1. How can a robust M&E system help in the successful implementation of health
programs specially in times of pandemic outbreak?

— Having a robust M&E system in place can assist in the recovery as it can ensure
that the money is spent wisely through an effective and efficient tracking of the
expenditure. In such times like the COVID-19 pandemic, having a robust M&E
system in place, helps the Government twofold – first, it ensures an effective and
efficient utilization of the resources, and second, it helps in tracking the public
expenditure, thereby helping the government to redirect the funds towards the ones
who need it the most. during the ongoing COVID crisis, apart from the numbers
and a few basic indices (age group, gender etc.), a detailed profiling of COVID-19
positive patients could help in understanding disease epidemiology better. A timely
availability of such a profile, containing basic household characteristics, occupation,
habits, chronic ailment history, travel history, sanitation, behavioral trends, and other
similar indicators, can help the researchers in identifying the population clusters and
the category of the individuals who might be at heightened risk in case of any future
pandemic outbreak.
2. Discuss the relationship of an M&E system with the HMIS indicators

— Monitoring and Evaluation (M&E) is an action-oriented management tool that

uses the HMIS indicators to improve performance and remove bottlenecks. HMIS
indicators are a source of routine data that is necessary for monitoring different
aspects of various health programs implemented in the country. These core
indicators for action-oriented M&E come from routine service and administrative
records through HMIS. In short, HMIS and M&E are complementary processes;
reforming one means reforming the other.

1. What is the importance of Root Cause Analysis in Health Care Program
Implementation? What model do you think is most useful and why?

— The root cause analysis in healthcare serves a variety of purposes, some of

them being:
To identify any vulnerabilities that exist in any of the systems that can lead to
potential harm to the patients. To improve the risk management strategies in place
and to eliminate the recurrence of any adverse events.
The most useful model in root cause analysis is the model introduced by Ishikawa
(also known as the fishbone diagram) because it is considered one of the most
robust methods for conducting root cause analysis. This model uses the
assessment of the 6Ms as a methodology for identifying the true or most probable
root cause to determine corrective and preventive actions.

2. Why do we need to maintain the quality of data? What are the benefits of using
data quality tools in the hospital setting?

— Data quality is important because it ensures that the information used to make
key business decisions is reliable, accurate, and complete. When data quality
practices are poor, there can be significant repercussions. Imprecise analytics, profit
loss, unreliable business strategies, and operational errors can all be traced to poor-
quality data. Using high-quality data, businesses can analyse data, conduct
marketing campaigns, and create reliable strategies much more quickly and
efficiently. This results in better return on investment, and more precise marketing.
As well as improving the dataset itself, high-quality data can help reduce risks,
costs, and worker productivity. With quality data, marketers and data managers
spend less time identifying and validating data errors, and more time using the data
for its purpose.

1. What are the distinguishing features of the laboratory, radiology, and cardiology
reporting?

— Laboratory, radiology, and cardiology reporting play pivotal roles in healthcare,

each with distinct features. Laboratory reports primarily focus on analyzing bodily
fluids and tissues, providing comprehensive test results with standardized units and
terminology. Radiology reports involve medical imaging interpretations, offering
detailed descriptions of visual findings, often using specialized terms and visual
aids. Cardiology reports concentrate on heart-related tests, presenting parameters
like cardiac rhythms, ejection fractions, and coronary conditions.

2. How can management reporting help improve the operation of the hospital?

— Management reporting, a crucial aspect of hospital operations, can significantly

enhance efficiency and quality of care. By consolidating data across departments,
it enables real-time performance monitoring, pinpointing bottlenecks and resource
allocation issues. This data-driven approach aids in quality improvement by tracking
patient outcomes and compliance with best practices. Financially, it streamlines
budget management and billing processes, ensuring optimal resource allocation.
Furthermore, it helps hospitals maintain regulatory compliance, reducing legal and
financial risks. Ultimately, management reporting informs strategic decision-making
for long-term planning, facilitating hospital growth, and enhancing overall healthcare
delivery by promoting informed, data-driven decisions.

1. What are the processes on how to choose a LIMS? Discuss your answer.

— In choosing a Laboratory Information Management System (LIMS), it is advised

to evaluate the necessities and objectives of the business. One must take into
consideration all the heavyweights that the LIMS will lift off the shoulders of the
business; such as the manual processes that would now be automated and
digitized while assuring the best quality of samples and data management. One
must also take into mind the costs of the procedures that the LIMS will satisfy, in
order to assess the best selection for LIMS and determine whether it will make a
good return of investment. Also, it also vital to consider the areas that you want to
satisfy in choosing a LIMS, such sample handling, registration and analysis,
reporting and invoicing.
2. What are the processes on how to implement a LIMS? Discuss your answer.

— In implementing a Laboratory Information Management System (LIMS), it is

important to engage with the end users first; for they will be working with the system.
It is important that opinions and insights are taken into account regarding their
adjustment to a new working environment where LIMS is be a new part of. Next is
to define the workflows and mapping it, in order to consider and assess all the
components of what makes the business work. Also, to select the right vendor is a
crucial step for implementing a LIMS in order to assure that it will negotiate a fair
deal that meets the needs and requirements of the business. Lastly, design the
system by negotiating with vendor about the necessities of the lab in order to meet
the objectives that was made first in choosing the LIMS. It is important that the
design satisfy the goals and needs of the business, even if it meant revisions, and
time-consuming meetings with the vendors.

1. How can the use of CIS improve the patient’s experience?

— The use of Cardiology Information System can improve the patient's experience
by giving them ease and comfort with accessing their complete vital information
regarding their condition, such as their scans, the physician's notes, medications,
next scheduled appointments, etc. It automates the manual activities such as going
to the doctor's office, which would save time; especially for patients dealing with
heart conditions and patients who have undergone surgeries. It also improves
patient care in general by reducing human error through the assurance of storing
all the data; and by helping keeping track of notes of the physician, and their
progress.

2. What other function can be added to existing RIS to make it more efficient and
useful in the hospital?

— The addition of a notification function to the existing Radiology Information

System can make it more efficient. Whenever the radiology department records
critical results, and the physician makes clinical findings and decisions, the patient
will be notified instantly. This feature should be added especially that x-ray results
usually take time (with the exception of emergency cases which usually takes
minutes). It also helps in emergency department, where physicians will be notified
immediately regarding radiology results which will be significant in providing
diagnosis and proper patient care for emergency cases (such as trauma and
injuries to vital organs like the heart, the lungs, the spine and the brain).
