Executive Summary
Definition of Terms
1. INTRODUCTION
The agriculture sector in the Municipality of Bansalan plays a very important role in
the municipality’s economy since agriculture is the major source of the town’s income
and employment.
The agricultural land is cultivated into various crops and the top nine commodities are
as follows: coconut, rice, rubber, mango, banana, corn, coffee, cacao, and vegetables.
The total agricultural land of 10,912.00 Ha. has increased to 16,514.746 Ha. due to the
encroachment of farmers into the inalienable areas of Mt. Apo, the latter engaged in
agricultural cultivation and agro-forestry project of the Department of Environment
and Natural Resources (DENR).
Coconut, banana, and cacao are spread throughout in 25 barangays but are more
prominent in upland and mainland areas. Meanwhile, rice is highly planted in lowland
areas of Barangays Marber, Sto. Nino, Dolo, Rizal, Tubod, Mabuhay, Mabunga, New
Clarin, Buenavista, Poblacion Uno, Poblacion Dos, and the lower part of Barangay
Kinuskusan and Eman. On the other hand, rubber is commonly planted in upland
areas while mango is usually present in lowland to midland barangays and very rare in
the upland. Vegetables are widely farmed in 25 barangays but are highly concentrated
in Barangay Managa, Alegre and Anonang along with coffee.

Agricultural mechanization has three levels, and these are low, Intermediate and high. A
low level of mechanization is when the manual power used exceeds 33%, intermediate
mechanization is when animal power and utilization ranges from 34% to 100%, while
high mechanization happens when mechanical power utilization ranges from 67% to
100% (Rodulfo, et.al).
Generally, the level of mechanization of the municipality of Bansalan as shown in the table
below is low, this is mainly due to limited and location-specific interventions. A low
mechanization level poses a great challenge to the development and progress of the
municipality’s agricultural sector.

2.1Rice Mechanization
Rice is the most important cereal crop and is the staple food of over half the world’s
population. It is a very flexible/adaptable plant that grows well under both flooded and
rainfed conditions. The rice production area of the municipality of Bansalan is about
1,744.13 Ha., all of which are irrigated areas. Rizal has the highest land area covering
354.55 Ha or 3.053% of the total rice production area. Table 3 shows the total rice
production area per barangay of the municipality.

Corn is a highly productive and adaptable crop, that can be grown in diverse
climates and soil types. It is also a major source of calories and nutrition for
billions of people especially in developing countries. Corn production area
of the municipality of Bansalan is about 189.25 has. Managa has the highest
production area covering 31.0 has.

The municipality also has low mechanization for corn. The total level of mechanization for
corn is 0.73 hp/ha. The observed high level of mechanization is in land preparation operations
followed by corn shelling while lowest level of mechanization is in harvesting, drying and milling.

The municipality of Bansalan is also a top producer of Coconut with a total area of
3,809.00 hectares as shown in Table 2.1 5, about 2.95% of the total agricultural land of the
Municipality. The largest banana producing barangay is Kapatagan with a total area of 467.68
hectares which is 21.43% of the total banana production area.
The Current inventory of Agricultural and Biosystems Engineers employed in the Local
Government Unit (LGU) of Bansalan is four (4), where only three of them are licensed. Two ABE is
in a regular position, one is designated as MENRO, HVCDP Coordinator, and ABE section head, the
other ABE is a Rice technician and the other two (2) are Job orders paid by minimum wage.
Particularly they are involved in the delivery of extension services in the municipality, since one
(1) of them are assigned in the municipal agriculturist office (Licensed ABE) and the other one (1)
is assign in the Municipal Planning and Development office.
Based on the assessment per barangay, it was determined that those farmers and farmer
organizations that owned and operated agricultural machinery have learned to operate by their
experience or trained by PhilMech under Rice Competitiveness Enhancement Fund (RCEF). Also,
the current inventory of agricultural machinery operators in the municipality are two (2) but they
have no National Certificate (NC) they are assigned to tractor operation as drivers. Table 8 shows
the status of the availability of agricultural and fishery machinery operators and technicians
present in the area as well as agricultural and biosystems engineers in the municipality.
Most of the agricultural machinery operators are in barangay Dolo, Rizal and New Clarin,
because those barangays are rice production areas. Also, they have no National Certificates (NC’s)
or training.

