Background
The Government of Pakistan requested International Development Agency (IDA - World Bank Group) for
funding of Khyber Pakhtunkhwa Rural Investment and Institutional Support Project ((KP-RIISP) aiming to
strengthen state capabilities for delivery of basic services and climate resilient infrastructure in the
project areas. The strategic objective of the KP-RIISP is to expand access to and coverage of citizen
centric public service delivery including vulnerable population and provide climate resilient
infrastructure in the merged area (MA) of KP and Frontier Regions (FRs). The project is expected to
contribute to improved development outcomes in the poorest newly merged areas in the Khyber
Pakhtunkhwa province and reduce poverty. This will be achieved through building responsive and
accountable institutions for service delivery and development in the merged districts and Frontier
Regions (FRs). The Newly Merged Districts (NMD) cover an area of 27,200 square kilometers, with a
population of around 4.8 million. The area comprises seven districts (Bajaur, Mohmand, Khyber, Kurram,
Orakzai, North Waziristan, and South Waziristan), which made up the erstwhile Federally Administered
Tribal Areas (FATA). Certain designated sub-divisions (Tehsils) in six settled districts which adjoin tribal
districts are known as FRs. These FRs adjoinPeshawar, Kohat, Bannu, Lakki, Marwat, Tank and Dera
Ismail Khan districts.
Bank financing will provide complementary and foundational investments in infrastructure and
institutional systems that would strengthen the Government’s own investments, both recurring and
development investments in the merged areas. The project will also support institutional development
and investments made at the local government level (e.g., village council level), strengthening these
institutions for planning and implementation of local budgets in an accountable, transparent and
sustainable manner, and bolstering citizen participation and accountability systems. The project will pay
particular attention to boosting the voice and participation of women at the grassroots level, to ensure
that locally determined investments meet the needs of women and girls. The project components, when
taken together, provide a critical and complementary set of investments into institution building and
development of state systems in the NMD.
The key responsibilities of the Gender and Inclusion Office shall include, but not limited to the following:
Develop and implement gender and inclusion strategies to ensure organizational policies and
programs promote equity.
Conduct assessments and audits to identify gaps in gender and inclusion practices and
recommend actionable improvements.
Provide training and capacity-building workshops for staff on gender sensitivity, inclusion
practices, and unconscious bias.
Collaborate with various departments to integrate gender and inclusion principles into project
design, implementation, and evaluation.
Monitor and evaluate the impact of gender and inclusion initiatives, using data to measure
effectiveness and inform future strategies.
Serve as a resource and point of contact for employees seeking support or guidance on gender
and inclusion issues.
Organize and lead initiatives, events, and campaigns to promote awareness and understanding
of gender and inclusion topics within the organization.
Analyze and report on trends and issues related to gender and inclusion, providing
recommendations to senior management based on findings.
Foster relationships with external stakeholders, including community organizations and
advocacy groups, to support and advance gender and inclusion goals
Any other relevant tasks assigned by the management
The Gender and Inclusion Officer will report to Project Director PCMU P&DD, KPRIISP.
Contract Duration
Up to one year, extendable till life of the Project upon satisfactory performance dully recommended by
the supervisor.
Selection Method
Consultants will be selected in accordance with Open Competitive Selection of Individual Consultants
provided in the “World Bank Procurement Regulations for Investment Project Financing Goods, Works,
Non-Consulting and Consulting Services” (July 2016) revised November 2020.
