensuring access for emergency vehicles and
local traffic.
 Signal synchronization: Optimizing signal timings along the detour and
adjacent routes to reduce delays and improve traffic flow during
construction.
 Pedestrian management: Ensuring safe crossings for pedestrians near
construction sites and at key intersections, including temporary
footbridges or crossings where necessary.
 Road closures: Planning partial or full road closures to minimize
disruption while allowing construction activities to proceed. This will
involve careful coordination with local authorities and emergency
services.
o Liaison with Local Authorities and Stakeholders:
 The Consultant will engage with local traffic management authorities,
municipal governments, transport agencies, and local businesses to
coordinate traffic management measures.
 Regular stakeholder meetings will be held to ensure that all affected
parties are aware of upcoming closures, diversions, and any potential
impacts on traffic or businesses.
 Public Information Campaigns will be initiated to inform the public
about upcoming traffic disruptions, alternative routes, and safety measures
through media and social media platforms.
 Integration of Smart Traffic Management Technologies:
o The Consultant will advise on the use of smart traffic management
technologies, such as:
 Intelligent Transportation Systems (ITS): The use of ITS for real-time
traffic monitoring, incident detection, and adaptive signal control to adjust
traffic flows based on real-time conditions.
 Variable Message Signs (VMS): Deployment of electronic message
boards to inform drivers of road closures, detours, and travel time
estimates.
 Automated Traffic Monitoring Systems: Utilizing CCTV and sensor-
based traffic monitoring systems to detect traffic conditions, identify
bottlenecks, and make data-driven adjustments to the traffic management
plan.
 Traffic Condition Monitoring and Reporting:
o The Consultant will implement a Traffic Monitoring and Reporting System
using tools like Transoft Solutions AutoTURN or VISSIM for simulation-based
traffic monitoring. This will include:
 Real-time traffic condition reporting: Using live data feeds from smart
traffic sensors and ITS to track traffic flow, identify issues, and report
them in real-time to the PMT.
 Daily Traffic Condition Reports: The Consultant will provide regular
reports, detailing traffic conditions, delays, and any issues observed, along
with recommendations for adjustments to traffic management measures.
 Traffic Incident Management Plan: Developing a proactive incident
management strategy to quickly address accidents or unexpected events
that may cause traffic delays or disruptions during construction.
 Key Performance Indicators (KPIs):
o The Consultant will define KPIs for traffic management, such as average
vehicle delay, traffic throughput, and accident rates, to measure the effectiveness
of the traffic management strategies and adjust them as necessary.

3.5.2 Strengthening Traffic Enforcement and Regulatory Frameworks

The Consultant will provide support in strengthening traffic enforcement and revising the traffic
regulatory framework to ensure long-term protection of the BRT system's operation.

 Training of Traffic Police for Mass Transit:


o The Consultant will work closely with law enforcement agencies to train traffic
personnel specifically for the mass transit system (BRT). This will include:
 Curriculum Development: Creating a specialized training curriculum
focused on BRT-related traffic enforcement, traffic flow management, and
safety protocols.
 On-the-job Training: Conducting hands-on training sessions with traffic
police, focusing on their roles and responsibilities in managing BRT
corridors, enforcing transit rules, and responding to incidents along the
BRT route.
 Capacity Building Workshops: Organizing workshops for both new
recruits and existing traffic officers to familiarize them with BRT-specific
enforcement challenges, such as busway protection, pedestrian safety,
and preventing illegal vehicle encroachment into BRT lanes.
o Coordination with Transport Agencies:
 The Consultant will also coordinate with local transport agencies to ensure
they are aligned with the traffic police in managing traffic enforcement on
and around the BRT corridor. This will involve setting up joint working
groups to ensure seamless enforcement across different jurisdictions.
 Revising the Traffic Regulatory Framework:
o The Consultant will support the revision of the existing traffic regulatory
framework to strengthen laws related to the BRT corridor, ensuring long-term
protection of the system.
 Legal Reviews: Reviewing existing traffic laws and regulations and
identifying gaps in relation to mass transit enforcement and BRT-specific
regulations.
 BRT-Specific Regulations: Proposing new regulations or amendments to
existing ones to protect the BRT lanes from encroachment by private
vehicles, enforce transit priority at intersections, and manage pedestrian
safety.
 Coordination with Local Legislators: Engaging with local government
representatives and transport authorities to draft and pass legislation that
enforces these revised traffic laws, including penalties for violations
related to BRT system interference.
 Cross-Agency Collaboration:
o Involvement of Other Agencies: The Consultant will liaise with agencies such as
the Karachi Metropolitan Corporation (KMC), Sindh Mass Transit
Authority (SMTA), and other relevant stakeholders to ensure the seamless
enforcement of revised traffic laws and provide an integrated traffic management
and enforcement system.
o Multi-Agency Traffic Task Force: We will help establish a multi-agency task
force to oversee the enforcement of the revised regulatory framework, ensuring
that all agencies involved work together effectively.
 Public Awareness Campaign:
o The Consultant will develop a public education campaign to inform drivers,
pedestrians, and local businesses about the revised traffic regulations and the
importance of complying with BRT-specific rules.
 Campaigns will include media outreach, social media, and community
engagement to ensure maximum public awareness.
 Road Safety Workshops: Organizing road safety workshops to educate
the public on how to navigate the new BRT system safely and the
penalties for non-compliance.

Technical Tools and Best Practices for Traffic Management

 Traffic Management Software: VISSIM, AutoTURN for traffic simulation and


analysis, Transoft Solutions for detailed traffic flow planning.
 ITS Technologies: Adaptive signal control, variable message signs (VMS), automated
traffic monitoring systems.
 Traffic Monitoring Tools: Real-time monitoring with sensor-based systems like CCTV,
smart traffic lights, and real-time data feeds.
 Training and Enforcement Tools: E-learning platforms such as SAP Litmos for
training traffic police, in-field training tools, and public safety simulation tools.
 Regulatory Framework Tools: Legislative drafting platforms and legal case
management software for regulatory revisions.