Recently, only one has been accredited as manufacturer, dealer, assembler, and
distributor in the municipality of Bansalan for agricultural machinery and equipment. Therefore,
the Local Government Unit of Bansalan through the municipal agriculturist office is planning to
invite investors about the manufacturer, dealer, assembler, and distributor of agricultural
machineries and equipment to promote mechanization in the municipality.
2.4 Issues and Concerns Encountered. (based on the above statement such
as on the status of corn mechanization and the structure of ABE)
The Municipality of Bansalan is known for its agricultural activities and has recently
started exploring the adoption of mechanized production methods to improve the productivity
and efficiency of its farming practices. However, several issues and concerns have emerged during
the implementation.
The introduction of mechanization had unintended consequences for the local workforce.
Several farmers who traditionally relied on manual labor to support their livelihoods found
themselves facing reduced job opportunities. This led to concerns about unemployment and social
unrest among affected individuals, who were unsure how to adapt to the changing agricultural
landscape.
The remote location of Bansalan posed logistical challenges for the implementation of
mechanization. Inadequate road networks made transportation of machinery and spare parts
difficult, resulting in delays and higher costs. Insufficient storage facilities also impacted the
efficiency of mechanized production, as farmers struggled to store and protect their harvested
crops properly.
Addressing these issues and concerns in the municipality of Bansalan would require
comprehensive efforts from local authorities, farmers' organizations, and relevant stakeholders. It
would involve facilitating financial support for smaller farmers, expanding training programs,
promoting sustainable practices, improving infrastructure, and fostering inclusive decision-
making processes to ensure that mechanization benefits all farmers and respects the local
community's values and aspirations.
Over the next five years, the municipality of Bansalan aims to achieve the following goals
regarding mechanization in its agricultural sector. The primary goal is to promote the widespread
adoption of mechanized production methods among farmers in Bansalan. This involves creating
awareness about the benefits of mechanization, providing financial incentives or support for
equipment acquisition, and facilitating access to training programs. The objective is to ensure that
a significant portion of the farming community in Bansalan embraces mechanized practices.
The current level of mechanization is 3.095 hp/ha and 1.321 hp/ha for rice and corn,
respectively and is envisioned to reach a 5.817 hp/ha and 1.97 hp/ha municipal level of
mechanization by 2029. With the increase in the level of mechanization it is expected to increase
agricultural productivity by reducing losses and reducing cost of production, these can be
achieved by the provisions of additional machinery and equipment as shown in Table 8 and 9.

The AFMech components that were included in this Municipal LAFMP covers the
components as mandated by National Agricultural and Fishery Mechanization Program (NAFMP)
which comprises of (1) Local Assembling and Manufacture of Agri-Fishery Machinery; (2)
Research, Development and Extension; (3) Standards and Regulations; (4) Support Services and
Institutional Development; and (5) Human Resource Development. Plans, programs and projects
included are presented in Table 10.

4.3 Standards and Regulations
The municipality of Bansalan has passed an ordinance for the registration of Agri-fishery
machineries in the municipality. The Municipal Ordinance No. 436 series of 2020 envisioned to

Department of the Interior and Local Government within the territorial jurisdiction of the Municipality

4.4Support Services and Institutional Development
The mechanization interventions will be anchored with the Farm consolidation program of
the DA RFO XI. Therefore, priority will be given to clustered farms based on their Cluster
Development Plan. Organized farm associations and cooperatives outside the clustered farms shall
be encouraged to farm clustering in order to optimize the utilization of agricultural machineries.
Specific interventions and targets are elaborated in Chapter 5 under the Commodity AFMech Plans
and Targets.
Currently, the municipal agriculturist office has not yet created its Agriculture and
Biosystems Engineering Section. However, to date the plantilla positions for ABE were not yet
open, since there is no intended budget for ABE Section. Table 15 shows the targets for filling up
the said positions for ABE Section.

5.1Rice
The current level of mechanization for rice is 1.708 hp/ha with the goal that in 2029 it will
be increased to 4.43 hp/ha. To attain the goal for 2029, agricultural and fisheries machinery will
be provided to identified farmer associations/cooperatives through various support funds from
the Local Government Unit (LGU), Department of Agriculture (DA) and other national agencies.
